SO ITEM THREE, A IS PROCLAIMED AIRPORT HAS AUTISM AWARENESS MONTH IN THE CITY OF MISSOURI CITY AND RECOGNIZED WE ARRIVED THE SPECTRUM KIDS GYM AND THE SPEECH LEARNING CENTER FOR THE IMPACT WITH FAMILIES LIVING WITH AUTISM DISORDER OF COMMUNITY.

WE HAVE A PRESENTATION BY COUNCIL MEMBER, GLENN KLAUSER AND MAYOR.

APRIL IS AUTISM AWARENESS MONTH AND I AM SO PROUD TO BE STANDING HERE TODAY, UH, WITH BUSINESSES THAT WE ARE RECOGNIZING TONIGHT, UM, FOR THEIR WORK IN AUTISM, UM, AS A MOTHER OF A CHILD WITH AUTISM, I KNOW THAT THIS, UH, DISORDER CAN BE VERY CHALLENGING.

SO FOR THOSE FAMILIES OUT THERE THAT ARE LIVING WITH AUTISM, I WANT TO TELL YOU TO JUST STAY ENCOURAGED AND MAKE SURE THAT YOU HAVE RESOURCES.

AND RIGHT BEHIND ME, WE HAVE TWO BUSINESSES THAT ARE GREAT RESOURCES RIGHT HERE IN OUR COMMUNITY.

OUR MAYOR HAS PROCLAIMED AUTISM AS AUTISM.

UH, APRIL IS AUTISM AWARENESS MONTH.

SO HE HAS, UM, HE HAS DRAWN UP A PROCLAMATION AND I WON'T READ ALL OF IT, BUT I'LL READ THE LAST TWO, UM, EARLY ACCURATE DIAGNOSIS AND APPROPRIATE EDUCATION.

INTERVENTION AND THERAPY ARE VITAL TO THE WELL-BEING OF THOSE WITH AUTISM SPECTRUM DISORDER, INDIVIDUALS WITH ASD SHOULD HAVE THE ACCESS TO THE CARE SERVICES AND OPPORTUNITIES THAT THEY NEED TO BE HAPPY AND ACHIEVE THEIR GREATEST POTENTIAL.

WHEREAS THE CITY OF MISSOURI CITY JOINS IN RECOGNIZING AND RAISING AWARENESS OF THE NEED FOR MORE RESEARCH, BETTER UNDERSTANDING AND ACCEPTANCE OF AUTISM SPECTRUM DISORDER, AND TO COMMEND THE EFFORTS OF THOSE WORKING, TO SUPPORT INDIVIDUALS WITH AUTISM, UH, AUTISM AWARENESS, UM, AND THEIR FAMILIES.

NOW, THEREFORE THAT I LYNN KLAUSER COUNCIL MEMBER ON BEHALF OF ROBIN J ELLA KAT MAYOR OF MISSOURI CITY AND THE CITY COUNCIL AND THE CITIZENS OF MARY CITY DO HERE.

I'D LIKE TO RECOGNIZE WE ROCK THE SPECTRUM THERE ON HIGHWAY SIX, A FAMILY OWNED BUSINESS, A WELD OPERATED BUSINESS THAT DOES GREAT THINGS TO YOUNG FAMILIES TO GO KIDS.

THE NEXT BUSINESS RECOGNITION, UM, WE'RE GOING TO GIVE IS TO STACEY LATE WITH A SPEECH AND LEARNING CENTER.

UH, THE SPEECH AND LEARNING CENTER WAS ESTABLISHED IN 2005.

THEY HAVE GROWN FROM TWO EMPLOYEES TO 18 AS OF TODAY AND HIRING TWO MORE IN APRIL.

UM, THEY CHOSE MISSOURI CITY IN 2005 BECAUSE OF THE GROWTH ONCE THEY DID THEIR RESEARCH.

AND THERE WERE LIMITED RESOURCES FOR SPEECH SERVICES.

THE MISSION OF THE SPEECH AND LEARNING CENTER IS, UH, TO PROVIDE TREATMENT TO CHILDREN AND ADULTS WITH SPECIAL NEEDS, WITH SPEECH AND OCCUPATIONAL THERAPY, THEY STRIVE TO IMPROVE FUNCTIONAL SKILLS FOR THEIR PATIENTS BY PROVIDING SERVICES WITH EXPERTISE AND COMPASSION.

SO TODAY, STACY, MY FRIEND, YOU GIVE BACK SO MUCH TO THE COMMUNITY.

NOT ONLY DO YOU OFFER SERVICES, BUT WHEN I HAVE COMMUNITY EVENTS, YOU'RE ALWAYS COMING OUT TO SUPPORT THOSE AND GIVING BACK, EVEN THROUGH THE PANDEMIC YOU WERE OFFERING FREE, STARTS TO FAMILIES.

