UH, COMMISSIONERS, WE ARE GETTING READY TO MOVE BACK TO IN-PERSON MEETINGS AT THE BEQUEST OF CITY COUNCIL.

UM, THOSE IN-PERSON MEETINGS WILL BEGIN NEXT MONTH IN JUNE.

UM, FROM WHAT I DO UNDERSTAND, UM, ARRANGEMENTS ARE BEING MADE FOR SOCIAL DISTANCING, UM, TO ENSURE, YOU KNOW, THAT WE HAVE ENOUGH SPACE TO SIT SEPARATE, YOU KNOW, FAR ENOUGH APART FROM ONE ANOTHER.

UM, OF COURSE WE'LL BE ASKED TO WEAR OUR MASK IS MUCH AS WE POSSIBLY CAN.

UM, MY ONLY CONCERN WITH IT IS IF IN THE EVENT THAT WE GATHER TOO MANY PEOPLE WHERE WE CAN'T SOCIAL DISTANCE, THEN THAT WOULD BECOME A CONCERN.

UM, THE PRELIMINARY SITE PLAN SHOWS HOW THE APPLICANT HAS TRIED TO LAY OUT, UH, THE BUILDING, UM, AS WELL AS THE ASSOCIATED, UH, PARKING, UM, AND LANDSCAPING SCREENING ITEMS. SO BASED ON WHAT THE APPLICANT HAS PRESENTED, UH, THE STAFF RECOMMENDATIONS INCLUDE, UM, A RECOMMENDATION TO APPROVE THE PD, UH, CONTINUED TO APPLY THE L C3 RETAIL DISTRICT, UH, REGULATIONS, UM, EXCEPT WHERE CALLED OUT, UM, TO PROVIDE VARIANCES, UH, FOR THOSE DEVELOPMENT.

UM, SO THOSE VARIANCES WOULD INCLUDE UNDER HEIGHT AND AREA, UM, LOOKING AT THIS FOOTPRINT WITH THE BUILDING FACING FIFTH STREET.

UM, AND AS THE PROPERTY GOES INTO THAT INTERSECTION, UM, YOU KNOW, LAND, THAT'S NOT ABLE TO BE UTILIZED FOR THE BUILDING.

UM, IT'S LOOKING AT PROVIDING A REDUCED REAR YARD.

UM, THE GENERAL AREA FOR THAT REDUCE REAR YARD IS SHOWN WHERE THAT DOTTED RED LINE, UM, LINES.

SO BASED ON THIS CONFIGURATION, THERE'S JUST LIKE A LITTLE SKIP, UM, OF THE BUILDING THAT WOULD ENCROACH INTO WHAT WOULD TYPICALLY BE REQUIRED BY THE C3 DISTRICT.

UM, SO THE RECOMMENDATION BEFORE YOU, UM, IS TO APPROVE ALLOWING FOR THIS LAYOUT, UM, AND THE BUILDING TO BE WITHIN THIS PROXIMITY TO BOTH, UH, THAT EASTERN PROPERTY LINE, AS WELL AS THE SOUTHERN PROPERTY LINE.

PART OF THE STAFF RECOMMENDATION IS IF YOU CAN SEE THE AREA THAT IS WITHIN THAT RED BOX, UM, THERE IS WHERE THE APPLICANT HAS TENTATIVELY PLACED A TRASH ENCLOSURE.

UM, IF YOU GO BY THE SITE TODAY, UH, THE SITE JUST TO THE EAST IS CURRENTLY UNDER CONSTRUCTION, UM, FOR A RETAIL SHOPPING CENTER.

UM, THEY DO HAVE A CROSS ACCESS DRIVEWAY THAT'LL CONNECT, UM, TO THIS PROPERTY.

UM, SO PART OF THE RECOMMENDATION IS TO NOT ALLOW FOR THE TRASH ENCROACHMENT, UH, WITHIN THAT, UM, REAR YARD SETBACK.

