WE HAVE A PRESENTATION BY BILL ATKINSON.

THEY ARE MEMBERS OF THE COUNCIL.

AS YOU KNOW, WE'VE BEEN WORKING WITH JASON GRAY OF JD GRAY ASSOCIATES, UH, WITH RESPECT TO OUR STRATEGIC PLAN UPDATE.

AND TONIGHT MR. GRAY IS HERE TO BE, UH, TO REVIEW WITH YOU INTO THE PUBLIC, UH, THE WORK THAT HAS BEEN UNDERTAKEN IN THE PAST FEW MONTHS WITH REGARD TO THE PLAN, AS YOU KNOW, STAFF'S BEEN WORKING ON IT, YOU, THE COUNCIL HAVE HAD A COUPLE OF MEETINGS WITH REGARD TO IT, AND HE IS HERE TO BRING FORWARD THAT INFORMATION.

THIS IS A LIVING DOCUMENT THAT TAKES INTO ACCOUNT THE ROADMAP FOR WHERE WE AS A COMMUNITY WILL BE IN THE FUTURE WHERE WE WANT TO BE, AND THE ACTIONS THAT WILL BE NECESSARY TO GET US TO THAT POINT.

YOU ARE THE LEADERS OF THE COMMUNITY.

YOU CREATE THE VISION AND WE, AS STAFF ARE HERE TO HELP BRING THOSE ACTIONABLE ITEMS TO FRUITION.

UM, I'LL, I'LL CALL THAT A FINAL DRAFT IN THE SENSE THAT, UH, WE BELIEVE THAT WE'RE ABOUT READY TO GET SOME FINAL FEEDBACK FROM YOU, BUT AS BILL POINTED OUT, IT'S IMPORTANT TO RECOGNIZE THAT

THIS IS REALLY A SERIES OF A CONTINUOUS DRAFT.

A STRATEGIC PLAN IN MY MIND IS ONE THAT IS CONTINUALLY EVOLVING.

UH, IT IS A LIVING DOCUMENT AND ONE THAT WILL BE CONTINUALLY UPDATED AS REPORTS COME THROUGH AS ACTION GETS TAKEN, ALL OF THOSE KINDS OF THINGS.

SO PLEASE KIND OF KEEP THAT IN MIND AS WE GO THROUGH THIS TONIGHT, I'VE GOT A RATHER BRIEF PRESENTATION FOR YOU TONIGHT, UM, AND REALLY WANTS YOU TO HAVE AN OPPORTUNITY TO DIGEST THE PLAN AS PRESENTED TO YOU BEFORE WE REALLY CONSIDER TAKING ANY ACTION ON IT.

BUT REALLY I WANTED TO KIND OF JUST WALK THROUGH THE DOCUMENT THAT, UH, THAT YOU HAVE TONIGHT AND, AND SEE WHERE WE GO FROM THERE.

SO AGAIN, UM, YOU'VE SEEN THIS BEFORE AND I'LL SHOW IT, UM, BASICALLY EVERY TIME THAT I'M IN FRONT OF YOU, BECAUSE I JUST THINK IT'S THAT VITALLY IMPORTANT.

UM, WHAT I CALL THE STRATEGIC FRAMEWORK OR STRATEGY MAPPING AND ALIGNMENT AS MR. ATKINSON POINTED OUT, YOU ARE IN CHARGE OF THE VISION, THE VALUE REALLY IN THE FOCUS AREAS OF THIS COMMUNITY, THAT THE COMMUNITY ITSELF ESTABLISHES THE VISION.

IT'S YOUR JOB TO TRANSLATE THAT INTO WORDS, PUT IT INTO A DOCUMENT AND BE ABLE TO SET THAT AS A FLAG FOR THE FUTURE OF WHERE WE WANT TO BE THE VALUES OF WHAT YOU CAN'T LOSE SIGHT OF ALONG THE WAY, THE STRATEGIC FOCUS AREAS ON OUR, HOW YOU PLAN TO GET THERE.

THESE BEGIN TO HAVE SOME, SOME BONES AROUND THEM, BUT THE REAL, UH, THE REAL ACTION HAPPENS IN THE OBJECTIVES AND IN THE ACTION ITEMS. AND THAT'S WHERE WE'RE GOING TO SPEND A BIT OF TIME ON TONIGHT, LOOKING PRIMARILY AT THE STRATEGIC FOCUS AREAS AND THEN SOME OF THE SPECIFIC OBJECTIVES AND ACTION ITEMS THAT SUPPORT THOSE STRATEGIC FOCUS AREAS.

SO IN THE PLAN, AND REALLY THIS IS A SORT OF A VALIDATION OF PREVIOUS WORK THAT YOU HAVEN'T HAVE HAD DONE WITHIN THE STRATEGIC FOCUS AREAS.

THERE REALLY ARE FIVE CREATE A GREAT PLACE TO LIVE, MAINTAIN A FINANCIALLY SOUND CITY, GOVERNMENT ROPES BUSINESS INVESTMENTS WITHIN MISSOURI CITY DEVELOP A HIGH PERFORMANCE TEAM AND HAVE HIGH QUALITY DEVELOPMENT THROUGH BUILD-OUT.

