WE HAVE A PRESENTATION BY AN ASSISTANT CITY MANAGER, BILL ATKINS, MAYOR, AND COUNCIL OFFICE.

I WON'T TAKE A LOT OF YOUR TIME BECAUSE YOU'RE FAMILIAR WITH WHAT A, THIS IS.

AND WE ARE, UH, UNDERTAKING

AN UPDATE OF OUR STRATEGIC PLAN EASILY.

WE COME BACK AND LOOK AT THIS PLAN, UH, TO MAKE SURE THAT WE'RE ON TRACK WITH, UH, MAJOR GOALS.

AND SHE SAID, AND THEN OUR ACTION STEPS THAT WE'RE TAKING ARE IN LINE WITH THAT.

UH, THIS YEAR WE HAD, UH, HAD, UH, ENGAGED J D GRAIN ASSOCIATES, JASON GRAY, TO HELP FACILITATE AND LEAD US IN THAT PROCESS.

UH, WE'LL BE LOOKING AT OUR VISION STRATEGIC PLAN, OUR WORK PROGRAM, MISSION CORE VALUES AND ORGANIZATIONAL VALUES.

AND, UH, ALSO, UH, WE'LL BE LOOKING, GOING BACK TO THE 20 2014 STRATEGIC PLAN WHERE WE DID A MAJOR OVERHAUL OF IT, LOOKING AT THE, UH, THE, UH, STRATEGIC PLAN, UH, FOCUS AREAS.

AND, UH, TO REMIND YOU THOSE ARE TO CREATE A GREAT PLACE TO LIVE MY TANK, FINANCIAL SOUND GOVERNMENT, UH, GROWTH BUSINESS INVESTMENTS IN MISSOURI CITY, DEVELOP A HIGH PERFORMANCE TEAM AND HAVE A QUALITY OF DEVELOPMENT THROUGH BUILD OUT.

WE'LL BE REVIEWING THOSE AND ACTION STEPS THAT, UH, WE ARE GOING TO BE RECOMMENDING TO YOU, UH, WITH RESPECT TO THOSE, TO GET TO THOSE, UH, THE ACHIEVEMENT OF THOSE GOALS AND GETTING YOUR FEEDBACK ON THOSE, UH, THOSE STEPS, THOSE GOALS, AND MAKING SURE THAT WE'RE ALL ALIGNED WITH RESPECT TO THAT.

SO WE'VE HAD OUTLINED, UH, THIS COMING FRIDAY AND SATURDAY TO, UH, UH, DO THE, UH, REVIEW OR DO THE RETREAT.

HOWEVER, GIVEN THE ISSUES THAT WE HAVE WITH COVID, UH, WE ARE POSTPONING THAT UNTIL THE TIME WHICH WE CAN DO IT IN A MORE SAFE ENVIRONMENT, UH, HAVING YOU PRESENT AND BEING ABLE TO MAKE, UH, TAKE AS EFFECTIVE A TIME AS WE CAN WITH YOU, OR TAKE SUFFICIENT TIME WITH YOU.

AND SO ANYWAY, UH, WE'LL BE LOOKING AT A FUTURE DATE AND, UH, PART OF WHAT I PROVIDED TO YOU WAS NO REVIEW THAT PROCESS THAT WE'LL BE UNDERTAKING AGAIN WITHIN OUR STRATEGIC INITIATIVES AND GETTING YOUR FEEDBACK, UH, WITH RESPECT TO THOSE.

SO, UM, AGAIN, AND WE DID IDENTIFY FOUR AREAS THAT, UH, FROM A STAFF LEVEL THAT WE WANTED TO BRING FORWARD TO YOU, WE'VE HEARD FROM YOU, THE CITY INITIATIVES, UH, WE'LL INCLUDE A CONFERENCE COMMUNICATION PLAN, ECONOMIC DEVELOPMENT, REDEVELOPMENT PLAN, 2021 BOND ELECTION PROPOSAL, AND EMPLOYEE PAY PLAN THAT WE'VE BEEN WORKING ON.

AND SO THOSE WILL BE THE THINGS WE'LL BE LOOKING AT AND REVIEWING WITH YOU.

AND, UH, AGAIN, WE'LL BE WORKING TO SEE WHEN WE CAN HAVE THIS TAKE PLACE AND DO SO IN A SAFE MANNER.

I'M HERE TODAY TO GIVE YOU A LITTLE INSIGHT OF THE PROJECT THAT WE'RE WORKING ON WITH THE CITYWIDE WIRELESS PILOT PROGRAM.

UM, AND TELL YOU A LITTLE BIT ABOUT THE BENEFITS OF THE PROJECT NEXT FAR AS PIECE, THE PROPOSED SOLUTION CONSISTS OF UTILIZING THE CITY HALL BUILDING AS A PRIMARY PHYSICAL LOCATION TO DETERMINATE ALL WIRELESS CONNECTIVITY.

