I TAKE GREAT PRIDE IN LEADING THIS TEAM THAT IS READY TO SERVE THIS ASSET IN THEIR ABILITIES TO PICK THEMSELVES UP OFF THE GROUND AFFLUENT CONFLICT CHALLENGES, WHICH WE ALL WITNESSED DURING PRODUCTION.

ARE WE ALL THE RECENT MISSOURI CITY PUBLIC WORKS IS AT THE FOREFRONT OF PLANNING INFRASTRUCTURE.

FOR EXAMPLE, THE AWARD-WINNING REGIONAL SURFACE WATER TREATMENT PLANT BEHIND ME WAS RECENTLY EXPANDED.

IT USES THEY DIDN'T THE ARE EFFICIENT TECHNOLOGY TO PRODUCE SUPERIOR DRINKING, WATER QUALITY, AND COST SAVINGS FOR OUR RESIDENTS, IMPROVING TRAFFIC AND MOBILITY AS A HIGH PRIORITY FOR A FAST-GROWING CITY.

THIS $8 MILLION A NIGHT ROAD EXPANSION PROJECT BEHIND ME IS DESIGNED TO IMPROVE MOBILITY AND REDUCE TRAFFIC CONGESTION.

IN THIS AREA.

OUR CITY COUNCIL HAS PLACED A HIGH PRIORITY ON THE REHABILITATION OF THE STRUCTURE, AND THAT'S A COUPLE OF FUNDING FOR THIS COST CITYWIDE.

OVER THE PAST YEAR ALONE, PUBLIC WORKS WAS COMPLETED OVER $2.5 MILLION IN SIDEWALK MCNAIR AND OVER $2 MILLION PER SPRINT REPAIR CITY.

ONE EXAMPLE IS LIKE THE PRODUCT BEHIND THIS LOVE.

IT WORKS, PLAYS A MAJOR ROLE IN KEEPING OUR STREETS CLEAN AND FREE OF DEBRIS.

OUR PUBLIC WORKS TEAM IS VERY PASSIONATE ABOUT PROVIDING OUTSTANDING CUSTOMER SERVICE AND ALSO SUPPORT SERVICES FOR THE OTHER SPEED.

FIRST RESPONDERS THROUGHOUT THE CITY, THE MOTTO OF MISSOURI CITY PUBLIC WORKS AS THE FIRST TO RESPOND AND THE LAST TO LEAVE THERE'S PUBLIC WORKS TEAM WAS TRULY THE FIRST RESPONSE AND THE LAST TO LEAVE.

SEEMS TO BE SOME ISSUES WITH THE SLIDES, BUT NONETHELESS, UM, THE FIRST THING WE THOUGHT WE'D DISCUSS IS THE GENERAL MOBILITY PROGRAM.

I KNOW THAT WAS A HOT ISSUE.

LAST TIME WE WERE HERE.

SO FOR THOSE OF YOU IN THE PUBLIC, FOR EXAMPLE, WHO MAY NOT BE FAMILIAR WITH THE GENERAL MOBILITY PROGRAM, IT'S A PARTNERSHIP BETWEEN METRO, THE CITY OF HOUSTON HARRIS COUNTY AND THE 14 AREA MUNICIPALITIES THAT PROVIDES MONEY FOR MOBILITY PROJECTS.

WE COLLECT THAT METRO 1 CENT SALES TAX AND UP TO 25% OF THAT ELIGIBLE SALES TAX REVENUES PUT INTO THE GMP FUND.

NOW IN TURN, THOSE FUNDS CAN BE USED FOR CONSTRUCTION AND MAINTENANCE OF STREETS AND ROADS, BRIDGES, AND GREAT SEPARATIONS, TRAFFIC CONTROL SIGNALS, SIDEWALKS.

I CAN BIKE TRAILS, STREETLIGHTS DRAINAGE, AND LANDSCAPING IMPROVEMENTS AND OTHER RELATED, UH, IMPROVEMENTS TO TRANSPORTATION, FACILITIES, STREETS, ROADS, AND TRAFFIC CONTROL IMPROVEMENTS.

ON NOVEMBER 5TH, 2019, THE VOTERS OF THE GREATER HOUSTON REGION APPROVED A REFERENDUM RELATING TO THE AUTHORIZATION OF METRO REGIONAL TRANSIT PLAN.

