WE'LL MOVE ON OVER

[2. CONSIDER APPROVAL OF THE FEBRUARY 4, 2021 PARKS BOARD MEETING MINUTES]

TO ITEM.

NUMBER TWO, CONSIDER APPROVAL OF THE FEBRUARY 4TH, 2021, UH, BOARD MEETING MINUTES.

THOSE HAVE BEEN SENT TO YOU.

EVERYONE SHOULD HAVE HAD AN OPPORTUNITY TO LOOK AT THOSE.

AND ARE THERE ANY CHANGES, CORRECTIONS MODIFICATIONS REQUIRED ON THOSE MINUTES? YEAH, IF NOT, I'LL ENTERTAIN A MOTION TO CONSIDER APPROVAL OF THE FEBRUARY 4TH, 2021 PARKS BOARD MEETING MINUTES.

THIS IS SUSAN.

I RECOMMEND APPROVAL.

I GOT A MOTION.

CAN I GET A SECOND? SO THAT EMOTION BY SUSAN SECOND BY DIANE, ALL THOSE IN FAVOR, SAY AYE.

ANY OPPOSED? ALL RIGHT.

ITEM NUMBER THREE, PUBLIC COMMENTS.

THIS IS AN OPPORTUNITY TO HEAR FROM THE PUBLIC WITH REGARDS TO ANY MATTERS WITH RESPECT TO PARKS.

DO WE HAVE MS. JULIA? DO WE HAVE ANYBODY THAT WANTS TO SPEAK TO THE PARKS BOARD TONIGHT? AND WE DID NOT RECEIVE ANY REQUESTS FOR COMING.

THANK YOU VERY MUCH.

MA'AM AND I BELIEVE I SEE MR. LESLIE MACK, MR. MACK, ARE YOU HERE WITH US NOW? YES, SIR.

I'M HERE.

GOOD EVENING, EVERYONE.

GOOD EVENING.

THANK YOU FOR BEING IN ATTENDANCE.

UM, MOVING ON DOWN, UH, IS THERE ANYONE FROM THE PUBLIC THAT WOULD LIKE TO SPEAK? ALL RIGHT.

OH, THERE YOU GO.

I'M SORRY, JR.

I DIDN'T SEE YOUR NAME.

POP UP.

THANK YOU VERY MUCH.

JR'S HERE.

GOTCHA.

THANK YOU VERY MUCH.

SO THE ONLY ONES ARE MISSING AS MS. ROSS, WHO WILL NOT BE HERE.

AND BRIAN, THANK YOU VERY MUCH FOR BEING IN ATTENDANCE.

UH, ITEM NUMBER

[4. CONSIDER APPROVAL OF RECOGNIZED SPORTS ASSOCIATIONS]

FOUR, CONSIDER APPROVAL OF RECOGNIZED PARTS ASSOCIATION.

I'M GOING TO TURN THIS ON OVER TO MS. DANIELLA.

HI, EVERYONE.

HOPE YOU GUYS ARE DOING WELL.

UM, SO WE, I ACTUALLY RECEIVED WORD TODAY THAT FUNFAIR CO POSITIVE SOCCER WILL BE HAVING TO REWORK THEIR SCHEDULE.

UM, SO THEY'VE REQUESTED TO COME BACK IN, UM, IN APRIL FOR THE PARKS BOARD MEETING, IT LOOKS LIKE THEY'RE GOING TO PUSH BACK A LITTLE BIT, TRY AND GET SOME MORE KIDS INTO THEIR PROGRAM.

UM, SO I'LL GO AHEAD AND JUMP TO THE SOCCER CENTRO.

UM, THE SOCCER CENTRAL CLUB IS A NEW ORGANIZATION AND THEY ARE REQUESTING AN RSA DESIGNATION FOR, UM, ONE OF THE SOCCER FIELDS AT HUNTER'S GLEN PARK.

UM,

[00:05:01]

AND THEY DID SUBMIT ALL OF THEIR PAPERWORK AND HAVE ALL OF THEIR REQUIREMENTS IN, OKAY.

UH, THIS IS THEIR FIRST YEAR ALTOGETHER.

UM, THEY HAVE BEEN TOGETHER FOR THIS WILL BE THEIR FOURTH SEASON.

UM, BUT THIS IS THEIR FIRST TIME TO USE MISSOURI CITY'S FIELD AND APPLY FOR THE RSA DESIGNATION.

WHAT WERE THEY? UM, HOME-BASED THAT BEFORE THEY, FROM THE SOUND OF TALKING TO THEIR COORDINATOR, THEY'VE KIND OF BOUNCED AROUND A LITTLE BIT.

THEY USED SIENNA FOR, UM, A COUPLE SEASONS.

THEY'VE USED SOME OF SUGAR LANDS FIELDS, AND MOST RECENTLY THEY UTILIZED THE HOUSTON SPORTSPLEX FIELDS AS WELL.

UM, I DON'T, FROM WHAT I UNDERSTAND, THEY JUST DIDN'T REALLY KNOW THAT WE HAD THIS PROCESS.

UM, AND THEY HAD REACHED OUT TO ME ABOUT A YEAR AGO.

UNFORTUNATELY IT WAS WHEN WE WERE SHUT DOWN FOR THE COVID SITUATION.

UM, AND WE'D BEEN IN CONTACT SINCE THEN.

UM, AND THEY'RE NOW APPLYING FOR THIS.

OKAY.

WHERE DO MOST OF THEIR KIDS, THEIR POPULATION COMES FROM? THEY HAVE A SIGNIFICANT PORTION OF MISSOURI CITY RESIDENTS PLAYING WITH THEM.

THEY DO MEET THAT CRITERIA FOR BEING AN RSA.