AND SO I WANT TO SAY THANK YOU FOR ALL YOU'VE DONE FOR THE COMMUNITY AND ALL THAT YOU WILL CONTINUE TO DO AND MAKE YOUR BUSINESS GROW.

AND THANK YOU FOR CHOOSING MISSOURI CITY FOR YOUR PLACE OF BUSINESS THAT EVENING.

UH, I HAVE AMAZING STAFF WHO HAS STEPPED IN AND BEEN SO FLEXIBLE, ESPECIALLY OVER THE LAST YEAR, ADJUSTING FROM IN-PERSON TO VIRTUAL, TO IN-PERSON ADJUSTING THERAPY.

SO IT'S SAFE AND BENEFICIAL, BUT THAT

THESE CHILDREN AND THEIR FAMILIES WITH AUTISM GET THE SERVICES THEY DESERVE.

AND SO DESPERATELY NEED.

WE LOOK FORWARD TO THE NEXT 16 YEARS, ADDING ADDITIONAL PROGRAMS TO THE COMMUNITY, CONTINUING TO GROW OUR INVOLVEMENT IN THE COMMUNITY.

AND WE'RE ALWAYS OPEN TO ANY IDEAS.

IF SOMEONE SEES A NEED IN THE COMMUNITY, UH, JUST REACH OUT TO US AND WE'LL SEE IF IT'S SOMETHING THAT WE CAN POSSIBLY HELP WITH.

WE'D LOVED MEETING ALL THE FAMILIES THAT COME IN, UM, AND WE LOVE THAT THE FAMILIES LOVE THAT SAFE PLACE FOR CHILDREN OF ALL ABILITIES TO COME AND PLAY OKAY.

I HAVE THREE APRIL FAIR HOUSING AWARENESS MONTH, AND WE DO HAVE OUR PRESENTATION, BUT BEFORE THE PRESENTATION FOR CLAIM APRIL, 2021 AS THE FAIR HOUSING MONTH.

UH, SO WITH THAT, WE HAVE A PRESENTATION BY AMY MOORE.

MA'AM UH, SO LAST YEAR IN APRIL, WE CELEBRATED THE 51ST ANNIVERSARY OF THE PASSING OF THE FAIR HOUSING ACT OF 1968.

AND WE RECOMMIT TO THAT GOAL, WHICH INSPIRED US IN THE AFTERMATH OF 51 YEARS SINCE REVEREND DR.

MARTIN LUTHER KING, JR ASSASSINATION IN 1968.

AND THE GOAL WAS TO ELIMINATE HOUSING DISCRIMINATION AND CREATE EQUAL OPPORTUNITY IN EVERY COMMUNITY.

FUNDAMENTALLY, FUNDAMENTALLY FAIR HOUSING MEANS THAT EVERY PERSON CAN LIVE FREE.

THIS MEANS THAT OUR COMMUNITIES ARE OPEN AND WELCOMING FREE FROM HOUSING DISCRIMINATION AND HOSTILITY.

OUR COMMITMENT TO FAIR HOUSING IS A LIVING COMMITMENT.

ONE THAT REFLECTS THE NEEDS OF AMERICA TODAY AND PREPARES US FOR THE FUTURE OF TRUE INTEGRATION.

SO THIS YEAR WE RECOMMIT TO THE GOAL OF ELIMINATING HOUSING DISCRIMINATION AND CREATE EQUAL OPPORTUNITY, NOT ONLY IN MISSOURI CITY, BUT IN EVERY COMMUNITY.

NEXT SLIDE PLEASE BECAUSE OF THE FAIR HOUSING ACT IS TO PROVIDE FAIR HOUSING PRACTICES, CREATE A PROCEDURE FOR INVESTIGATION AND SETTLING COMPLAINTS AND PROVIDE RIGHTS AND REMEDIES TO FEDERAL LAW.

ACCORDING TO THE U S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, 2 MILLION INSTANCES OF HOUSING DISCRIMINATION ARE ESTIMATED TO TAKE PLACE EACH YEAR ACROSS THE NATION.

DESPITE THIS LESS THAN 2% OF THOSE INSTANCES ARE REPORTED AS MANY RENTERS AND HOME BUYERS DO NOT FULLY UNDERSTAND THE ACTIVITIES ARE ILLEGAL UNDER THE FAIR HOUSING ACT.

UH, IN APRIL, WE TAKE THE TIME TO RECOGNIZE THE ADVANSIX OF EQUAL HOUSING ACCESS.

UH, THIS MONTH IS DESIGNATED TIME TO RECOGNIZE THE ADVANCEMENTS OF EQUAL HOUSING ACCESS AND TO REMIND OURSELVES OF THE PURPOSE OF THE FAIR HOUSING ACT.