AND THAT REFERENDUM INCLUDED A CONTINUATION OF THE GMP THROUGH SEPTEMBER 30TH OF 24.

EXCELLENT.

NOW LOOKING AT THE GMP IN MISSOURI CITY, THE CURRENT GMP AGREEMENT BETWEEN MISSOURI CITY AND METRO PROVIDES MISSOURI CITY WITH 50% ON THE SALES TAX REVENUE GENERATED IN THE SERVICE AREA OR IN MISSOURI CITY.

UH, THOSE REBATES ARE MADE ON A MONTHLY BASIS.

AND SINCE METRO'S INCEPTION, MISSOURI CITY HAS RECEIVED $80.1 MILLION IN GMP FUNDS PRIOR TO 2018, WE DID WANT TO NOTE THE MISSOURI CITY LEADERSHIP REQUESTED THAT METRO SERVICES BE LIMITED TO METRO LIFT AND THE NEARBY PARKING RIGHTS.

IT WASN'T UNTIL 2018, THE MISSOURI CITY REQUESTED THAT WE ADD ADDITIONAL SERVICE.

AND EVEN THEN IT WAS LIMITED SERVICE THAT THEY WANTED, WHICH IS WHAT WE NOW REFER TO AS THE CURB TO CURB.

UM, BEFORE WE GET TO THE CURB TO CURB STUFF ON THE GMP, UH, WE TOOK A LITTLE BIT OF A SNAPSHOT, CAUSE I KNOW THERE WAS SOME QUESTIONS ABOUT WHAT ARE YOU GETTING IN RETURN FOR YOUR GMP DOLLARS? AND SO IN 2019 $8 MILLION WAS COLLECTED IN MISSOURI CITY BASED ON THE METRO SALES TAX.

WE REBATED HALF OF THAT, WHICH IS $4 MILLION.

AND IN ADDITION, WE PROVIDED 6.1 MILLION IN METRO SERVICES.

UM, IN 2021, WE'VE COLLECTED $10.3 MILLION.

WE REBATED 5.17 AND PROVIDED $6.8 MILLION IN MITCHELL SERVICE.

THE LITTLE HARD TO READ.

AND IF YOU'RE LOOKING AT IT, THE WAY I'M LOOKING AT THE TITLES ARE A LITTLE OFF, BUT SALES TAX REVENUE FROM FYI 1994 IS LISTED ON THE LEFT-HAND SIDE.

THIS LIST, EVERYTHING WE'VE COLLECTED SINCE 94 AND THEN ON THE RIGHT SIDE IS THE AMOUNT THAT WE REBATED BACK TO MISSOURI CITY STARTED STARTING IN 2000.

NOW WE TOOK A SNAPSHOT FROM 2000 BECAUSE PRIOR TO THAT, THERE WAS A DIFFERENT AGREEMENT FOR THE GENERAL ABILITY AGREEMENT.

THE WAY IT USED TO WORK WAS THAT MISSOURI CITY WOULD SUBMIT A PROJECT TO MS. TO METRO.

WE WOULD APPROVE THE PROJECT FOR FUNDING ESSENTIALLY.

AND WE WOULD GIVE A PERCENTAGE OF THE GMP DOLLARS TO HELP FUND THAT PROJECT IN 2000 WAS WHEN THE MULTI-CITY IS KIND OF CAME TOGETHER.

THERE WAS AGREEMENTS MADE AND WE STARTED DOING A 50% RETURN REBATE INSTEAD OF A PROJECT BY PROJECT BASIS, THE GMP.

AND SO YOU'LL SEE THE BREAKDOWN THERE ON THE RIGHT-HAND SIDE OF WHAT WE RETURNED FROM 2000 TO APRIL OF 2022.

NEXT SLIDE, THE CURRENT AGREEMENT AS IT STANDS TODAY, EXPIRES ON DECEMBER 30TH, 2025, AN EXTENSION, AS I MENTIONED EARLIER, THE GMP AGREEMENT BETWEEN METRO AND MISSOURI CITY, UM, WHICH IS CONSISTENT WITH THE 2019 REFERENDUM IS STILL PENDING.

SO MISSOURI CITY HAS NOT SIGNED THAT AGREEMENT AS OF YET, THAT WOULD CARRY THE GMP THROUGH 2014.