UM, BUT ALSO THAT THE APPLICANT WOULD NEED TO RELOCATE THAT TRASH ENCLOSURE SO THAT, UH, A CONNECTION CAN BE MADE, UH, TO THAT ADJACENT PROPERTY.

THE STAFF RECOMMENDATIONS ALSO INCLUDE, UM, PROHIBITING OUTSIDE PLACEMENTS, STORAGE, UH, SALES AND SERVICES, UH, FOR THE DEVELOPMENT OF THIS TRACK DUE TO, UH, THE VARIANCES THAT ARE BEING CONSIDERED, UM, TO REDUCE SOME OF THE AREAS, UM, THAT, UM, MAKE THIS AREA, UH, THAT MAKE FOR LESS DEVELOPED DEVELOPABLE AREA, UM, ON THE SITE.

AND ALSO THE BUILDING FOOTPRINT, UH, STAFF IS RECOMMENDING APPROVAL OF DECREASING THE WAY WHAT THEY'RE DEPICTING ON THE SITE PLAN IS ABOUT A FOREFOOT, UM, WITH A TRANSITIONAL BUFFER YARD.

SO THE STAFF RECOMMENDATION, UM, IS THAT THEY DO A MINIMUM FIVE FEET, UM, SO THAT THERE'S SUFFICIENT ROOM FOR, UH, TREES, UM, AS WELL AS SHRUBS, UM, AS, UH, WOULD BE PROVIDED WITHIN THAT AREA.

UM, STAFF IS ALSO RECOMMENDING TO ALLOW FOR THE PLANNING ISLANDS AND DIAMONDS, AND, UM, ON THIS CONFIGURATION IS A PLANNING ISLANDS, UH, THAT ARE SHOWN, UH, TO MEET THE REQUIREMENT FOR, UM, LANDSCAPING WITHIN A PARKING LOT.

UM, AND I DON'T KNOW IF HE CAN MAKE IT OUT THERE.

UM, THE AREAS IN QUESTION ARE IN GREEN DOTTED BOXES, UM, THAT ARE SHOWN ON THE SITE PLAN FINALLY UNDER LANDSCAPING, THE RECOMMENDATION INCLUDES, UH, REQUIRING, UH, LANDSCAPING ALONG THE EASTERN SOUTHERLY PROPERTY LINES.

SO WHERE YOUR EQUIPMENT BOXES MIGHT BE LOCATED, UM, YOU KNOW, JUST GENERAL, UM, UM, YOU KNOW, LOADING, UNLOADING FOR ANY USES THAT UTILIZE THAT FACILITY.

UM, THIS AREA WOULD PROBABLY BE MOST VISIBLE FROM THE 10 92, A RIGHT OF WAY, AS WELL AS THE ADJACENT PROPERTIES.

SO THE STAFF RECOMMENDATION IS,

AND WHAT THAT ESSENTIALLY MEANS IS, UM, UH, RESTRICTING MONUMENT SIGNS, UM, FROM BEING IN THERE SO THAT THERE'S NOT A CONFLICT WITH, UH, THE LIMITED SPACE AND THE PROVISION OF LANDSCAPING, UH, FOR SCREENING PURPOSES, UH, THE, UH, PROPERTY OWNER, APPLICANT DEVELOPER, UM, THEY SHOULD BE ABLE TO STILL LOCATE, UM, A MONUMENT SIGN AT THAT INTERSECTION, UM, IN THAT LIGHTER GREEN AREA, UM, THAT SHOULD STILL BE VISIBLE FROM THE FIFTH STREET, UH, 10 92, UM, CORRIDORS, UM, BUT IT JUST WOULDN'T INTERFERE WITH THE REDUCED LANDSCAPE BUFFER.

UM, THAT'S SHOWN THERE.

AND I BELIEVE THAT THAT IS THE EXTENT OF THE STAFF RECOMMENDATIONS.

UM, THE APPLICANT IS ON THE LINE IF THE COMMISSION HAS ANY QUESTIONS.

