WE GO TO ITEM TWO DISCUSSION AND POSSIBLE ACTION ITEM TO CONSIDER RETURNING IN PERSON TO CITY COUNCIL MEETINGS.

WE HAVE A PRESENTATION BY MAYOR MEMBERS OF COUNCIL ON MARCH 13TH, 2020, AS YOU KNOW, GOVERNOR ABBOTT HAD DECLARED THE NOVEL CORONAVIRUS, OR AS WE KNOW IT, COVID-19, UH, POSED AN IMMINENT THREAT TO THE DISASTER AND A DISASTER INITIATIVE ISSUE TO DISASTER PROCLAMATION, CERTIFYING IT UNDER SECTION FOUR 18.014 OF THE TEXAS GOVERNMENT CODE AND THAT, UH, STATE STATE OF DISASTER FOR ALL COUNTIES IN THE STATE OF TEXAS FURTHER IN ACCORDANCE WITH SECTION FOUR 18.016, THE OTHER CODE AND SUBJECT TO CONDITIONS SET ABOVE THE OFFICE OF GOVERNOR SUSPENDED STATUTES TO THE EXTENT NECESSARY, UH, TO ALLOW FOR TELEPHONIC INTEL AND VIDEO CONFERENCING MEETINGS AND TO AVOID CONGREGATION OF SETTINGS AND PHYSICAL LOCATIONS.

AND, UH, SINCE APRIL 6TH OF 2020, THE CITY COUNCIL OF THE CITY OF MISSOURI CITY, AS YOU KNOW, HAS BEEN HOLDING MEETINGS REMOTELY IN ACCORDANCE WITH THIS PROCLAMATION AS A RESULT OF THE DECORATION THAT OCCURRED.

UH, WE HAVE, UH, NOW, UH, REACHED A NEW LEVEL IN WHICH, UH, THE GOVERNOR HAS SMEARED ON MARCH 6TH THAT, UH, THEY, BY CONTINUING HIS, UH, COVID DISASTER DECLARATION FOR THE NEXT OR ANOTHER 30 DAYS, AND EXTENDING OPEN MEANS ACT SUSPENSIONS FOR THE, FOR AT LEAST ANOTHER 30 DAYS THEREAFTER.

AND CURRENTLY THE GOVERNOR OR GOVERNOR'S ORDER IS STILL IN PLACE AND AVAILABLE FOR THE LOCAL GOVERNMENTS TO DETERMINE WHETHER TO MEET IN PERSON OR TELEPHONICALLY AS OR TELEPHONICALLY AS ALLOWED THROUGH THE TEXAS GOVERNMENT CODE IS PREVIOUSLY MENTIONED IN THIS REPORT, THE SUSPENSION IS EFFECTIVE UNTIL TERMINATED BY THE OFFICE OF GOVERNMENT GOVERNOR AND IS LIFTED ON THE DATE TO DECLARATION.

AND TODAY IT IS STILL IN PLACE.

AND, UH, THIS ITEM IS BEING PLACED ON YOUR AGENDA TONIGHT AT YOUR REQUEST TO DISCUSS AND, UH, WHETHER TO CONTINUE TO USE, UTILIZE A TELEPHONIC OR VIDEO CONFERENCING MEETINGS TO AVOID CONGREGANT SETTINGS AND PHYSICAL LOCATIONS DUE TO COVID-19.

UM, IS THERE A DISCUSSION THAT'S ONE OF MY EDWARDS, UM, I JUST WANT TO MAKE MY STATEMENT AND REMINDER FOR THAT.

WE ARE STILL IN A PANDEMIC REGARDLESS OF, UM, GOVERNOR ABBOTT REMOVING THAT EXECUTIVE ORDER.

WE'RE STILL, UM, IN A GLOBAL PANDEMIC THAT IS AFFECTING EVERYONE, UM, FAMILY, FRIENDS, I WORK AND THINGS OF THAT NATURE.

SO, UM, IT'S MY OPINION THAT IF WE WERE TURNED BACK, WE WILL SUBJECT OURSELVES COUNSEL AS WELL AS STAFF, UM, INTO AN OUTBREAK OF COVID.

AND, UM, I JUST THINK THAT IT SHOULD BE A PERSONAL, UM, OPINION IF YOU CAN RETURN BACK OR JUST BASICALLY HAVE THAT OPTIONS TO BE VIRTUAL OR GO BACK INTO, UM, THE COUNCIL CHAMBERS OR ANY TYPE OF SETTING FOR THE CITY.

UM, IT'S BEEN PROVEN THAT WE'VE ACTUALLY BEEN ABLE TO CONDUCT BUSINESS AND STILL DO THE CITY'S WORK, UM, REMOTELY.

AND I THINK THAT SHOULD BE AN OPTION REMAINING, UM, UP TO COUNCIL, BUT STILL CONSIDERING WHAT DANGER WE'RE PUTTING OURSELVES AS CITY STAFF, CITY COUNCIL, THE STAFF IN A POSITION TO RETURN BACK INTO THE BUILDING.