UM, MOST OF THEM, I THINK THEY ONLY HAVE ABOUT FOUR KIDS TOTAL THAT AREN'T FORT BEN RESIDENTS AT ALL.

UM, BUT THEY HAVE ABOUT 60%, 60 TO 62% OF THEIR PARTICIPANTS THAT WILL BE UTILIZING THE FIELD OR MISSOURI CITY RESIDENTS.

OKAY.

I'LL OPEN IT UP FOR ANY QUESTIONS WITH, UH, MS. STEWART WITH REGARDS TO THE SOCCER CENTRO, RSA DESIGNATION, ANY QUESTIONS OR COMMENTS FROM ANYONE? ALL RIGHT.

WITH THAT BEING SAID, I'LL ENTERTAIN A MOTION FOR APPROVAL OF RECOGNIZED SPORTS ASSOCIATION FOR THE SOCCER CENTRAL ORGANIZATION.

AAJ MOTION MOTION.

WHO CAN SECOND IT FOR ME? I'M SORRY.

WAS IT LESLIE OR BUDDY? YES, LESLIE.

OKAY.

THE MOTION BY AIJ SECOND BY LESLIE.

ALL THOSE IN FAVOR, SAY, AYE.

DOES ANYBODY OPPOSED SAY NAY? ALL RIGHT.

UH, AS HABIT IT IS APPROVED.

THANK YOU VERY MUCH, MS. STEWART.

THANK YOU.

[5. PRESENT URBAN FOREST MANAGEMENT PLAN]

ALL RIGHT.

ITEM NUMBER FIVE, PRESENTATION BY OUR FAMOUS LATER, MR. PAUL, UH, ON THE URBAN FORESTRY MANAGEMENT PLAN, WE'LL TURN IT OVER TO YOU, PAUL.

ALL RIGHT.

THANK YOU, LAWRENCE.

UH, HELLO, ONCE AGAIN, OUR BOARD MEMBERS, UH, GUESS YOU DIDN'T GET ENOUGH OF ME LAST MONTH.

SO, UH, LIKE I SAID, I'M YOUR A CITY FORESTER AND SUPERVISOR FOR THE FORESTRY DIVISION OF THE PARKS AND REC DEPARTMENT.

LAST MONTH, I SPOKE WITH YOU ALL ABOUT TREE ORDINANCE AND TONIGHT I'M GOING TO DISCUSS A LITTLE BIT ABOUT THE NEWLY CREATED URBAN FOREST MANAGEMENT PLAN.

AND IN MANY CASES, THESE ITEMS WILL WORK IN TANDEM WITH EACH OTHER AND THE ORDINANCE WILL SIMPLY STATE WHAT'S REQUIRED FROM A CITY STANDPOINT AND HOPEFULLY CLARIFY WHO THE MANAGING ENTITY IS.

AND THEN IT WILL GIVE REFERENCE TO THE URBAN FOREST MANAGEMENT PLAN, WHICH IS REALLY WHERE THE DETAILS OF HOW TO ACCOMPLISH WHAT IS EXPECTED BY CITY CODE.

SO WE'LL GO AHEAD AND DIVE RIGHT INTO THE PLAN.

I HOPE THAT YOU ALL RECEIVED A COPY IN YOUR PACKET.

THE FIRST SECTION GIVES YOU KIND OF AN IDEA OF HOW THE FORESTRY DIVISION EVOLVES AND WHERE WE HOPE TO HEAD INTO THE FUTURE, AND ALSO GIVE SOME REFERENCE TO THE STANDARDS FOR TREE CARE BY WHICH WE TRY TO FOLLOW IN OUR DAILY OPERATIONS.

AND ON PAGE NINE, IT SPEAKS A LITTLE BIT ABOUT SOME OF THE PROJECTS AND PROGRAMS THAT WE USE TO OUTREACH TO THE PUBLIC.

AND HOPEFULLY ALL OF YOU HAVE AT LEAST VISITED ONE OF THESE SPECIAL PROJECTS SITES OR PARTICIPATED IN ONE OF OUR FORESTRY PROGRAMS. THERE ARE SOME PRETTY NEAT OPPORTUNITIES.

UM, MOVING ALONG THE NEXT SECTION KIND OF LISTS ALL THE AREAS THAT ARE UNDER THE MANAGEMENT RESPONSIBILITY OF THE PARKS DEPARTMENT AND THUS MY DIVISION.

AND IT GIVES A TIMELINE FOR HOW OFTEN THESE AREAS RECEIVE EXTENSIVE PRUNING AND ALSO ROUTINE MONITORING FOR OBVIOUS TREE HEALTH AND POTENTIAL HAZARD ISSUES.

SO REALLY WHY THIS IS IMPORTANT IS WE RECEIVE A LOT OF REQUESTS FROM, FROM THE PUBLIC TO DO TREE WORK ON PARKS, NEAR THEIR HOUSES OR TREES ON RIGHT AWAY NEAR THEIR HOUSES AND SO FORTH.

BUT WITH ONLY TWO GUYS IN THIS

[00:10:01]

DIVISION AND A PRETTY LIMITED BUDGET FOR CONTRACT TREE WORK, WE SIMPLY JUST CAN'T SERVE EVERYTHING ON A YEARLY BASIS.

SO THIS DOCUMENT REALLY AIMS TO SHOW SOME TRANSPARENCY WHERE WE SPEND OUR TIME AND RESOURCES AND HOW OFTEN WE WERE ABLE TO DO THAT.

MOVING ALONG THE NEXT SECTION GIVES RECOMMENDATIONS FOR TREE SPECIES AND SPACING STANDARDS SPECIFICALLY FOR OUR CITY.