NOW, OBVIOUSLY THOSE ARE ALL GREAT AND GOOD OBJECTIVES.

THE REAL QUESTION IS HOW DO YOU TAKE THOSE OBJECTIVES AND PUT ACTIONS BEHIND THEM IN THE STRATEGIC PLAN DOCUMENT THAT YOU'VE GOT EACH ONE OF THESE STRATEGIC FOCUS AREAS REALLY HAS A TWO PAGE SPREAD IN EACH ONE OF THOSE SPREADS.

AS YOU'LL SEE UP ON THE SCREEN HERE, IT GOES THROUGH THE LIST OF WHATEVER THE OBJECTIVES THAT WE'VE IDENTIFIED AS PART OF THIS PROCESS, THOSE BEING THE HIGH LEVEL OBJECTIVES.

AND THEN ON THE RIGHT HAND SIDE OF THE PAGE ARE THE ACTUAL ACTION ITEMS THAT GO ALONG WITH IT.

THAT'S REALLY WHERE THE RUBBER MEETS THE ROAD.

AND THAT'S WHERE THE REPORTING HAPPENS AS WELL, BECAUSE WE LAY OUT A SPECIFIC METRICS FOR EACH ONE OF THOSE ACTION ITEMS IN THE FUTURE, AS WE MOVE THROUGH THIS, AND AS THE STAFF HAS A CHANCE TO DIGEST IT, THEY'LL ALSO BE A SPOT FOR WHO OWNS THAT PARTICULAR ACTION ITEM WITHIN THE ORGANIZATION.

AND SO THAT'LL ALL BE CAPTURED AS PART OF THIS AND THEN MOVING FORWARD AS PART OF YOUR REPORTING PROCESS AS WELL.

SO THIS ISN'T INTENDED TO NECESSARILY READ, AND WE'RE NOT GOING TO GO THROUGH EACH ONE OF THESE ACTION ITEMS TONIGHT.

THIS IS ALL JUST A COPY FROM THE BOOK THAT YOU'VE GOT OR THE STRATEGIC PLAN DOCUMENT THAT YOU'VE GOT.

BUT I'M JUST GOING TO HIGHLIGHT A COUPLE OF DIFFERENT THINGS WITHIN EACH OF THESE STRATEGIC FOCUS AREAS, AND THEN TAKE SOME DISCUSSION THAT YOU HAVE AS WELL.

THE FIRST STRATEGIC FOCUS AREA BEING, CREATING A GREAT PLACE TO LIVE.

THERE ARE FIVE DIFFERENT OBJECTIVES WITHIN THAT STRATEGIC FOCUS AREA.

AND I'M JUST GOING TO TICK THROUGH THOSE QUICKLY, BUT CREATING A SAFE PLACE TO LIVE, CREATING A BEAUTIFUL PLACE, TO LIVE, CREATING AN ACTIVE PLACE, TO LIVE A DIVERSE AND UNITED PLACE TO LIVE AND A KNOWN DESTINATION AS A PLACE TO LIVE AGAIN, A COUPLE OF THE ACTION ITEMS. I'M NOT GOING TO GO THROUGH ALL OF THEM TONIGHT.

THERE ARE ABOUT 85, 87, SOMETHING LIKE THAT DIFFERENT ACTION ITEMS THROUGHOUT THIS, AS IT GOES.

UM, BUT REALLY ONE IS TO TRACK AND REPORT ON THE PUBLIC SAFETY FUNDING LEVEL PER CAPITA, AND ANALYZE THAT WITH COMPARISON CITIES BEGIN TO SET YOUR BASELINE AS PART OF UNDERSTANDING HOW MUCH ARE YOU INVESTING IN BEING A SAFE PLACE TO LIVE, AND WHERE DOES THAT NEED TO GO FOR THE FUTURE? UM, YOU AND REPORT ON COMMUNITY POLICING EFFORTS AND EFFECTS.

THERE ARE A NUMBER OF ITEMS WITHIN THE STRATEGIC PLAN THAT WE'LL START WITH THAT LANGUAGE OF REVIEW AND REPORT.

AS WE WENT THROUGH OUR WORK SESSIONS ON THIS, THERE WAS A LOT OF INPUT THAT I HEARD FROM YOU WHERE REALLY YOU WANT TO UNDERSTAND WHAT YOUR ALTERNATIVES ARE.

AND SO AS A PART OF THAT IN CAPTURING THAT WE'VE, WE'VE, WE'VE PUT TOGETHER THIS LANGUAGE OF THE STAFF'S JOB IS TO REVIEW THE, THE LANDSCAPE ON THAT PARTICULAR ITEM REPORT BACK TO YOU SOMETIMES WITH A SPECIFIC NUMBER OF ACTUAL ACTION ITEMS THAT WILL COME OUT OF THAT.