THE FAIR HOUSING ACT APPLIES TO HOUSING AND HOUSING RELATED ACTIVITIES,

INCLUDING APARTMENT AND HOME RENTALS, MORTGAGE LENDING, HOME RENTER'S INSURANCE, HOMEOWNERS, INSURANCE, AND REAL ESTATE SALES, UM, RELEVANT TO LOCAL GOVERNMENTS, HOMEOWNERS ASSOCIATIONS, UTILITY DISTRICTS, LANDLORDS REALTORS, LENDERS.

UM, THE FAIR HOUSING ACT SHOULD BE TAKEN INTO ACCOUNT WHEN SETTING DEED RESTRICTIONS, LAND USE ORDINANCES DEVELOPMENT AND BUILDING CODES, ENFORCEMENT POLICIES, OR RENTING, INCLUDING MAKING REASONABLE ACCOMMODATIONS FOR THE DISABLED.

UM, THEY SHOULD BE TAKEN INTO CONSIDERATION ONCE SHOWING SELLING MORTGAGING OR INSURING HOMES.

UM, SOME EXAMPLES OF DISCRIMINATION UNDER THE FAIR HOUSING ACT INCLUDE REFUSAL TO RENT OR SELL HOUSING REFUSAL TO NEGOTIATE FOR HOUSING, MAKING HOUSING, UNAVAILABLE SETTING, DIFFERENT TERMS, CONDITIONS, OR PRIVILEGES FOR SALE OR RENTAL OF A PROPERTY PERSUADING OWNERS TO SELL OR RENT THEIR HOME FOR PROFIT DENYING ACCESS OR MEMBERSHIP IN A FACILITY OR SERVICE RELATED TO THE SELL OF HOUSING ADVERTISING OR MAKING ANY STATEMENT THAT INDICATES A LIMITATION OR PREFERENCE BASED ON RACE, COLOR, NATIONAL ORIGIN, RELIGION, SEX, WHICH INCLUDES SEXUAL HARASSMENT, FAMILIAL STATUS, DISABILITY, OR BLINDNESS.

THIS PROHIBITION APPLIES TO SINGLE FAMILY AND OWNER OCCUPIED HOUSING THAT IS OTHERWISE EXEMPT FROM THE FAIR HOUSING ACT.

IN 2018 ALONE, THERE WERE 31,202 COMPLAINTS OF HOUSING DISCRIMINATION.

THE NUMBER HAS SEEN AN INCREASE SINCE THE COVID 19 PANDEMIC STARTED, ESPECIALLY CONCERNING SEXUAL HARASSMENT.

SO SOME OF THE CASES THAT HAVE BEEN SEEN, UM, IN THE LOCAL AREA ABOUT THEIR HOUSING, UH, THERE WAS THE UNITED STATES OF AMERICA VERSUS THE CITY OF BEAUMONT, TEXAS.

SO JUST ONE OF OUR NEIGHBORS, THE COMPLAINTS ALLEGED WERE FILED IN MAY 20 ON MAY 26TH OF 2015.

THE COMPLAINTS WERE THAT THE CITY AND POST A ONE HALF MILE SPACING RULE THAT PROHIBITED MANY SMALL GROUP HOMES FROM OPERATING IN BEAUMONT.

UH, THE CITY HIDDEN BOAT IMPOSED FIRE CODE REQUIREMENTS, EXCEEDING THOSE IMPOSED BY THE STATE OF TEXAS AS PART OF ITS CERTIFICATION AND FUNDING OR GROUP ON GROUP HOMES, THE RESTRICTIONS PROHIBITED PERSONS WITH INTELLECTUAL OR DEVELOPMENTAL DISABILITIES FROM LIVING IN BEAUMONT.

UH, THE RESTRICTIONS RESULTED IN A NURSING HOME, UM, INSTITUTIONALIZATION OF A WOMAN WHO WAS FORCED TO MOVE OUT OF HER HOME.

THE CITY VIOLATED THE FAIR HOUSING ACT AND THE AMERICANS WITH DISABILITIES ACT.

AND FOR THIS, THE CITY HAD TO PAY $435,000 IN MONETARY RELIEF, A $15,000 CIVIL PENALTY, 25,000 TO DISABILITY RIGHTS OF TEXAS.

THEY, UM, HAD TO SEE SOME ENFORCEMENT AND THEY IMPLEMENTED A REASONABLE ACCOMMODATION POLICY REQUIRED, FAIR HOUSING TRAINING AND APPOINTED A FAIR HOUSING COMPLIANCE OFFICER.

SO HOW CAN WE AFFIRMATIVELY FURTHER FAIR HOUSING? WE CAN DO THIS BY MAINTAINING AND IMPLEMENTING A FAIR HOUSING PLAN, ESTABLISHING A FAIR HOUSING ORDINANCE.