IT MIGHT LOOK A LITTLE BIT DAUNTING WHEN YOU LOOK AT IT, BUT IF YOU WANT TO KNOW WHAT'S A PLANT AND HOW TO PLANT IT, WHERE THERE BE MINIMAL CONFLICTS WITH SAY UTILITIES, SIDEWALKS, AND TRAFFIC ISSUES, THEN ALL THE INFORMATION IS RIGHT THERE.

SO THE NEXT SECTION, FOLLOWING THAT YOU HAVE YOUR INTERNATIONALLY ACCEPTED SPECIFICATIONS FOR HOW TO PLANT TREES.

AND I EDITED SOME OF MY OWN LITTLE TIPS AND TIDBITS TO MAKE IT A LITTLE BIT MORE MEANINGFUL AND UNDERSTANDABLE FOR FOLKS.

UH, THE SECTION FOLLOWING TO GET INTO, UH, THE TREE PRESERVATION SPECIFICATIONS DURING CONSTRUCTION, WHICH IS SOMETHING THAT WE'RE HOPING TO IMPLEMENT ON ALL CONSTRUCTION PROJECTS WITHIN OUR PROPERTIES MOVING FORWARD.

AND LAST BUT NOT LEAST, WE HAVE OUR LONG STANDING TREE PROGRAMS THAT ARE AVAILABLE TO THE PUBLIC.

UH, IF YOU FRAME FREQUENT PLACES LIKE SAY MCNAUGHT AND PARK, YOU'LL SEE THAT FROM ABOUT 80% OF THE TREES THERE HAVE BEEN PLANTED BECAUSE OF PROGRAMS LIKE MEMORIAL TREE PROGRAM OR THE TREE CHALLENGE OR VARIOUS OTHER PLANTING PROJECTS.

SO THAT'S PRETTY MUCH THE URBAN FORESTRY MANAGEMENT PLAN AND A PECAN SHELL.

WE'LL SEE.

AND I HOPE TO UPDATE THIS ANNUALLY.

SO IF YOU HAVE ANY IDEAS ON HOW TO MAKE IT MORE MEANINGFUL, I'D BE HAPPY TO HEAR THEM.

UH, IF YOU HAVE ANY INTEREST IN SOME OF THE PROJECTS OR PROGRAMS THAT ARE MENTIONED WITHIN, UH, FEEL FREE TO REACH OUT TO ME AND I'D BE HAPPY TO ANSWER QUESTIONS, OR MAYBE EVEN GIVE YOU A PRIVATE TOUR OF SOME OF THESE PROJECT SITES.

SO THANK YOU GUYS FOR, UH, FOR, TO ME AND ALSO YOUR CONTINUED VOLUNTEERISM ON THE PARK BOARD.

I HOPE Y'ALL HAVE A GOOD NIGHT.

CAN YOU HEAR ME? NO, I'M SORRY.

I'M SORRY.

YES, WE CAN.

LET'S DO CHAIRMAN.

I'M SORRY.

I GOT ON MUTE, MESS OUT.

UH, ANY QUESTIONS OR COMMENTS FOR PAUL? I HAVE ONE.

THIS IS DON.

UM, DID ANY OF THE THREE RECOMMENDATIONS CHANGE FROM THE RECENT, UH, LOW TEMPERATURES THAT WE WOULD SEE? I NOTICED A COUPLE IN ENRICH VIEW PARK ARE GOOD FOR TEXAS FOUNDED TWENTIES OR SO.

DID YOU FIND ANY SURPRISES OR ANYTHING LIVE LONGER THAN YOU EXPECTED WITH THE FREEZE? UH, NO.

FOR THE MOST PART, I'M NOT TOO SURPRISED.

UH, WHAT WAS AFFECTED SO FAR, UM, YOU KNOW, THINGS LIKE THE BOTTLE BRUSHES AND THE TEXAS OLIVES, I PRETTY MUCH SUSPECTED THAT THEY WERE GOING TO GET TOASTED PRETTY GOOD DURING THIS FREEZE.

UM, THEY SHOULD BOUNCE BACK THOUGH, UH, AS A GENERAL RULE OF THUMB, YOU WANT TO WAIT FOR ABOUT A MONTH, AT LEAST, OR AT LEAST UNTIL THE FREEZE RISK IS OVER, WHICH FOR US WILL BE ABOUT A MONTH AND THEN YOU'LL SEE WHAT SPROUTS BACK, BUT NOT TOO MANY SURPRISES.

YOU KNOW, YOU'VE GOT TO ANTICIPATE THAT YOU'RE, YOU'RE ALWAYS RUNNING THE RISK HERE OF YOUR CITRUSES AND YOUR PALMS AND THINGS LIKE THAT.

GETTING SEVERE DAMAGE DURING, UH, 20 DEGREES OR LOWER.

ANY OTHER QUESTIONS OR COMMENTS? ALL RIGHT.

IF NOT, THANK YOU VERY MUCH.

WE APPRECIATE IT.

PAUL, MOVING ON OVER TO STAFF REPORTS,

[6. STAFF REPORTS]

UH, WE'LL START WITH, UH, UH, PARKS PROJECT WITH THE ASSISTANT DIRECTOR TW HEY, GOOD EVENING EVERYBODY.

CAN YOU HEAR ME? YES, SIR.

ALL RIGHT, GREAT.

UH, THIS WILL JUST BE A BRIEF VERBAL, A UPDATE ON SOME PROJECTS THAT WE HAVE GOING ON IN DEPARTMENT.

UH, THE FIRST TWO ARE PLAYGROUNDS SPECIFIC.

SO A COMMUNITY PARK WE'VE BEEN, UM, WE'VE PREVIOUSLY REPLACED SOME PORTIONS OF THE PLAYGROUND.

