WE NEED TO CONSIDER APPROVING A SEMI-ANNUAL REPORT TO THE CITY COUNCIL ON LAND USE ASSUMPTIONS AND CAPITAL IMPROVEMENT PLANS, UH, FOR THE NORTHEAST OYSTER CREEK SUB WATERSHED LAKE OLYMPIA PARKWAY, EXTENSION AND MUSTANG BY SERVICE AREA.

THIS IS JEREMY DAVIS WITH THE CITY ENGINEER'S DEPARTMENT.

SO, UH, BECAUSE WE HAVE A COUPLE OF NEW COMMISSIONERS THIS YEAR, I DECIDED TO CREATE A BRIEF PRESENTATION ON THE CITY'S IMPACT FEES, JUST TO INFORM EVERYONE, UH, ON WHAT WE HAVE GOING ON.

SO, UH, TWICE YEARLY, UH, THE CITY ENGINEER'S OFFICE WERE SUPPOSED TO REVIEW OUR IMPACT FEE ORDINANCE AND RECOMMEND ANY CHANGES TO THE PLANNING AND ZONING COMMISSION.

SO, UH, I'D LIKE TO MOVE ON TO THE NEXT SLIDE.

SO IMPACT THE, SO THE CITY HAS ADOPTED THREE IMPACT FEES BY ORDINANCE, UH, FOR OUR SERVICE AREAS.

WE'VE GOT, UH, LAKE OLYMPIA PARKWAY, EXTENSION, UH, MUSTANG, YOU SERVICE CENTER, NORTHEAST OYSTER CREEK SUB WATERSHED.

UH, THESE FEES ARE COMMITTED TO, UH, FUNDING, PUBLIC INFRASTRUCTURE IMPROVEMENTS, UH, IN THOSE AREAS.

NEXT SLIDE.

SO, UH, WHEN WE'RE DETERMINING THE IMPACT BEES, UH, THIS IS USUALLY DONE DURING THE, UH, SO DURING THE PRE-DEVELOPMENT MEETING, UH, WITH THE DEVELOPERS, UH, WE NOTIFY THEM, UH, IF THEY HAVE A NEED TO PAY, UH, IMPACT FEES FOR THEIR DEVELOPMENT.

UH, THE IMPACT FEE IS DETERMINED DURING THE PRELIMINARY PLAT APPLICATION PHASE BY THE CITY'S ENGINEERING DIVISION.

AND, UH, WE HAVE DIFFERENT ORDINANCES FOR DIFFERENT, UH, IMPACT BE.

SO, UH, THE ACTUAL FEE ITSELF WAS BASED ON THE TYPE OF DEVELOPMENT AND THE SIZE OF IT.

SO THIS IS JUST A BRIEF GLIMPSE AT OUR ADOPTED THESE SCHEDULE.

SO WE HAVE THE LAKE OLYMPIA PARKWAY EXTENSION.

UH, THAT FEE IS $236 PER DWELLING UNIT.

UH, WE HAVE A STUDY THAT, UH, DICTATES THE, THE AREA THAT IS, UH, SUPPOSED TO PAY FOR THIS, UH, IMPACT B UH, THIS IMPACT BE, IS,

UH, COMMITTED TO PUBLIC INFRASTRUCTURE IMPROVEMENTS ON LAKE OLYMPIA PARKWAY.

SO, UM, UH, AND THE FEE CAN ONLY BE SPENT ON THAT.

THEN THE NEXT FEE IS THE MUSTANG BY YOU SERVICE CENTER, UH, B UH, THE, THIS ACTUALLY IS TWO DIFFERENT FEES.

UH, WE HAVE A WATER BEING A WASTEWATER B, SO A WE CHARGE, UH, FOR WATER.

UH, WE HAVE $1,009 AND 84 CENTS, HER EQUIVALENT SINGLE FAMILY CONNECTION.

AND FOR WASTEWATER, IT'S $2,276 AND 29 CENTS PER EQUIVALENT, SINGLE FAMILY CONNECTION.

UH, WE HAVE A STUDY, UH, THAT WE, UH, THAT WE REFER TO WHEN IT COMES TO THE EQUIVALENT SINGLE FAMILY CONNECTION THAT ALLOWS US TO DETERMINE, UH, FOR LARGER DEVELOPMENTS THAT AREN'T SINGLE FAMILY DEVELOPMENTS, UH, WHAT THEIR EQUIVALENT, UH, CONNECTIONS ARE.