UM, IT WAS ABLE TO LEVERAGE VENDOR PARTNERSHIP TO REDUCE THE COST OF THIS PILOT PROGRAM AND UTILIZE THE OWNER EQUIPMENT FROM OUR VENDORS.

SO WE DON'T HAVE TO PAY FOR THE FRONT END OF ALL THIS HARDWARE AND LICENSING.

UM, THE WIRELESS SOLUTION, UM, WILL ALSO GIVE US A WIRELESS ACCESS POINT TO BE INSTALLED AT EACH OF THE FOUR TRAFFIC LIGHTS DOWN OF PARKWAY FROM MISSOURI CITY DRIVE TO THE INTERSECTION OF INDEPENDENCE BOULEVARD AND TEXAS PARKWAY.

THE POINT OF

POINT, WHY WAS THE RICE WILL ALSO BE INSTALLED AT EACH FOUR, BUT EACH OF THE TRAFFIC LIGHTS TO BE USED AS A BACK HAUL CONNECTIVITY BACK TO CITY HALL, UM, THAT WAS GETTING IN THE CONNECTION BACK AND FORTH BETWEEN THE SITE.

THIS PI PROGRAM AND WIRELESS WILL PROVIDE CRITICAL DATA THAT WE NEED TO ANALYZE AND DESIGN TO THE CITY-WIDE SOLUTION.

NEXT SLIDE, PLEASE, HERE ON THE DRAWING, YOU CAN SEE, UM, I PICKED THIS LOCATION BECAUSE IT WAS WELL DIVERSE IN MULTIPLE ASSETS.

AS FAR AS YOU HAVE SHOPPING CENTERS, YOU HAVE THE CITIZENS, YOU HAVE A LOT OF PUBLIC WORKS INFORMATION GOING ON, UM, BACK AND FORTH OFF THE TRAFFIC LIGHTS.

WE HAVE A LOT OF PLANNING DEPARTMENT, UM, MOVING AROUND IN THIS AREA.

SO IT JUST GIVES YOU AN INSIGHT OF WHERE THE WIRELESS CONNECTIVITY IS GOING TO BE.

NEXT SLIDE, PLEASE.

UM, THE BENEFITS BEHIND THIS SOLUTION WILL GIVE YOU, UM, ACCESS AND AVAILABILITY TO CITY-WIDE WIRELESS SOLUTIONS WOULD PROVIDE INTERNAL CITY DEPARTMENT SEAMLESS ACCESS TO INTERNAL RESOURCES.

AND IT'S NOT JUST ONE DEPARTMENT.

WE'RE LOOKING AT PUBLIC SAFETY WITHIN THAT CODE ENFORCEMENT.

WE'RE LOOKING AT PLANNING, PUBLIC WORKS, PARKS AND REC AND COMMUNICATIONS, UM, INCREASING EFFICIENCY, UM, NOT JUST ONLY FOR PUBLIC SAFETY, BUT, UM, THEY WILL BE UNTETHERED ACCESS TO RESOURCES WITHOUT CONCERN OF BLACKOUTS OR OUTAGES SAY ALLERGIES AND DROPS WITHIN THE CITY LIMITS.

UM, ALSO THE BENEFIT BEHIND THIS SOLUTION IS NEW OPPORTUNITIES.

THE CITY WILL BE ABLE TO PROVIDE OUR CITIZENS ACCESS TO RELIABLE WIRELESS THROUGHOUT THE CITY AND INCREASED REVENUE AND ASSOCIATED COSTS, SERVICE COSTS.

AND A GREAT THING ABOUT THIS BENEFIT AND SOLUTION IS, UM, IS SCALABLE.

SO WITH WIRELESS, WE DON'T PUT ANYWHERE YOU WANT TO, I DON'T REALLY HAVE A GOOD CONNECTION BACK AND FORTH.

SO THE WIRELESS NETWORK IS SNIFFLY FASTER AND CHEAPER TO INSTALL IN WIDER NETWORK, SIMPLY BECAUSE IT DOESN'T REQUIRE CABLING.

THIS IS VERY IMPORTANT, ESPECIALLY IN BUILDINGS AND AREAS THAT DO NOT HAVE CABLE INFRASTRUCTURE IN PLACE.

ANY QUESTIONS? UH, YES.

I HAVE A QUESTION AS COUNCIL MOVES BONY A GREAT PRESENTATION, UH, CEDRIC.