[00:15:01]

THERE WAS, UH, A PORTION, A NEW PORTION RECENTLY THAT WE REMOVED ABOUT A MONTH AGO BEFORE, UH, THE BIG SNOW AND WINTER EVENT, BUT, UH, IT'S CLOSER TO THE POND.

UM, IT'S NEAR THE NEW ZIP LINE AREA, BUT WE HAVE A COMPANY CALLED LE LONESTAR RECREATION WHO HAD CONTRACTED WITH THERE'LL BE INSTALLING A NEW PLAY, A SMALLER PLAYGROUND PORTION THERE STARTING MARCH 15TH.

THAT SHOULD PROBABLY ONLY TAKE TWO TO THREE DAYS, YOU KNOW, WEATHER DEPENDENT.

BUT, UH, SO YOU'LL PROBABLY SEE SOME NEW, UH, NEW EQUIPMENT THERE THAT WE CAN MID-MARCH THEN A HUNTER'S TRAIL.

UH, WE REMOVED AN OUTDATED AND A SOMEWHAT, UH, IN DISREPAIR, UM, PORTION OF THAT PLAYGROUND THERE.

AND WE'VE CONTRACTED WITH A COMPANY CALLED FUND OF BOUNDS, AND THERE'LL BE INSTALLING A NEW PLAYGROUND THERE.

UH, RIGHT NOW WE HAVE THAT SCHEDULED FOR LATE APRIL.

A SPECIFIC DATE THAT WE'VE IDENTIFIED RIGHT NOW IS APRIL 26.

WE'LL SEE IF WE KEEP THAT SPECIFIC DATA AS TIME GROWS CLOSER, I'M GUESSING IT MIGHT GET PUSHED INTO MAY IF, UH, THE WINTER EVENT PUSHED THEM BEHIND SCHEDULE, LIKE MOST OTHER INSTALLERS.

UH, THE THIRD OF THE FOUR PROJECTS I'M GOING TO MENTION TONIGHT TOO, IS, UH, WE'RE DEVELOPING A NEW PARK AT PARK'S EDGE AND THAT PROPERTY RIGHT NOW, WE'VE BEEN WORKING IN THE PRELIMINARY DESIGNS.

UH, WE'VE CONTRACTED WITH KGA TO FOREST DESIGN.

THEY'RE OUT OF KATIE AND JASON.

I JUST MET WITH THEM THIS MORNING.

UH, WE'VE TAKEN A LOOK AT SEVERAL OF THEIR DESIGNS, KIND OF GIVEN SOME FEEDBACK, UH, RIGHT NOW THEY'RE GOING TO COME BACK TO US WITH A NEW RED BRINGS BASED ON OUR FEEDBACK.

AND THEN LATER ON, WE'LL TAKE THAT FOR COMMUNITY OUTREACH, AS WELL AS BRING IT TO THE PARKS BOARD FOR REVIEW.

SO IT'S EARLY IN THE PROCESS, BUT WE ARE IN PLANS FOR THAT.

AND THEN, UH, MY FINAL UPDATE IS FOR FREEDOM DREAM PARK.

UH, I KNOW THAT THAT PARKS HAD THROUGH THE YEARS, A FEW DIFFERENT CONSIDERATIONS FOR DIFFERENT DESIGNS.

UH, HIS MOST RECENT IS A BOUT A YEAR AGO, ACTUALLY A YEAR AND TWO MONTHS, I BELIEVE WAS THE LAST TIME THAT A COMMUNITY OUTREACH GROUP, A COMMITTEE, UM, GOT TOGETHER TO TALK WITH OUR CONSULTANTS.

OUR FIRM HAS HAPPENED ASSOCIATES OUT OF HOUSTON AND DISCUSS POSSIBLE DESIGNS THERE.

SO WE'VE JUST STARTED THOSE DISCUSSIONS AGAIN TOO.

AND WE'RE HOPING TO BRING SOME MORE INFORMATION IN THE MONTHS TO COME ON.

THAT CONCLUDES MY REPORTS AND HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

ALL RIGHT, ANYBODY HAVE ANY QUESTIONS FOR TW, BUT HE'S NOT HERE.

HE WR CORRECT ME IF I'M WRONG.

ALL THE PLAYGROUNDS APPARENTLY CLOSED.

UH, ACTUALLY SOME AREAS ARE STARTING TO OPEN UP.

UH, WE JUST STARTED WORKING WITH CITY LEADERSHIP TODAY AFTER GOVERNOR ABBOTT, UH, HAD RELEASED WHAT SOME OF THE STATE CHANGES ARE, BUT THE CITIES MIGHT NOT NECESSARILY BE A DIRECT MIRROR OF THAT.

UH, WE ARE KEEPING SOME MEASURES IN PLACE, BUT I KNOW THAT THE COMMUNICATIONS DEPARTMENT IS WORKING THIS WEEK ON WHAT THE NEW CHANGES WILL BE COMING UP.

SO BE ON THE LOOKOUT FOR THAT, AND THEY'LL HAVE MUCH MORE DETAIL AND WE'LL BE IN LINE WITH WHAT, UH, WHAT THE CITY RECOMMENDATIONS ARE AS WELL.

WHAT DO WE HAVE TARGET DATES FOR OPENINGS? WE DON'T HAVE STANDARDS.

WE'RE TALKING ABOUT, UM, I'M NOT AWARE OF A SPECIFIC DATE OF THIS TIME, IF THAT'S INCORRECT.

UH, WHEN WE GO TO THE DIRECT REPORT, JASON MAY HAVE, HE MAY BE PRIVY TO SOME DETAILS THAT I'M NOT ALL I KNOW IS THAT IT'S BEING DISCUSSED RIGHT NOW AT THE CITY, UH, LEADERSHIP, UH, LEVEL.