AND WE DID WANT TO NOTE THAT THE, THIS SAME AGREEMENT IS HELD BY HUMBLE KATIE, MISSOURI CITY AS WELL, BEL AIR HEDWIG VILLAGE WEST U SPRING VALLEY HUNTER STREET VILLAGE IN SOUTH SIDE PLACE.

SO NOW I'M GOING TO GO TO CURB TO CURB, CAUSE I KNOW THAT WAS A BIG DISCUSSION POINT.

UM, THE CURB TO CURB SERVICE IS A SERVICE THAT WE PROVIDE THAT PICKS YOU UP AT YOUR DOOR AND TAKES YOU ANYWHERE WITHIN A SPECIFIC SQUARE MILE RADIUS, AND ALSO CONNECTS YOU TO SOME ANCHOR POINTS, USUALLY A PARK AND RIDE FACILITY THAT WILL ENABLE YOU TO ENGAGE AND REACH OUT TO THE GREATER SYSTEM THAT METRO PROVIDES.

UM, IT'S A GREAT SYSTEM THAT WE STARTED, YOU KNOW, THREE, FOUR YEARS AGO.

UM, AND IT'S PARTICULARLY GREAT FOR AREAS THAT STREETS ARE NOT WIDE ENOUGH FOR US TO BRING OUR LARGE BUSES INTO WE DON'T DAMAGE THE STREETS, BUT WE CAN STILL SERVE OUR CONSTITUENTS.

COMMUNITY CONNECTOR IN JUNE OF 2018, METRO BOARD APPROVED AN INCLUSION OF THE 360 3 MISSOURI CITY COMMUNITY CONNECTOR FOR OUR AUGUST, 2018 SERVICE CHANGE IN AUGUST OF 2018, MISSOURI CITY REQUESTED IMPLEMENTATION OF A MODIFIED COMMUNITY CONNECTOR ZONE AS PHASE ONE AND EXPANSION OF THE SERVICE PLAN TO INCLUDE AN ENTIRETY OF MISSOURI CITY AS PHASE TWO.

SO RIGHT AS WE WERE GETTING READY TO ROLL OUT PHASE ONE, WE GOT A REQUEST, HEY, CAN YOU ALSO REACH THESE OTHER PARTS OF THE COMMUNITY? AND SO WE CREATED THIS PHASE TWO, UM, IN AUGUST OF 2018, WE IMPLEMENTED PHASE ONE AND OCTOBER, 2018.

WE IMPLEMENTED PHASE TWO.

AND THEN IN FEBRUARY OF 2020, WE EVENTUALLY CONSOLIDATED THOSE TO PHASE ONE AND PHASE TWO INTO ONE COMMUNITY CONNECTOR THAT WE NOW REFER TO AS CURB TO CURB.

AND I'LL GO INTO A LITTLE MORE SPECIFICS INTO THAT.

UH, METRO STAR VANPOOL SERVICE THAT, UH, PEOPLE WHO LIVE IN MISSOURI CITY, FOR EXAMPLE, IF THEY'RE COMMUTING TO DOWNTOWN OR THE MEDICAL CENTER ON A DAILY BASIS, THEY CAN GET TOGETHER, USE ONE OF THESE VANS AND COMMUTE TOGETHER.

SO THEY'RE NOT ALL USING GASOLINE.

AND THEN OF COURSE, WE ALSO PROVIDE ASSISTANCE DURING EMERGENCY MANAGEMENT ISSUES, HURRICANES FLOODING, EVENTS, FREEZES.

UM, I KNOW I PERSONALLY GOT CALLS FROM PREVIOUS MAYORS ASKING US TO HELP TRANSPORT PEOPLE OUT OF FLOODED NEIGHBORHOODS HERE IN MISSOURI CITY.

AND SO WE'RE ALWAYS WILLING AND HAPPY TO COME TO ASSIST.

AND OF COURSE WE PROVIDE A MOVE PEOPLE DURING SPECIAL EVENTS IN THE REGION.

IT WAS APPROVED BY 70% OF THE VOTERS IN THE METRO SERVICE AREA AND NORTH OF 70% OF MISSOURI CITY CITIZENS VOTED FOR THIS, UH, REFERENDUM.

AND WHILE I DON'T WANT TO GO THROUGH ALL THE PROJECTS, I JUST WANTED TO SHOW THAT WHAT YOUR CITIZENS CAN EXPECT TO SEE, UH, FOR THEIR METRO DOLLARS, IF YOU WILL, UH, IN THE NEXT 20 YEARS OR SO.

