UH, THEY CAN ACTUALLY QUALIFY FOR TREE CITY USA, WHICH IS A NATIONALLY RECOGNIZED PROGRAM, KIND OF LIKE THE SCENIC CITY PROGRAM, OR KEEP TEXAS BEAUTIFUL PROGRAM. A TREE CITY USA ACTUALLY HAS FOUR DIFFERENT STANDARDS THAT THEY LIKE TO SEE TO QUALIFY. ONE OF THEM IS TO HAVE AN ARBOR DAY PROCLAMATION, WHICH WE PLAN ON DOING AT CITY COUNCIL ON APRIL, THEN ALSO AN ARBOR DAY CELEBRATION. IT DOESN'T HAVE TO BE REAL ELABORATE, [00:10:01] JUST SOMETHING AS SIMPLE AS CELEBRATING THE TREE OR PLANTING A TREE. WE'RE ALSO PLANNING THAT FOR APRIL. UH, WE HAVE TO SHOW A $2 PER CAPITA EXPENDITURE ON OUR PUBLIC TREE CARE, WHICH, UH, WHICH WE DO CAUSE, UH, WE CAN ALSO COUNT IN KIND TIME WITH VOLUNTEERISM, FOR CERTAIN PROGRAMS AND STAFF SALARIES AND SO FORTH. AND, AND LAST BUT NOT LEAST, WE NEED TO HAVE A TREE ORDINANCE IN PLACE. AND REALLY WHAT THEY'RE LOOKING FOR AN ORDINANCE IS YOU HAVE TO NAME A PUBLIC AUTHORITY OVER THE TREES AND ALSO HAVE SOME KIND OF OUTLINE OR MENTION OF A STANDARD OF MAINTENANCE FOR PUBLIC TREE CARE. SO ACHIEVING ALL OF THESE WOULD GET US QUALIFIED FOR TREE CITY USA, WHICH WOULD BASICALLY BE ANOTHER FEATHER IN THE CAP FOR THE CITY. AND WE GET SIGNS AND PLANS FOR THE COMMUNITY AND WE'LL ALL LIVE LONG HAPPY LIVES. UM, WHEN I GO TO THE NEXT SLIDE, PLEASE, ALL RIGHT. SO CONSTRUCTION IS PROBABLY ONE OF THE BIGGEST KILLERS OF TREES. I THOUGHT THE BULLDOZER DISEASE, AND UNFORTUNATELY FOR A LOT OF PROPERTY OWNERS, THE WORST DAMAGE MANIFESTS ITSELF IN THE SOIL AND THE DAMAGE TO THE ROOTS AND THE SOIL REALLY ENDS UP BEING, UH, RESULTING IN DECLINE. AND UNFORTUNATELY, USUALLY TWO OR FOUR YEARS LATER FOR MATURE TREES. AND THAT'S LONG AFTER YOUR CONTRACTOR IS GONE AND YOUR HOUSE IS SOLD AND ALL THAT, THAT STUFF. SO IF YOU LOOK AT THE PICTURE ON THE RIGHT OVER THERE, IT LOOKS LIKE SOMEBODY MADE A LITTLE BIT OF EFFORT. THEY'LL PUT IN SOME CHICKEN WIRE AROUND THE TREE TO PROTECT IT. I GUESS THE ANGRY BEAVERS CAN'T GET AT IT, BUT YOU CAN SEE ALL THAT SOIL DAMAGE AROUND THERE. AND, UH, THAT POOR HOMEOWNER, HE'S GOING TO BE PAYING A FEW THOUSAND DOLLARS TO REMOVE THAT TREE IN ABOUT FOUR YEARS. UH, IF YOU LOOK OVER ON THE PICTURE ON THE, ON THE RIGHT AND THE NEAR, RIGHT, THAT'S AN EXAMPLE OF SOMETHING THAT WE DID WHEN WE WERE REDEVELOPING TURTLE CREEK DRIVE THROUGH ROWAN PARK, WE SPECIFIED IN THOSE CONSTRUCTION SPECIFICATIONS THAT WE HAD TO HAVE A TREE PROTECTION ZONE, WHICH, WHICH ENTAILED THE ROOT ZONE OF THE TREE. SO WE HAVE THAT FANCY. NOW WE HAVE TIE-INS AND VIOLATIONS IN PLACE. IF THEY