ANY OTHER DISCUSSION? YES.

THIS IS MAYOR PRO TEM RULES QUESTION, THE CITY MANAGER ONE, DO THE EMPLOYEES RETURN BACK TO WORK? REMEMBER MY RULE IS MEMBERS OF COUNCIL EMPLOYEES WHO RETURNED BACK TO WORK TODAY, UH, BASED OFF THE, UH, RE RETURN TO WORK POLICY THAT, UH, WAS APPROVED BY MYSELF, DR.

AND AZULA, UH, AND ALSO THE MAYOR.

UM, HOWEVER, WHEN THEY ARE RETURNING TO WORK, WE ARE PRACTICING SOCIAL DISTANCING.

UH, WE HAVE MADE SURE THAT ALL THE EMPLOYEES HAVE PPE, SO THAT'S WHY MATH AND THEIR SANITATION STATION SET UP THROUGHOUT, UH, THE, UH, THE ORGANIZATION AS WELL AS A TEMPERATURE DEVICE.

THAT'S SET UP AS WELL.

UM, IF YOU ALL, I WOULD SUGGEST TO YOU THOUGH, IF YOU ALL DO DECIDE TO, UH, RETURN BACK TO MEETINGS THAT YOU MIGHT WANT TO CONSIDER MAYBE DOING IT AT THE COMMUNITY CENTER, UH, THEREFORE YOU HAVE MORE SPACE TO SOCIAL BUSINESS OR WHATNOT.

UH, I KNOW IN THE PAST, UH, AT LEAST IT'S BEEN BROUGHT TO MY ATTENTION.

THEIR COUNSELORS HAD MEETINGS THERE PAST, BUT, UH, THAT IF YOU DO DECIDE TO DO IT AND NOT, YOU KNOW, THAT'S UP TO YOU, BUT THAT'S SOMETHING YOU MIGHT WANT TO CONSERVE.

AND IF SOMEBODY'S, UH, FOLLOWING UP ON THE CITY MANAGERS COMMENT THERE, WE, UH, THE STAFF HAVE PUT TOGETHER A PLAN THAT WOULD SOCIALLY DISTANCE IN ACCORDANCE WITH THE GUIDELINES IN THE COMMUNITY CENTER HAS.

AND, UH, IT HAS CHECKED AND MADE SURE THAT THE SPEAKER SYSTEMS AND, UH, TECHNOLOGY WOULD WORK OVER THERE AS WELL.

THIS IS COUNCILWOMAN STERLING.

I JUST KIND OF HAVE A CONCERN BECAUSE EVERYBODY IS NOT, I MEAN, EVERYBODY HAS OWN PERSONAL RIGHT TO BE FASCINATED OR NOT TO BE FASCINATED.

AND SO IT JUST RETURNING BACK AND I KIND OF HAVE TO AGREE WITH COUNCILWOMAN EDWARDS IF WE RETURN BACK.

I MEAN, I UNDERSTAND THAT WE'RE UP SOCIAL DISTANCES, BUT WITH THE SURGE DEAL GOING ON.

AND I THINK YOU JUST SAID THAT THE MANDATE IS FOR AN ADDITIONAL 60 DAYS, IS THAT CORRECT? BILL? HE EXTENDED, I BELIEVE FOR 30.

AND, UM, AND THEN AN ADDITIONAL 30 ON TOP OF THAT, IS THAT CORRECT? GIVEN THE FACT THAT WE'VE HAD A SURGE WITH THE CITY.

SO I THINK THAT FOR PROLONGING IT JUST A LITTLE BIT LONGER, AT LEAST UNTIL AFTER SPRING BREAK TO SEE HOW THINGS ARE GOING.

AND BEFORE WE MAKE A HASTY DECISION TO RUSH BACK TO THE CITY, THAT'S, THAT'S MY CONTENTION.

SO, UM, I'LL JUST LEAVE THAT UP TO THE REST OF THE COUNCIL.

UM, ONE MORE QUESTION FOR THE CITY MANAGER, UH, MANAGER OTIS, ARE THE EMPLOYEES ON A VOLUNTEER BASIS, OR IT'S REQUIRED FOR THEM TO COME AT LEAST THIS WEEK, WHILE WE'RE REASSEMBLED THE AFTERNOON.

UH, THIS WEEK WHEN ALL THE TRAINING SESSIONS ARE COMPLETE AND EVERYTHING IS, IS, UH, UM, THEY WOULD HAVE TO GO THROUGH A NORMAL PROCESS TIME OFF OF WORK, BUT, UH, DOING A SIMULATION PERIOD, I MADE IT MANDATORY EVERYBODY'S HERE.

AND THEN ONE MORE QUESTION FOR BILL.