REVIEWING LOCAL CODES OF ORDINANCE IS RECEIVING, INVESTIGATING AND FORWARDING TO HUD FAIR HOUSING COMPLAINTS.

ENSURING THAT HOUSING REHABILITATION PROGRAM IS FAIR AND EQUITABLE AND EDUCATING THE PUBLIC ON FAIR HOUSING ISSUES.

UM, SO THE CITY IS A RECIPIENT OF FEDERAL AND STATE FUNDING, UH, LIKE CDBG AND TEXAS DOT.

SO WE MUST WORK TO AFFIRMATIVELY FURTHER FAIR HOUSING GOALS, UM, WITH THE COMPREHENSIVE PLAN CDBG CONSOLIDATED PLAN, FAIR HOUSING, IMPEDIMENT STUDIES, HOUSING STUDIES, UH, PERIODIC PRESENTATIONS AND PUBLIC HEARINGS, INFORMATIONAL BROCHURES AND ASSISTANCE AND COMMUNITY OUTREACH AND WORKSHOPS.

UM, AND WE'LL, WE'LL GO THROUGH SOME OF THOSE DEVELOPMENT STANDARDS IF, UH, THE RECOMMENDATION IS TO APPROVE THIS REZONING.

UH, IT, UH, THE RECOMMENDATION IS ALSO TO UPDATE THE FUTURE LAND USE PLAN TO CHANGE THIS AREA, UM, FROM ITS CURRENT DESIGNATION TO THE ADULT ORIENTED, UH, CHARACTER.

THE PROJECT LIMITS ARE FROM FM 10 92 TO BUFFALO WHERE I'M PARK AND IS LOCATED IN NORTHWEST OF, UH, THURGOOD MARSHALL HIGH SCHOOL.

UH, THIS PROJECT WAS BUDGETED FOR ABOUT $2 MILLION, UH, AND WE PURSUED, UH, AN AWARD AWARDED A GRANT FROM THE GLO AND ARE UNDER CONTRACT AND WE'RE UNDER CONTRACT IN 2020.

UH, THESE FUNDS WERE DESIGNATED TOWARDS THE COST OF CONSTRUCTION OF THIS PROJECT FOR THIS PROJECT.

THE CITY STAFF WENT THROUGH THE STANDARD CONSULTANT SELECTION PROCESS AND HOSTED INTERVIEWS, UM, AND ENDED UP WITH TOP THREE, THREE FIRMS. UH, THE CONSENSUS AMONG THOSE FIVE SELECTION COMMITTEE MEMBERS WAS THAT HALF ASSOCIATES WAS THE BEST CHOICE FOR THIS PROJECT.

HALF HAS DONE DRAINAGE WORK FOR THE CITY IN THE PAST AND HAS AN EXTENSIVE BACKGROUND IN GRANT FUNDED PROJECTS.

ONE ITEMS THAT WE PRESENTED TO YOU WAS IN REFERENCE TO OUR PAY STRUCTURES AND OUR PAY PLAN AS IT RELATES TO THE MARKET STAYS.

AND WE HAD BEEN DOING EVERY TWO YEARS SINCE 2016 AND PREVIOUS TO THAT, WE WERE DOING ON A REGULAR BASIS AS WELL.

UH, DURING THAT LEAN, THERE WERE SEVERAL QUESTIONS THAT CAME UP.

WE WANTED TO COME BACK AND ADDRESS WITH YOU AND HOPEFULLY BE ABLE TO ANSWER AND ALSO MAKE A RECOMMENDATION TO RESPECT TO THE ADOPTION STRUCTURE AND CERTIFICATION PAY PLAN.

AGAIN, I'VE REVIEWED THIS WITH YOU AND A FINDINGS OF THE RECENT COMMISSION COMPENSATION STUDY BY GALLAGHER, ALONG WITH THE ADDITIONAL INFORMATION WE PROVIDED TO YOU, THE CITY HAS SENT HARD GALLAGHER TO PERFORM AN ANALYSIS ON THEIR, UH, MARKET TO ENSURE THE CITY REMAINS COMPETITIVE.

UH, WE DID HAVE 26 COMPARED VERSUS THESE THAT WE COMPARE OURSELVES TO THESE, UH, COMPARITOR CITIES ARE SIMILAR IN POPULATION OPERATING BUDGET SYSTEM HERE.

NUMBER OF FULL-TIME EMPLOYEES WHEN SERVICES AND COMPLEXITY OF THE ORGANIZATION, UH, 18 OF THOSE 26 RESPONDENTS WERE 69% RESPONSE RATE INFORMATION WAS, UH, DATA MINE, AND THREE ADDITIONAL ORGANIZATIONS THAT WERE IN THAT GROUP WERE TOLD COMPARISON 21, 26.