DEFINE THAT FENCE OR DAMAGE TO THE TREE, AND GUESS WHAT THAT TREE IS HEALTHY. IT'S STILL SITTING THERE AND SHADY AND OUR BEAUTIFUL NEW PLAYGROUND. SO ALL THESE TECHNIQUES CAN BE REQUIRED BY ORDINANCE. AND USUALLY IT'S SPECIFIED IN AN URBAN FOREST MANAGEMENT PLAN, WHICH WE DO HAVE A NEXT SLIDE, PLEASE. I FORGET THE NAME OF IT, BUT, UH, IT USED TO BE THICK CANOPY OF TREES OVER THERE. AND THIS IS KIND OF THAT TRADITIONAL MODEL OF CLEAR AND START FROM FRESH AS FAR AS LANDSCAPING. BUT THEN YOU HAVE SITUATIONS LIKE ON THE RIGHT THERE, THAT'S A BIT SHORT OF SIENNA PLANTATION, WHICH IS, UH, THE MORE OF THE CONSERVATION BASED APPROACH AT DEVELOPMENT. SO AS A CITY, WE CAN DECIDE, YOU KNOW, WHETHER OR NOT WE WANT TO LEAVE IT UP TO THE DEVELOPER, HOW THAT IS GOING TO LOOK, OR IF WE WANT TO REQUIRE REPLIER THE MORE CONSERVATION APPROACH FOR WHATEVER REMAINING SPACE WE HAVE LEFT IN THE CITY. UM, KNOW SOMEBODY DECIDED, OKAY, YOU KNOW, IT'S A GOOD IDEA TO PUT A BIG SHADE TREE, TWO FEET FROM THE SIDEWALK OR UNDERNEATH THE POWER LINE, SOMETHING LIKE THAT. SO I CALL THAT THE, UH, LANDSCAPE ARCHITECTURE DISEASE, UH, SINCE, SINCE, UH, THAT STUFF DOES HAPPEN AND CONTINUES TO HAPPEN. YOU KNOW, THAT'S WHY WE HAVE OUR SECTION 30 IN OUR EXISTING CITY CODE, WHICH HANDLES ENVIRONMENTAL NUISANCES AND I'VE COME TO A COST TO THE CITY. SO AT THE TOP RIGHT PICTURE THERE SHOWS YOU JUST ONE OF THE TECHNIQUES THAT YOU CAN DO TO, TO FIT TREES INTO AN AREA THAT'S HIGHLY PAVED, A LOT OF SOIL COMPACTION AND SO FORTH. THERE'S A MILLION DIFFERENT TECHNIQUES YOU CAN USE. I'M NOT GOING TO GET INTO DETAILS, BUT, UH, YOU CAN PUT ALL THESE SPECIFICATIONS IN AN URBAN FOREST MANAGEMENT PLAN AND SAY, AND SAY THROUGH OUR ORDINANCE THAT WE WANT DEVELOPERS AND LANDSCAPE ARCHITECTS TO FOLLOW THOSE GUIDELINES. UH, THE GOOD NEWS IS THAT A CITY CAN REQUIRE THROUGH ORDINANCE TO SET THEIR OWN STANDARDS AND FOLLOW [00:15:01] NATIONAL OR INTERNATIONAL STANDARDS FOR TREE WORK ON PUBLIC PROPERTY. SOME COMMUNITIES EVEN REQUIRE A PERMIT ARE AN ARBORIST TRAINING, SOMETHING LIKE THAT, UH, THROUGH THE CITY BEFORE THEY CAN FORM WORK WITHIN THE CITY. NEXT SLIDE. SO YEAH, MONEY DOESN'T GROW ON TREES, BUT IT CAN GROW BECAUSE OF TREES. I THINK ABOUT THAT. SO THEY DO HAVE FINANCIAL VALUE AND THERE IS SCIENCE AND TECHNIQUES FOR QUANTIFYING THAT VALUE. UH, ONE OF THE, ONE OF THE GREATEST DECISIONS, I THINK THAT THE CITY FOUNDERS MADE HERE IS PUTTING IN THE PARKLAND DEDICATION ORDINANCE, UH, WHICH GIVES THE OPTION OF THE DEVELOPER EITHER DONATING PARK LAND, OR