AND THEY'VE BEEN ASKING FOR INPUT FROM PARKS AND RECREATION.

I ANTICIPATE SOME CHANGES COMING UP THOUGH.

ANY OTHER QUESTIONS OR COMMENTS? ALL RIGHT.

THANK YOU VERY MUCH.

WE APPRECIATE YOUR REPORT.

WE'LL MOVE OVER TO BARRY WITH, UH, PARTS OPERATIONS.

GOOD EVENING.

ALL.

CAN YOU HEAR ME? YES, SIR.

OKAY.

MAKING SURE MY MICROPHONE FREQUENTLY MESSES UP.

IT CAN.

IT IS IN THE PACKET AND IT'S MOSTLY STANDARD ACTIVITIES UNTIL YOU GET TO WINTER STORM URI THAT SHUT US DOWN FOR OBVIOUSLY A WEEK AND BURST QUITE A FEW PIPES AND COMMODES, AND WE'RE JUST WORKING STEADILY TO REPAIR AS QUICKLY AS WE CAN, IF ANYBODY'S SO GLAD TO ANSWER THEM.

ANY QUESTIONS FOR BARRY? ALL RIGHT.

THANK YOU VERY MUCH, BARRY, SIR, LIKE YOUR REPORTS, THEY'RE SWEDEN SHORT AND CONCISE, UH, RECREATIONS.

WE'LL TURN IT OVER TO KEVIN NOW.

OKAY.

LET'S HOPE IT WORKS THIS WEEK.

YOU GUYS, CAN YOU HEAR ME? YES, SIR.

ALL RIGHT.

FINALLY, TWO MONTHS WE GOT TO FIGURE IT OUT.

[00:20:01]

OKAY.

UH, THE RECREATION OF 4TH OF FEBRUARY IS IN THE PACKET.

UM, I DO WANT TO HIGHLIGHT, WE HAVE A PRETTY BUSY MONTH HERE COMING UP IN MARCH.

SO I JUST WANNA HIGHLIGHT SOME THINGS WE HAVE COMING UP.

UH, WE HAVE AN ADULT ARCHERY WORKSHOP THIS WEEKEND AT THE COMMUNITY CENTER FROM NINE 30, TILL 11.

ADDITIONALLY, BECAUSE OF THE WINTER STORM AREA, WE DID HAVE TO CANCEL SOME MORE EVENTS IN LATE FEBRUARY, INCLUDING OUR WAR ZONE TOURNAMENT THAT HAS BEEN RESCHEDULED TO THIS SATURDAY, MARCH 6TH, UH, 2:00 PM NEXT SATURDAY, THE MARCH 13TH, WE'LL BE HAVING OUR RESCHEDULED STAMOS SERVICE DAY FROM NINE TO NOON.

AND ADDITIONALLY, WE'LL BE HAVING A THREE ON THREE BASKETBALL TOURNAMENT AT THE RECREATION CENTER FROM 10:00 AM TO 1:00 PM.

UH, AS SOME OF YOU KNOW, FORT BEND COUNTY HAS A TWO WEEK SPRING BREAK THIS, SO WE HAVE TWO WEEKS WORTH OF CAMPS PREPARED FOR THE KIDS MARCH 15TH.

WE'LL BE HAVING OUR, UM, NORMAL SPRING BREAK CAMP AS WELL AS TENNIS CAMP AT THE RECREATION CENTER.

UH, THE SPRING BREAK CAMP WILL BE AT THE COMMUNITY CENTER AND THE WEEK OF MARCH 22ND, WE'LL BE HAVING AN OUTDOORS EXPLORER CAMP, SO HIGHLIGHTING MORE, UM, KAYAKING AND FISHING AND ARCHERY, UH, FOR THE KIDS, UM, AS WELL AS ANOTHER WEEK OF TENNIS CAMP THAT WEEK.

UH, AND THEN ON MARCH 19TH, WE'RE RESUMING THE FRIDAY NIGHT FLICKS OUT AT COMMUNITY PARK AND WE'RE PARTNERING WITH THE MAYOR'S YOUTH COMMISSION FOR THOSE FOUR, THREE OF THEM, THIS, UH, THE SPRING IN CONJUNCTION WITH THE MAYOR'S YOUTH COMMISSION SERVICE PROJECT.

AND SO IN LIEU OF BUYING A TICKET TO THOSE EVENTS, UM, WE'RE JUST REQUESTING FOR PEOPLE TO BRING DONATIONS.

EACH MOVIE IS GOING TO BENEFIT A LOCAL NONPROFIT ORGANIZATION.

SO THE ONE ON MARCH 19TH WILL BE THE MOVIE ONWARD.

THAT'S GOING TO BENEFIT THE STAR OF HOPE.

AND SO THEY'RE ASKING FOR THINGS LIKE NON-PERISHABLE FOODS, HOUSEHOLD ITEMS, HYGIENE PRODUCTS, CLOTHING LINENS.

UM, AND SO WE HAVE ONE IN MARCH.

WE HAVE ONE IN APRIL, WE HAVE ONE IN MAY AND THEY'RE ALL KINDS OF TOWARDS, UH, THE, UH, THE NONPROFIT THAT THEY'RE GOING TO BENEFIT.

SO THE ONE IN APRIL IS GOING TO BE WONDER WOMAN.

THAT'S GOING TO BENEFIT FOR BED WOMEN'S CENTER.

AND THE ONE IN MAY IS GOING TO BE JUMANJI, AND THAT'S GOING TO BENEFIT THE MISSOURI CITY ANIMAL SHELTER.