AND, UH, I WILL SAY THAT, UH, GALLAGHER REACHED OUT ON MULTIPLE OCCASIONS, UH, ATTEMPTING TO GIVE THIS INFORMATION.

UM, SO WE DID GET A GOOD RESPONSE.

AND BASED ON THIS ANALYSIS, THE SYDNEY POWER FOR GENERAL AND PREMIUM POSITIONS, WE'RE COMPETITIVE WITH THE 50TH PERCENTILE OR THE MEDIAN OF THE, UH, OF THE RANGE.

THE CITY SPACE SALARY FOR POLICE AND FIRE WERE HIGHLY COMPETITIVE WITH A MARKET 50TH PERCENTILE RATE MEDIUM.

AND SIMILARLY THE SAME STARTED BILL, YOUR SLIDES, AREN'T MOVING.

AND, UH, AGAIN, UH, CITY WOULD BE CONVERTING EMPLOYEES FROM THE MARKET TO MEN MIN-MAX STRUCTURE THAT WE UTILIZE TODAY TO, UH, PAY PROGRESSION PLAN.

SO, UH, TONIGHT WHAT WE'RE PROVIDING TO YOU AND RECOMMENDING IS APPROVAL OF AN ORDINANCE ESTABLISHING THE DEFINED PAY PROGRESSION SYSTEM AND THE 2021 COMPENSATION PHILOSOPHY ADJUSTING ALL SUB CURRENT SALARY STRUCTURES BY 3% TO ENSURE COMPETITIVENESS WITH THE MARKET AND INTERNAL ALIGNMENT AND MOVING THE EMPLOYEES IN THE NEW STRUCTURE TO THE NEXT CLOSEST, UH, STEP RELATIVE TO THEIR PAY.

SO THEREFORE WHAT WE'RE SAYING IN A NUTSHELL IS THAT THE COUNCIL CONTROLS THIS PROCESS AS FAR AS, UH, BEING ABLE TO, UM, AWARD OR NOT, DEPENDING UPON WHAT FIRE SITUATION IS, IT'S TIME, WHICH WE'RE LOOKING AT THE MARKET.

AND AGAIN, IF FUNDING WAS NOT AVAILABLE, PAY INCREASES SHOULD BE FROZEN SUCH TIME UNTIL SUCH TIME THAT FUNDING BECOMES AVAILABLE.

SO LET'S SAY, UM, A YEAR OR TWO SHOULD HAVE BEEN, UH, 50% OF YEAR, ONE ADDED TO THE COST FOR YEAR TWO AND THEN 25% FOR ALL OF THE NEXT YEARS, BECAUSE WE'RE ACTUALLY BEING FUNDED AT 75% BASED ON A, UM, IMPLEMENTATION DATE OF JANUARY, UM, OF EACH YEAR.

SO JUST, THAT WAS JUST A BRIEF SUMMARY OF WHY THE NUMBERS HAVE CHANGED.

SO THIS, UM, HERE, WHEN YOU ASK, CAN WE AFFORD THE PROPOSED DEFINED PAY PER GIG PROGRESSION PLAN ANSWER IS YES.

UH, WE LOOKED AT ALL OF THE REVENUES, SOME OF THE ASSUMPTIONS AS FAR AS GROWTH, AND WE LOOKED AT OTHER PLANNED, UM, USES OVER THE NEXT THREE YEARS SO THAT WE CAN PROVIDE THIS INFORMATION TO YOU.

SO JUST TO EXPLAIN THIS CHART, UM, WE ONLY HAVE THE INFORMATION FOR 22, 23 AND 24 ON HERE, BECAUSE OF COURSE IN FISCAL YEAR 2021, WE HAD 1.2 MILLION THAT WAS APPROPRIATED IN.

WE'RE ACTUALLY GOING TO BE USING A APPROXIMATELY 400,000 OF THAT.

SO WE HAVE SUFFICIENT FUNDS TO PAY FOR THAT.

UM, SO THE AVAILABLE SOURCES, UM, ARE, UH, UNAPPROPRIATED SOURCES, MEANING, YOU KNOW, WE HAVE SOME ONGOING REVENUE NOW THAT WE AREN'T USING FOR AN ONGOING EXPENSES.

WE'VE USED IT FOR ONE TIME.

UM, SO THAT THOSE ARE SOURCES THAT ARE AVAILABLE FOR ONGOING APPROPRIATION.

NOW, THEN WE ALSO HAVE NEW SOURCES, WHICH WOULD BE A INCREASE IN SALES TAX, UM, AN INCREASE IN OUR PROPERTY TAX AND, UH, THE INCREASE IN PROPERTY TAXES BASED ON THE ASSUMPTION THAT'S PROVIDED BY THE FINANCIAL ADVISOR ON THE GROWTH OF THE ASSESSED VALUATIONS FROM YEAR TO YEAR.