JUST TO, AGAIN, SET A GUIDELINE TO SAY, WE'RE NOT ASKING FOR JUST A REPORT THAT SIMPLY SAYS, IT'S ALL GOOD, OR IT'S ALL BAD, BUT HERE ARE FIVE THINGS THAT YOU CAN

DO AS ALTERNATIVE POLICY ALTERNATIVES TO AGAIN, TO HAVE THE CITY COUNCIL FOCUS ON THE POLICY RELATED ISSUES, THE STAFF CAN GO BACK AND DO THE RESEARCH AND SAY HERE'S FIVE DIFFERENT THINGS THAT WE WANT YOU TO CONSIDER.

PICK TWO OF THEM, PICK FIVE OF THEM.

IT DOESN'T MATTER, SEND US IN A DIFFERENT DIRECTION.

THAT'S FINE, BUT THERE ARE SOME SPECIFIC, ACTIONABLE ITEMS THAT WILL COME OUT OF EACH ONE OF THOSE, AN EXAMPLE OF THAT UNDER CREATE A BEAUTIFUL PLACE TO LIVE REVIEW AND REPORT ON AT LEAST FIVE SPECIFIC OPPORTUNITIES TO ENHANCE MEDIAN AND CORRIDOR EXPERIENCES.

AGAIN, ALL OF THESE VARIETY OF DIFFERENT ACTION ITEMS, OR AT LEAST THE VAST MAJORITY OF THEM, I SHOULD SAY, CAME OUT OF THE WORK SESSIONS THAT WE HELD, AS YOU TOLD US WHAT IT IS THAT YOU'RE WANTING TO SEE, AND WHAT, WHAT DO YOU THINK NEEDS TO HAPPEN IN ORDER TO CREATE A SAFE, BEAUTIFUL, ACTIVE, UNITED, AND DIVERSE AND KNOWN DESTINATION PLACE TO LIVE? FINALLY, I'LL JUST GO THROUGH IN, IN, UNDER THE DIVERSE AND UNITED PLACE TO LIVE.

ONE OF THE ACTION ITEMS IS FACILITATE QUARTERLY INTERACTIVE HOA PRESIDENT.

AND SO AGAIN, SPECIFIC NEEDS TO BE DONE FOR IT.

YOU'LL GET A REPORT BACK ON THAT HAS THAT BEEN DONE? UM, AND THEN ALSO MY GUESS IS YOU'LL GET INVITED TO THOSE.

UH, AND SO YOU'LL HAVE AN OPPORTUNITY.

THIS IS, I WANT TO JUST REEMPHASIZE ONE LAST TIME.

IT'S NOT, THIS SHOULD NOT BE CONSIDERED TO BE THE FINAL THING THAT YOU EITHER NEED TO APPROVE OR DENY AS IS WE WANT YOUR CONTINUED INPUT ON THIS.

UM, BUT UNDER THIS, WE'VE GOT AGAIN, FIVE DIFFERENT OBJECTIVES AND REALLY IT'S, UM, MAINTAINING FINANCIAL, UH, I FINANCIALLY SOUND GOVERNMENT BY EFFECTIVENESS QUALITY SERVICES, INFRASTRUCTURE, AND GROWING THE BASE, A COUPLE OF DIFFERENT ACTION ITEMS UNDERNEATH THOSE IDENTIFY AT LEAST 10 NEW PARTNERSHIP, LEVERAGING OPPORTUNITIES WITH MUDS, HOS ISD AND OR COUNTY.

AGAIN, A SPECIFIC DELIVERABLE THAT YOUR STAFF WILL BE BRINGING TO YOU TO SAY, HERE THEY ARE.

HERE'S 10 DIFFERENT WAYS THAT WE COULD PARTNER.

THE BALL IS STILL IN YOUR COURT, AS FAR AS DECIDING WHETHER OR NOT TO TAKE THOSE LEVERAGE PARTNERSHIP OPPORTUNITIES, BUT THEY'LL BRING THEM TO YOU AND PROVIDE YOU AN OPPORTUNITY TO UNDERSTAND WHAT THOSE PARTNERSHIPS ARE, WHO, WHAT THE COST AND BENEFITS ARE OF EACH ONE OF THEM.

AND YOU'LL BE ABLE TO MAKE THOSE DECISIONS MOVING FORWARD.

ONE OF THE, SORT OF THE STANDARD ONES IS MAINTAINING A CURRENT GENERAL OBLIGATION AND CERTIFICATE OF OBLIGATION ON RATINGS.

UH, THAT'S JUST A GOOD MEASURE OF WHERE YOU'RE AT FINANCIALLY AS A CITY, AN EXTERNAL THIRD PARTY REVIEW.

EVERY TIME YOU SELL BONDS, YOU'RE GOING TO GET A BOND RATING.

IF THERE'S ANY NEGATIVE THAT GOES ON FROM THERE.

SOMETIMES THAT CAN BE BECAUSE THE ECONOMY HAS COLLAPSED.

THAT HAPPENS SOMETIMES, BUT YOUR TARGET SHOULD BE TO AT LEAST MAINTAIN WHERE YOU'RE AT TODAY.

AND IF POSSIBLE, GET BETTER, UM, FINANCIALLY SOUND THROUGH INFRASTRUCTURE.

ONE OF THE ACTION ITEMS DEVELOP AND DELIVER AN ANNUAL REPORT ON ALL KNOWN DEFERRED MAINTENANCE ACTIVITIES.