UH, SO THAT'S WHERE WE GET THAT TERM FROM.

AND, UH, CURRENTLY RIGHT NOW, WE'RE LOOKING INTO MAKING SOME CHANGES TO THIS FEE STRUCTURE, BUT, UH, FOR THIS MEETING RIGHT NOW, WE'RE JUST GOING WITH THE CURRENT FEE STRUCTURE.

AND THESE FEES ARE ONLY SPENT ON, UH, UPGRADING WATER AND WASTEWATER FACILITIES WITHIN THE MUSTANG VALUE SERVICE AREA.

THEN OUR LAST FEE IS THE NORTHEAST OYSTER CREEK SUB WATERSHED.

THIS IS A DRAINAGE FEE, UM, FOR DEVELOPMENTS IN THAT AREA.

AND, UH, WE CHARGE $3,000 PER ACRE.

AND, UH, THIS IS SPENT, UH, ONLY ON IMPROVING DRAINAGE WITHIN THAT, UH, DESIGNATED AREA.

SO ON TONIGHT WHERE, UH, UH, THE ENGINEERING DIVISION IS NOT SUGGESTING ANY CHANGES TO, UH, THE CURRENT ADOPTED FEE SCHEDULE.

UM, AND, UH, THAT'S THE END OF MY PRESENTATION.

THIS IS COMMISSIONER OVERTON ON THE NORTH NORTHEAST FORESTER CREEK, UH, SUB WATERSHED, THE DRAINAGE FEE, WELL RESIDENTS HAVE ANY EFFECT ON THEIR PARTICULAR WATER BILL BASED ON THESE FEES.

UH, NO MA'AM.

SO THIS IS FOR NEW DEVELOPMENTS IN THE AREA, UH, WHO ARE GONNA BENEFIT FROM OUR REGIONAL, UH, DETENTION PONDS, UH, THAT'S OFF OF INDEPENDENCE BOULEVARD.

SO IF THEY'RE ALREADY LIVING IN THE AREA, THEY DON'T HAVE TO PAY THAT FEE.

SO THIS WOULD BE FOR NEW RESIDENTS.

UH, WELL, THIS IS FOR NEW DEVELOPERS, UH, IN THE AREA THAT RESIDENTS INDIVIDUALLY WOULDN'T PAY IT, I GUESS, UNLESS THE DEVELOPERS, I GUESS, SPLIT THAT UP OVER THE COST OF THE HOMES, BUT, UH, THE RESIDENTS THEMSELVES WILL BE PAID AS THE DEVELOPER.

SO I'M WONDERING, I UNDERSTAND YOU TO SAY THAT IF THERE ARE ANY FEES, THE DEVELOPER COULD PASS THEM ON TO THE NEW RESIDENTS THERE, BUT EXISTING RESIDENTS WOULD NOT BE AFFECTED.

THE EXISTING RESIDENTS WILL NOT BE AFFECTED.

UM, I'M JUST ASSUMING THAT, YOU KNOW, THEY HAVE TO PAY THAT FEE UP FRONT, OR PROBABLY, YOU KNOW, JUST ADD IT ON TO THE PRICE OF THE HOMES, PROBABLY SPREAD IT OUT OR SOMETHING, BUT, UH, IT'S JUST A FEE THAT THE DEVELOPER IS PAYING THE INDIVIDUAL RESIDENTS TO NOT PAY THAT DIRECTLY.

THEN IT ONLY OCCURS AT THE TIME THAT THE DEVELOPER PLATS, A LOSS AND MILLS STARTS TO BUILD THE HOUSE.

AND SO IN, IN, IN THE LION'S SHARE OF THESE, THAT'S, WE'RE PRETTY MUCH BUILT OUT, I BELIEVE SO.

YEAH.

DOES THAT MAKE SENSE? YEAH, I THINK MY QUESTION WAS CAN ANY TIME PASS THOSE FEES ON TO THE RESTAURANTS THAT WOULD BE AT HIS DISCRETION, MISS OVERTON, THAT WOULD BE WITH THEM.

THAT WOULD BE AT THE TIME OF HIM DECIDING THE PRICE