UM, I KNOW YOU SAID THAT STAFF HAS ALREADY KIND OF LOOKED AT HOW WE WOULD ARRANGE THE CHAMBER, BUT, UM, DO YOU GUYS NEED AN ADDITIONAL TIME TO SET THAT UP? IF WE DECIDE TO MOVE FORWARD TONIGHT, DO WE NEED SOME BUFFER IN BETWEEN? ARE WE READY FOR GO? UH, IT'S MY UNDERSTANDING FROM TALKING TO IT AND, UH, PAUL'S STAFF THAT THEY COULD HAVE IT DONE FOR THE NEXT MEETING, IF THAT'S WHAT YOU DO.

MAYBE, MAYBE, MAYBE WE DECIDE TO COME BACK AND THEN WE ASSESS MAYBE THE SECOND COUNCIL MEETING IN APRIL.

I JUST WANTED TO REMIND EVERYONE.

I KNOW WE, WE LISTENED TO DR.

BOOM AND HIS RECOMMENDATIONS.

I DO RECALL STATING THAT WE USED TO WAIT 90 DAYS AND TRY TO PRETTY MUCH GAUGE AND SEE HOW THE NUMBERS ARE BEFORE WE JUMP INTO MAKING DECISIONS LIKE THEIRS.

UM, I HIGHLY RECOMMENDED FOLLOW HIS ADVICE AND PRETTY MUCH GO WITH THE RECOMMENDATION OF JUST REMAINING VIRTUAL AND THE LEAST, NOT A LOT, PUTTING OURSELVES AS WELL AS STAFF AND EVEN FOR HARMFUL CONDITIONS AND PUTTING THEMSELVES AT RISK.

IN ADDITION, UM, I NOTICED THAT WE SPOKE ABOUT, UM, MAKING SURE THAT WE WERE ABLE TO GO TO B OLD CONFERENCE ROOM, OLD COURTHOUSE, OR WHEN NOT, WE'RE STILL GOING TO BE BREATHING IN THE SAME AIR, WHETHER WE SOCIAL DISTANCE OR NOT, SOMEONE'S GOING TO TAKE THEIR MASK OFF, DRINK, MAYBE SNACK, AND THAT'S STILL PUTTING US AT RISK, UM, EVEN STAFF.

SO I JUST WANT US TO MAKE PRETTY MUCH CONSIDER THOSE RECOMMENDATIONS AND FOR US TO KIND OF MAKE A SMART DECISION, AND THIS IS COUNCILWOMAN STURDY.

I LIKE THE IDEA OF COUNCIL COOL UNTIL MAY 3RD AND LET'S REASSESS AT THAT POINT.

AND THEN THAT WAS, WE WOULD HAVE MUCH MORE DATA TO THE, WE CAN MAKE MORE INFORMED DECISIONS.

A RULE IS I THINK IT'S VERY, UH, IT SENDS THE WRONG MESSAGE.

IT'S VERY HYPOCRITICAL FOR US TO, UH, HAVE, UH, STAFF, UH, BE BACK TODAY.

AND WE'RE NOT IN COUNCIL, UH, SESSION.

UH, UM, I KNOW THAT THIS IS THEIR DAY TO DAY JOB, BUT THIS IS WHAT WE'RE ELECTED TO DO TO REPRESENT THE PEOPLE AS WELL.

UM, BUT I DO BELIEVE THAT WE NEED TO EITHER, UH, DO THE SAME OR HAVE THE SAME CONSIDERATION STAFF AS WE WOULD HAVE FOR OURSELVES ONE FOR OURSELVES, OR THAT WE HAVE A DATE THAT LIKE A COUNCILWOMAN MACLEODS AND SAID, WE CAN HEAR MARK.

I MEAN, BY BEING ON ZOOM, ARE WE LOSING ANYTHING AS FAR AS EFFECTIVENESS OR BEING ABLE TO DO THE CITY'S BUSINESS? UM, FROM, FROM, JUST FROM MY PERSPECTIVE AS CITY MANAGER, I THINK WE'VE BEEN ABLE TO, YOU KNOW, PROGRESSIVE BUSINESS.

UM, I KNOW THAT, UH, SOMEBODY FEEL THAT, UH, WHEN YOU'RE TOGETHER AND YOU HAVE A DIFFERENT LEVEL OF THE TIME, THEY WOULDN'T BE ON DOCUMENTS AND ET CETERA, BUT, YOU KNOW, WE, YOU KNOW, WE, THINGS WE'VE, WE'VE HAD, WE'VE BEEN ABLE TO PROCESS IT THROUGH COUNCIL.

UM, SO THAT THAT'S, THAT'S JUST FROM AN OPERATIONS, UH, THE MAYOR, YOU KNOW, THE MAYOR BEING A 10 OR A REGIONAL MAYOR'S MEETING, YOU MIGHT WANT TO SPEAK UP WITH THE OTHER MAYORS IN THE AREA AS WELL.

YEAH, THEY'RE ALL, UH, THIS IS ROBIN, UH, THEY'RE ALL, UM, LOOKING FOR POSSIBLE DATES TO COME BACK IN, UM, WHICH EITHER END OF THIS MONTH, OR IF NOT, CAUSE HE REMEMBERED ALL OF THEIR MEETINGS DO FALL IN DIFFERENT TIMES.