UM, THERE ARE PLANS TO IMPROVE OUR TRANSIT SERVICE THROUGHOUT THE REGION.

UH, AND YOU SAID CITY LEADERSHIP REQUESTED LIMITED SERVICE FOR, UH, FOR THE CITY AND FOR THE RESIDENTS.

UH, WE DIDN'T REQUEST LIMITED SERVICE.

WE WERE PRACTICALLY TOLD BY METRO LEADERSHIP, WHAT YOU WERE GOING TO OFFER, UH, WHAT YOU WERE PLANNING TO OFFER.

WHAT WE, WHAT WE DID SAY IS WE DIDN'T WANT BUSES FULL BUSES GOING THROUGH OUR NEIGHBORHOODS.

AND IT WAS, IT WAS RECOMMENDED THOSE TWO PROGRAMS, THE FIXED ROUTE, UH, WHICH YOU'RE CALLING NOW PHASE TWO, WHICH IT REALLY WASN'T PHASE TWO.

IT WAS TWO SEPARATE PROGRAMS, THE FIXED ROUTE SERVICE, WHICH WAS KIND OF LIKE, YOU KNOW, NOT QUITE ALL THE WAY AROUND THE CITY, BUT ALL THE WAY DOWN HIGHWAY SIX AND TEXAS PARKWAY.

AND IT HAD CERTAIN STOPS THAT IT MADE ON A SEVEN DAY, A WEEK BASIS.

AND THEN IT WAS THE COMMUNITY CONNECTOR, WHICH WAS LIMITED.

AND YOU CALL THAT WAS CALLED PHASE ONE.

I'M SAYING THAT BECAUSE YOU KEEP MENTIONING THAT YOU HAD A PHASE TWO, BUT THERE NEVER WAS A TRUE PHASE, TWO OR THREE THAT CAME AFTER THAT PHASE ONE PROJECT AFTER ONE YEAR, YOU ALL CAME BEFORE YOU CAME BEFORE COUNCIL, UH, AND STATED THAT YOU WERE GOING TO BE CONSOLIDATING THE FIXED ROUTE INTO THE COMMUNITY CONNECTOR AND HAVING ONE SERVICE.

AND I SAID, WELL, WHAT DO YOU GUYS BEEN DOING TO COMMUNICATE AND MARKET THIS? AND IT WAS STATED THAT THERE WAS NO TRUE EFFORT TO MARKET ANY OF THESE SERVICES TO OUR CITIZENS.

AND SO, OF COURSE, IT'S NOT GOING TO BE WRITTEN IF THE PEOPLE DON'T KNOW, BUT ANYWAY, FAST FORWARD, WE ALSO HAD A CONVERSATION WHEN YOU MADE THE PRESENTATION THAT DAY ABOUT BUS, RAPID TRANSIT, BEING SOMETHING, UM, BEING LOOKED AT AT MISSOURI IN MISSOURI CITY, TEXAS, BECAUSE OF COURSE, INITIALLY THE REASON THAT WE GOT INTO, WELL, THE CITIZENS VOTED FOR US TO GET A METRO THEN IS THE FUTURE OF, OF RAIL IN MISSOURI CITY, WHICH DOESN'T APPEAR TO BE, UH, SOMETHING THAT'S GOING TO HAPPEN HERE.

SO I'M CONCERNED ABOUT, YOU KNOW, SOME OF THE NUMBERS THAT ARE BEING PRESENTED ABOUT HOW MUCH IS BEING SPENT ON SERVICES HERE AND HOW MUCH, YOU KNOW, OF COURSE WE GIVE, I LOOKED AT THE SALES TAX REVENUE, BUT EVEN IN LOOKING AT THE SALES TAX REVENUE FROM FISCAL YEAR 94, UH, AND THERE WAS MONEY THAT WAS GIVEN PRIOR TO THAT AS WELL.

BUT IF YOU TAKE THE MONEY FROM 94 TO 2018, WHEN THIS, THESE NEW SERVICES WERE BEING OFFERED AS WELL, OVER A A HUNDRED MILLION DOLLARS THAT THE CITY OF MISSOURI CITY HAS GIVEN METRO.

