WE HAVE A PACKED HOUSE IN HERE TONIGHT, SIX MONTHS AGO TODAY.

ONE OF THE FIRST ITEMS THAT I BROUGHT FORTH WAS THE FORMATION OF A COMMITTEE OF SMALL BUSINESS OWNERS AND RESIDENTS, SO THAT WE COULD ESTABLISH A PLATFORM FOR BUSINESSES TO MEET ON A REGULAR BASIS AND TO PRESENT THEIR CHALLENGES AND SUGGESTIONS TO CITY COUNCIL, ESPECIALLY IN OUR PANDEMIC AND POST PANDEMIC ENVIRONMENT.

WE KNOW THAT BEING A SMALL BUSINESS OWNER IS STRESSFUL, AND WE KNOW IT ALSO HAS ITS REWARDS.

WE, AS YOUR CITY COUNCIL WANTS TO MAKE SURE THAT YOU EXPERIENCE MORE REWARDING DAYS THAN CHALLENGING ONES.

AND WE HOPE THIS COMMITTEE WILL BE A STEP IN THAT DIRECTION TO SUPPORT YOU.

AS YOU GROW THIS SMALL BUSINESS ADVISORY COMMITTEE WAS PROPOSED IN ACCORDANCE WITH TWO OF OUR CITY STRATEGIC GOALS, CREATE A GREAT PLACE TO LIVE AND TO GROW BUSINESSES, BUSINESS INVESTMENTS IN MISSOURI CITY, WE WANT OUR BUSINESSES TO KNOW THAT THEY ARE IMPORTANT AND THAT WE ARE HERE TO LISTEN TO YOU AND SUPPORT YOU.

WE DO NOT WANT TO GUESS YOUR NEEDS.

WE WANT YOU TO HAVE A SEAT AT THE TABLE, AND THAT'S WHAT THIS COMMITTEE IS ABOUT.

AS WE MOVE FORWARD TO BE A STRONGER CITY.

AND AS WE GROW, WE ARE COMMITTED TO BECOMING MORE BUSINESS FRIENDLY AND CONTINUED BY FINE TUNING OUR PROCESSES, ADDING ADDITIONAL SERVICES AND PIVOT AS NEEDED TO SUPPORT OUR BUSINESSES.

THIS VOLUNTEER COMMITTEE WILL BE MADE UP OF 15 VOTING MEMBERS FROM EACH OF OUR DISTRICTS, INCLUDING RESIDENTIAL MEMBERS.

EACH MEMBER WILL SERVE A TWO YEAR TERM AND WE'LL MEET AT LEAST ONCE QUARTERLY TO REVIEW AND SUGGEST PROPOSALS AND IDEAS RELATING TO SMALL BUSINESSES IN MISSOURI CITY.

LASTLY, I WANT TO SAY THAT INTERVIEWS WERE HELD FOR THREE DAYS IN MAY, AND I WANT TO THANK EVERYONE WHO SUBMITTED AN APPLICATION TO BE A PART OF OUR FIRST SMALL BUSINESS COMMITTEE IN OUR GREAT CITY.

I AM QUOTING FROM THE MINUTES OF THAT COUNCIL MEETING HERE MAY HAVE BROUGHT THEM EARLY, STATED THAT FROM THE BID TABULATION SHEET, IT SEEMED THEY WERE GETTING A BETTER DEAL WITH FORT BEND INDEPENDENT AND ASKED WHY THE FORT BEN STAR WAS JOSEPH JONES STATED WHEN THEY ENTERED BID TABULATION WAS TAKEN IN CONTEXT.

STAFF RECOMMEND THAT FORT BEN START BECAUSE IT WAS A BETTER DEAL.

WHEN YOU TAKE INTO CONSULTATION, ADVERTISING COSTS, HE NOTED IT WAS NOT AN EXCLUSIVE CONTRACT AND THE CITY COULD USE THE FORT BEND INDEPENDENT AS WELL.