SO I KNOW THAT IT'S BEEN THERE PRIOR TO THAT.

WE HAVE A PRESENTATION BY OUR DEPARTMENT, DIRECTOR OF FINANCIAL SERVICES, MAYOR AND CITY COUNCIL.

UH, TONIGHT WE WANTED TO PROVIDE YOU WITH SOME DATES THAT WE HAVE, UM, FOR, UH, COMING TO COUNCIL FOR VARIOUS, UH, ITEMS DEALING WITH THE BUDGET FOR FISCAL YEAR 2022.

IN YOUR PACKET, YOU ALSO HAVE THE DETAILED BUDGET CALENDAR THAT IS A DRAFT THAT SHOWS ALL THE DIFFERENT PROCESSES THAT WE WILL BE GOING THROUGH INTERNALLY WITH THE DEPARTMENTS AND WITH THE BUDGET TEAM.

AND WHEN IT COMES TO PREPARING ALL OF THE BUDGETARY INFORMATION.

UH, WE'LL ALSO BE REVIEWING THE CIP PROJECTS AT THAT TIME AND, UH, PROVIDING A PRESENTATION, UM, JUST AN OVERVIEW OF THE FISCAL YEAR 22 BUDGET AND WHERE WE'RE AT IN THE PROCESS IN AUGUST, WE'LL BE PRESENTING THE CERTIFIED TAX ROLL AND THE PROPOSED BUDGET THAT'S AUGUST 2ND.

AND WE HAVE A BUDGET WORK SESSION AS NEEDED ON AUGUST 16TH.

UH, THE LGC BUDGET, AS WELL AS THE CITY'S BUDGET WILL BE PRESENTED, UM, TO THE LDC BOARD AND TO THE CITY COUNCIL ON SEPTEMBER 20TH FOR ADOPTION.

AND THAT WILL INCLUDE THE PUBLIC HEARING LAST YEAR, WE HAD BUDGET WORKSHOPS, UM, THINK THREE NIGHTS IN THE EVENINGS WHERE YOU HEARD FROM ALL THE DEPARTMENTS ARE, IS THEIR ACCOMPLISHMENTS AND WHAT THEY'RE REQUESTING FOR THE UPCOMING FISCAL YEAR.

SO WE ARE PROPOSING TO DO THE SAME THIS YEAR, AND THOSE WOULD BE BUDGET WORKSHOPS HELD ON JUNE 22ND THROUGH THE 24TH.

AND SO THESE ARE THE DATES THAT WE ARE ASKING COUNCIL TO CONSIDER, UH, PLACING ON THE CALENDAR.

IF YOU WOULD LIKE TO FOLLOW THE SAME PROCESS AS LAST YEAR, NEXT SLIDE INCLUDED IN THE DETAILED CALENDAR.

WE HAVE THE PROPERTY TAX CALENDAR, UH, THE DATES THAT WE HAVE NOW DO NOT MEET THE REQUIREMENT FOR AN ELECTION.

IF WE WERE TO WANT TO, UH, ADOPT A PROPERTY TAX RATE THAT EXCEEDS THE, UH, NO NEW REVENUE RATE, IF WE WANT IT TO INCREASE THE PROPERTY TAX RATE BY THAT AMOUNT, UM, IT WOULD NEED TO BE ADOPTED BY AUGUST 23RD.

BUT WHAT WE HAVE RIGHT NOW IS THE PRESENTATION OF A CERTIFIED ROLES ON AUGUST 2ND.

UM, THE COUNCIL IS SETTING THE PROPOSED MAXIMUM TAX RATE ON AUGUST 16TH WITH THE TAX RATE HEARING AND ADOPTION OF THE TAX RATE ON SEPTEMBER 20TH AFTER THE BUDGET IS ADOPTED.

SO AT THIS TIME WE JUST WOULD LIKE TO KNOW IF, UM, COUNSEL WOULD DESIRE TO HAVE THE BUDGET WORKSHOP IN JANE.

A LOT OF THAT TAKES PLACE OUTSIDE OF THE DISASTER ITSELF, MAKING SURE THAT WE HAVE, UH, THE RIGHT RESOURCES IN PLACE THAT WE HAVE TAKEN CARE OF NEEDS THAT HAVE BEEN IDENTIFIED FOR MAKING SURE THAT, UH, FOR INSTANCE, OUR ON THE LEVIES ARE, ARE, UH, IN PROPER ORDER THAT WE'VE CLEANED DRAINS AND WE HELP OURSELVES AND MAKING SURE THAT THERE AREN'T ANY ISSUES THAT WILL REMAIN IN PLACE THAT WILL CAUSE FURTHER DAMAGE OR TO CREATE, UH, ISSUES THAT WE DIDN'T PLAN ON PREPAREDNESS.