UH, SO WE'RE PRETTY EXCITED TO BE ABLE TO PARTNER WITH THE MAYOR'S YOUTH COMMISSION ON THIS, FOR THEIR SERVICE PROJECT, AND ALSO TO BE ABLE TO DO SOME OUTDOOR MOVIES.

UH, THEY'LL STILL BE SOCIALLY DISTANCED, BUT WE WON'T HAVE TO DO THEM IN VEHICLES.

SO WE'RE EXCITED ABOUT THAT.

UH, MARCH 27TH, WE HAVE OUR KAYAKING WORKSHOP, UH, FROM NINE TO NOON.

AND THEN, UM, WE HAVE A SENIOR PICNIC ON MARCH 25TH AT COMMUNITY PARK.

SO THOSE ARE JUST SOME OF THE THINGS WE HAVE COMING UP, UH, IN MARCH.

UH, BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU GUYS HAVE.

ALL RIGHT.

ANY QUESTIONS? THIS IS DIANE.

I WAS JUST GOING TO SAY THE MOVIE IDEA WITH THE THEMES AND WHO THEY BENEFIT IS SUCH A GREAT IDEA.

I'M REALLY, I'M VERY PROUD TO HEAR THAT.

THAT'S GREAT.

AND THAT'S, THAT'S ALL, THAT'S ALL FROM THE MAYOR'S YOUTH COMMISSION, SO THEY THAT'S, THEY DESERVE ALL THE PRAISE ON THAT ONE FOR ABSOLUTELY.

ANY OTHER QUESTIONS OR COMMENTS, IF NOT, THANK YOU VERY MUCH.

KEVIN, APPRECIATE YOUR REPORT.

UH, MOVING

[7. DIRECTORS’ REPORTS]

TO ITEM NUMBER SEVEN, DIRECTORS REPORT, UH, MR. JASON, THE FLOOR IS YOURS.

HEY, UH, UH, CHAIRMAN TURNER BOARD.

THANK YOU FOR BEING HERE TONIGHT.

I DO KEEP GETTING SOMETHING TO POP IT UP ON MY COMPUTER.

IT SAYS CONNECTION ON STABLE.

SO, UM, IF, UH, IF MY CONNECTION DOES GO OUT THEN, UM, UH, SOMEBODY, UH, SOMEBODY TEXTS ME OR, UM, TW JUST TAKE OVER.

UM, BUT, UH, I'M JUST, UH, I'M UM, I'M SO FAR HOPEFULLY SO GOOD.

UM, I HAVE TWO THINGS I JUST WANT TO QUICKLY TALK ABOUT, AND THAT IS, UH, THE FIRST ONE IS THE MASTER PLAN PROCESS.

UM, WE ARE MOVING FORWARD WITH OUR MASTER PLAN, UH, UPDATE OR OUR REDOING OF OUR MASTER PLAN, UH, WHERE THE CONSULTANT THAT WE HIRED HAS BEEN INCREDIBLY RESPONSIVE AND, AND GREAT TO WORK WITH.

AND, UH, TW HAS TAKEN THE LEAD ON WORKING WITH THEM ON THIS MASTER PLANNING PROCESS.

UH, IF YOU HAVE NOT TAKEN THE, UH, THE SURVEY, PLEASE LET US KNOW.

WE'LL, WE'LL SEND, SEND IT OUT TO YOU.

IT'S BEEN ON SOCIAL MEDIA AND GONE OUT IN DIFFERENT, UM, DIFFERENT, DIFFERENT WAYS.

UM, ALSO FEEL FREE TO SHARE IT WITH YOUR, YOUR FRIENDS AND YOUR FAMILY AND THOSE THAT LIVE IN MISSOURI CITY, YOUR NEIGHBORS.

UM, WE REALLY WANT TO GET AS MANY RESPONSES TO THIS SURVEY AS WE CAN.

UM, WE, WE ARE WANTING TO FIND OUT WHAT PEOPLE ARE LOOKING

[00:25:01]

FOR IN, IN FUTURE IMPROVEMENTS.

AND WE'RE ALSO LOOKING FOR, YOU KNOW, HOW THEY FEEL ABOUT WHAT WE'VE GOT GOING ON.

SO IT'S A REAL SIMPLE SURVEY.

IT TAKES ABOUT FIVE MINUTES.

WE ENCOURAGE YOU TO, UM, TO DO IT.

WE ALSO WANT TO THANK THOSE THAT PARTICIPATED IN ANY KIND OF, UH, FOCUS GROUPS.

ALL THIS DATA IS REALLY IMPORTANT FOR US TO MAKE SURE THAT OUR PLAN IS, UM, WHAT, WHAT PEOPLE WANT SO THAT AS WE MOVE FORWARD WITH, UH, UM, IMPROVING THE PARKS SYSTEM AND WE'RE, WE'RE DOING WHAT PEOPLE WANT US TO DO.

SO, UM, WE'RE EXCITED.

UH, WE'RE HOPING THAT THAT PLAN WILL BE FINISHED, UH, THE SUMMER.

UH, IT'S ABOUT A SIX MONTH PROCESS ALTOGETHER, AND I THINK WE'RE IN MONTH TWO.

SO, UM, WE'RE ALSO WORKING ON DIFFERENT ELEMENTS OF THE MASTER PLAN.

IT'S A LOT OF DATA AND ALL, ALL, UM, NOT ONLY COLLECTING DATA, BUT ANALYZING DATA, UM, EVERYTHING FROM SIZE OF OUR PARKS TO AMENITIES WITHIN OUR PARKS TO, UH, TRENDS IN RECREATION AND ACTIVITIES.

SO IT'S KIND OF, IT'S GOING TO BE A REALLY GOOD DOCUMENT.

THAT'LL HELP, UH, SET US A MAP FOR THE FUTURE.

