I'M HERE TO GET ANSWERS TO THE OPENING OF THE EDGE HAVEN STREET, WHICH IS, WHICH WAS ONCE A DEAD END AND PARK EDGE, WHICH IS MISSOURI CITY FORT BEN.

I WANTED TO KNOW WHY THE STREET WAS OPENED WITHOUT ANY NOTICE TO THE RESIDENTS OF QUAIL GLEN.

MY CONCERN IS THERE WAS NO COMMUNICATION FROM MISSOURI CITY OR THE CITY OF HOUSTON, AS YOU ARE AWARE OF THE PARK AND SUBDIVISIONS ELEVATION IS HIGHER THAN THAT OF QUAIL GLEN, WHICH POSES A PROBLEM OF FLOODING.

WE KNOW THEY'RE THE DRYNESS REPORT, BUT WE HAVE NOT RECEIVED IT.

NOT FROM THE, UM, WAS THERE A CITY ARE THE STATE OF HOUSTON AND THE DEVELOPER, DR.

HARDEN SAID, THERE'S NO FLOODING IN THE AREA, BUT WE'VE SENT NUMEROUS PICTURES TO THE CITY OF HOUSTON.

IT HAS BEEN SAID THAT MISSOURI CITY AND THE CITY OF HOUSTON, UH, WORKING ON THIS ISSUE TOGETHER.

AGAIN, THE RESIDENTS IN, UM, QUAIL GLAND IS NOT A PART OF THAT COMMUNICATION.

SO MY QUESTION TO THE COUNCIL IS THIS THE PROCESS WHEN CONNECTING SUBDIVISIONS UNDER SEPARATE JURISDICTIONS, IS THIS THE WAY IT'S SUPPOSED TO HAPPEN? AND ARE WE SUPPOSED TO ACCEPT LAUDING MORE TRAFFIC AND TO QUAIL GLEN, BECAUSE OF THE NEW SUBDIVISION, WHAT YOU HAVE DONE IS UNACCEPTABLE TO THE QUAIL GLAND SUBDIVISION.

WE PAY TAXES TO FORT BEND COUNTY AND TO THE STATE OF HOUSTON, WE HAVE BEEN IGNORED BY FORT BEND COUNTY, AS WELL AS THE CITY OF HOUSTON.

BUT I STAND HERE TODAY TO TELL YOU THERE'S FLOODING ISSUE, AS WELL AS THE TRAFFIC GOING THROUGH OUR AREA NEEDS TO BE RESOLVED.

I DON'T CARE WHICH EITHER SIDE DOES IT, BUT IT NEEDS TO BE FIXED.

I LOOK FORWARD TO THE RESULTS OF THIS PROBLEM AND IF NOT ELIMINATED.

SINCE I MOVED TO MANNERS OF SILVER RIDGE IN 2018, AN EVENTS CENTER HAS BEEN ADDED TO THAT ROAD, A RELIGIOUS FACILITY, AS WELL AS THE DEVELOPMENTS IN MY NEIGHBORHOOD.

UM, RIGHT NOW WATTS PLANTATION IS THE ONLY ACCESS POINT OR THE ESTATES OF SILVER RIDGE MANNERS OF SILVER, RED, AND LAUREL GREEN.

YOU HAVE PUT OUR LIVES IN JEOPARDY.

IF THERE IS ANY TYPE OF EMERGENCY AND YOU ADD ANY FURTHER DEVELOPMENT TO THAT ROAD.

UM, IN ADDITION, UM, WHAT WE'RE SEEING HAPPEN OVER AND OVER.

EVENTUALLY IT WAS FULL ON RIOTS, LOOTING PROPERTY DESTRUCTION IN THE SUMMER OF 2020, THE STORES OF THE PROMENADE AND SANTA MONICA BOULEVARD GOT BOARDED UP NEARBY VENICE BEACH BOARDWALK ONCE GOT MORE ANNUAL VISITORS THAN DISNEYLAND, UH, CAME HOMELESS ENCAMPMENT, SOUTHERN CALIFORNIA, DREAM DIE, TEXAS DREAM ALIVE.

THEY ARE ALSO REQUESTING REDUCTION OF FIVE FEET FROM THE FRONT YARD SETBACK ALONG TEXAS PARKWAY.