THIS IS ONE THAT IS VITALLY IMPORTANT IN MY MIND FROM THE PERSPECTIVE OF THERE'S A LOT OF DIFFERENT WAYS TO HAVE YOUR FINANCIAL REPORTS SHOW POSITIVELY.

ONE OF THOSE WAYS IS TO DEFER MAINTENANCE, NOT SPEND MONEY ON MAINTAINING WHAT YOU CURRENTLY HAVE.

UM, YOU SHOULD BE ABLE TO AS THE POLICY MAKERS AND THE FIDUCIARIES OF THIS ORGANIZATION, YOU SHOULD HAVE THE ABILITY TO SAY WE'RE MAKING AN INTENTIONAL CHOICE TO DEFER THAT MAINTENANCE, OR WE'RE NOT ONE WAY OR THE OTHER, BUT YOU'RE GOING TO NEED AN ANNUAL REPORT, OR THEY DO THAT SOUND THROUGH GROWING THE BASE.

ONE OF THE THINGS THAT WE TALKED ABOUT WAS DEVELOPING AND EXECUTING A SHOP LOCAL CAMPAIGN IN COORDINATION WITH LOCAL BUSINESSES, MAKE SURE THAT THE CITIZENS OF MISSOURI CITY UNDERSTAND WHAT IT MEANS WHEN THEY SHOP HERE AND, AND WHAT IT ALSO MEANS WHEN THEY DON'T SHOP HERE AND HOW THAT AFFECTS NOT ONLY THEM AND THE BUSINESSES THAT ARE HERE LOCALLY, BUT AT THE END OF THE DAY, THEIR AD ALARMS, THIRD STRATEGIC FOCUS, SYRIA GROW BUSINESS INVESTMENTS IN MISSOURI CITY UNDER THIS ARE THREE OBJECTIVES, GROW MORE BUSINESSES IN MISSOURI CITY GROW MORE JOBS.

AND THEN ALSO OPTIMIZE BUSINESS RETENTION AND EXPANSION, A COUPLE OF THE ACTION ITEMS THAT I'LL HIGHLIGHT UNDER HERE, REVIEW AND REPORT ON AT LEAST FIVE SPECIFIC STRATEGIES TO OPTIMIZE THE BUILDING AND BUSINESS PERMITTING SYSTEMS. THAT'S SOMETHING THAT WE HEARD QUITE A BIT ABOUT IN OUR CONVERSATIONS EARLIER IS WE NEED TO MAKE SURE THAT WE'RE REGULATING IN A WAY THAT IS BUSINESS AND CITIZEN FRIENDLY.

UM, ANOTHER ONE OF THE, UH, ANOTHER ONE OF THE ACTION ITEMS REVIEW AND REPORT ON POTENTIAL METHODS AND TOOLS TO COMPETE WITH THE CITIES WE TALKED ABOUT

JUST GENERALLY, WELL, THIS IS ONE WAY THAT YOU CAN LOOK AT IT AND SAY, OKAY, THERE'S A LOT OF CITIES IN TEXAS THAT DON'T HAVE ACCESS TO FOUR 84 B FUNDS, HALF-CENT SALES TAX, OR QUARTER CENT SALES TAX OR ANYTHING LIKE THAT FOR A VARIETY OF DIFFERENT REASONS.

AND WHAT ARE SOME THINGS THAT YOU CAN DO? FOR EXAMPLE, I HAVE ONE CLIENT WHO ISN'T DOESN'T HAVE ACCESS TO FOUR 84 B CITY.

THEY FIGURED OUT HOW MUCH, HOW MANY DOLLARS THAT IS A YEAR.

AND THEY SET THAT ASIDE IN THEIR GENERAL FUND, AS PART OF AN ECONOMIC DEVELOPMENT FUND, IT PROVIDES THEM A SORT OF A LEVEL SET.

IF YOU WILL, FROM A DOLLARS ASSOCIATED IN INVESTING INSIDE OF ECONOMIC DEVELOPMENT, NOT SUGGESTING THAT'S WHAT YOU HAVE TO DO BY ANY STRETCH, BUT THIS WILL ALLOW YOU TO GET SOME IDEAS OUT THERE TO SAY, WE CAN'T COMPETE WITH FROM A SALES TAX PERSPECTIVE, BUT HERE ARE THE WAYS THAT WE CAN COMPETE WITH THEM.

THE THIRD OBJECTIVE OF OPTIMIZING BUSINESS RETENTION AND EXPANSION MEASURE, MONITOR, AND REPORT ON THE NUMBER OF BUSINESSES WITHIN MISSOURI CITY.

THAT'S JUST, AGAIN, THAT'S JUST ONE OF THOSE BENCHMARK INDICATORS OF HOW MANY BUSINESSES ARE HERE.

HOW MANY BUSINESSES ARE HERE NEXT MONTH, NEXT QUARTER, NEXT YEAR, ALL OF THOSE KINDS OF THINGS.

AND NOW YOU CAN REALLY SEE ON ALL OF THESE DIFFERENT POLICIES THAT YOU'RE, THAT YOU'RE, YOU KNOW, IT IS YOUR JOB TO BE REVIEWING HOW THEY ACTUALLY ALIGN WITH THE STRATEGIC FOCUS AREAS, WITH THE OBJECTIVES THAT WE'VE SET OUT WITH THE VISION THAT'S THERE.