UM, THE OTHER, UH, BIGGER PORT THAT I WANT TO MENTION IS OUR, OUR ACCREDITATION.

WE HAVE MITIGATED OUR, UH, DEMANDS.

UH, EVERYONE WOULD LIKE STAND UP FOR TWO AND A HALF YEARS OR TWO YEARS.

UH, AND THE LAST COUPLE OF MONTHS IT'S BEEN, BEEN LIKE CRAMMING FOR FINALS AND, UH, WE'VE SUBMITTED OUR DOCUMENTS TO THE COMMISSION ON THE ACCREDITATION OF PARKS AND RECREATION AGENCIES.

THERE'S TWO PEOPLE CURRENTLY ASSIGNED TO OUR, OUR REPORT AND WE ARE ANXIOUSLY AWAITING OUR FEEDBACK.

IF EVERYTHING GOES WELL, THEN THEY WILL, UH, GO AHEAD AND RELEASE OUR DOCUMENT TO THREE ADDITIONAL REVIEWERS.

AND OUR REVIEW IS STILL SCHEDULED FOR THAT LAST WEEKEND IN APRIL.

SO NEXT MONTH, UM, WE WILL, WE WILL HOPEFULLY HAVE VISITORS AS PART OF THAT VISITATION PROCESS.

WE WILL BE MAKING A VIDEO WORKING WITH COMMUNICATIONS ON A VIDEO THAT HIGHLIGHTS OUR PARKS AND RECREATION SYSTEM BECAUSE OF THIS VISIT HAS TO BE VIRTUAL AND THEY WON'T HAVE A CHANCE TO DO A TOUR OF OUR FACILITIES AND OUR PARKS.

UM, WE WILL BE MAKING A VIDEO, UH, WE'RE REALLY EXCITED TO WORK WITH COMMUNICATIONS ON, UH, THE, THE, UM, ON THE, ON THIS PROJECT.

IT WILL ALSO BE SOMETHING THAT WE'LL BE ABLE TO UTILIZE, YOU KNOW, IN MARKETING AND, UM, YOU KNOW, YOUTUBE OR WHATEVER, AND THINGS THAT WE CAN SHARE, UM, WITH, UH, ON OUR OWN SOCIAL MEDIA OUTLETS.

SO WE'RE REALLY LOOKING FORWARD TO HAVING A REALLY NICE PROFESSIONAL PIECE DONE, UH, UM, FOR, FOR THE DEPARTMENT, WE WILL WIN, UH, UM, AS WE GET CLOSER AND ONCE WE KNOW THAT THE VISITORS WILL BE HERE, UM, WE WILL SCHEDULE A ZOOM MEETING, UM, WHERE, OR ANY VISITORS TO OUR MEMBERS, UH, ACCREDITED OR NOT.

UM, BUT REALLY IT'S JUST AN OPPORTUNITY TO, UM, TO REALLY HIGHLIGHT THE WORK THAT YOU GUYS DO.

UM, YOU GUYS ARE THE VOLUNTEERS AND TO, TO THANK YOU FOR YOUR ROLE, THAT THAT Y'ALL HAVE IN OUR SUCCESS.

SO AS WE GET THINGS GOING, UM, WE WILL, WE WILL INVITE YOU TO DO SOMETHING LIKE THAT.

UM, THAT'S REALLY ALL I HAVE RIGHT NOW.

I HOPE.

UM, UH, I JUST GOT A TEXT FROM KEVIN THAT SAID I WAS LAGGING LIKE CRAZY.

SO I HOPE EVERYONE WAS ABLE TO UNDERSTAND, UH, THIS, UH, THIS REPORT, UH, OTHERWISE GIVE ME, UH, GIVE ME A CALL TOMORROW AND WE CAN, WE CAN FILL YOU IN.

ALL RIGHT.

DOES ANYONE HAVE ANY QUESTIONS FOR JASON? HE MAY BE TALKING, I'M JUST READING HIS LIPS.

ANY QUESTIONS OR COMMENTS FOR THE DIRECTOR'S REPORT? JEN, DID EVERYONE HEAR ME?

[00:30:03]

I MAY HAVE MISSED IT OR SKIP IT.

WHAT IS GOING TO BE A MATH MANDATE? THE CITIES REC CENTER MOVING FORWARD.

DO WE KNOW YET? SO I BELIEVE WHAT YOU HAD ASKED WAS WHAT'S THE MASS MANDATE MOVING FORWARD.

WAS THAT YOUR QUESTION? IT IS STILL, UM, HMM.

CAN YOU HEAR ME? YES, SIR.

CAN YOU HEAR ME? YES, SIR.

YES, SIR.

WELL, THAT'S SOMEONE ON STAFF ANSWER IT IF THEY CAN.

UH, THIS IS TW, UH, I THINK JASON WAS ABOUT TO SAY, AND HOPEFULLY HE'LL BE ABLE TO JUMP BACK IN A SECOND AND KEVIN, YOU AS WELL.

UH, I BELIEVE WE'RE STILL GOING TO BE REQUIRING MASKS.

UH, I BELIEVE THAT WE HAVE THE, UH, THE AUTHORITY TO MAKE THOSE DECISIONS AS WE SEE BASS, BUT IN CONCERT WITH WHAT THE CITY SAYS AS WELL.

I DON'T HAVE THAT SPECIFIC, BUT I BELIEVE THAT'S WHAT THE DISCUSSION HAS BEEN.

KEVIN, DO YOU HAVE ANYTHING TO ADD? YEAH, BASED ON, I MEAN, I DON'T THINK, I DON'T KNOW THAT THE FINAL RECOMMENDATION OR GUIDELINES WOULD HAVE PUT OUT YET, BUT FROM WHAT I SAW TODAY, THE CITY IS STILL GOING TO, UM, REQUIRE MASKS FOR VISITORS, A GUEST IN ALL CITY FACILITIES AT ALL TIMES WHILE THEY'RE IN THE BUILDINGS.