AND OF COURSE, WHEN WE LOOK AT THE GROWTH AND THE ASSESS VALUATIONS, WE ALSO HAVE TO TAKE INTO ACCOUNT ALL OF OUR TERMS, UH, REVENUES, BECAUSE ALL OF THE PROPERTY TAXES ATTRIBUTABLE TO THE TERRORS, UH, GOES INTO THE TOURIST FUND.

AND SO THAT HAS BEEN APPROXIMATELY 25% OF OUR PROPERTY TAX GROWTH OVER THE LAST COUPLE OF YEARS.

SO WE HAVE ACCOUNTED FOR THAT.

UM, BUT WE DO HAVE AN INCREASE IN PROPERTY TAX THAT'S SHOWN IN THE NEW SOURCES ROW.

WE ALSO HAVE SOME PROPERTY TAX ABATEMENTS THAT WILL EXPIRE THE, THE PROPERTY TAX REVENUES ARE, UH, KIND OF SMALL, LESS THAN A HUNDRED THOUSAND PER YEAR, BUT WE ALSO WANT IT TO INCLUDE THAT, TO SHOW THAT THERE'S ADDITIONAL RESOURCES THAT WILL BE AVAILABLE.

WE ALSO WILL BE INCREASING OUR LICENSE AND PERMIT, UH, REVENUE BUDGET, BECAUSE WE HAVE, UH, SHOWN A LOT OF GROWTH IN THAT AREA OF THE, UM,

THE PROJECTIONS OR THE BUDGET HAS BEEN, UH, QUITE CONSERVATIVE.

SO WE HAVE AN ADDITION OF THAT FOR FISCAL YEAR 2022, AND THEN SOMETHING NEW IS A VACANCY SAVINGS.

SO WE REVIEWED ALL OF OUR VACANCY SAVINGS FOR THE PAST, UH, FIVE YEARS TO DETERMINE WHAT WOULD BE A GOOD PERCENTAGE TO INCLUDE.

UM, AS FAR AS THE SAVINGS THAT WE ANTICIPATE, IF THINGS WERE TO REMAIN, UM, AS THEY ARE, WHEN IT COMES TO SAVINGS.

AND SO WE USE THE 2% FACTOR, UM, AND YOU SEE THAT FROM YEAR TO YEAR, THIS WOULD BE AN AMOUNT THAT WE BELIEVE WOULD BE SAVED BASED ON VACANCIES, UH, AND, AND THAT MONEY COULD BE USED TO BE ABLE TO FUND, UH, INCREASES.

SO WE HAVE A TOTAL AVAILABLE SOURCES FOR FISCAL YEAR 22 AT 5.7 MILLION AND OF THAT 5.7 UNDER THE INAPPROPRIATE SOURCES.

THERE'S APPROXIMATELY 1 MILLION FOR THIS CURRENT FISCAL YEAR THAT, UM, IS SPENDING NON-RECURRING EXPENSES.

SO TOTAL AVAILABLE SOURCES NEXT YEAR WILL BE 5.7, THE TOTAL COST OF THE PROGRAM FOR THE FIRST YEAR, WHICH WOULD BE, UM, OR FISCAL YEAR 2022, WHICH WOULD BE, UH, THE, THE, THE ONE-TIME APPROPRIATION FOR MERIT, WHICH OF COURSE THEY AREN'T ADDED TO THE BASE SALARY.

WE ALSO HAVE ALL OF THE INCENTIVES, UM, THAT AREN'T ADDED TO THE BASE SALARY.

THOSE ARE BEING INITIALLY FUNDED IN FISCAL YEAR 2022.

AND, UM, ONCE THEY'RE FUNDED, THE ONLY THING THAT WE'LL NEED IN FUTURE YEARS IS ANY INCREASE IN MERIT BASED ON A RISING SALARIES.

UM, WE ALSO HAVE 50% OF THE INCREASE THAT WILL BE GRANTED THIS YEAR, IF THIS IS APPROVED, BECAUSE WE'RE, WE'RE GOING TO IMPLEMENT UPON APPROVAL.

IT WILL BE IMPLEMENTED, UM, IN APRIL, WHICH IS HALF THE YEAR.

SO WE WOULD STILL NEED THE OTHER HALF OF THE YEAR IN THAT FUNDING.

WE ALSO KNOW THAT WE'RE GOING TO NEED TO BUDGET FOR THE FIRE STATION SIX STACK IN OPERATIONS.

WE HAVE THAT AT APPROXIMATELY 1.1, $5 MILLION.

UM, AND THEN WE ALSO HAVE SOME OTHER ITEMS THAT, UM, WE BELIEVE WILL NEED TO BE APPROPRIATE AT NEXT YEAR, INCLUDING INFORMATION, UH, INFORMATION, TECHNOLOGY REPLACEMENT, UH, ITEMS, SOME EQUIPMENT, THAT'S A PART OF THE SCHEDULE FOR REPLACEMENT.

