HAS WE WERE WORKING THROUGH THE ACQUISITION OF DEPARTS PROPERTY AT THE SOUTHWEST CORNER OF MCCLAIN AND KATHY AVENUE, I BELIEVE IN EARLY FEBRUARY.
UH, I JUST WANT TO, UH, GIVE YOU AN UPDATE OF WHERE WE ARE SINCE THEN.
UH, YOU HAD A GLIMPSE OF THE TRAFFIC CONCERNS WHEN WE LAST PRESENTED.
UH, WE DO HAVE CUT-THROUGH TRAFFIC CONCERNS COMING FROM RESIDENTS ON HE STAMPS CIRCLE JUST WEST OF MCLAIN BOULEVARD.
AS YOU CAN SEE ON THE PICTURE, THERE IS A PRETTY NARROW RESIDENTIAL STREETS.
UH, THERE IS A LOT OF ON-STREET PARKING.
UH, WE DO HAVE CONCERNS ABOUT TRUCK TRAFFIC GETTING THERE IN THAT CONGESTED ROADWAY SECTION.
UH, THIS CONCERN HAS ALSO EXISTED ALONG KATHY AVENUE.
UM, I'M JUST GONNA FLIP THE NEXT SLIDE AND YOU CAN SEE THE LOCATION OF THESE STREETS WITH THE RECENT ACQUISITION OF THE POTS PROPERTY, THE 8.34 ACRES AT THE SOUTHWEST CORNER OF KATHY AND MCLEAN.
IT DOES PRESENT AN OPPORTUNITY FOR US, NOT JUST TO PLAN FOR A FUTURE PARK, BUT TO SEE WHAT KIND OF ROADWAY IMPROVEMENTS WE CAN DO TO ADDRESS THE CONCERNS WE'RE HERE.

WHAT YOU SEE IN YOUR PICTURE, UH, THE CIRCLE, UH, TO YOUR NORTH, UH, IS KATHY AVENUE.
THAT'S THE RESIDENTIAL NEIGHBORHOOD.
WE DO HAVE CUT-THROUGH TRAFFIC CONCERNS, PETRO TRUCK TRAFFIC CONCERNS THERE TO YOUR WEST.
THE CIRCLE THAT YOU SEE KATHY AVENUE AND EAST HAMPTON CIRCLE, THAT IS A POINT OF CONCERN AS WELL.
AND THAT IS THE PICTURE THAT YOU SAW IN THE EARLIEST SLIDE.
MOST OF THE TRUCK TRAFFIC ORIGINATES ON THE EAST SIDE OF THE CIRCLE THAT YOU SEE THERE, UH, THAT IS THE FONDANT HAMPTON CROSSING.
THAT PIECE OF THE ROADWAY IS IN CITY OF HOUSTON.
UH, THERE IS A RAILROAD JUST TO THE SOUTH THERE, UH, THROUGH 98, EITHER NOT BOUND OR SOUTHBOUND, THAT'S WHERE THE TRUCK TRAFFIC ORIGINATES, UH, IT COMES TO THE INTERSECTION RIGHT THERE, WHERE THERE ARE A NUMBER OF WAREHOUSES.
UH, WHAT IS SEEMS TO BE HAPPENING