GREAT.

I'M HAPPY TO HEAR THAT.

ANY OTHER QUESTIONS OR COMMENTS? YEAH, THIS IS SUSAN.

I HAVE A QUESTION ABOUT YOUR ACCREDITATION PROCESS.

I HEARD SOMETHING ABOUT A ZOOM MEETING, BUT WE'LL, UM, WHEN THEY DO THEIR, I GUESS THE REMOTE SITE VISIT IS WHAT THEY'RE GOING TO DO.

WILL THEY, WILL THEY BE MEETING WITH THE PARKS BOARD AS PART OF THE PROCESS OF HOW YOU INTERACT WITH THE COMMUNITY OR HOW YOU INTERACT WITH LEADERSHIP OR, OR DID I NOT? DID I, CAUSE YOU KEPT BREAKING OUTSIDE AND CATCH THAT VERY WELL.

HEY, THIS IS, THIS IS KEVIN AGAIN.

I'M NOT SURE IF JASON GOT DISCONNECTED, BUT, UH, I BELIEVE THAT, BUT I'M BACK NOW.

I CALLED THEM WITH MY PHONE.

CAN YOU CAN, YOU CAN Y'ALL HEAR ME? YES, YES, YES.

YEP.

OKAY.

SO WHAT WAS THE, WHAT WAS THE QUESTION? THE QUESTION WAS, WHEN YOU WERE TALKING ABOUT YOUR ACCREDITATION PROCESS, YOU TALKED ABOUT SOMETHING ABOUT A ZOOM MEETING.

SO IS THAT PART OF THE ACCREDITATION PROCESS THAT THEY NEED TO WITH THE PARKS BOARD OR, OR HOW THEY INTERACT WITH THE COMMUNITY, HOW YOU INTERACT WITH THE COMMUNITY OR HOW YOU INTERACT WITH LEADERSHIP, OR IS THAT SOMETHING THAT'S REQUIRED OF US? NO, IT'S DEFINITELY NOT REQUIRED.

IT'S JUST A NICE TO DO.

UM, IT REALLY IS, IS AN OPPORTUNITY FOR, FOR YOU GUYS TO SEE A LITTLE BIT ABOUT THE ACCREDITATION PROCESS, TO MEET THE PEOPLE THAT ARE COMING AND VOLUNTEERING THEIR TIME TO COME REVIEW OUR DOCUMENTS, BUT ALSO FOR THEM TO THANK YOU GUYS FOR YOUR VOLUNTEER WORK.

UM, AND I MEAN, YOUR GUYS'S ROLE IN, IN MAKING THIS A BETTER PLACE TO LIVE IS HUGE.

AND SO, UM, IT'S JUST SOMETHING THAT THE VISITORS LIKE TO DO, UH, AS, AS A WAY TO CONNECT WITH, UH, THE VOLUNTEERS THAT HELP MAKE OUR CITY GREAT, THAT IT'S NOT A, IT'S NOT A REQUIREMENT TO BECOME A CREDIT, NOT ONE OF THE STANDARDS.

IT'S JUST SOMETHING THAT WE LIKE TO DO AS PART OF OUR, THE VISITATION PROCESS.

UM, AS A WAY TO, TO HIGHLIGHT, UM, TO HIGHLIGHT WHAT THEY'RE DOING AND TO HIGHLIGHT WHAT YOU GUYS ARE DOING.

OH, I THINK IT'S A GREAT IDEA BECAUSE IT'LL SHOW OUR SUPPORT OF WHAT YOU DO EVERY DAY, UM, FOR THE PARKS AND RECREATION CENTERS AND ALL THE WONDERFUL THINGS THAT YOU'RE DOING.

AND I THINK IT, HOPEFULLY IT WILL HELP.

I AGREE.

AND WE'LL WE'LL, AS SOON AS WE HAVE THOSE, UH, EVERYTHING, WE GET THE THUMBS UP WE'LL WE'LL SCHEDULE THAT.

OKAY.

THANKS A LOT.

THANK YOU.

ANY OTHER QUESTIONS, COMMENTS, ASK HIM QUESTIONS FOR JASON.

YES, SIR.

JASON, WHAT'S THE UPDATE ON THE VETERANS MEMORIAL? HOW MANY BRICKS HAVE WE SOLD? UM, UH, SAME, SAME ANSWER AS LAST TIME ON THE BRICKS WORK RIGHT NOW.

THEY'RE NOT DOING A, UH, A BRICK CAMPAIGN UNTIL WE START CONSTRUCTION ON IT.

UH, AND THEN THEY'LL DO, UH, THEN THEY'LL DO A, UH, KIND OF A CONCENTRATED BRICK CAMPAIGN.

UM, THE, THE, THE MEMORIAL IS FULLY FUNDED RIGHT NOW.

THE CONTRACTS HAVE BEEN SIGNED.

THERE WAS SOME ISSUES WHERE THE BIDS CAME IN BEFORE THE ELECTION, AND THEN IT DIDN'T GET APPROVED TILL AFTER THE ELECTION.

AND SO THERE WAS SOME INCREASED PRICES IN SOME OF THE RAW MATERIALS.

UM, COPPER FOR EXAMPLE, UH, WENT UP AND SO THE SUBCONTRACTORS WERE HAVING A HARD TIME HONORING THEIR,

[00:35:01]

THEIR BID TO THE, TO THE CONTRACTOR.

SO WE WORKED WITH THEM TO DO SOME AMENDMENTS TO THE CONTRACT.