ONE OF THE THINGS I WANTED TO BRING UP HERE UNDER THE PRODUCING RESULTS IS AGAIN, THERE'S, I THINK IT'S 87, 88 DIFFERENT ACTION ITEMS WITHIN HERE.

ONE OF THE NEXT STEPS THAT WE'LL BE WORKING WITH YOUR STAFF TO DO IS PRIORITIZING THESE DIFFERENT ACTION ELEMENTS.

THERE'S A TON OF RESEARCH OUT THERE THAT SHOWS THAT IF ANYBODY HAS MORE THAN THREE, BASICALLY IDEALLY ONE-TO-ONE, BUT IN THE WORLD, IF THEY'VE GOT RESPONSIBILITY FOR MORE THAN THREE OF THESE MAJOR OBJECTIVES, THEY ARE ALMOST ALWAYS GOING TO TEND TO GET DISTRACTED, DIVIDED AND NOT BE ABLE TO ACCOMPLISH ANY OF THEM.

AND THE SPEED AT WHICH YOU'D LIKE TO SEE THEM ACCOMPLISH.

IT IS FAR, FAR, FAR MORE EFFECTIVE TO HAVE THREE OR FEWER PRIORITIES IDENTIFIED AND ASSIGNED TO DIFFERENT STAFF MEMBERS AND HAVE RESPONSIBILITY OWNED BY EACH ONE OF THOSE STAFF MEMBERS FOR UP TO THREE OF THESE DIFFERENT ACTION ITEMS, THEY CAN FOCUS ON THEM, THEN THEY CAN SPEND THE RIGHT TIME AND ATTENTION IN GETTING THESE THINGS RIGHT AND PRODUCING THE RESULTS THAT YOU WANT TO SEE.

ONE OF THE THINGS THAT I OFTEN SEE WITH SOME OF OUR CLIENTS IS THEY JUST WANT TO SAY, WELL, ALL OF THESE THINGS ARE THE RESPONSIBILITY OF THE CITY STAFF OR THE CITY MANAGER AT THE END OF THE DAY.

AND SO THE IDEA HERE IS TO MAKE SURE THAT YOU'RE CONTINUALLY LOOKING AT IT CONTINUALLY UPDATING IT, AT LEAST QUARTERLY, YOU'RE GETTING ACTIONABLE INSIGHTS THAT SAY, OKAY, WE'VE CHECKED OFF THESE 14 THINGS.

HERE ARE 12 NEW ONES THAT WE WANT TO ADD INTO IT.

WE'RE GOING TO MOVE ON TO ITEM FOUR C IS TO RECEIVE AN UPDATE OF THE TEXAS DEPARTMENT OF TRANSPORTATION PROPOSAL, FM ROAD, 10 92, MEDIAN IMPROVEMENT PROJECT.

WE HAVE A PRESENTATION BY DIRECTOR OF PUBLIC WORKS, SASHA KUMAR AND ASSISTANT CITY ENGINEER, JEREMY DAVIS, PUTTING THE MAYOR AND COUNCIL PROPOSED MEDIAN INSTALLATION PROJECT HAS COMMONLY REFERRED TO AS THE ACCESS MANAGEMENT PRODUCT WAS WORTH EARLIER.

PRACTICE CITY COUNCILS ATTENTION IN THIS YEAR, SUBSEQUENTLY AT THE DIRECTION OF CITY COUNCIL, WE DID HOLD A PUBLIC MEETING TO SOLICIT COMMENTS AND FEEDBACK.

WE DID GET SOME NUMBER OF FEEDBACK, AND THEN OUR STAFF HAS BEEN WORKING DILIGENTLY WITH THE PHAGES.

WE'RE AT THE POINT WHERE WE HAVE MADE SOME CHANGES AND MODIFICATIONS, AND THE FAMILY BEING LED BY OUR ASSISTANT CITY ENGINEER, JEREMY DAVIS.

SO JUST TO GIVE A LITTLE RECAP OF THE PROJECT INFORMATION, WE'VE ALREADY PRESENTED THIS PROJECT BEFORE, BUT I JUST WANTED TO GIVE A LITTLE BIT OF A RECAP ON THE PROJECT.

SO THE PROJECT LENGTH IS GOING TO BE A 5.8 MILES.

IT'S GOING TO BE FROM OUR 69 TO STATE HIGHWAY SIX.

UH, THE ESTIMATED CONSTRUCTION COST IS 4 MILLION.

UM, AND THE CONSTRUCTION TIMELINE THEY'RE ANTICIPATING TO LET THIS PROJECT IN AUGUST OF 2021.

UH, ORIGINALLY THIS WAS GOING TO BE APRIL OF 2021, BUT AFTER MEETING WITH TXDOT AND TALKING TO THEM, THEY WERE ABLE TO PUSH IT BACK TO AUGUST.

