[3 (a) Update on the FM 1092 Median Improvement Project.]

ITEM NUMBER FOUR FOR A UPDATE ON FM 10 92 MEETING IMPROVEMENT PROJECT.

WE HAVE A PRESENTATION BY JEREMY DAVIS.

YES, GREETINGS MARION COUNCIL.

I HAVE A VERY BRIEF, UH, PROJECT UPDATE FOR THE FM 10 92 MEDIAN INSTALLATIONS THAT ARE BEING PROPOSED BY TECH STOCK.

SO, UM, REAL QUICK, I JUST WANT IT TO JUST GO OVER THE PROJECT LOCATION.

AGAIN, THIS EXTENDS FROM MISSOURI CITY AT HIGHWAY SIX TO STAFFORD, UH, UH, I 69 OR US 59.

AND I'M NOT GOING TO GO THROUGH ALL THE TIMELINE OF EVENTS.

UH, WE'VE GONE OVER THIS BEFORE, BUT, UH, THIS IS JUST, UH, SHOWING THINGS THAT HAPPENED LATE 20, 20 AND EARLY 2021.

AND, UH, THIS IS, UH, UH, REALLY THE MEAT OF IT.

WE, UH, CITY STAFF MET WITH TXDOT ABOUT TWO WEEKS AGO ON OCTOBER 18TH, 2021.

AND THAT'S WHERE THE MAJORITY OF THESE UPDATES ARE COMING FROM.

SO A REAL QUICK HERE'S SOME OF THE COMMUNITY CONCERNS THAT WE HAD AT PREVIOUS MEETINGS THAT WERE SHOWN ON THE LAST SLIDE.

UM, WE HAD SOME MAJOR CONCERNS AT A FEW RESIDENTIAL AREAS OF PALM GROVE DRIVE.

UH, WE HAD, UH, UH, CONCERN AT SHELL GAS STATION ON CARTWRIGHT PARK, LAKE TOWNHOMES, RAOUL WALLENBERG LANE, AND TOWNSHIP SQUARE.

UM, SOME OTHER ISSUES THAT WERE BROUGHT UP, UH, WAS U TURNS ON THE SHOULDERS DUE TO THE INCREASED AMOUNT OF U-TURN THAT WOULD NEED TO BE MADE, UH, WITH THE ADDITION OF MEDIANS, UH, AS WELL AS THE CONSTRUCTION SEQUENCING OF THE, UH, MEDIAN INSTALLATIONS AND THE, UH, ASPHALT RESURFACING PROJECT THAT TXDOT HAS, UH, COMING IN RIGHT AFTER, UH, THE MEDIAN CONSTRUCTION.

SO, UH, HERE'S THE MEAT OF THE UPDATE.

UH, THE CONTRACT WAS AWARDED TO SCR CIVIL CONSTRUCTION AND SEPTEMBER OF 2021.

UH, THE, THE FINAL BIT ABOUT WAS 2.4 MILLION.

UH, THE PROJECT START DATE, UH, ACCORDING TO TEXTILE, THEY'RE EXPECTING IT TO START IN JANUARY OF 2022.

UH, THEIR CONSTRUCTION TIMELINE IS SEVEN MONTHS FROM JANUARY TO JULY OF 2022.

UH, AND THEY ARE EXPECTING TO HAVE A PRE-CONSTRUCTION MEETING, UH, AT THEIR OFFICES, UH, DECEMBER OF 2021.

SO THE NEXT STEPS MOVING FORWARD WITH THIS PROJECT ALONG WITH TEXTILE CITY STAFF IS GOING TO ATTEND THE TECHSTOP PRE-CONSTRUCTION MEETING IN DECEMBER THAT I JUST MENTIONED, UH, TECH.

WE ALSO SPOKE WITH TXDOT ABOUT WHETHER THEY WOULD START FROM NORTH TO SOUTH.

THEY SAID THAT THEY WOULD HAVE DIRECTED THEIR CONTRACTOR TO DO SO.

THAT WOULD MEAN THAT THEY'RE GOING TO START IN THE STAFFORD SIDE AND THEN MOVE SOUTH TO MISSOURI CITY.

UH, THERE ALSO AN ADDITIONAL PROJECT THAT'S THAT THEY'RE PLANNING ON STARTING RIGHT AFTER THIS ONE.

UH, THERE'S A RESURFACING PROJECT ON FM TONIGHT, TOO.