GIVING CASH IN LIEU FOR SOME TYPE OF PARK DEVELOPMENT WITHIN THAT ZONE RESULTED IN THE BEAUTIFUL PARKS THAT WE HAVE TODAY. WELL, A TREE ORDINANCE CAN WORK IN A SIMILAR WAY. YOU CAN SAY, HAVE A PROPERTY WITH 10 TREES THAT ARE DESIGNATED LARGE ENOUGH, UH, ENOUGH QUALITY, ENOUGH SPECIES THAT WE WANT TO PROTECT. UH, THE ORDINANCE CAN SAY, WELL, USE YOUR TO USE OUR TECHNIQUES, OUR RECOMMENDED TECHNIQUES TO EITHER PRESERVE THOSE TREES OR PAY US IN THE VALUE OF THOSE TREES INSTEAD. AND THEN YOU CAN GO AHEAD AND REMOVE THEM. AND, UH, HOPEFULLY THAT REIMBURSEMENT, WE CAN ALSO REQUIRE REIMBURSEMENT. IF SAY, THOSE TREES ARE DAMAGED DURING CONSTRUCTION. SO MANY CITIES LIKE HOUSTON, SUGARLAND PARALLEL, AND THEY'VE EMPLOYED THESE TYPES OF REGULATIONS AND THEIR ORDINANCE. THEY'VE BEEN ABLE TO PUT THOSE FUNDS BACK INTO GENERAL REVENUE, OR EVEN SPECIFICALLY FOR TREE CARE ON THEIR COMMUNITIES. NEXT SLIDE, PLEASE. WE DO HAVE SOME MENTION OF TREES IN OUR CITY CODE, BOTH ON THE DEVELOPMENT SIDE AND ALSO THE CODE ENFORCEMENT SIDE. HERE'S THE DEVELOPMENT SIDE. AS YOU GUYS ARE PRETTY WELL VERSED WITH. I HOPE WE DO REQUIRE THOSE BUFFER YARDS SCREENING BETWEEN LAND USE. UM, THERE IS A REQUIREMENT FOR TREES SPACING, THE NUMBER OF TREES FOR SCREENING AND PARKING LOTS. UH, WE DO REQUIRE IN-GROUND IRRIGATION, UM, TREE PRESERVATION. WE ENCOURAGED TREE PRESERVATION BY ISSUING CREDITS FOR TREES THAT ARE RETAINED. AGAIN, WE ENCOURAGE, UH, PLANTING INDIGENOUS PLANTS. UH, WE REQUIRE THOSE LANDSCAPE PLANS TO BE SUBMITTED ALONG WITH THE PERMIT PROCESS AND WE REQUIRE ONGOING MAINTENANCE. AND THEN WHEN YOU GET INTO SECTION 30, THAT TALKS ABOUT, YOU KNOW, HEIGHT OF TREE CANOPY OVER SIDEWALK, SIDE OF OVER STREETS AND WEEDS AND ALL OF THAT KIND OF STUFF. SO IN MY OPINION, THIS IS A PRETTY DECENT START. UH, THERE ARE DEFINITELY A FEW HOLES IN IT, AND THERE ARE SOME NEEDS FOR UPDATES, BUT, UH, RIGHT NOW IT'S NOT ADEQUATE ENOUGH TO ADDRESS OR TO QUALIFY FOR THE TREE CITY USA. NOW, A LOT OF YOU THOUGHT THAT IRMA, I THINK ALL OF YOU THOUGHT THAT SIDEWALKS DAMAGE WAS PROBABLY THE BIGGEST ISSUE OF TREE AND INFRASTRUCTURE CONFLICTS THAT WE HAVE. UH, SOME, UH, MOST OF YOU THOUGHT THAT IT SHOULD BE A PERMIT PROCESS FOR TREE PLANTING AND CARE ON A, AT LEAST THE PUBLIC RIGHT AWAY. IT'S, IT'S ENTIRELY THEIR PRIVILEGE TO DECIDE THAT THAT'S SUCH A GOOD, GOOD POINT. YOU KNOW, BECAUSE THE ENFORCEMENT ON THE PRIVATE SIDE IS WHERE I, FOR YEARS, WE'VE SAT HERE AND GONE OVER THIS, ESPECIALLY WHEN YOU SHOWED THE PICTURE OF THE TOTAL CLEARING