WE ALSO HAVE SOME FLEET REPLACEMENT THAT WE'LL NEED TO INCLUDE.

AND SO THAT'S INCLUDED ANY OTHER CATEGORY IS BASED ON THOSE, UH, SCHEDULES THAT WE HAVE REPLACEMENT OF EQUIPMENT.

SO THE TOTAL PLAN USES THAT WE KNOW OF AT THIS MOMENT FOR FISCAL YEAR 2022 IS APPROXIMATELY 2.9 MILLION, WHICH WOULD LEAVE 2.8 MILLION IN AN APPROPRIATED SOURCES.

UM, IF THERE WAS NO CHANGE AS FAR AS REVENUES, UM, AND WE DIDN'T APPROPRIATE, UH, ANY ADDITIONAL ONGOING EXPENSES THAT $2.8 MILLION WOULD CARRY OVER TO FISCAL YEAR 2023, WHERE AGAIN, WE HAVE ALL OF THE ASSUMPTIONS AS FAR AS THE SOURCES THAT WILL BE AVAILABLE AND THE TOTAL COST THE TOTAL COST OF THE PAY PROGRESSION PLAN BEING 740,000.

AND AGAIN, SOME EQUIPMENT REPLACEMENT SHOWING THAT WE WOULD NEED APPROXIMATELY 830, $4,000 IN ONGOING MONEY, WHICH RELEASE 3.7.

AND SO IF YOU CAN SEE THIS PATTERN, OF COURSE, IF WE DON'T, UM, IF THERE AREN'T ANY CHANGES, UM, UH, THAT 3.7 WILL BE AVAILABLE IN 2024 FOR ONGOING, UM, EXPENDITURE OF COURSE, WE'LL HAVE NEW SOURCES AGAIN, WE'LL HAVE VACANCY SAVINGS AGAIN.

UM, AND THIS ALL ASSUMES THAT WE'RE USING THE VACANCY SAVINGS FIRST, BECAUSE OF COURSE I CAN SEE SAVINGS DOES THAT ROLL FROM YEAR TO YEAR.

UM, SO IN FISCAL YEAR 2024, WE HAVE THAT THE COST OF THE PROGRAM WOULD BE APPROXIMATELY 760,000, WHICH WILL LEAVE 4.7 MILLION AND UNAPPROPRIATED SOURCES.

AND THEN WE'RE, WE'RE HERE TO SUPPORT THE PROPOSED STEP, A PROGRAM BEING PRESENTED TONIGHT, A COUNCIL, IN ADDITION TO REPRESENTING THE MEMBERSHIP, UH, MANY CONVERSATIONS OVER THE PAST SEVERAL DAYS WITH OTHER PERSONNEL IN THE CITY WHO SHARE OUR SENTIMENTS REGARDING THE PAIN INITIATIVE.

I WANT TO FIRST STATE THAT'S SINCE ARRIVING IN MISSOURI CITY, MR. JONES HAS BEEN A STRONG ADVOCATE FOR PUBLIC SAFETY AND A SUPPORTER OF THE MISSOURI CITY POLICE OFFICER AND ITS MEMBERS.

UPON THE FIRST FORMAL MEETING WITH THE ASSOCIATION EXECUTIVE BOARD, WE WERE ASKED WHAT THE BIGGEST CHALLENGE FACING OUR MEMBERSHIP WITHOUT QUESTION THE STRUCTURE, THE PAY STRUCTURE OF THE CITY FOR YEARS ON THEM, OUR MEMBERS HAVE WANTED TO SEE A STEP PAY PROGRAM.

SO THEY KNOW THEIR DEDICATION AND HARD WORK TO MAKE THIS CITY.

THE SAFEST IN THE STATE OF TEXAS WAS BEING RECOGNIZED TODAY.

YOU HEARD ABOUT THE CURRENT PAY STRUCTURE OF THE CITY.

YOU HEARD ABOUT THE MINIMUM, THE MIDPOINT AND THE MAXIMUM OF EACH POSITION.

THIS CURRENT STRUCTURE SOUNDS GREAT ON PAPER, AND IT'S EASY TO STOMACH.

IT LEAVES YOU WITH THE IMPRESSION EMPLOYEES MOVE ALONG FROM STARTING AT THE MINIMUM, AND AS THEIR YEARS OF SERVICE INCREASE.

SO TO THEIR SALARIES, TO THE MIDPOINT AND BEYOND THE REALITY IS THIS IS FALSE.

THE ONLY WAY TO MOVE FROM THE MINIMUM AND THE CURRENT STRUCTURE IS WHEN A SALARY SURVEY IS COMPLETED.