AS FAR AS THE LANDSCAPING REGULATIONS, THE APPLICATION, THE APPLICANT IS REQUESTING A 10 YARD, 10 FOOT REDUCTION TO THE BUFFER YARD ALONG TEXAS PARKWAY.

SO JUST TO RUN THROUGH THE USES PROPOSED IN THIS PD, ATTRACT A, IS A RESIDENTIAL DEVELOPMENT THAT WOULD CONSIST OF AGE RESTRICTED, SENIOR LIVING OR SINGLE FAMILY DWELLINGS.

THE ATTRACT WILL FOLLOW THE RESTRICTIONS OF THE RSX CONDOMINIUM RESIDENTIAL USE DISTRICT.

THE PROPOSED USE FOR TRACK B AS A MIX OF OFFICE AND RETAIL SPACES, AS WELL AS A RESTAURANT OR CAFE PROXY INCLUDES A MEDICAL CARE FACILITY, A FLEX SPACE, AND A MINI STORAGE TO SERVE THE NEARBY RESIDENTS.

THE PROPOSED USES FOR ATTRACTING INCLUDE OFFICE AND RETAIL SPACES, A RESTAURANT OR CAFE, AS WELL AS AN INDOOR RECREATIONAL FACILITY TRACK.

HE INCLUDES A GROCERY STORE, DENTAL CARE OFFICE, CONDOS, ARTIST STUDIOS, INDOOR REC FACILITY, AND RESTAURANTS OR CAFES AS WELL.

AND THEY USE IS DESCRIBING THIS PLAIN DEVELOPMENT AND WE'LL FOLLOW THE LAYOUT OF THE SITE PLAN AND WILL NOT BE RELOCATED ELSEWHERE.

THE PROPOSED PD IS IN CONFORMANCE WITH MULTIPLE GOALS OF THE 2017 COMPREHENSIVE PLAN, INCLUDING PROVIDING A VERY DEVELOPMENT TO MOVE BEYOND A BEDROOM COMMUNITY PERCEPTION OF MISSOURI CITY RECRUITING VARIOUS LIFESTYLE AMENITIES.

SO THEY CAN BE ENJOYED LOCALLY AS WELL AS ENCOURAGING MULTIPLE HOUSING TYPES AND FOUR PLANS TO OFFER A VARIETY OF HOUSING CHOICES TO RESIDENTS AND THE LONGEVITY OF A NEIGHBORHOOD, ESPECIALLY IN SUBURBAN AREAS, RELIES ON THE PROXIMITY OF BOTH HOUSING AND AMENITIES THAT CAN BENEFIT A VARIETY OF RESIDENTS.

THEY BUY THEIR APPROXIMATION 500 JOBS.

THEY WANT TO DEVELOP 119 HOMES, NOT EVEN ONE EIGHTH OF A MILE DOWN THE STREET FROM CREEK, NOT EVEN AN EIGHTH OF A MILE ON THE SOUTH SIDE OF HIGHWAY SIX, THERE IS ALREADY PAST PLANNING AND ZONING AND THERE'S A CONCEPT PLAN OR 500 PLUS APARTMENTS AND DIRECTLY ACROSS THE STREET ON HIGHWAY SIX P AND Z HAS PUT PAST, UH, 600 UNITS.

I KNOW THEY'RE GOING TO BE APARTMENTS OR WHAT THEY'RE GOING TO BE, BUT IT'S GOING TO BE 600 OF THEM.

1100 UNITS, 500 JOBS THAT THIS DEVELOPER SAID THAT THEY WANT TO SUPPORT.

THEY WANT TO ADD THE HUNDRED 19 UNITS THAT THEY INTEND TO BUILD, OR THAT THEY PROPOSE BUILDING AS A RESONANCE, THIS AND A FEW CONDOS.

THEY, WE DON'T EVEN HAVE A NUMBER THAT IS VERY, THAT'S EXTREMELY DENSE.

AND FOR THE REASONS THAT THEY TOLD US THAT THEY'RE BUILDING IT, IT MAKES NO SENSE.

AND HERE YOU HAVE THIS DEVELOPER WHO IS WANTING TO PUT SOME QUALITY DEVELOPMENT THERE, UH, YOU KNOW, IT'S THEIR PROPERTY.