OF THE LAND. SO PARKS AND RECREATION IS, UH, WE'VE HIRED A CONSULTANT MH AS PLANNING AND DESIGN, UH, TO HELP US DO A NEW MASTER PLAN. THOSE ARE IN THE WORLD OF PARKS AND REC. IT'S ABOUT A 10 YEAR STUDY AND IT GIVES US KIND OF A ROADMAP, YOU KNOW, GUIDELINES OF WHAT WE'RE GOING TO DO OVER THOSE NEXT 10 YEARS. UM, AND THEN IT'S REVISITED AT THE FIVE TO SEVEN YEAR MARK BECAUSE A LOT OF THINGS CHANGE OVER THE COURSE OF THOSE YEARS AS HAS THIS MOST RECENT ONE. SO THE CITY HAS AN EXISTING MASTER PLAN FOR PARKS AND RECREATION AND THAT'S, SYSTEM-WIDE, THAT'S ALL PARKS FACILITIES, UH, RECREATION PROGRAMS. IT'S A, IT'S A BROAD SCOPE LOOK AT OUR TOTAL OPERATIONS [00:40:01] AND IT ACTIVELY HAS, UH, IT SOLICITS COMMUNITY INPUT AS WELL. THE LAST ONE WAS DONE IN 2015. SO WE WERE DUE TO TAKE ANOTHER LOOK NOW AND WE FELT IT WAS A GOOD TIME TO CHANGE AND, AND, UM, UPDATE THE NEW ONE. SO WE ARE FAIRLY NEW INTO THE PROCESS. UM, MEANING WE HIRED THE CONSULTANT, I BELIEVE IN DECEMBER. THAT'S WHEN I STARTED WITH THE CITY. UH, WE HAD AN EXECUTED CONTRACT BY JANUARY AND THEN WE HAD A GAME PLAN BY THE BEGINNING OF FEBRUARY. SO ESSENTIALLY WHAT WE'VE DONE SO FAR IS, UH, PRETTY MUCH FOLD. SO THE FIRST WAS WE STARTED DOING COMMUNITY FOCUS GROUPS BECAUSE WE COULDN'T ACTIVELY HAVE COMMUNITY, UH, FORUMS WHERE THEY GATHERED IN PERSON. UH, AND WE HAD SEVEN OF THOSE DURING THE FIRST WEEK, FIRST, A WEEK AND A HALF OF FEBRUARY. AND VERY THANKFUL WE DID THAT AHEAD OF TIME, UH, BEFORE THE WINTER STORM, BUT THAT GAVE US A LOT OF GREAT FEEDBACK FROM A DIFFERENT CROWD AND A LOT OF DIFFERENT CROSS SECTIONS. UH, THROUGH THE CITY, THERE WAS LOTS OF DIFFERENT GROUPS. UM, FROM THERE WE STARTED OUR COMMUNITY SURVEY AND THAT WENT OUT THROUGH SOCIAL MEDIA CHANNELS THROUGH OUR, UH, PARKS AND RECREATION EMAIL DATABASE, WHICH HAS OVER 6,000 NAMES. UH, WE SENT IT OUT THROUGH A, THE PEACH JAR, WHICH IS THE WAY THE SCHOOLS ALLOW OUTSIDE ENTITIES TO, UH, ADVERTISE PROGRAMS AND THINGS THEY HAVE GOING ON. AND I'M PLEASED TO SAY THAT THAT SURVEY JUST ENDED, UH, YESTERDAY, UH, AFTER ABOUT FOUR WEEKS. AND WE HAD ALMOST A THOUSAND RESPONSES, WHICH SPEAKING WE WERE VERY PLEASED WITH. SO WE JUST PRESENTED THAT TO THE, UH, TWO MHS TODAY, THERE'LL BE COMPILING THAT. AND THE THIRD THING IS THEY WERE PUTTING TOGETHER WHAT WE CALL A LEVEL OF SERVICE PLAN FOR US. WE HAD AN EXISTING ONE IN THE 2015 MASTER PLAN. AND BASICALLY WHAT THAT, WHAT THAT SAYS IS A, HOW, HOW MUCH, HOW FREQUENTLY DO WE MOW CERTAIN PARKS ARE SOME OF THEM HIGHER, HIGHER FREQUENCY. UH, SOME