THEY ACCREDITED FROM COUNCIL MEMBER.

BONNIE JONES STATED THAT BASED ON THE EVALUATION OF STAFF, IT WAS DETERMINED.

IT WAS THE BEST DEAL FOR THE CITY AND NOTHING WOULD PROHIBIT THEM FROM USING UNDER THE NEWSPAPER FOR OUR LEGAL PUBLICATIONS.

THE PREVIOUS ADMINISTRATION HAS BEEN TRYING TO CANCEL THE CONTACT WITH FORD WHEN INDEPENDENT, JUST AS IT DID IN THE CASE OF PHARMA CITY MANAGER, ANTHONY SNIPES IN JANUARY, 2020, THAT WAS AN INVITATION FOR NEWSPAPER CONTACT, WHICH WOULD HAVE BEEN INDEPENDENT.

BUT THE ONE NEWSPAPER WHICH SUBMITTED THE BID IN JUNE, 2020, THE BID WAS CANCELED.

ANOTHER BID INVITATION WAS POSTED ON JULY 1ST, 2020, WHO HAD BEEN INDEPENDENT RESPONDING DUELING 17, THE BIG CLOSED ON JULY 19 AND THE TABULATION WAS DONE ON JULY 22ND, 2020 WHEN INDEPENDENT DOLLAR FOR 2,500 COLUMN AND THE PAID SUBSCRIPTION IN MISERY CITY

FORD, WHEN DEPENDENT SHORT 24 SUBSCRIBERS AND THE STAR HAD ZERO AFTER THE NOVEMBER ELECTIONS, THEN CITY MANAGER, WHAT IS JONES TOOK THE ACTION UNILATERALLY TO AWARD THE CONTRACT TO THE OTHER NEWSPAPER.

AS I STATED EARLIER, MR. JONES TOLD COUNCIL THAT THE CITY COULD USE FOR BEING INDEPENDENT AS WELL.

AFTER THAT MEETING, MR. JONES WAS GONE IN THE LAST 23 YEARS.

EVERY CITY NEWSPAPER CONTACT HAS ALWAYS BEEN APPROVED BY CITY COUNCIL BASED ON STAFF RECOMMENDATIONS AND NEVER BY THE STAFF ALONE, FOR REASONS UNKNOWN.

THE CURRENT ADMINISTRATION HAS NOT TAKEN ANY STEPS TO RESTORE THE NEWSPAPER CONTRACT BEFORE WHEN INDEPENDENT, EVEN AFTER KNOWING THE DECISION WAS FLOODED, THE CITY IS SPENDING 3% MORE ON VISION NOTICE PUBLICATION.

WITH THE HEAVY RAIN, WE HAD AN APRIL OF 2021.

THERE WAS A CONSIDERABLE AMOUNT OF STREET FLOODING ON EASTHAMPTON, WHICH HAD NOT BEEN THERE PRIOR TO THOSE, THE CONSTRUCTION OF THOSE WAREHOUSES, NOT ONLY DID THE STREET FLOOD TO THE DEGREE THAT IT WAS IMPOSSIBLE THAT DAY, HOW'S HIS HEAD PONDING FOR MULTIPLE DAYS TO THE POINT THAT MY FIVE YEAR YOUR OLD GRANDSON WONDERED IF HE COULD GO SWIMMING AT THE WAREHOUSES, THE WATER WAS THAT DEEP.

I TOOK PICTURES OF THOSE WAREHOUSES IN THAT WATER.

AND I DID SHARE IT WITH A COLLEAGUE WHO SENT IT ON TO THE CITY TO SHOW YOU THERE'S FLOODING.

NOW THAT WAS NOT THERE PREVIOUSLY, THE PLANNING APPROVED THAT CONSTRUCTION FOR THOSE WAREHOUSES, BUT THEY SEEM TO FAIL, FAIL TO FOLLOW UP ON THE DESIGN AND PLAN UNDER THAT PRIOR LEADERSHIP AND MR. SPRIGS, THE APRIL, RIGHT.