AND YOU ALSO INDICATED EARLIER THAT IN THE PAST, OR PRIOR TO 2018 OR WHATNOT, THAT THERE WERE CERTAIN PROJECTS THAT THE CITY WOULD BE PRESENTED.

AND I MEAN, THE CITY WOULD PRESENT TO METRO AND YOU ALL WOULD FUND THOSE.

I DON'T KNOW WHAT THOSE ARE.

I'D LIKE TO GET THOSE, I GUESS, SPECIFIC FIGURES AS TO WHAT THOSE SPECIFIC PROJECTS WERE.

UH, BUT I'M VERY CONCERNED BECAUSE, YOU KNOW, I SEE THE NUMBERS THAT YOU'RE SAYING HERE ABOUT 6.1 MILLION IN 2019 AND 6.8 IN 2022 IS WHAT'S PROJECTED 21, 21, EXCUSE ME, IN 2021.

BUT THOSE ARE JUST NUMBERS TO ME.

UM, THE PHASE TWO AND THE PHASE THREE THERE'S, UH, NO EXPANSION OF SERVICE TO THE ENTIRE CITY OF MISSOURI CITY.

UM, SO WE'RE TECHNICALLY STILL AT PHASE ONE ONLY, UH, STILL NO, UM, LIMITED TO NO MARKETING.

SO THERE ARE SOME THINGS IN THAT PROJECT I'D LIKE TO COME BACK AND TALK TO YOU ABOUT AS WELL.

WHAT IT DID WAS GIVE, GAVE A RATING FOR CITY STREET, UH, THE HIGHER, THE RATING, THE BETTER THE STREET, THE LOWER THE RATING, NOT, NOT, NOT A GOOD RATING.

AND THIS PCI SCORE IS A SCIENTIFIC WAY OR A TECHNICAL WAY.

WE WILL BE JUDGED TO PRODUCTIZE AND REPAIRS.

UH, ROADWAYS ARE, UH, DURING STREET RECONSTRUCTION, PROJECT CITYWIDE.

THOSE SCORES TRANSLATE INTO THIS COLOR CODED MAP.

NOW, WHAT DOES, UH, ANALYSIS TOLD US WAS IF YOU REALLY WANT TO MAINTAIN THE CDS, UH, CONDITIONED TO THIS INDEX, MOVING FORWARD, YOU GOT TO FIX ALL THE STREETS THAT ARE BAD.

AT THAT POINT, THERE WERE ROUGHLY $110 MILLION WORTH OF SWEETS NEEDING TO BE FIXED.

AND AFTER YOU DO THAT, UH, THE STUDY RECOMMENDED THAT WE SPEND AROUND $3 MILLION ANNUALLY TO MAINTAIN THE PAYMENT.

THAT WAS THE RECOMMENDATION THAT CAME FROM THE STUDY.

NOW WITH THE OVERALL ARCH OF THE, UH, HOW WE FUND STREET PROJECTS AND MAINTENANCE STREETS IS WHAT WE REFER TO AS THE PAYMENT MAINTENANCE AND MANAGEMENT PROGRAM, UH, ALL, AND THERE ARE THREE COMPONENTS TO IT.

THE FIRST ONE IS THE REPAIR AND THE MAINTENANCE ACTUALLY THE FUNDS FOR THAT COME FROM THE METRO REBATE THAT COMES BACK TO US.

ALSO, WE'RE GOING TO TOUCH A LITTLE BIT ABOUT THE BOND PROGRAM PROJECTS THAT ARE UPCOMING WITH THAT.

I'M GOING TO ASK, TALK TO TOUCH ON THE STREET REPAIR AND MAINTENANCE PROJECTS QUICKLY.

WELL, AGAIN, IN THE INTEREST OF TIME, I'LL BE VERY CONCISE.

SO THE MAJORITY OF OUR STREETS IN OUR CITY ARE CONCRETE.

AS SASHA MENTIONED, THERE WERE FOUR 50 YEARS OLD, OBVIOUSLY IT'S VERY EXPENSIVE TO MAINTAIN AND THOSE STREETS.

SO WE DO THOSE IN KIND OF TWO WAYS.

ONE IS A PANEL REPAIR, UH, WHERE WE'RE GOING TO REPLACE A SECTION OF THE PAVEMENT.

