WHAT A WAY TO KICK OFF BLACK HISTORY MONTH.

UM, TODAY I WOULD LIKE TO PRESENT YOU WITH A PROCLAMATION.

UM, FIRST I WANT TO SAY EDUCATORS ARE ESSENTIAL TO OUR WORLD.

YOU ARE A HERO AND AS A PRODUCT OF A RETIRED TEACHER, MY GRANDFATHER WAS A RETIRED PRINCIPAL OF OUR GRANDMOTHER WAS A RETIRED TEACHER.

MY GREAT-GRANDFATHER WAS A RETIRED EDUCATOR, HATS OFF TO YOU, UM, FOR ALL THE WORK THAT YOU DO.

AND I, UM, ALONG WITH OUR MAYOR WOULD LIKE TO PRESENT YOU WITH THE PROCLAMATION FOR YOUR RECENT ACCOMPLISHMENT AND THIS READS, WHEREAS DR.

AMBER GRADY ASSOCIATE PRINCIPAL AT LAKE OLYMPIA MIDDLE SCHOOL WAS NAMED ASSISTANT PRINCIPAL OF THE YEAR FOR 2021 BY THE TEXAS ASSOCIATION OF SECONDARY PRINCIPALS TA SSP.

AND WHEREAS DR.

GRADY WAS CHOSEN AS THE STATE WINNER FROM THE 20 HONOREES NAMED BY THE STATE REGIONAL EDUCATION SERVICE CENTERS, WHO JUDGE NOMINEES ON THEIR PERSONAL EXCELLENT COLLABORATIVE LEADERSHIP CURRICULUM, INSTRUCTION, AND ASSESSMENT AND PERSONAL PERSONALIZATION ON THE SCHOOL CAMPUSES.

AND WHEREAS DR.

GRADY IS A 15 YEAR VETERAN IN EDUCATION AND HAS SERVED IN VARIOUS ROLES IN FORT BEND ISD WITH HER SPECIALTY BEING MATH BAGS AND BUILDING RELATIONSHIPS WITH STUDENTS AND PARENTS.

AND WHEREAS THROUGHOUT HER CAREER, DR.

GRADY HAS PROVIDED PROFESSIONAL DEVELOPMENT TRAINING FOR TEACHERS AND ADMINISTRATORS THROUGHOUT TEXAS AND THE UNITED STATES.

SHE HAS A PASSION FOR PROVIDING THE BEST EDUCATION POSSIBLE FOR ALL STUDENTS THROUGH MORE INSTRUCTIONAL LEADERSHIP AND BELIEVES IN THE FUTURE OF ALL STUDENTS.

IT SOMETIMES DOES GO UNNOTICED, BUT WHAT WE DO EACH AND EVERY DAY MATTERS, UM, I WANT TO ENCOURAGE EVERYONE.

STAFF REPORT ON COVID-19 UPDATES PRESENTATION.

OF COURSE, WITH TAMIKA JEWETT, OUR EMERGENCY MANAGEMENT COORDINATOR, AS WELL AS BILL ATKINSON, ASSISTANT CITY MANAGER, THAT WILL BRING, UH, ADDITIONAL UPDATES ON OUR, OUR RESPONSE IN REGARD TO CITY HALL AND SERVICES.

UH, AT THIS TIME, I'M GOING TO TURN IT OVER TO TAMIKA JOELLA TO GO OVER SOME DATA AND STATS, UH, FROM THE LOCAL COUNTY AND STATE LEVEL.

UH, AND THEN WE'LL, WE'LL GO ON FROM THERE.

THANK YOU, MAYOR AND COUNCIL ON THE SCREEN, YOU SHOULD SEE THE STATS OF OUR COVID CASES, EVEN THOUGH COVID HAS BEEN GOING ON FOR ALMOST A YEAR.

NOW, WE STARTED TRACKING SOME ADDITIONAL DATA EARLIER THIS FALL, AS YOU NOTICE, THE BLUE LINE THAT'S GOING IN THE UPPER TREND IS OUR TOTAL CASES.

SO THESE ARE, THIS IS THE TOTAL NUMBER OF CITIZENS AND MISSOURI CITY WHO HAVE CONTRACTED COVID OR TESTED POSITIVE.

SO AS OF JANUARY 23RD, WE HAVE HAD 4,047 CITIZENS WHO HAVE TESTED POSITIVE FOR COVID.

THE ORANGE LINE IS THE TERM AS THE PUDDLE ACTIVE CASES.

SO WHILE WE HAVE SEEN A STEADY INCREASE FOR CONFIRMED POSITIVE CASES, WE HAVE ALSO SEEN AN INCREASE, NOT AS STEEP AND OUR CURRENT ACTIVE CASES.