UH, AGAIN, GETTING READY FOR THOSE EVENTS ONCE WE KNOW THEY'RE COMING AND, UH, WE ALL START TELLING OR CALLING AROUND MAKING SURE THAT THE, UH, PEOPLE WHO ARE ON THEIR DIFFERENT SHIFTS AND STAFFING IS A BROADER TODAY THAT THEY TAKE CARE OF THEIR FAMILIES, UM, AND GET READY FOR BEING PART OF THE EMERGENCY MANAGEMENT RESPONSE AND, AND GETTING THAT INFORMATION OUT TO THEM, UH, GETTING THE SYSTEM SET UP AND, UH, HAVING THE EOC OPEN AND, AND LEVELS DEFINED.

AND THEN THE RESPONSE, AND THIS IS WHAT MOST PEOPLE THINK OF WHEN THEY, THEY SEE US IN ACTION AS THE RESPONSE TO PARTICULAR DISASTER.

AND THOSE, DEPENDING ON WHAT THE PARTICULAR DISASTER IS THAT WE'RE DEALING WITH, THE ISSUE THAT WE'RE DEALING WITH AS TO HOW WE RESPOND.

UH, AS YOU KNOW, WE HAVE, UH, EMERGENCY MANAGEMENT PLANS THAT ARE OUTLINED, UH, VARIOUS DIFFERENT INCIDENTS THAT COULD OCCUR AND WHAT OUR ACTIONS WILL BE, WHO WILL BE IN CHARGE OF WHAT ACTIONS.

AND, UH, WE HAVE, UH, VERY, UH, DEFINED ROLES WITHIN, UH, THE EOC AND WITHIN A DISASTER RESPONSE AND THEN RECOVERY.

AND THAT'S SOMETHING THAT WE'RE JUST TAKING PLACE NOW WITH RESPECT TO THE INCIDENT THAT WE'VE JUST GONE THROUGH.

AND, UH, THAT TAKES, UH, US GAIN OUR OUTSIDE RESOURCES OURSELVES TO CLEAN UP AFTER THE EVENT, UH, REPAIR, MAKING REPAIRS TO ANYTHING THAT MAY HAVE BEEN DAMAGED AND REPLACING THOSE ITEMS THAT MAY HAVE BEEN DAMAGED.

AND THEN FINALLY, UH, AS PART OF THAT, THAT WE THROUGHOUT THAT IS, UH, FINANCE THAT TAKES PLACE OR FINANCE AND ACCOUNTING OF ISSUES, MONEY, AND RESOURCES.

AND THEN WE FILE THESE, UH, DAMAGES AND REPORTS TO FEMA AND OTHER AGENCIES, UH, WANTS DECLARED A DISASTER SO THAT WE MAY BE ABLE TO GET SOME OF OUR, UH, COSTS REIMBURSED, UH, FOR, UH, WHAT HAD OCCURRED AND HOW WE RESPONDED, UH, NEXT SLIDE, EOC, COMMAND AND COORDINATION.

UM, AND MANY OF YOU MAY HAVE HEARD OF, UH MEN'S AND, UH, ICS AND THE NEON STANDS FOR NATIONAL INCIDENT MANAGEMENT SYSTEM.

AND AGAIN, IT'S A BEST PRACTICES ON HOW TO RESPOND TO INSTANCE AND HOW TO MANAGE INCIDENTS WHEN, UH, YOU GO INTO, UH, THE RESPONSE PHASE AND DESIGNED AS A RESPONSE TO THE NINE 11 ATTACKS.

WHAT THEY FOUND IS THAT THERE WAS NOT GOOD COMMUNICATION AMONG, UH, NOT ONLY THE DIFFERENT LEVELS OF GOVERNMENT, UH, DIFFERENT AGENCIES WITHIN GOVERNMENT, BUT ALSO IN, AND AMONG THOSE THAT WORKED TOGETHER ON A DAY-TO-DAY BASIS.

AND SO, UH, THEY WANTED TO MAKE SURE THAT THEY HAD A STRUCTURE IN PLACE THAT WOULD REALLY PUSH FORWARD THE GOOD COMMUNICATION AND HAVING THE RESOURCES IN THE RIGHT PLACES AND BEING ABLE TO KNOW WHERE TO GO, WHERE TO GO, TO GET THOSE THINGS TAKEN CARE OF.

AND THEN ALSO WHO HAS RESPONSIBILITY FOR WHAT WITHIN THE DISASTER AND HOW TO RESPOND.

AND, UH, THAT CONSISTS OF FOUR COMPONENTS OF THE COMMAND AND COORDINATION THAT BEING THE POLICY GROUP AND THE POLICY GROUP, AGAIN, AS, AS, AS I MENTIONED, IS THE ONE THAT SAYS POLICY, UH, BOTH ON AN ADMINISTRATIVE LEVEL.