REALLY WASN'T THAT GREAT.

IF THEY FLOODED THE CHURCH PROPERTY, IT PLANTED IN MR. S DID SUCH A POOR JOB MONITORING CONSTRUCTION OF THOSE NEW WAREHOUSES.

HOW MUCH CONFIDENCE DO YOU THINK THAT OUR SUBDIVISION HAS? THE PLANNING WE'LL DO A BETTER JOB.

IF THIS REQUEST IS APPROVED PLANNING AND ZONING APPROVED THEIR ORIGINAL REQUEST DESIGNED BASED ON A LARGE VACANT LOT ACROSS THE STREET FROM THAT PROPERTY.

WELL, SINCE 2009 THINGS HAVE CHANGED AND THAT PROPERTY DESIGN AND THAT FLOOD MITIGATION MAP ARE BASED ON NO WAREHOUSE SOUTH OF THAT PROPERTY.

SO I WOULD THINK SOMEONE NEEDS TO GO BACK TO PLANNING AND THEIR OWN ENGINEER NEEDS TO RE-LOOK AT WHAT'S HAPPENING WITH THE FLOODING ON HAMPTON.

PEOPLE BOUGHT SO MENTIONED THAT, WELL, IF YOU KEEP THE ZONING AS IS FOR THOSE HOMES WILL STILL HAVE FLOODING THIS AREA.

YOU KNOW, WE REALLY DON'T KNOW THAT.

AND IF THE HOMES ARE BUILT, THERE WILL BE A SMALLER CONCRETE FOOTPRINT BASED ON HOW MANY HOMES YOU PUT ON THAT LOT AND ON THAT ACREAGE AND THERE WILL BE DRAINAGE AND THERE MIGHT BE SOME FLOODING AT THE ONSTAR.

IT'S A SMALLER FOOTPRINT FOR THAT PROPERTY.

NOW I'M GOING TO TOUCH ON THE COMMENT FROM THE LETTER OF SUPPORT FROM PATRICIA BARRETT.

THAT WAS THE NEW, THE ORIGINAL PACKET FROM 2019 AND 2020, THAT WAS SUPPORTING THAT PROPERTY AS WELL AS OTHER COMMENTS THAT WERE MADE IN SUPPORT REGARDING THAT, THAT LAND HAS SAT VACANT FOR 40 PLUS YEARS.

SUPPORT SHOULD HAVE BEEN DENIED AT THAT TIME AS SHE WAS NOT A LANDOWNER WITHIN 200 FEET OF THAT PROPERTY.

SO IT SHOULD NEVER HAVE BEEN ACCEPTED TO BEGIN WITH.

YOU KNOW, NONE OF US KNOW WHY MR. I WANT TO SAY HIS NAME WAS A TOSS EVER DEVELOP THAT LAND, BUT I'M GOING TO GIVE YOU AN EXAMPLE OF ANOTHER PIECE OF LAND.

THE MARKET FOR THIS AREA IS DESIRABLE.

UM, SO, UH, THE DEFINITION OF ITS MASTER PLAN IS A, IT'S AN IMPLEMENTATION PLAN THAT STRATEGICALLY ADDRESSES UPGRADES TO EXISTING TRAFFIC OPERATION INFRASTRUCTURE.

UH, SO A GOOD EXAMPLE OF THIS WOULD BE A TRAFFIC SIGNAL CONTROLS.

UH, THIS PICTURE RIGHT HERE ON THE SLIDE, THERE'S A PICTURE OF OUR TMC, OUR TRAFFIC MANAGEMENT CENTER.

AND THIS WAS ACTUALLY A RESULT OF OUR PREVIOUS ITS MASTER PLAN, UH, WHICH WAS DONE IN 2016.

SO THE SECOND PART OF THIS IS THE THOROUGHFARE OR MOBILITY MASTER PLAN.