SO AS OF JANUARY 21ST, WE'VE HAD 748, WHICH IS THE HIGHEST THAT WE HAVE SEEN SINCE THE FALL WE'LL THEN START TRACKING THE ACTIVE CASES UNTIL, UM, LATE OCTOBER.

SO AN UPCOMING MONTHS WE'LL STILL HAVE SOME ADDITIONAL TRENDS THAT WE'LL BE ABLE TO SEE ON THE CHARTS FOR THE NEXT IN LINE VACCINATIONS.

CURRENTLY, TEXAS IS, UM, VACCINATING CATEGORIES, ONE A AND ONE B THE DEMAND FOR ONE B IS VERY HIGH RIGHT NOW.

SO, AND THE SUPPLY IS VERY SHORT.

SO RIGHT NOW WE ARE AT A VERY LIMITED SUPPLY.

WE ARE WORKING ON THE STATE, IS WORKING ON BRINGING ADDITIONAL SUPPLIES IN INITIALLY WHEN WE HAD THE VACCINATION SUPPLY, WE HAD THE CITIZEN, THE STATE HAD TO SET ASIDE A CERTAIN PERCENTAGE TO GO TO OUR LONG TERM CARE FACILITIES, BUT THEY OVERESTIMATED THAT NUMBER OR RESULTED IN WHICH SOME PEOPLE MAY HAVE HEARD RECENTLY OF SOME ADDITIONAL SUPPLY COMING OUT THIS WEEK, FORT BEND COUNTY IS GETTING 30,000 ADDITIONAL VACCINES THIS WEEK.

THOSE ARE A ONE-TIME DISBURSEMENT.

THEY'RE NOT GOING TO BE COMING INITIALLY ON OUR CURRENT RECURRING BASIS.

THIS IS JUST THE CATCH US UP A LITTLE BIT FROM SOME OF THOSE CASES, SOME OF THOSE, UM, VACCINES THAT WE'LL SET ASIDE FOR THE LONG CARE THAT WE DID NOT NEED FOR THE STATE AT THIS TIME, THOSE VACCINES ARE GOING TO GO TO FORT BEND COUNTY, PUBLIC HEALTH, UM, THE LARGE PORTION OF THOSE, AND THEN TWO OTHER PROVIDERS, WHICH ARE HOSPITALS, MEMORIAL HERMANN, AND, UM, HOUSTON METHODIST.

AND CHERYL-ANN ARE ALSO GOING TO RECEIVE LARGE SUPPLIES.

AND AT THIS, WE ARE UNSURE EXACTLY HOW WE'RE GOING TO DISTRIBUTE IT, BUT WE WILL HAVE INFORMATION POSTED ON OUR SITE AS SOON AS WE RECEIVE INFORMATION FROM THE COUNTY AND ANY OTHER PARTNERS,

ONCE WE GET A GOOD PORTION OF WHAT CAN BE DONE AT THIS TIME, WE DON'T KNOW EXACTLY WHEN WE WILL MOVE TO ONE SEAT.

IT'S A LOT OF DETERMINING FACTORS IN THAT, WHICH IS IF THE JOHNSON AND JOHNSON VACCINE IS APPROVED ALSO, UM, HOW MANY SCHOOL VACCINES COME TO THE STATE OF TEXAS, BUT ONCE THEY GET A GOOD PORTION OF STATE WITH AN AUTHORIZE US TO GO TO ONE C, WHICH WILL HAVE US ADDITIONAL SUPPLY AND THEN ULTA, UM, THE BROAD SUPPLY UNDER, UM, CATEGORY, WHICH IS STILL UNDER DEVELOPMENT.

IN ADDITION, WE ARE NOW, UH, SCHEDULING AND COMPLETING SECOND ROUND DOSES FOR BOTH FIRE AND EMS AND POLICE OFFICERS THAT RECEIVE THE, UH, THE FIRST, THE FIRST VACCINATION, AS TAMIKA MENTIONED, WE'RE STILL WAITING THAT, THAT, THAT TURN INTO THE, UH, THE, THE SEA LEVEL, THE EXPLANATIONS.

AND AT THAT TIME, WE'LL KNOW, UH, WHEN WE CAN GET PUBLIC WORKS AND PARKS EMPLOYEES SCHEDULED, UM, ESPECIALLY THOSE ENGAGED, UH, WITH CITIZENS AND CHILDREN, UH, JUST TO, TO GET THEM VACCINATED, UH, BY OUR REPORTS RIGHT NOW, IT LOOKS LIKE MAYBE LATE SPRING, UH, BEFORE THEY MAKE THAT TURN INTO THE SEA PHASE.

UH, BUT WE'RE CLOSELY MONITORED ON A WEEKLY BASIS, UH, AFTER THAT REMAINING CITY STAFF WILL FOLLOW.