OF THEM METAL, SOME OF THEM LOWER, UH, THINGS LIKE THAT, BUT IT'S ALSO, UM, GETS INTO NUMBER OF FACILITIES, A NUMBER OF, UH, CERTAIN TYPES OF PARKS PER ACRE OR PER THOUSAND PEOPLE. SO THERE'S DIFFERENT METRICS THAT COME OUT OF THEM. UM, THEY'VE PUT TOGETHER THAT LEVEL OF SERVICE PLAN WITH THE HELP OF THE PARKS MAINTENANCE DEPARTMENT, AS WELL AS URBAN FORESTRY. AND THAT WILL BE INCORPORATED INTO THE FOURTH POINT I'LL MAKE. AND FOURTH AND FINAL POINT IS THEY'RE PUTTING TOGETHER A DRAFT OF THE FINAL MASTER PLAN. NOW IT HAS STILL HAS A LONG WAY TO GO. WE FIGURED IT'S GOING TO BE ABOUT A SIX MONTH PROCESS. UH, WE WERE EXPECTING TO FINISH, UH, HOPEFULLY HAVE A, AN APPROVED, FINISHED PRODUCT, OR AT LEAST BEFORE, UH, UH, BOARDS AND CITY COUNCIL BY JUNE OR JULY. UH, AND RIGHT NOW IT LOOKS LIKE WE'RE ON TRACK FOR THAT. SO THAT PRETTY MUCH CONCLUDES, UH, MY VERBAL PRESENTATION UPDATE OF THE PLAN. AND JUST STATISTICALLY SPEAKING ABOUT NUMBER OF PEOPLE, THOSE, THOSE ARE MORE LIKELY TO GET THE MORE FREQUENT USAGE OR MORE FREQUENT MAINTENANCE VERSUS A PASSIVE TRAIL. THAT DOESN'T MEAN THAT TRAIL DOESN'T GET USED, BUT THAT'S KIND OF THE THINKING AT THE BROAD OVERVIEW OF THE WAY WE PUT THAT IN, BUT IT'S SOMETHING WE ALWAYS WANT TO TAKE A LOOK AT AND REEVALUATE, REEVALUATE JUST IN CASE, YOU KNOW, MAYBE THINGS. THIS IS REALLY IMPORTANT AND YOU SHOULD ACTIVELY BE A PART OF THE PROCESS AND ENJOY WHAT YOU HAVE. MISSOURI CITY HAS A GREAT PARK SYSTEM. DOES COMMISSIONERS, DOES ANYONE ELSE HAVE ANY QUESTIONS? UM, AND SO THE CLARIFICATION THAT I WANT TO MAKE WITH THIS AS WELL IS THOSE TWO, UH, REGULATIONS COMBINED OF, WOULD BE THEIR REQUIREMENT FOR THE TRANSITIONAL BUFFER YARD. UM, SO THE RECOMMENDATION WOULD BE TO, UM, UM, INSTEAD OF APPLYING THE CITY STANDARDS, TRANSITIONAL BUFFER YARD REQUIREMENTS, UM, THESE TWO, UH, REQUIREMENTS, UH, WOULD, WOULD ACT AS THE TRANSITIONAL BUFFER YARD REQUIRE INTERIOR LANDSCAPE GAPING, UH, WOULD BE, UH, LOOKED AT S ENTIRE PD AGAIN AS AN INTEGRATED DEVELOPMENT. UM, SO WE KNOW IN THIS AREA, UH, WE HAVE SOME LOW LYING MAN. UM, THEY'RE BASED ON THE SYSTEM, THE REGIONAL SYSTEM IN THIS AREA, UH, THERE MAY BE, UH, REQUIREMENTS FOR ONSITE DETENTION, UM, TO PROVIDE, UH, FOR THIS DEVELOPMENT. UM, SO ALL OF THAT GREEN SPACE, ALL OF THAT, UM, UNDISTURBED AREA, UM, OR AREA USE FOR TRAININGS, DETENTION, UM, OR ANY, UH, WETLANDS AREAS THAT ARE SENSITIVE, UM, WOULD BE PART OF, UH, THE INTERIOR LANDSCAPING REQUIREMENT, UM, LOOKED AT FOR THE, WITHIN THE ENTIRE PD MULTIFAMILY