AND THEN YOU AS A COUNCIL AND AS MAYOR IN THIS PARTICULAR CASE WITH, UH, WITH, UH, STATUTE FOUR 18, AND BEING ABLE TO CALL DISASTERS AND HAVING RATIFIED BY COUNCIL, UH, MAKING DECISIONS ON BEHALF OF THE COMMUNITY THAT RE SPENDING LEVELS, OR, UH, HAVE TO, UH, DESIGNATE RESOURCES IN CERTAIN PLACES AND WORKING WITH OTHER ENTITIES, SUCH AS OTHER LEVELS OF GOVERNMENT IN GETTING THOSE TYPES OF, UH, POS OR THOSE POLICY QUESTIONS.

AND THOSE POLICY DETERMINATIONS MADE THE EMERGENCY OPERATION CENTER, UH, Y'ALL FAMILIAR WITH IT.

AND THAT IS WHERE, UH, STAFF, UH, HAS THEIR OPERATIONAL, UM, MANDATES TAKING PLACE AND WORKING TOGETHER TO MAKE SURE THAT WE ADDRESS THE ISSUE AT HAND.

AND, UH, YOU'VE SEEN IT IN ACTION.

UH, AND THE STAFF HAS BEEN TRAINED OVER THE YEARS.

WE'VE HAD A LOT OF PEOPLE WHO'VE BEEN THROUGH MULTIPLE INCIDENTS AND NOW, UH, KNOW THEIR ROLES VERY WELL.

AND WHEN WE DO BRING PEOPLE ON OR PEOPLE, OH, THAT'S ONE OF THE FIRST THINGS WE TRY TO DO IS TO TAKE THEM THROUGH EMERGENCY OPERATIONS, TO UNDERSTAND THEIR ROLES AND RESPONSIBILITIES WITHIN THE OPERATIONAL SIDE OF AN INCIDENT.

UM, THE INCIDENT COMMAND SYSTEM WE WERE JUST TALKING ABOUT AND MAKING SURE THAT WE UNDERSTAND WHO THE INCIDENT COMMANDER IS IN A PARTICULAR SITUATION THAT CAN CHANGE DEPENDING UPON WHO IS, UH, WHAT TYPE OF DISASTER YOU HAVE, UH, WHAT AREA OF EXPERTISE THAT MIGHT REQUIRE.

AND THAT ALSO, UH, IS THE PERSON THAT IS ULTIMATELY MAKES THE CALLS, UH, ON, UH, ON THE MOMENT TO MOMENT BASIS.

AND THAT'S WHO WE REPORT UP TO IN THE STRUCTURE.

IN SOME CASES YOU MAY TAKE ON ANOTHER ROLE WITHIN, UH, THE INCIDENT COMMAND SYSTEM.

AND SO, UH, PEOPLE HAVE BEEN TRYING TO DO THAT AND, UH, WORKING ON LOGISTICS PLANNING AND, UH, DIFFERENT SECTIONS AND BEING SECTION CHIEFS TO GET THIS ACCOMPLISHED.

AND THEN, UH, THE JOINT INFORMATION SYSTEM, UH, THAT AGAIN, THROUGH OUR COMMUNICATIONS IS MAKING SURE THAT WE HAVE GOOD OPEN COMMUNICATIONS.

WE WORK WITH DIFFERENT LEVELS OF GOVERNMENT.

WE HAVE MUTUAL AID SYSTEMS IN PLACE THAT ARE, UH, CRITICAL TO, UH, MAKING SURE THAT WHAT

AND ALSO MOST IMPORTANTLY, IS BEING ABLE TO, UH, COMMUNICATE TO THE PUBLIC AS TO WHAT IS GOING ON AND WHAT WE NEED THEM TO KNOW WHEN WE NEED THEM TO KNOW IT SO THAT THEY CAN STAY SAFE AND REACT IN A PROPER MANNER.

AND THEN ALSO THE ICS IS A STANDARDIZED APPROACH, SO THAT WHEN A STANDARDIZED LANGUAGE, SO THAT WHEN SOMETHING OCCURS AND WE'RE TALKING TO A DIFFERENT AGENCY THAT IS WORKING WITH US OR DIFFERENT PEOPLE COME IN TO WORK WITH US, SUCH AS THE NATIONAL GUARD, UH, DID, UH, RECENTLY, AND WE ALL WERE SPEAKING ONE LANGUAGE THAT WE ALL UNDERSTAND, AND THIS FORMED OUT OF THE 1960S, UH, IN CALIFORNIA'S RESPONSE TO WILDFIRES AND THIS, UH, AGAIN, THESE, UH, UH, NAZI A SYSTEM ON THE STANDARDIZATION ALSO, UH, TAKES INTO ACCOUNT AND, AND UTILIZE AS BEST PRACTICES.

AND SO JUST AS WE'RE DOING TONIGHT, UH, OTHERS HAVE DONE IN THE PAST OF BEING, UH, GOING THROUGH ANALYZING WHAT WE DID DURING THIS AND WHAT CAN WE DO BETTER? AND ALSO MAKING SURE THAT WE'RE UTILIZING BEST PRACTICES FROM KNOWING OUR INCIDENCES, BUT FROM OTHERS AND LEARNING FROM OTHERS THROUGHOUT THE COUNTRY.