UM, MY QUESTION IS, UH, I HAVE A COUPLE OF QUESTIONS ACTUALLY, WHAT ACTUALLY, UH, BROUGHT THIS ABOUT, IS THIS SOMETHING THAT'S BEEN IN THE WORK TIME OR, UH, WAS THIS BASED OFF OF FEEDBACK FROM THE CITIZENS, UH, AS TO WHAT THEY BE? I JUST WANTED TO FIND OUT WHAT THE DRIVING FORCE BEHIND IS.

YOU KNOW, IT'S KIND OF CHALLENGING FOR ME TO, TO HEAR MY CONSTITUENTS SAY THAT THEY WANT THEIR STREETS FIXED AND, AND SIDEWALKS FIXED.

AND, AND, YOU KNOW, I, I, IF THEY WERE ASKING FOR THIS, THEN I WOULD, I JUST WANT TO BASICALLY UNDERSTAND, WELL, INTERNALLY I'M LOOKING AT RESOURCES AND HOW WE ALLOCATE THE RESOURCES OUT TO PUBLIC SAFETY, TO TRAFFIC CODE UNFORTUNATES WE NEED TO MAKE SURE THAT THEY'RE ARE A LOT MORE EFFICIENT.

THEY'RE NOT, THEY'RE NOT ABLE TO COMMUNICATE BACK AND FORTH IN A TIMELY MANNER BECAUSE YOU HAVE RADIO INTERFERENCE OR YOU HAVE SEDER COVERAGE STUFF OUT.

UM, THAT'S WHAT I'M MAINLY FOCUSED ON, BUT WITH THE ADDED, WE CAN ALSO PRESENT THIS TO OUR CUSTOMERS, WHICH IS THE CITIZENS TO GET THEM ADDED ACCESS ALSO, UH, THIS, THE CITY MANAGER, BUT JUST TO PUT IT IN CONTEXT, UM, YOU KNOW, THIS, THIS IS A PART OF THE ADAPTIVE THREE INITIATIVE.

UH, THE CITY HAS BEEN WORKING OVER THE YEARS AND SEE HOW NOT ONLY ADVANCES TECHNOLOGIES AND TURN ON THE OPERATIONS, BUT ALSO TO SHARE THOSE WITH THE TAXPAYER, WITH THE CITIZENS IN A WAY THAT IT CAN ALSO BENEFIT THEM.

SO, UM, UH, PART OF, UH, CEDRIC'S PRESENTATION TODAY IS JUST TO GIVE YOU AN UPDATE ON SOME OF THE THINGS THAT'S HAPPENING, METAL TRAFFIC MANAGEMENT, BUT ALSO TO THE CROSS COMMUNICATION ON OUR PUBLIC SAFETY LEASE, WHATNOT.

AND THEN, UH, SOME LEVEL OF LACK OF SERVICES BECAUSE OF THOSE FIELDS, UH, UH, TAKE, TAKE ADVANTAGE.

SO THE VENDORS THAT WE PARTNER WITH ARE GIVING US ROUGHLY ABOUT 40, $50,000 WORTH OF EQUIPMENT TO UTILIZE.

WE JUST HAVE TO PAY FOR THE INSTALLATION PART OF IT, WHICH IS GOING TO RANGE ABOUT 15,000.

UM, BUT TO DO A WHOLE CITY WIDE SOLUTION, IT WAS WHY WE DOING A PILOT SO WE CAN UNDERSTAND THE PROS AND CONS AND BE ABLE TO GIVE YOU ALL THE DATA THAT YOU NEED SO WE CAN MAKE THE RIGHT DECISION ON COSTS AND EVERYTHING ELSE.

SO, CEDRIC, DO YOU HAVE AN IDEA OF ROUGHLY WHAT IT COULD COST AND HOW MUCH, UH, AS A FOLLOWUP TO COUNCILWOMAN EDWARD'S QUESTION, HOW, HOW MUCH IS THIS PILOT PROGRAM COSTING US RIGHT NOW? I UNDERSTAND WHAT'S BEING CONTRIBUTED BY THE VENDOR, BUT WHAT IS THE CITY'S COST SO FAR ON THE PILOT AND HOW LONG WILL THIS PILOT LASTS? THE PROBABLY COST IS GOING TO BE $17,000.

THAT'S, THAT'S GOING TO BE OUT OF POCKET WHAT THE CITY'S GONNA BE TAN FOR.

UM, AND WE'RE GOING TO TRY AND RUN IT FOR AT LEAST THREE TO SIX MONTHS, SO WE CAN GET ACCURATE DATA IF WE DECIDE TO GO FOR A CITYWIDE SOLUTION.

SO THE 17,000, UH, COVERS THE THREE TO SIX MONTHS, OR IS IT GOING TO, UH, IS THE 17,000 FOR THREE MONTHS OR IS IT FOR A FULL SIX MONTHS? IT'S A ONE-TIME COST FOR 40.