IT'S BASICALLY WHERE THEY REPLACED THE EXISTING ASPHALT WITH NEW ASPHALT.

UH, AND IT'S EXPECTED TO BID IN MARCH OF 2022 AND WITH A TENTATIVE START DATE OF JULY, 2022, WHICH WOULD PUT IT TENTATIVELY, TENTATIVELY RIGHT AFTER THE END OF THE, UH, MEDIAN INSTALLATION PROJECT.

SO, UH, TXDOT HAS, UH, AGREED TO ALL THE CHANGES THAT WE'VE GIVEN THEM SO FAR, UH, THROUGHOUT THE COURSE OF THE CONSTRUCTION WE'LL, UH, WE'LL HAVE THE ABILITY TO WORK, CONTINUE TO WORK WITH TECH STOCK TO IMPLEMENT ANY ADDITIONAL CHANGES, UH, THAT, UH, WE MIGHT NEED TO SEE FIT.

UH, ARE THERE ANY QUESTIONS? YES, SIR.

UH, FIRST OF ALL, UH, IF YOU COULD GO BACK ON, UM, THE, UH, UM, IT WAS FURTHER BACK, BUT THE MAJOR CONCERNS THAT FIVE THAT WE HAVE THERE, YOU INDICATED WHEN YOU DO THE, YOUR TEXTILE UPDATE MEETING, OR YOU HAVE YOUR, UH, TEXTILE MEETING WITH THEM TO GET AN UPDATE, UH, IT INDICATED, UH, THAT, UH, WE COULD, UH, PROVIDE THEM WITH SOME ADDITIONAL, UH, SITUATIONS, OUR CONCERNS, UH, THAT, UH, THEY MIGHT ENTERTAIN HOW LONG WILL WE HAVE TO BE ABLE TO PRESENT THAT TO THEM BEFORE, YOU KNOW, THEY CAN, THEY'LL TAKE IT SERIOUSLY.

SO THEY'LL TAKE IT SERIOUSLY.

UH, SO ONCE WE GET STARTED WITH THE CONSTRUCTION PROCESS, WELL, NOT WE, BUT TECH STOCK, UH, WELL ACTUALLY LET ME STEP BACK.

SO, UH, BEFORE THE CONSTRUCTION STARTS, WE'LL HAVE A PRE-CONSTRUCTION MEETING WITH THE CONTRACTOR IN TECH STOCK.

THE CITY STAFF WILL BE IN ATTENDANCE.

IF WE HAVE ANY ADDITIONAL CONCERNS THAT WE NEED TO LAY OUT TO THE CONTRACTOR, IT'S A TEXTILE.

WE CAN DO IT AT THAT TIME.

UH, THROUGHOUT THE COURSE OF CONSTRUCTION, UH, TEXTILE USE TYPICALLY USES CHANGE ORDERS IN ORDER TO IMPLEMENT CHANGES DURING CONSTRUCTION, WHICH IS PRETTY COMMON, UH, BACK WHEN I USED TO WORK AT TECH STOCK.

SO, UM, YOU KNOW, ANY OTHER ADDITIONAL CONCERNS CAN BE ADDRESSED DURING THE CONSTRUCTION PHASE.

UH, THE OTHER ISSUES ARE YOU TURN ON SHOULDERS? UH, I, I'M ASSUMING THAT WHEN I DO THE OVERLAY THAT THEY'LL TAKE THAT INTO CONSIDERATION AND MAKE THAT A PART OF THE OVERLAY.

SO IT WON'T JUST BE, THEY'LL PUT A PATCH DOWN WHERE YOU NORMALLY WOULD SEE THE RUTTING WHEN YOU MAKE THE U-TURN.

SO WILL IT BE A PART OF THE, UH, UH, THE OVERLAY PROJECT? SO, UH, WE'RE GOING TO SEE IF WE CAN ADD THAT TO THIS PROJECT, BUT, UH, MORE THAN LIKELY THERE'S MORE ASPHALT ITEMS IN THE, IN THE RESURFACING PROJECT.

SO IT MIGHT END UP IN THAT PROJECT, BUT WE CAN CONFIRM WITH TEXTS OUT TO BE SURE WHERE, WHICH PROJECT THEY WOULD ADD IT TO.

THE OTHER THING I'D, UH, UH, MENTIONED YOU, YOU MAY HAVE ALREADY, UH, UH, THOUGHT ABOUT IT IS THE ON U-TURN, UH, AND ON RIGHT, ARE ON LEFT-HAND TURN LANES.