AND THEN ALSO, UH, BEING ABLE TO SCALE, UH, THE ORGANIZATION TO WHAT THE EVENT MIGHT BE.

AND WE MAY HAVE SOME SITUATIONS IN WHICH WE ONLY SCALE UP CERTAIN PARTS OF THE ICS AND CITE CERTAIN SECTIONS THAT MAY NOT BE NECESSARY FOR A PARTICULAR EVENT.

OR WE MAY HAVE A LARGE SCALE EVENT WHERE WE'RE BRINGING IN AND HAVING MULTIPLE SHIFTS.

WE MAY HAVE ALL, UH, DIFFERENT, UH, SYSTEMS UP AND OPERATING.

AND SO IT IS SCALABLE THAT MAKES IT, UH, ADJUSTABLE FOR WHATEVER THE EVENT MIGHT BE, WHETHER IT BE SIZE OR THE TYPE OF EVENT THAT IT MAY BE.

AND THEN, UH, IT DEFINES THE PLANNING AND OPERATIONAL STANDARDS.

IT HELPS US AGAIN, HAVE STANDARDS THAT ARE CONSISTENT ACROSS NOT ONLY OUR ORGANIZATION, BUT THROUGHOUT, UH, THE ORGANIZATIONS THAT WE WORK WITH AND DEPEND UPON, UH, I E THE COUNTY OR THE STATE THAT WE MAY HAVE TO WORK WITH, AND, OR EVEN THE NATIONAL GOVERNMENT IN SOME CASES.

AND, UH, AND AGAIN, WE ARE A PART OF THE, UH, THE NATIONAL INCIDENT MANAGEMENT SYSTEM, AND WE UTILIZE THIS, UH, WHEN EVENTS COME UP AND, UH, IS VERY CRITICAL AND SOMETHING, AGAIN, THAT WILL, UH, WE AS STAFF, UH, AS ONBOARDING, COME ON BOARD, WE LEARN THIS, AND IT'LL BE SOMETHING THAT, UH, COUNSEL YOURSELVES, UH, SOME OF YOU HAVE ALREADY BEEN THROUGH SOME OF THE COURSES, BUT IT IS MANDATED THAT SOME COURSES, UH, BE TAKEN BY COUNCIL MEMBERS.

SO YOU'RE FAMILIAR WITH THE SYSTEM AS WELL.

AND THEY HAVE THE RESPONSIBILITY TO MAINTAIN C'S EMERGENCY MANAGEMENT PROGRAM.

THIS IS THE PERSON THAT COMMUNICATES WITH OTHER LEVELS OF GOVERNMENT AND SPEAKS ON OUR BEHALF WHEN IT COMES TO WORKING WITH THE STATE AND OTHER AGENCIES, UH, GIVES THE MAYOR AUTHORITY AGAIN TO DESIGNATE THE EMERGENCY MANAGEMENT COORDINATOR FOR THE JURISDICTION TO MANAGE THE MARCY MANAGEMENT PROGRAM.

UH, IT GIVES THE MAYOR OF THE AUTHORITY TO DECLARE LOCAL LOCAL DISASTER, WHICH YOU HAVE SEEN TAKE PLACE, EMERGENCY OPERATIONS PLAN.

UH, AGAIN, THIS IS THE PLAN WE OPERATE OFF OF THAT, UH, SPELLS OUT HOW WE REACT TO AND HOW WE, UH, WHAT SYSTEMS WE PUT IN PLACE FOR, UH, UH, TAKING CARE OF A PARTICULAR ISSUE, MAINTAIN, UH, OUR OWN PLAN AND YOUR INNER JURISDICTIONAL PLANS AND AGREEMENTS THAT WE HAVE WITH OTHERS.

UH, WE HAVE WHAT ARE CALLED ANNEXES THAT, UH, TALK ABOUT THE DIFFERENT RESPONSES WE HAVE, AS WELL AS THE AREAS WITHIN THE RESPONSES AND OSSEOUS SYSTEM THAT, UH, UH, RE RESPOND WITH.

AND THEN, UH, WE FOLLOW THE STATE PLANNING STANDARDS AGAIN, TO KEEP IT STANDARDIZED.

SO THEN WHEN WE SPEAK TO OTHERS, OR WE HAVE OTHERS THAT ARE WORKING WITH US, UH, WE ALL ARE FAMILIAR WITH HOW THIS SHOULD OPERATE.

THE TEXAS ADMINISTRATIVE CODE REQUIRES US TO HAVE EMERGENCY MANAGEMENT AGENCY OR A SIGN TO ANOTHER JURISDICTION.