SO A THOROUGHFARE MASTER PLAN IS A STRATEGIC PLAN TO IMPROVE MOBILITY AND PROVIDE CITYWIDE GUIDANCE FOR ALL MODES OF TRANSPORTATION.

UH, THE CURRENT PLAN WAS LAST UPDATED IN 2015.

UH, AND SO NOW WE'RE WORKING ON A NEW UPDATE, UH, TO EVALUATE THE MOBILITY OPTIONS FOR THE FUTURE OF THE CITY, UH, TO GIVE A GOOD EXAMPLE OF, UH, UH, MOBILITY OPTIONS THAT COME FROM THESE PLANS.

THE NIGHT ROAD EXTENSION WAS A RECOMMENDATION FROM OUR PREVIOUS UPDATE.

ALL RIGHT NOW GETTING INTO THE, UH, KEY SCOPE ITEMS. SO ON THE THOROUGHFARE MASTER PLAN, UH, SOME OF THE KEY SCOPE ITEMS, UH, WE'RE GOING TO EVALUATE, UH, CURRENT NEEDS AND PROJECTED GROWTH PATTERNS FOR THE CITY.

UH, THERE'S GOING TO BE A PUBLIC ENGAGEMENT, UH, PORTION OF IT.

UH, WE'RE ALSO GONNA DO A NEEDS ASSESSMENT, UH, TO ACCOMMODATE THE GROWTH AND NEW TECHNOLOGIES, UH, IN THE INDUSTRY.

UH, WE'RE ALSO GOING TO DEVELOP A DEPLOYMENT PLAN FOR ITS, UH, WE'RE ALSO GOING TO PROVIDE A, UH, A FRAMEWORK FOR ADOPTING EMERGENCY EMERGING STRATEGY, UH, TECHNOLOGIES AND TRANSPORTATION STRATEGIES, RIGHT.

UM, AND TO GIVE A LITTLE BACKGROUND ON THE CONSULTANT SELECTION, UH, FOR OUR CONSULTING SELECTION, WE ISSUED RFQ IN APRIL OF THIS YEAR AND THE RESULTS OF THIS SELECTION PROCESS WAS IT KIMBERLY HORN WAS SELECTED AS THE CONSULTANT.

UH, SO THIS SELECTION WAS SUBMITTED TO THE PDI COMMITTEE AND RECEIVED A POSITIVE RECOMMENDATION TO MOVE FORWARD FOR A COUNCIL ACTION.

UH, SO, UH, BASED OFF OF THE PRELIMINARY SCHEDULE GIVEN TO US BY KIMBERLY HORN, WE EXPECT THIS PROJECT TO TAKE ABOUT 12 MONTHS.

AND, UH, THE ACTION ITEM TONIGHT IS TO AUTHORIZE THE EXECUTION OF A CONTRACT WITH KIMLEY-HORN FOR THE ITSP AND THOROUGHFARE MASTER PLAN.

WE HAVE A PRESENTATION BY DIRECTOR OF FINANCIAL SERVICES, ATLANTA PORTIS, GOOD EVENING, MAYOR AND COUNCIL, UH, UNDER THE TERMS OF THE UTILITY AGREEMENT BETWEEN MISSOURI CITY MANAGEMENT DISTRICT, NUMBER ONE IN THE CITY AND THE LEGISLATION THAT CREATED THE DISTRICT BONDS MAY BE SOLD BY THE DISTRICT WITH THE APPROVAL OF CITY COUNCIL APPROVAL.

THIS ORDINANCE WILL AUTHORIZE THE SELL OF BONDS TO PAY FOR THE CONSTRUCTION OF VARIOUS ROAD PROJECTS.

UH, THOSE ROSE ROAD PROJECTS HAVE BEEN LISTED IN ONE OF THE ATTACHMENTS TO YOUR AGENDA PACK CAMP.

THE BOARD OF DIRECTORS OF THE DISTRICT MET ON MAY 17TH AND AUTHORIZED THE DISTRICT'S CONSULTANTS TO PROCEED WITH THE PREPARATION OF THE DOCUMENTS RELATED TO THE ISSUANCE.