AND OF COURSE, UH, WE HAVE BEEN MAINTAINING A CONSISTENCY IN OUR AVAILABILITY FOR TESTING.

SO WE ARE ABLE TO TEST EMPLOYEES WHEN THEY NEED IT.

THE SECOND PART IS OUR COMMUNITY VACCINATIONS, JUST TOUCHING BACK ON THAT.

UM, AGAIN, THE PROCESS, UM, MISSOURI CITY ITSELF IS NOT A REGISTERED PROVIDER, ONLY VACCINATION, UH, AGENCIES CAN BE REGISTERED PROVIDERS.

AND SO THAT'S, THAT'S YOUR URGENT CARES PHARMACIES POSITION, OFFICES, HOSPITALS, UH, AND WE HAVE BEEN SUPPLYING A FULL LIST OF THE MISSOURI CITY, REGISTERED PROVIDERS ON OUR CITY'S WEBSITE.

THAT'S IMPORTANT TO KNOW BECAUSE WE'VE BEEN GETTING, UM, UM, KIND OF SOME CONFUSION OUT THERE, UH, WHERE SOME OF THE CITIZENS, UM, BELIEVE THAT MISSOURI CITY ITSELF AS A, AS A, AS AN ACTIVE REGISTERED PROVIDER.

AND THAT'S JUST NOT THE CASE.

WE ARE AGGRESSIVELY TRYING TO SOLICIT AND GET THE INFORMATION OUT, UH, SO THAT PEOPLE CAN GET TO THE RIGHT RESOURCE TO GET REGISTERED PARTICIPANT.

WE, WE PARTICIPATE WEEKLY IN STATE COUNTY AND LOCAL CONFERENCE CALLS.

UH, THE MAYOR IS ALSO ON A WEEKLY MAYOR AND JUDGES STATEWIDE CONFERENCE CALL.

SO WE COLLABORATE ON THAT INFORMATION AND TRY TO, UH, TRY TO ADVOCATE FOR MISSOURI CITY, UM, THE MOST IMPORTANT, UM, POSSIBILITY THAT'S THAT'S THAT'S CONSIDERED ARE THE MASS DISTRIBUTION HUBS.

UH, THESE ARE LARGE DISTRIBUTION SITES WHERE, WHERE THEY ARE PLANNING TO, UH, DELIVER THE VACCINATIONS.

THE COUNTY IS, HAS BEEN CONSIDERING THESE AND HAS PLANNED THESE THEY'RE JUST WAITING ON THE VACCINATIONS.

AND WE'RE WAITING TO HEAR IF ANY HUB IS ESTABLISHED IN OUR AREA.

SO WE WILL STAY IN CONTACT WITH THE COUNTY, UH, IN HOPES THAT A VACCINATION, A HUB, UM, IS CLOSE TO MISSOURI CITY.

WE'VE ALSO BEEN FIELDING CALLS FOR ONE-OFFS WHERE CITIZENS, UH, HAVE BEEN CALLING FOR ASSISTANCE.

UH, I'LL GIVE YOU ONE EXAMPLE.

WE HAD A COUPLE, AN ELDERLY COUPLE.

THEY CALLED US AND SAID THEY HAD OBTAINED THEIR FIRST VACCINATION, UH, IN HOUSTON ON THE NORTH SIDE.

AND WHEN THEY WENT BACK TO GET THERE TO SCHEDULE THEIR SECOND VACCINATION, UH, THAT CLINIC WAS NO LONGER OFFERING THEM.

SO THEY DESPERATELY NEEDED HELP.

UH, WE PUT THEM ON OUR LIST AND WE'RE WORKING CURRENTLY TO, UH, TO GET THEM SCHEDULED LOCALLY.

SO THAT'S JUST AN EXAMPLE OF HOW WE'RE TRYING TO HELP THESE A ONE-OFF SITUATIONS.

UH, WE CONTINUE TO HOLD NEWS

AND OF COURSE WE'RE CURRENTLY WORKING ON SCHEDULING SOME PPE DRIVES WHERE WE CAN GIVE AWAY, UH, PPE PACKAGES AS WELL AS A NUMBER THAT WE SHARED WHERE ANYONE CAN CALL FOR ONE, AND WE WILL GET THAT PACKET TO THEM.

NUMBER ONE, WASTEWATER TREATMENT PLANT REEVES, THE GOP OVERSIGHT COMMITTEE VOTED UNANIMOUSLY TO SUPPORT THE RECOMMENDATION.

SO, UM, THE REASON FOR THIS REUSE AGREEMENT AMENDMENT IS TO HELP MEET THE FORT BEN SUBSONIC DISTRICT MANDATE OF 60% GROUNDWATER REDUCTION BY YEAR 2025, THE CITY IN SIENNA, PLANTATION MUNICIPAL DISTRICT, NUMBER ONE, COLLABORATED ON THE DISTRICT'S DESIGN OF A WASTEWATER TREATMENT PLANT TO TREAT EFFLUENT, TO TYPE ONE STANDARDS FOR BENEFICIAL REUSE.