AND SO WE HAVE OUR OWN, AND THEN THE STAFF FOR DISASTER RELIEF AND EMERGENCY ASSISTANCE ACT, IT'S ALL DISASTERS ARE LOCAL, AND YOU'VE MAY HAVE HEARD THAT SAYING BEFORE AND REQUEST MUST COME FROM THE STATE TO THE PRESIDENT.

AND THEN THE FEDERAL ASSISTANCE WHEN WE NEED TO ACTIVATE IS ONLY TO SUPPLEMENT THE RESOURCES AND NEVER COMPENSATE FULLY FOR THE JURISDICTIONS IN OUR EXPENSES.

AND SO THAT'S WHEN WE GET INTO, AS I MENTIONED BEFORE, THE FINANCING KEEPING RECORDS, SO THAT WE CAN MAKE SURE WE CAN GET REIMBURSED WHEN THERE IS OPPORTUNITY DO SO.

NOT EVERY SITUATION WILL BE, BUT, UH, WHEN IT IS, WE WANT TO MAKE SURE WE HAVE EVERYTHING IN ORDER.

THE DAILY PRESS CONFERENCES WAS A STRENGTH.

THAT WAY IT ALLOWED US CITIZENS KNOW WHAT WAS GOING ON AND WHAT ACTIONS THE CITY WAS TAKING FOR THE ACTIVATION.

AND, UM, OUR USE OF OUR POLICY GROUP, WE WERE ABLE TO WORK, UM, WE'RE WORKING WELL TO REALLY ENSURE SAFETY OF CITIZENS, OF CITIZENS AND EMPLOYEES DURING THIS AGGRAVATION.

SO SOME OF THE FIXES THAT WE'RE GOING TO DO FOR THESE TO UP IN OUR EMERGENCY MANAGEMENT PROGRAM, WE ARE GOING TO UPDATE OUR OPERATIONAL STRUCTURE, BECAUSE LIKE I MENTIONED EARLIER, THERE ARE SOME NEW GUIDANCE THAT'S COME OUT, UM, WITH THE NEW NIMS UPDATES THAT WILL HELP MEET BETTER STANDARDS.

SO WE'RE GOING TO REEVALUATE OPERATIONAL STRUCTURE TO SEE IF IT'S BEST FITTING OUR NEEDS AND UPDATE THAT.

WE'RE GOING TO ENHANCE THAT LAYOUT.

SO REALLY IDENTIFY A LOCATION FOR A MEDIA BRIEFING AREA, AND THEN A BACKUP ONE JUST IN CASE.

UM, SO HAND SHARE THAT WE HAVE A DEDICATED SPOT FOR THAT.

WE'RE GOING TO CONTINUE.

SO I MENTIONED EARLIER, SUPPORT IS SCALABLE BASED ON WHAT THAT NEED IS AT THAT TIME OR THE EVENT.

AND WE MUTUALLY RELY ON EACH OTHER.

SO IF OTHER JURISDICTIONS NEEDED ASSISTANCE AND WE HAD THAT RESOURCE, WE WOULD ASSIST THEM AND VICE VERSA ON EMERGENCY MANAGEMENT SIDE FOR THE COUNTY.

BUT AGAIN, FOR FORT BEING IN HARRIS COUNTY, WE ARE TIED TO THE FORT BANS EMERGENCY MANAGEMENT PLAN, BUT WE ALSO KEEP IT SUPPORT FROM HARRIS COUNTY ALSO AS WE'RE A PART OF HARRIS COUNTY TOO.

SO THERE ARE CERTAIN RESOURCES THAT WE DON'T HAVE ACCESS TO THAT THE COUNTY DOES, OR THE STATE DOES THAT WE CAN UTILIZE DURING EMERGENCIES OR, AND ALSO MAKING SURE WE FOLLOW THOSE LEGAL AUTHORITIES MENTIONED FOR THE STAFFORD ACT.

WE HAVE TO GO UP THROUGH THE COUNTY AND ESCALATE IN ORDER TO ENSURE WE'RE GETTING REIMBURSED FOR THOSE RESOURCES.

SO WE DO WORK WELL WITH THE COUNTY ON THAT.

AND THEN ALSO FOR SITUATIONAL AWARENESS, WE DO LEAN ON THE COUNTY A LITTLE BIT MORE SO WE CAN SEE WHAT'S GOING ON.

HOPE COUNTY WISE THE SAME WITH THE STATE, SEE WHAT'S GOING ON STATEWIDE.

SO WE CAN SEE HAVE SITUATIONAL AWARENESS OF JUST OUTSIDE OF MISSOURI CITY.

AND THEN WE PUT THAT POLICY IN PLACE.

SO THIS WAY WE DON'T HAVE THESE TYPES OF ISSUES.

EVERY TIME SOMEBODY COMES UP AND I GET THAT, THAT YOU HAVE SOMEBODY WHO'S BEEN WAITING AROUND FOR THIS APPOINTMENT FOR, YOU KNOW, SIX, EIGHT, NINE, 10 MONTHS, AND THEN WE HAVEN'T DONE ANYTHING WITH IT.