AND THOSE DOCUMENTS HAVE ALSO BEEN INCLUDED IN YOUR PACKAGE.

THE UNLIMITED TAX ROAD BOND SERIES 2021 WILL BE ANY AMOUNT OF $4 MILLION.

AND THIS IS THE FIRST DEBT ISSUE, UH, TO BE SOLD BY THE DISTRICT.

A LITTLE BIT OF INFORMATION ON THE DISTRICT.

THEIR 2020 TAX RATE IS 90 CENTS PER $100 OF ASSESSED.

VALUATION IS ANTICIPATED THAT THE ISSUANCE OF BONDS WILL RESULT IN NO INCREASE TO THE DISTRICT'S TAX RATE FOR THE 2020 OR 2021 YEAR.

THE DISTRICT'S PRELIMINARY TAXABLE VALUE AS OF JANUARY 1ST, 2021 HAS PROVIDED BY FORT BEN CAD IS APPROXIMATELY $50 MILLION, BUT THE ISSUANCE OF THESE BONDS, THE DISTRICT WILL HAVE OUTSTANDING DEBT OF $4 MILLION.

AND THIS IS APPROXIMATELY 8% OF THE PRELIMINARY ASSESSED

AND OF COURSE, INCREASE ENROLLMENT IN THERE IN, IN OUR SCHOOL, WHICH IS LOCATED DIRECTLY ACROSS THE WAY ALSO, OH, I HAD AN OPPORTUNITY TO, UM, ATTEND THE CIVIL SERVICE COMMISSION MEETING, UH, TO SEE OUR, UH, APPOINTED RESIDENTS WHO ARE ON THAT COMMISSION AT WORK.

AND I THINK COUNCIL MEMBER CLAUSER ALSO TALKED ABOUT THE GRASS WAS NOT CUT PROPERLY, UM, OR IT WAS STILL KIND OF GROWN.

AND THEN OF COURSE WE TALKED ABOUT THE FLOAT THAT'S BEING BROKEN.

SO I PERSONALLY WOULD LIKE TO SEE SOME OF THE BOARDS AND COMMISSIONS, UM, ALONG WITH CITY COUNCIL ON A FLOAT, SO THAT REPRESENT, UH, ACC DID A FANTASTIC JOB AND I'M A COMPETITOR.

SO I LIKE TO GET THAT TROPHY THAT SAYS THE MOST, WHATEVER THAT WAS.

SO, UM, I MEAN, I THINK WE CAN DO IT.

UM, AND THEN I APPRECIATE MARIA'S TIME OR NOTIFYING US TO LETTING US KNOW ABOUT THE FLOAT.

AND I HOPE WE CAN TEST THESE THINGS AT LEAST A DAY PRIOR TO IT.

SO RATHER THAN WAITING AT THE LAST MINUTE.

THERE'S SOME OPPORTUNITIES THAT HE'D LIKE TO CONSIDER, BUT OTHER THAN THAT, EVERYTHING WAS GREAT.

UM, DO LIKE TO ADD ONE MORE COMMENT AS SOMEONE EARLIER ON SEC ON ITEM SEVEN, A TALKED ABOUT, YOU KNOW, WHY IS THIS ITEM WAS ON THE AGENDA I WOULD LIKE TO PLACE AND MAKE THAT A RETURN COMMENT COUNCIL MEMBERS DOES NOT ADD, OR THE MAYOR ADDED ITEMS TO THE AGENDA THE CITY MANAGER DOES.

UM, SO THAT AGENDA OF THAT ITEM WAS NOT PUT THROUGH THE WAY I UNDERSTOOD IT.

YOU KNOW, THERE'S A NEW MEMBER OF NEW MEMBER.

TWO NEW MEMBERS ARE HERE, WHICH IS SUPPOSEDLY MYSELF AND COUNCIL MEMBER CLAUSER.