AND TYPICALLY WITH THAT TYPE OF TIMELINE, WE'RE LOOKING AT WINTER 2021, UH, CONSTRUCTION START AND THE CONSTRUCTION DURATION IS EXPECTED TO LAST ABOUT SEVEN MONTHS.

SO IF YOU CAN SEE IT, THAT'S BASICALLY JUST OUTLINING THE LENGTH OF THE PROJECT.

IT GOES FROM STAFFORD TO MISSOURI CITY.

OKAY.

AND SO NOW I'D LIKE TO GIVE A BRIEF BACKGROUND, JUST A LITTLE TIMELINE OF EVENTS THAT HAVE HAPPENED UP UNTIL, UM, OUR MARCH 17TH MEETING THAT TRACI WAS DISMISSING.

UM, BEN IN DECEMBER, 2020 TEXTS, I DID A PUBLIC OUTREACH VIA VIDEO CITY STAFF THEN SENT IN PRELIMINARY COMMENTS TO TEXTILE ON THE PROJECT ON JANUARY 4TH OF 2021 AND CITY STAFF PRESENTED THIS PROJECT CONCEPT TO COUNCIL IN JANUARY 19TH OF 2021.

AND THEN A CITY STAFF THEN HELD A PUBLIC MEETING, UH, WITH TXDOT TO GET COMMUNITY INPUT ON MARCH 17TH, 2021.

SO I'M GETTING BACK TO THE MARCH MEETING.

UH, SO THIS WAS A PUBLIC MEETING WE HOSTED ACTUALLY RIGHT HERE IN THE COMMUNITY CENTER.

UM, WE WORKED WITH A COMMUNICATIONS DEPARTMENT AND, UM, UH, A FEW OF THE THINGS THAT WE DID AND WE NOTIFIED THE PROPERTY OWNERS WITHIN 400 FEET OF A FMT 90 TWOS RIGHT AWAY, UH, WORKING WITH THE COMMUNICATION TEAM.

UH, THEY WERE ABLE TO HELP US POST SIGNS.

UH, WE ADVERTISE AT CITY COUNCIL AND PLANNING AND ZONING COMMISSION MEETINGS.

UH, IT WAS POSTED ON THE CITY'S WEBSITE.

UH, WE HAD AN EMAIL BLAST SENT OUT AS WELL AS NOTIFYING THE, UH, LOCAL ATRIAL WAYS.

THE DATE OF THE MEETING, WE HAD, UH, 36 RESIDENTS AND BUSINESS OWNERS THAT ATTENDED, UM, ON TOP OF THAT, WE ALSO GOT, UH, 27 COMMENTS RECEIVED VIA EMAIL.

OKAY.

SO ONE OF THE OUTCOMES OF THAT MEETING, UH, WE GOT A LOT OF PUBLIC FEEDBACK, A LOT OF CONCERNS.

SO THESE ARE JUST SOME OF THE MAJOR LOCATIONS THAT WE NOTICED DURING THAT MEETING, UH, THAT WERE BROUGHT UP TO OUR ATTENTION.

SO, UH, SORT OF LISTED IN THE ORDER THAT THEY WERE, UH, UH, THE IMPORTANCE.

SO, UH, PALM GROVE DRIVE WAS A LOCATION, UH, THE SHELL GAS STATION AT CARTWRIGHT ROAD.

PARKLAKE TOWNHOMES ON FM 10 92, UH, RAUL WALLENBERG LANE.

AND, UH, THE TOWNSHIPS WERE SO FIRST, UM, I'D LIKE TO BRING YOUR ATTENTION TO PALM GROVE DRIVE.

IT'S LOCATED ON, UH, FM 10 92 RIGHT NEXT TO COLE VALLEY, MIDDLE SCHOOL.

UH, THERE'S A SMALL COMMUNITY THERE.

THEY HAVE ONE WAY IN, AND ONE WAY OUT, WHICH IS PALM GROVE DRIVE.

UM, THIS WAS BROUGHT TO OUR CONCERN AS THE MAJORITY OF THE RESIDENTS THAT ATTENDED THE MARCH 17TH MEETING WAS FROM THIS COMMUNITY.

UM, ORIGINALLY THE WAY THAT THE, UH, IF YOU CAN, UH, SHE CAN SEE IT.

UM, ORIGINALLY THE WAY THIS WAS PROPOSED WAS THERE WAS GOING TO BE A SINGLE LEFT TURN LANE GOING INTO PLANTATION SETTLEMENT, UH, WHICH DIDN'T ALLOW FOR THE PALM GROVE RESIDENTS TO BE ABLE TO COME OUT AND MAKE A LEFT OR, UM, EASILY GET INTO THE, UH, TURN LANE.

SO AFTER WORKING WITH TEXTILE, WE WERE ABLE TO MAINTAIN THE CURRENT CONFIGURATION, WHICH, UH, IF YOU WERE TO GO OUT THERE, YOU WOULD SEE DOUBLE YELLOW STRIPES AND IT ALLOWS FOR THE SAME LEFT IN LEFT OUT MOVEMENT AS IT ORIGINALLY HAD.

THE NEXT MAJOR CONCERN WE HAD WAS A SHELL GAS STATION AT CARTWRIGHT.

UH, THIS LOCATION WAS, UH, QUITE A BIT MORE DIFFICULT.