AND SO THEY WERE TRYING TO PUT SOMETHING THERE AS I SAW IT.

AND I JUST FEEL LIKE, YOU KNOW, UH, UM, IT'S, IT'S HELPFUL TO ME THAT THEY MET WITH THE COMMUNITY COMMUNITY, STATED WHAT THEY WANTED.

IT ENCOURAGES DEVELOPMENT IN AN AREA THAT WOULD OTHERWISE NOT ATTRACT SUFFICIENT MARKET DEVELOPMENT IN A TIMELY MANNER.

IT PROVIDES LONG-TERM INFRASTRUCTURE THAT WILL SPUR ADDITIONAL DEVELOPMENT.

UM, IN ADDITION, I WAS ABLE TO ATTEND, UM, RECENTLY OUR LAKE OLYMPIA, HOA TOWN MEETING AND DISCUSS SOME UPCOMING PROJECTS.

AND I JUST WANT TO PROVIDE, UM, JENNIFER AND HER TEAM KUDOS BECAUSE THEY WERE ABLE TO GIVE ME SOME BACKGROUND INFORMATION THAT GAVE ME A FULL SCOPE OF UNDERSTANDING, UM, AS FAR AS THE ISSUES THAT WERE BEING ADDRESSED.

SO I JUST WANT TO THANK THEM FOR DOING THAT.

UM, THE COMMUNICATIONS TEAMS WAS THERE TO CAPTURE THE MOMENT AND IT WAS A WELL ATTENDED EVENT.

UM, I WANT TO, UM, OH, ON THE 20TH, I VOLUNTEERED WITH THE SIGMA, THE FORT BEN SIGMAS, THEIR GOLF TOURNAMENT, UM, AND HELP THEM RAISE A LITTLE MONEY.

UH, THEY HELD THEIR TOURNAMENT RIGHT HERE AT THE QUAIL VALLEY, UM, GOLF COURSE.

AND SO, UM, I WAS VERY PROUD TO VOLUNTEER WITH THEM.

UM, ON THE 20TH MYSELF MAY APPROACH HIM AND MARY ELLA CAT, UH, VOLUNTEERED AT THE VFW 40 10 AND WE SERVE TURKEY LUNCH TO THE VETERANS AND THE COMMUNITY.

AND THAT WAS JUST AN OVERWHELMING FEELING.

AND SO, UM, MAYOR ELLA AND I HAVE ALSO TEAMED UP TO, UM, PUT TOGETHER A DINNER, A CHRISTMAS DINNER FOR OUR VETERANS ON DECEMBER THE IT'S ON A SUNDAY, DECEMBER THE 19TH FROM THREE TO FIVE.

SO, UH, WE'LL BE SPONSORING THAT FOR OUR VETERANS AND THEIR FAMILIES AND COMING UP.

CYR SMITH, WHO IS ALSO A MISSOURI CITY RESIDENT, AND, UH, HAD A GREAT TIME THERE WITH, UH, MAYOR ROBIN, ALLIE CAT, AND, UH, UH, COUNCILWOMAN CLOUSER.

AND I'M NOT GONNA TELL Y'ALL HOW I CUT UP ON THE DANCE FLOOR WHEN THE SECOND LINE BAND CAME OUT.

UM, BUT, UH, MAYOR PROTEL HAD HIS UMBRELLA AND IT WAS A GREAT TIME AND WE HAD SO MUCH FUN THAT NIGHT, BUT, UH, UH, CONGRATULATIONS, HAPPY BIRTHDAY TO, UH, TO MISS SAINT SARAH SMITH, WHO WAS A PILLAR IN OUR COMMUNITY, A FORMER EDUCATOR AND A GRAND, UH, INDIVIDUAL, AND ALSO, UH, ENJOYED ATTENDING THE CITY MANAGER FINALISTS, UH, MEET AND GREET, UH, WHETHER THE RESIDENTS GOT A CHANCE TO MEET THE TWO FINALISTS FOR THIS VERY, VERY IMPORTANT, UH, POSITION OF CEO OF OUR CITY.

AND OF COURSE GOT AN OPPORTUNITY TO MEET OUR NEW NOW NEW, UH, CITY MANAGER, UH, INCOMING, UH, CHARLES TANK JACKSON.