YEARS LATER AT THE EXPENSE OF EMPLOYEES LEAVING DROP SOME MORALE AT DIFFICULTIES AND RECRUITING QUALITY APPLICANTS, THE MINIMUM IS RAISED, AND THOSE WHO CHOSE TO STAY ARE GIVEN THE COMPRESSION, RAISE ABOVE THE MINIMUM BASED ON TIME AND POSITION.

EVERYONE APPEARS TO BE UNTIL TWO OR THREE YEARS PAST WITH NO MENTION OF AN INCREASE.

OUR SALARY INCREASE WAS IN 2018, WHICH WOULD MEAN MANY MEMBERS HERE WERE HIRED AFTER THAT DATE AND ARE STILL MAKING THE MINIMUM IN THAT POSITION.

OUR MEMBERS WANT TO KNOW THEIR VALUE FROM THE TIME THE EMPLOYEE DEDICATES DECIDE.

I'M SORRY, DECIDES TO INVEST THEIR LIKELIHOOD FAMILY AND FUTURE IN THE CITY.

OUR MEMBERS WANT TO KNOW THAT NOT JUST INITIAL HIRE, BUT YEAR AFTER YEAR MEMBERS WANT TO SEE THE MISSOURI CITY AND MISSOURI CITY HAS COMMITTED TO THEM AS THEY HAVE COMMITTED TO IT.

OUR MEMBERS DO NOT WANT TO SEE PAY RAISES COME ONLY WHEN EMPLOYEES START TO LEAVE BECAUSE OF LACK OF INVESTMENT LONGTERM.

OUR MEMBERS DO NOT NEED TO SEE SALARY SURVEYS EVERY COUPLE OF YEARS TO KNOW THEY'RE UNDERVALUED MEMBERS WANT TO SEE VALUE FOR THEIR COMMITMENT.

THE CITY POLICE OFFICERS ASSOCIATION ENTHUSIASTICALLY SUPPORTS THE STEP AND WERE GIVEN THE OPPORTUNITY TO WORK ALONGSIDE CITY STAFF ON THIS PROGRAM.

OUR CURRENT PAY STRUCTURE CONSISTS OF A MINIMUM POINT AND MAXIMUM FOR EACH POSITION.

NOT LIMITED TO REGRETTABLY.

IT IS BECAUSE OF THE PAST PRACTICES USING SALARY SURVEYS THAT THE FIRE DEPARTMENT HAS LOST AND CONTINUES TO LOSE MANY OUTSTANDING PROFESSIONALS DUE TO THE CURRENT PAY PLAN STRUCTURE.

NOW IN MY 23RD YEAR, WE HAVE LOST OVER 45 OPERATIONAL EMPLOYEES.

UH, IN ADDITION TO THAT, WE HAVE AN ECONOMIST WHO WOULD COME IN AND REVIEW OUR PROJECTIONS AND PROVIDE THAT INFORMATION AS WELL FROM THE SALES TAX PERSPECTIVE.

UH, WHAT WE'VE DONE IS UTILIZE THAT INFORMATION FROM THOSE THREE PARTIES, AS WELL AS OUR FINANCIAL ADVISOR AND BASED OFF THE INFORMATION WE'VE GOTTEN FROM OUR FINANCIAL ADVISOR OR THE ECONOMIST, AND ALSO TO OUR CONSULTANTS, UM, WE CLEARLY CAN'T AFFORD TO DO THIS IS SOMETHING THAT, UH, THE CITY HAS DONE BEFORE IN A DIFFERENT WAY.

UH, AND, UH, WE CAN DO IT IN A WAY WHERE STEEL, UH, UNDER BUDGET THAT'S PLANNED FOR THIS YEAR.

AND THEN MOVING FORWARD, THERE WOULD BE COST SAVINGS AS ARTICULATED IN THE PRESENTATION THAT'S PROVIDED TO YOU.

UH, THE, UM, THE THING THAT THIS PARTICULAR, UH, PLAN DOES IS IT GIVES, UH, EMPLOYEES A BETTER OUTLOOK, UH, AS THEY START TO PLAN, UH, ON THEIR CAREER.

UH, AND, UM, IT'S IN LINE AND THEN SEEING WHAT OTHER CITIES AROUND US ARE DOING, UH, THEIR CITIES, FOR EXAMPLE, HUMBLE US MAYO OMAN, LEAVE CITY, UH, JUST TO NAME A FEW, UH, WHO IS DOING THIS, UH, I THINK BOTH CHEEKS WILL TELL YOU THAT DOING THIS WILL HELP NOT ONLY RECRUITING ON THE POLICE AND FIRE SIDE, BUT ALSO TO CIVILIAN EMPLOYMENT SIDE, IT WOULD HELP AS WELL.