THE VENDOR WE'RE WORKING WITH, WELL, WE'RE WORKING WITH, UM, CISCO THAT'S WHO LOANED US THE EQUIPMENT, CEDRIC DISCOUNTS FROM AN EMORY, UH, QUESTION FOR YOU, UH, BACK ON THE BACKS.

UH, ONE PREVIOUS SLIDE, THERE WAS A COMMENT ABOUT, UH, THERE'D BE ADDITIONAL REVENUE THAT WE'D BE COLLECTING.

AND, UH, DO WE, AGAIN, I GUESS IT'S A MATTER OF COST HOW MUCH THAT, UH, THAT COST MIGHT BE TO EACH CITIZEN.

AND THAT'S THE PLAN THAT LOOK FORWARD AS FAR AS INDIVIDUALS PAMPHLETS, SERVICE.

UH, THE CITY DID PROVIDE, UH, RESOLUTIONS OF SUPPORT FOR THE HUNTINGTON, UH, SENIOR, UH, DEVELOPMENT, UM, THAT HAS THREE LOCATIONS INSIDE THE CITY AND ONE IN THE ETJ.

UM, AND THAT SUPPORT, UH, WAS PART OF A TAX, UM, APPLICATION, UM, PROJECT, WHICH IS DIFFERENT, UM, FROM THIS PARTICULAR DEVELOPMENT PROJECT.

UM, BUT SIMILAR IN, UH, THE REQUESTS, UH, THAT'S BEING ASKED OF THE CITY.

UM, THROUGH THIS PROJECT, WE'RE WORKING WITH THE FORT BEN HOUSING FINANCE CORPORATION WITH A PARTNERSHIP AND WE'RE HELPING THEM MEET THEIR GOALS.

UM, AND THEY'RE HELPING US MEET OUR GOALS.

WE'RE NOT USING, AS JENNIFER MENTIONED, WE'RE NOT USING TAX CREDITS IN THIS PROJECT JUST TO SPEED UP THE TRANSACTION AND TRYING TO PROVIDE MORE OF THAT MISSING MIDDLE, WHICH THE LYTEC PROGRAM TYPICALLY MISSES THE SITE.

UM, AS YOU CAN SEE, IT'S RIGHT THERE OFF FORT BEND PARKWAY, SIENNA PARKWAY TO THE WEST WATTS PLANTATION ROAD, UH, JUST SOUTH WE'RE EAST OF THE RAVELLO AT SIENNA APARTMENTS AND WEST OF THE LAUREL GROVE AT CNS SINGLE FAMILY DEVELOPMENT ALREADY GONE THROUGH THE LOCATION.

UM, AND ENTITLEMENTS, WE HAVE THAT DEVELOPMENT AGREEMENT, UH, WITH BETWEEN JOHNSON DEVELOPMENT IN THE CITY OF MISSOURI CITY.

SO WE'RE WORKING THROUGH THAT CURRENTLY, UM, DENSITY, WE'RE TRYING TO KEEP THE DENSITY LOW, YOU KNOW, WE DON'T, WE, WE DON'T WANT TO PUSH IT TOO, TOO HIGH AND DISTURB THE NEIGHBORS TO THE EAST.

SO WE TRY TO KEEP THAT A LITTLE BIT LOW.

AND THEN THE PROTOTYPE I MENTIONED, IT'S GOING TO BE THE SAME FINISHES, SAME EXTERIOR AS WE WOULD DO ON A MARKET RATE CLASS, A PROJECT, UM, THE RENT TYPE.

WE HAVE 50% OF THE UNITS THAT'S RESTRICTED AT 80% AMI THAT'S AREA, MEDIAN INCOME, 40% AT 130% AMI.

AND THEN 10% OF THE UNITS WILL BE COMPLETELY UNRESTRICTED FROM INCOME OR RENT.

UM, AND I'LL GET INTO THAT A LITTLE BIT LATER, JUST TO GIVE YOU AN IDEA OF KIND OF THE RED TYPES THAT WE'RE LOOKING AT.

UM, THE AVERAGE RENT FOR THESE 80% AMI UNITS WILL BE A, ROUGHLY $1,225 WHEN YOU COMPARE THAT TO THE MARKET.

THE MARKET'S, YOU KNOW, REALLY ASKING CLOSER TO $1,500 ON AVERAGE FOR THOSE UNITS.

SO YOU CAN SEE ROUGHLY A $300 DISCOUNT ON THE 80% AMI UNITS COMPARED TO THE HIGHER AMI UNITS.

UM, COMBINED THE BLENDED AVERAGE OF THE PROJECT WILL BE 1369, WHICH IS WELL BELOW, UM, THE CLASS, A PROJECTS IN THE VICINITY.

THIS IS THE LATEST ITERATION OF THE SITE PLAN THAT WE'RE WORKING ON.