UM, UM, ONE OF THE THINGS THAT WE, UH, WE DISCUSSED, UH, MANY DIFFERENT OPTIONS, UM, BUT HE CAME TO THE, UH, WHEN AFTER MEETING WITH TEXTILES, IT CAME DOWN TO, UH, ADDING MOUNTABLE CURB.

UM, RIGHT NOW THERE'S A DOUBLE YELLOW, UM, DOUBLE YELLOW LINES THAT TECHNICALLY ARE SUPPOSED TO PREVENT PEOPLE FROM MAKING A LEFT TURN IN THERE, BUT IT DOES INCREASE THE DIFFICULTY OF ACCESSING THE SHELL GAS STATION.

SO, UM, UH, KNOWLEDGEABLE CURB WILL ALLOW FOR LARGER VEHICLES SUCH AS EMERGENCY VEHICLES TO EASILY ACCESS, UH, THE SAME, UH, UH, OPPORTUNITIES AS BEFORE GERMANY.

IS THAT A LOW PROFILE CURB? YEAH.

SO YOU'VE SEEN SOME OF THEM PROBABLY ON A STATE HIGHWAY SIX, UH, THEY'RE SORT OF SLOPED ON EITHER END.

THEY'RE NOT THE STANDARD SIX INCH CURB THAT'S FLAT BASED.

YOU COULD STILL ROLL OVER THEM WITH A BIG TRUCK.

SO ANOTHER THING WE HAD WAS AT THE PARK LATE TOWNHOMES.

SO THIS IS A COMMUNITY, UH, IT'S RIGHT NEXT TO THE COAL VALLEY APARTMENTS.

SO, UM, ONE OF THE CONCERNS THAT THEY RAISED WAS BEING ABLE TO COME OUT AND MAKE A LEFT AND HEAD INTO HOUSTON HEADING NORTH.

UM, THE WAY THAT YOU SEE RIGHT NOW IS THE WAY THAT IT IS.

HOWEVER, UM, WE ARE EXPECTING A NEW DEVELOPMENT LEXINGTON VILLAGE TO COME IN ACROSS THE STREET, UH, TO THE EAST, AND THEY'RE GOING TO BE REQUESTING SOME, UH, ADDITIONAL ACCESS FOR THAT DEVELOPMENT.

SO IT WOULD PROVIDE AN OPPORTUNITY FOR, UM, ADDITIONAL, UH, TURNAROUNDS, IF YOU WILL.

NEXT IS A RAUL WALLENBERG LANE.

A LOT OF PEOPLE ARE FAMILIAR WITH THIS CAUSE IT'S WHERE A LOT OF PEOPLE GET MOVED FROM THE WALMART.

UM, A LOT OF THE CITIZENS FROM THE PALM GROVE DRIVE ON SUBJECT SUBDIVISION, THEY WERE CONCERNED ABOUT A LOT OF PEOPLE THAT MAKE

LEFT TURNS COMING OUT OF RAUL WALLENBERG, WHICH MAKES IT VERY DANGEROUS.

IT MAKES IT VERY DIFFICULT FOR SOME PEOPLE.

SO WHAT WE DID WAS CREATED A HOODED LEFT, UH, ESSENTIALLY WHAT THAT DOES IS IT PREVENTS PEOPLE FROM COMING OUT AND MAKING A LEFT ONTO THE UP AND 10 92.

AND IT ENCOURAGES THEM TO GO DOWN TO THE TOWNSHIP, UH, LANE LIGHT, WHICH IS A MUCH SAFER WAY TO GET OUT OF THAT, UH, THAT AREA.

AND NEXT WE HAVE A ROUNDUP FRONT OF THE TOWNSHIP SQUARE.

UM, THIS ONE, UH, THIS MIGHT BE EVEN MORE DIFFICULT TO SEE, BUT, UM, ONE OF THE CONCERNS THAT WAS BROUGHT UP ACTUALLY BY, UH, A COUPLE OF THE COUNCIL MEMBERS WAS BEING ABLE TO MAKE A LEFT TURN INTO THEIR MAIN DRIVEWAY.

UM, WORKING WITH TEXTILE, WE WERE ABLE TO ACHIEVE THAT.

UH, THEY HAVE A LEFT TURN INTO THEIR MAIN DRIVER, AS WELL AS THE LEFT TURN INTO THEIR MAINTENANCE DRIVE, WHICH IS THE SECOND DRIVEWAY YOU SEE, UM, IT'S STILL PREFERRED THEN PEOPLE EXIT, THEY, UH, TAKE TOWNSHIP LANE AS THE MAIN MODE OF EXIT.

UM, WE'VE HAD A VARIETY OF FREE ENTERTAINMENT, UM, MAINLY BOUNCE HOUSES, USUALLY ONE MUSICAL PERFORMER, UM, AND THEN STADIUM SEATING FOR FIREWORKS SHOW.

UM, AND SO TRADITIONALLY THIS EVENT HAS AROUND 8,000 PEOPLE IN ATTENDANCE AND THE OVERALL BUDGET IT'S 45,500, $620 AND 43 CENTS.