AND, YOU KNOW, WHEN WE DID 20, 34, THEY HAD TO COME BACK AND CUT DOWN A NUMBER OF, UH, UH, EXTENSIONS OF THE MEDIANS OUT INTO THE, UH, UH, THE, SOME OF THE ROADWAYS.

SO I'M ASSUMING THAT THEY'LL TAKE THAT INTO CONSIDERATION UPFRONT AND THEY WON'T HAVE TO COME BACK AND REDO, UH, AND CUT OFF, YOU KNOW, SOME OF THE, THE MEDIAN TO ACCOMMODATE THE, UH, THE TIGHTNESS OF THOSE LEFT-HAND TURN LANES.

THEY CAN GET THE CONTRACTOR TO DO THAT WHILE THEY'RE STILL OUT THERE.

IF WE NOTICE THAT THERE'S A POTENTIAL ISSUE.

SO YES, WE CAN DO THAT.

AS LONG AS WE LOOK AT THOSE, BECAUSE LIKE, THAT WAS A REAL BIG ISSUE, YOU KNOW, WHEN WE DID 22, 34, WE HAD A NUMBER OF, UH, OF INCIDENTS BECAUSE THOSE MEDIANS EXTENDED TOO FAR OUT INTO THE, UH, UH, THE CROSS UH, CROSS-WAYS OF THE, UH, OF THE, UH, OF THOSE ROADWAYS.

SO IF THEY COULD LOOK AT THAT, THEN I THINK THAT WOULD, UH, WOULD BE MOST HELPFUL.

THE LAST ONE, YOU KNOW, THIS WAS, UH, GOING TO BE A NIGHTMARE WHEN THEY PUT IN THOSE MEDIUMS, AS FAR AS TRAFFIC GOES IS, AND I DON'T KNOW IF THERE'S ANY WAY THEY CAN, UH, OF COORDINATE THE, THE OVERLAY WITH THE, UH, WITH THE, UH, INSTALLATION OF THE MEDIAN SO THAT WE COULD, UH, KIND OF MINIMIZE SOME OF THE, UH, I THINK IT'S GOING TO BE A, YOU KNOW, REAL MAJOR IMPACT ON, UH, ON TRAFFIC FLOW AND TRAFFIC.

UH, IS, IS THERE ANY WAY, UH, POSSIBLE, OR IS THAT, YOU KNOW, AN OPTION THAT THAT MIGHT BE A EXAMINED? SO THAT'S SOMETHING WE DISCUSSED WITH TECH STOCK, UH, THE TENTATIVE START AND END DATES THAT I PRESENTED.

SO, UH, THE CONSTRUCTION TIMELINE IS EXPECTED TO, FOR THE, UH, MEDIAN INSTALLATION IS EXPECTED TO BE OVER JULY, 2022.

TECH STOCKS TEND TO TYPICALLY WANTS TO START THEIR, UH, RESURFACING PROJECT THAT, THAT MONTH, JULY, 2022.

UM, SO THAT WAY THEY WOULD START FROM NORTH TO SOUTH AND THEY WOULDN'T, THEY WOULDN'T BE, UM, I GUESS, FOLLOWING THEMSELVES, UH, THAT MAKES SENSE.

YEAH.

THE BOTTOM LINE IS WHATEVER WE CAN DO TO TRY TO MINIMIZE THE, YOU KNOW, THE IMPACT ON TRAFFIC ON 10 92, AND WE'RE PUTTING DOWN MEDIA AND SAYING THE OVERLAY, YOU KNOW, THAT'S, UH, UH, THAT'S GOING TO BE YOUNG AND BE PRETTY DRAMATIC DURING THAT PERIOD OF TIME.

SO GET YOUR EMOTION CAUSE WE'LL GET A LOT OF COMPLAINTS FOR WHAT THE HELL ARE YOU DOING ON 10 92? SO THANK YOU.

THERE'S A COUPLE WAYS THAT YOU COULD RESURFACE ASPHALT ROAD.

YOU COULD JUST OVERLAY ON TOP OF IT OR YOU COULD, UH, REMOVE THE EXISTING ASPHALT AND THEN PLACE THE NEW ASPHALT, BUT THEY HAVEN'T TOLD US WHAT THEIR PLANS ARE YET.