LANDSCAPING, UM, AS PRESENTED BY THE APPLICANT AND CONSISTENT WITH OUR PARKING REGULATIONS. UM, SO AS YOU KNOW, WE KNOW FROM OUR OWN BEHAVIORS, UM, AND JUST, YOU KNOW, UNDERSTANDING OF DEVELOPMENT PATTERNS, UM, THERE'S ROOM, UH, FOR US TO KIND OF MODERNIZE AND TRY TO, YOU KNOW, CONSIDER, UH, WHAT THE CURRENT, YOU KNOW, KIND OF, UH, BEHAVIORS ARE SURROUNDING, UM, PARKING AND, UM, YOU KNOW, MOBILITY FOR OUR AREA. UM, AS WE LOOK AT THESE PARKING REGULATIONS TO APPLY HERE, AND THEN THE OTHER PART OF THAT WOULD BE, UM, THIS IS AN INTEGRATED DEVELOPMENT. SO, UM, WHEREAS THE PARKING REGULATIONS THAT WE HAVE FOR MULTIFAMILY DEVELOPMENTS, UM, YOU KNOW, IF YOU TAKE IT AS A SINGLE DEVELOPMENT SEPARATED FROM, YOU KNOW, A UNIFIED USES, UM, THERE'S PROBABLY MORE OF A CONCERN THERE, UH, TO ENSURE THAT, UM, YOU KNOW, THE MINIMUM PARKING REQUIREMENTS ARE MET TO ENSURE THAT THEY HAVE SUFFICIENT INFRASTRUCTURE ON SITE, UM, TO PROVIDE TO RESIDENTS OF LIVING IN THOSE COMPLEXES. UM, IN THIS SITUATION WE HAVE THE MOST I FAMILY COMPONENT, BUT IT'S INTEGRATED WITH THE OTHER COMPONENTS OF THE DEVELOPMENT. SO WHETHER A PARKING GARAGE IS EVER CONSTRUCTED OR, YOU KNOW, WHETHER YOU HAVE COMMERCIAL RETAIL PARKING, UH, YOU HAVE OPPORTUNITIES WITHIN THIS, UH, PLAIN DEVELOPMENT, UH, DISTRICT TO PROVIDE, UH, PARKING ON SITE, [01:15:01] AS WELL AS, UH, INTEGRATED INTO THE OVERALL DEVELOPMENT. SO LONG STORY SHORT, UM, THE PARKING REGULATIONS ON THE SCREEN, UM, ARE WHAT ARE BEING PROPOSED. AND SO WHAT WE'RE LOOKING FOR SOMETHING TO MARK THIS LIKE MEMORIAL CITY. SO THESE ARE ALL CUT OUT AND LED LIGHTS. SO WE'VE DONE SIDELINES STUDIES AND TO GET A NATIONAL RETAILER IN THERE, WE HAVE GOT THE PROMINENTLY DISPLAYED THEM BECAUSE AS YOU KNOW, FORT BEND TOLL ROAD IS, UH, IN FOR SOME FUNDING OF THE LEGISLATURE TO TAKE PRIMUS AWAY FROM FORT MEADE COUNTY AND GIVE IT A TXDOT. SO FORT MEANT TOLL ROAD CAN BE BUILT IN THE BRIDGE ACROSS THE BRAZOS RIVER ON TO 59. AND SO ULTIMATELY WHAT WE WANT PEOPLE TO DO IS, IS CLEARLY KNOW WHO'S IN HERE AND THE NATIONAL RETAILER WON'T COME WITHOUT IT, THAT THEY PULL THE SITE WELL, NOT COME, UH, NO DIFFERENT THAN KATY MILLS MALL AND THE REDEVELOPMENT OF THE BOARDWALK IN THE REAR. SO MANY OF YOU HAVE SEEN THAT BECAUSE OF THE CURVE AND, AND, UH, INTERSTATE 10 AT THAT POINT, UH, IT WAS PRETTY MUCH DEMANDED IT. SO TO GET THIS OF MIXED USE PRODUCT TODAY, I THINK SIGNS ARE REALLY MUCH NICER THAN THE OLD, UH, TYPE SIGNS THEY'RE REALLY CLEAN AND CRISP AND, UH, LED LIGHTS DONE AMAZING THINGS FOR, UH, ENTERTAINMENT.