SO, UM, TYPICALLY THAT MEANS WE BUDGET $30,000 FROM THE RECREATION BUDGET FOR THIS EVENT AND THEN $15,000 IN STAFFING FROM IT.

UM, FIRE POLICE, PARKS REC, UM, THAT GOES ACROSS THE BOARD FOR ALL CITY STAFFING.

THAT'S WHAT THAT COST IS.

SO FOR THIS YEAR, WE'RE PROPOSING A NEW LOOK, UM, FOR THIS YEAR'S EVENT, WE'RE EXPANDING OUR TRADITIONAL CELEBRATION TO REFLECT THE DIVERSITY AND THE CULTURAL, UM, CELEBRATION OF OUR COMMUNITY.

SO WHAT THAT LOOKS LIKE WE'RE GOING TO BE EXPANDING IN A VARIETY OF MUSICAL PERFORMANCES, UM, AND VENDORS HIGHLIGHTING THE DIVERSITY OF OUR COMMUNITY.

UM, THIS IS STILL GOING TO BE FREE ENTRY.

SO WE STILL WANT TO PROVIDE THAT OPPORTUNITY FOR EVERYBODY TO PARTICIPATE, NO BARRIERS FOR PARTICIPATION THERE.

UM, AND THAT MONEY IS GOING TO BE, UM, PRIMARILY SPENT ON ADDITIONAL ENTERTAINMENT.

I MENTIONED THAT WE USUALLY ONLY HAVE ONE BAND, UM, WE'RE LOOKING TO ADD, UM, FOUR OR FIVE BANDS AND THEN ALSO SOME WALL, UM, SMALLER COMMUNITY GROUPS ON A SECONDARY COMMUNITY STAGE.

UM, SO MOST OF THAT MONEY, THAT'S WHAT THAT'S GOING TO BE ALLOCATED TO.

ADDITIONALLY, WITH THE NEW SPACE, THERE'S GOING TO BE NEW COSTS, UM, LIGHTING, BECAUSE IT IS A PREDOMINANTLY LARGE GRASS SPACE WITH NO, UM, LIGHTING INFRASTRUCTURE IN PLACE.

UM, WE ARE GOING THROUGH THE PROCESS WITH OUR PURCHASING DEPARTMENT, UM, AND NEGOTIATING BACK AND FORTH WITH THE ARTISTS, UM, HAVE A LITTLE BIT OF A DIFFERENT, UM, THAT'S THAT YOU HAVE TO GO THROUGH WITH THE CONTRACT NEGOTIATION.

SO, UM, I DID WANT TO STATE THAT IS TAKING PLACE RIGHT NOW.

UM, AND WE'RE LOOKING FORWARD TO MOVING FORWARD AND OFFERING A REALLY EXCITING AND FUN EVENT FOR EVERYONE.

I WILL SAY ALL THE VENDORS THAT WE ARE WORKING WITH ARE EITHER LOCAL TO HOUSTON OR TEXAS.

UM, SO THEY, THE MAJORITY OF THEM ARE IN THE AREA.

UM, WE'RE NOT PAYING ANYBODY TO FLY IN OR ANYTHING LIKE THAT.

THAT'S NOT MY CONCERN.

MY CONCERN IS WILL THE RESIDENTS WANT TO SEE, UM, AFRICAN BAND DANCE OR WHATEVER YOU JUST MENTIONED OR, UM, ZYDECO, IS THAT THE NEEDS OF THE COMMUNITY? IS THAT SOMETHING THAT THE COMMUNITY WILL WANT TO BE ENTERTAINED WITH PER SE? YEAH.

AND SO I THINK WITH THE FIRST YEAR EVENT, THERE'S ALWAYS GOING TO BE SOME THINGS THAT YOU PUT OUT THERE AND SEE HOW IT'S RECEIVED.

UM, WE DO A STAFF WRAP-UP REPORTS AND THINGS LIKE THAT POST EVENT.

WE ALWAYS, UM, YOU KNOW, REVIEW WHEN WE CAN OFFER A SURVEY AT THIS EVENT TO SEE THE FEEDBACK FROM THE COMMUNITY DIRECTLY.

UM, THAT'S SOMETHING THAT WE COMMONLY DO.

UH, ALSO, UH, I WAS THINKING ABOUT, YOU KNOW, YOU TALKED ABOUT THE VARIOUS BANDS AND NEGOTIATIONS AND THINGS OF THAT NATURE.

I DEFINITELY THINK IT'S IMPORTANT.

UH, CAUSE I KNOW IN THE PAST, UH, OUR PARTS DEPARTMENT, UH, HAS WORKED ON ALL OF OUR EVENTS TO SECURE ENTERTAINMENT AND TO FOCUS ON, UH, UH, MAKING SURE THAT WE HAVE QUALITY ENTERTAINMENT, BUT ALSO DEALING WITH ALL OF THE ASPECTS OF THAT.

AND SO I JUST WOULD STRONGLY ENCOURAGE THAT.

UH, YOU KNOW, WE ALLOW THE, THE DEPARTMENT, YOU AND YOUR TEAMS, UH, TO REALLY DO YOUR JOBS AND FOCUS ON THAT.