UH, THE DISTRICT RELIED ON THE UNDERSTANDING THAT THE CITY WOULD HELP PAY FOR THE DIFFERENCE IN THE COST TO MOVE FORWARD WITH THE TYPE ONE TREATMENT PLANT APPROACH IT'S CALLED A MEMBRANE BIO-REACTORS MBR, THEY WERE SELECTED FOR THIS TYPE ONE REUSE.

SO THE DIFFERENCE IN THAT NBR DESIGN COMPARED TO CONVENTIONAL PLANT DESIGN WAS APPROXIMATELY $2 MILLION.

A DOCUMENTED NEGOTIATIONS BEGIN IN OCTOBER OF 2018.

AND THEN THERE WERE NUMEROUS

SO, UM, THEY'RE REACHED OUT TO HAVE SOME DONATIONS AND I WANT TO ENCOURAGE MY COLLEAGUES AND ANYONE IN THE COMMUNITY TO REACH OUT TO MYSELF OR COACH ALEX OR ANYONE ON THE, ON THE TRACK TEAM TO HELP.

UM, WHEN ARE OUR CITIES, UM, VINO SOCIAL SCHOOLS IN NEED AT THIS POINT.

SO I JUST WANT TO ENCOURAGE MY COLLEAGUES AS WELL AS, AS WELL AS THE MISSOURI CITY RESIDENTS TO LEARN SOMETHING ABOUT BLACK HISTORY, UM, EVERY DAY, NOT JUST IN FEBRUARY AND TO CONTINUE TO LEARN AND GROW AND, UM, ACKNOWLEDGED ALL THE ACCOMPLISHMENTS THAT OUR BLACK HISTORY, UM, LEADERS HAVE HAD IN THE PAST YEAR.

SO I WANT TO MAKE THAT NOTE CONTINUE TO STILL BE SAFE.

UM, I SEE A LOT OF GATHERINGS STILL BEING HELD AROUND THE CITY, UM, AS WELL AS IN THE COMMUNITY, BLESS, PLEASE CONTINUE TO FOLLOW THE CDC GUIDELINES OR WEAR A MASK AND CONTINUE THE SOCIAL DISTANCE.

ONCE AGAIN TO HER, IT WAS ALSO HAPPY TO ATTEND THE, UH, EXTREMELY INFORMATIVE 2021 ANNUAL MEETING OF THE HOUSTON GALVESTON AREA COUNCIL ON JANUARY THE 29TH, AS WELL AS IT TENDS TO NATIONAL COMMUNITY DEVELOPMENT ASSOCIATIONS, 2021 WINTER LEGISLATIVE MEETING FROM JANUARY THE 27TH THROUGH THE 29TH.

LASTLY, I WOULD LIKE TO BOTH PUBLICLY ACKNOWLEDGE AND THANK THE MISSOURI CITY STAFF EACH AND EVERY DEPARTMENT, AND ESPECIALLY A DIRECTOR OF COMMUNICATIONS, STACY WALKER IN THE ENTIRE COMMUNICATIONS TEAM FOR BEING ENGAGED AND ENSURING THAT WE WERE ABLE TO HOLD AN EXTREMELY INTERACTIVE AND INFORMATIVE VIRTUAL DISTRICT B TOWN HALL MEETING CALLED WHAT'S THE FOUR ONE ONE, UH, ALL OF THE DISTRICT BE RESIDENTS AND ANYONE WHO WAS, UH, ABLE TO VIEW OR 10 WERE ABLE TO GET THE FOUR ONE, ONE ON ISSUES SUCH AS GETTING A LEGISLATIVE UPDATE, PUBLIC SAFETY STREETS AND SIDEWALKS UPDATES.

COVID-19 PANDEMIC RESPONSE, THE EXTENT OF THE DISBURSEMENTS FOR THEY EXIST, THE CARES ACT APPLICATIONS, CVB, CDBG OPPORTUNITIES, AND MUCH MORE, AS WELL AS THE RESIDENTS WERE ABLE TO VIEW IT LIVE AND ASK QUESTIONS AND GET THE INFORMATION THAT THEY NEEDED, UH, FOR THOSE THAT ARE LOOKING FOR THAT INFORMATION.

I KNOW THE COMMUNICATIONS STAFF SAID THAT THEY WERE EDITING IT AND IT WOULD BE ON ALL OF THE PLATFORMS, SOCIAL MEDIA PLATFORMS AND YOUTUBE, ET CETERA, FOR YOU TO BE ABLE TO GO BACK AND VIEW IT.