UH, IF THE COMMISSION HAS ANY QUESTIONS FOR US, JENNIFER, YOU HAD A NOTE ABOUT THE DRAINAGE, AND I COULDN'T UNDERSTAND FOR SURE IF YOU WERE JUST HIGHLIGHTING THAT THIS IS AN ONGOING ISSUE GOING FORWARD OR IF, OR IF IT APPLIES TO THIS PROJECT.

SO IT'S, IT'S REALLY A NOTE, UM, GOING FORWARD, UM, WE'RE WORKING WITH THE UTILITIES DIVISION OF PUBLIC WORKS, AND I DON'T KNOW IF JEREMY, UM, HAS ANY INFORMATION TO SHARE ON THAT NORTHEAST OR OYSTER CREEK, UH, WATERSHED.

UM, BUT THE CITY AND QUAIL VALLEY HAVE BEEN WORKING ON THE DRAINAGE CAPACITY IN THAT AREA AS IT RELATES TO NEW DEVELOPMENT.

SO, UH, QUAIL VALLEY UTILITY DISTRICT HAS REQUESTED ADDITIONAL COORDINATION WITH THE CITY, PARTICULARLY WHEN WE LOOK TO, UH, REZONE PROPERTIES, UM, AND CHANGE, UM, KIND OF WHAT THE LAND USE ASSUMPTIONS ARE.

UM, IN THIS CASE, IT'S NOT REALLY A CHANGE BECAUSE THE UNDERLINE BECAUSE THE EXISTING ZONING IS C3.

UM, AND SO THE DISTRICT, UM, SHOULD HAVE THAT FACTORED INTO THEIR LAND USE ASSUMPTIONS.

UM, THAT IS SOMETHING THAT, UM, THE COMMISSION SHOULD BE AWARE OF.

AND, UH, WE'LL PROBABLY HAVE MORE CONVERSATIONS, UM, ABOUT THAT AS WE LOOK AT IMPACT FEES AND, UM, UH, DRAINAGE FACILITIES FOR THIS AREA.

I JUST HAVE ONE QUICK QUESTION, JENNIFER, IF WE, AREN'T GOING TO ALLOW THE TRASH, UH, TO SIT TO THAT FOR A CORNER KIND OF UP AT THE FRONT, WHERE, WHERE WE SUGGESTING THAT THEY PUT IT AT, I DON'T EVEN SEE HOW A TRUCK GET BEHIND THE BUILDING, IS THAT POSSIBLE? RIGHT.

AND I, AND I'LL PROBABLY, UH, TOSS US TO IRAQ IF YOU WANT TO WEIGH IN ON, YOU GUYS COULD LAY THAT OUT ON THE DESIGN.

UM, BUT I WOULD SAY IT'S SUCH A TIGHT SITE RIGHT THERE AT THE INTERSECTION.

UM, IT'S GOING TO BE DIFFICULT, UM, TO LOCATE A, A COMMUNITY TRASH, UM, AREA.

UM, IF THAT PARTICULAR AMOUNT AVAILABLE, UM, FROM THE, FROM, FROM THE DRAWING, UH, IN THE PACKET, IT SEEMED LIKE THEY HAD A LOT OF EXTRA PARKING OR FAR EXCEEDING WHAT THEY WERE REQUIRED TO HAVE.

AND THAT, THAT SEEMED ODD TO ME GIVEN THAT THEY'RE TRYING TO MAXIMIZE THE SQUARE FOOTAGE IN THIS SMALL SPACE.

UM, SO I DON'T, I DON'T KNOW IF THAT WAS INTENTIONAL OR NOT, BUT OBVIOUSLY THAT'S AN OPPORTUNITY.

UM, JUST ON THE LAND USE ASSUMPTIONS THAT GO INTO, UH, THE CAPACITY PROJECTIONS NOW WILL THE MUD DIRECTORS HAVE TO GIVE APPROVAL AND EXTEND IN ANY CAPACITY.