IS SINCE IT'S A RAILROAD CROSSING IN SOME TIME, THERE IS BACKUP THERE, YOU DO THE RAILROAD CROSSING.UH, THERE IS A TENDENCY FOR SOME TRUCK TRAFFIC THROUGH CUT-THROUGH CATHY AVENUE, AS WELL AS HE STAMPED INTO THE WEST.
WE DO HAVE A BLANKET STREET ORDINANCE, CITYWIDE LIMITING TRUCK TRAFFIC THROUGH RESIDENTIAL STREETS.
ALTHOUGH OUR PD HAS DONE A GOOD JOB IN ENFORCING IT.
THEY'RE NOT THERE ALL THE TIME.
SO SOMETIMES A TRUCK TRAFFIC GETS THROUGH THROUGH THESE RESIDENTIAL NEIGHBORHOODS.
AND THAT IS THE CONCERN THAT WE HEAR FROM THE RESIDENTS.
UH, THIS EXHIBIT, WHAT YOU SEE IS ANOTHER VICINITY MAP THAT SHOWS THE LOCATION OF THE WAREHOUSE.
THAT'S WHERE I THINK WE CURRENTLY HAVE ABOUT FOUR BUILDINGS AT ULTIMATE BUILD OUT.
WE'LL SEE ABOUT NINE BUILDINGS.
A LOT OF THE TRUCK TRAFFIC IS ENTERING THOSE WAREHOUSES TO DELAWARE PRODUCTS.
UH, ALSO A KEY POINT TO NOTE ON THIS MAP IS THE LOCATION OF OUR CLASS STATION NUMBER TWO.
AND THAT IS IMPORTANT BECAUSE HE STAMPED AND CIRCLED DOES PROVIDE EMERGENCY ACCESS TO THE WAREHOUSE AND OTHER RESIDENTIAL COMMUNITIES HERE.
UH, AS PART OF THIS STUDY, UH, WE DID A TRAFFIC COUNTS, 24 HOUR COUNTS.
IT WAS PICKED UP ON A TYPICAL WEEKDAY AS WELL AS A WEEKEND.
THIS WAS JUST TO SEE HOW MANY VEHICLES WE HAVE, HOW MANY TRUCK TRAFFIC WE HAVE.
WE DO SEE A LOT OF TRUCK TRAFFIC.
UH, HOWEVER, THE CUT TRACK TRAFFIC ON KATHY AVENUE, AS WELL AS EAST HAMPTON CIRCLE TO THE WEST, UH, IS LIMITED.
ALTHOUGH WE DID SEE ONE OR TWO 18 WHEELERS DO CUT THROUGH, UH, INTO THESE RESIDENTIAL NEIGHBORHOODS, BOTH ON A WEEKDAY AS WELL AS A WEEKEND, SASHA REAL QUICK, WHEN YOU SAY HEAVY VEHICLE COUNT.
SO THE SIX TO 14 AND THREE, THOSE ARE ALL BIG TRUCKS, OR THOSE ARE VEHICLES THAT IS ALL CLOSE, AND THOSE ARE ALWAYS CALLS COMING IN HERE.
BUT YOU KNOW, THERE'S A LOT OF AMAZON KIND OF TRUCK DELIVERY VEHICLES THEY'LL COME IN THERE.
UH, BUT I THINK WHAT WE ARE MORE CONCERNED HERE IS TO SEE, WAS THERE ANY CUT THROUGH HEAVY TRUCK TRAFFIC ON KATHY AVENUE? AND HE'S CAMPTON? THE ANSWER IS YES, NOT A WHOLE LOT, BUT THERE IS CUTTHROAT TRAFFIC.
AND THAT WAS WHAT THE STUDY FOUND OUT THROUGH OUR TRAFFIC COUNTS.
SO WHAT HOPKINS DO WE HAVE? AND OUR TRAFFIC TEAM GOT TO WORK ON THIS ONE, THE GREEN SPACE THAT YOU SEE THERE IS THE CITY'S PARK PROPERTY.
UH, SO AGAIN, I WANT TO SAY THIS WE'RE, THIS IS JUST A CONCEPT.
THIS IS A PREFERRED OPTION, NOT A RECOMMENDED OPTION COMING FROM THE STRAP STUDY, THIS IS HOT OFF THE PRESS.

WE HAVE THAT LIMITS OR ABILITY OF TRUCK TRAFFIC GOING NOT TO GO INTO CATHY AVENUE.
THAT'S ONE OF THE CONCERNS WE HAVE THEN BACK AGAIN ON HIS TAMPED AND CIRCLED, UH, GOING WESTWARD.
WE WOULD BUILD A CUL-DE-SAC SOMEWHERE DOWN IN THE MIDDLE OF THE, UH, SOMEWHERE ON THE WESTERN EDGE OF THE PROPERTY PART'S PROPERTY.
AND AGAIN, THAT LOCATION CAN CHANGE, UH, THAT CAN, UH, ELIMINATE CUTTHROAT TRUCK TRAFFIC GOING WEST INTO RESIDENTIAL NEIGHBORHOODS.
AGAIN, THE LOCATION OF THE CALL, THE SACKS WILL HAVE TO WORK THROUGH, UH, AS PART OF THE PARKS PLANT.
I THINK THE, WE JUST ACQUIRED THE PARKS PROPERTY.
THERE IS A PROCESS UNDERWAY TO ACQUIRE A DESIGN CONSULTANT TO DESIGN THE PARKS.
SO WE'LL WORK HAND IN HAND WITH THEM TO SEE WHAT THE IDEAL LOCATION IS.
OUR IDEA IS TO, UH, DO IT ONCE AND DO IT RIGHT? SO THAT WAY, WHEN WE BUILT SOMETHING, IT DOES HELP THE FUTURE DEVELOPMENT OF THE PARK AND ACCESS TO THE PARK.
SO WE'RE COORDINATING WITH THE PARKS DEPARTMENT.
ALSO, THE OTHER ASPECT OF THIS IS THE RED LINE THAT YOU SEE ON EAST HAMPTON CIRCLE.
WHAT WE'RE TRYING TO PROPOSE HERE IS A CONTROLLED ACCESS IN AUTOMATED ACCESS THAT PROVIDES THE ABILITY FOR EMERGENCY VEHICLES, SPEED, FIRE, OR PD TO ACCESS IT.
UH, IF WE WERE TO TAKE AWAY THAT ACCESS, THEN THE RESPONSE TIME WOULD INCREASE FOR PD AND EMERGENCY VEHICLES.
AND AGAIN, WE'VE HAD THE INITIAL DISCUSSIONS WITH FIRE AND PD.
UH, THEY ARE OPEN TO THAT CONCEPT.
I DON'T THINK IT'LL SIGNIFICANTLY, UH, AFFECT THE RESPONSE TIME.
AGAIN, THIS IS A CONCEPT, UH, THERE'S MORE WORK TO DO ON THIS ONE.
UH, WE ARE WORKING WITH THE STAKEHOLDERS AS WE SPEAK POLICE AND FIRE AND PARKS, ESPECIALLY BECAUSE THEIR DESIGN CONSULTANT IS GOING TO COME ON BOARD, WE'LL WORK WITH THEM TO SEE WHAT THE IDEAL LOCATION FOR THIS CUL-DE-SAC IS.
UH, ONE OF THE THINGS THAT WE ALSO INTEND ON DOING IS, UH, THE WAREHOUSE DEVELOPMENT.
I THINK IT'S KIND OF HALFWAY THROUGH WE TO WORK WITH THEM, TO SEE, UH, IT IS NOT HINDERING ANY ACCESS THERE.
UH, THERE IS A WASTEWATER TREATMENT PLANT.

UH, AND AGAIN, THIS IS A, A CONCERN, UH, THAT, THAT EXISTED FOR A LONG TIME IN WITH THE ACQUISITION OF THE PARK OPPORTUNITY.
IT NOW PRESENTS AN OPPORTUNITY.
THIS IS NOT SOMETHING THAT HAS BEEN FUNDED IN OUR CURRENT YEAR'S FISCAL YEAR BUDGET, BUT ONCE WE HAVE THE DETAILS READY AND THE COST, UH, READY, WE'LL COME BACK TO COUNCIL WITH, UH, WITH AN OPTION FOR, UH, SUPPLEMENTAL FUNDING OR ADDITIONAL FUNDING TO IMPLEMENT THIS RECOMMENDATIONS.

PART OF THE TRAFFIC IMPACT ANALYSIS WAS THAT THE TRUCK TRAFFIC, THE HEAVY TRUCK TRAFFIC WOULD USE ONPREM, OBVIOUSLY, UH, FOR THE REASONS I SAID BEFORE, WERE FOREGROUND IS BACKED UP AND CONGESTED.
THERE IS SOME TRUCK TRAFFIC SPILLOVER TO THE WEST SIDE AND TO THE NORTH.
IT'S VERY HARD TO SAY THAT IT'S THEIR TRUCK TRAFFIC THAT'S GETTING THERE, BUT WE HAVE NOTICED PER OUR TRAFFIC COUNTS, THERE IS SOME TRUCK TRAFFIC CUTTING THROUGH SOME RESIDENTIAL NEIGHBORHOODS.
SO, SO TO MY POINT, IF, IF WE WERE TO CLOSE THAT YOU WOULDN'T HAVE THESE, THESE WAREHOUSES COMING OVER THERE AND SAYING THAT WAS SOMETHING, WHENEVER THIS WAS CREATED AS AN AFTERTHOUGHT, RIGHT.