THE OTHER ONE IS THROUGH MUD JACKING, WHICH WE DRILL HOLES AND WE, UH, INJECT, UH, HYDRAULICS, UH, TO, UH, MOVE THE STREET IN ORDER TO HELP WITH THE DRAINAGE ASPECT.

SO, UM, WE LOOK AT ALL OF THESE PROJECT AREAS AND THEN WHEN FUNDING IS APPROPRIATED, WE'LL LOOK AT ALL OF THE AREAS, CITYWIDE, AND CLEARLY THE LIST GROWS YEAR TO YEAR.

NOW THIS SLIDE SHOWS THAT WE'VE IDENTIFIED ABOUT $2.5 MILLION IN ST.

PANEL REPLACEMENTS.

WE'VE DONE ABOUT $780,000 AT THAT WORK.

NOW OUT OF THAT, WE'RE HAVING TO DEDICATE 15 MILLION TO OUR MATCHING FUNDS WITH FOREFRONT COUNTY MOBILITY PROJECTS.

SO WE WERE GOING TO DO ABOUT 20 MILLION STARTING THE NEXT FISCAL YEAR.

SO IF WE ADD THE TOTAL IT'S 9.4, BUT FOR THE NEXT YEAR, JUST REMEMBER THIS, WHAT WE HAVE IS 6.5 MILLION FOR STREET RECONSTRUCTION PROJECTS.

AND TYPICALLY FORT BEND COUNTY MOBILITY PROJECTS ARE ON MAJOR THOROUGHFARES, SO THAT ENHANCES OR INCREASES MOBILITY.

AND OF COURSE, WATTS PLANTATION.

THE, THE ORIGINAL CONCEPT WAS TO RECONSTRUCT EXISTING WATTS PLANTATION WITH TWO, SIX FOOT SHOULDERS.

SO THAT IS WHERE THE 15 MILLION IS GOING.

AND YOU CAN SEE ALL THOSE PROJECTS ON MAP ON A, ON A MAP HERE WHERE THEY'RE LOCATED.

UH, THERE IS ONE OTHER PIECE WHICH IS GLEN LAKES.

LANE COUNTY IS CURRENTLY FUNDED ONLY FOR DESIGN.

SO THE DESIGN IS UNDERWAY.

THAT IS NOT CONSTRUCTION DOLLARS OF PROPERTY.

THAT FOR IT THAT'S GIVE OR TAKE A $12 MILLION PROJECT.

UH, WATTS PLANTATION COUNTY HAS COME BACK TO US AND SAID THAT ARE TWO OPTIONS.

ONE IS TO REBUILD THE WAY IT IS, WHICH IS WHAT WE ARE FUNDED IN OUR MOBILE DEPOSIT PROGRAM.

THEY'VE THROWN US THE SECOND OPTION, WHICH IS TO ADD ANOTHER LANE OF TOWARD LATE, BUT THAT'S GOING TO BE AN EXPENSIVE OPTION AT THIS TIME.

WE'RE NOT FUNDED FOR THAT, BUT I JUST WANTED TO PRESENT THAT FOR INFORMATIONAL PURPOSES ONLY TO THE CITY COUNCIL.

SO WHAT IS IT FOR THE LOCAL STREET PROJECTS? I KNOW THIS IS A QUESTION THAT HAS COME FROM COUNCIL AS WELL.

OUR RESIDENTS, THE MOBILITY BOND PROJECTS PAST WHAT PROJECTS ARE WE GOING TO BUILD? SO WHAT STAFF HAS DONE SINCE THEN IS OBVIOUSLY WE DID THE PCR, THE FUGRO STUDY.

WE KNOW THE PCI VALUES OF THE STREETS THAT ARE IN BAD CONDITION.

WE'VE DONE THE FIELD VISIT PARK MYSELF ENOUGH STREETS TO PRETEND PERSONALLY DROVE ALL THE STREETS, UH, AND THE STREETS THAT WE'RE GOING TO REBUILD A COMPLETE REBUILD.

IT'S NOT LIKE SMALL REPAIRS, TOTAL REBUILDING OF THE STREETS.

YOU'VE DEVELOPED COST ESTIMATES.

WE'RE NOW GOING TO PRESENT THESE PROJECTS, CANDIDATE PROJECTS FOR YOU.

UM, THIS PARTICULAR ITEM, THE CITY STAFF, WE SOLICITED A REQUEST FOR QUALIFICATIONS BACK ON MARCH 11TH, 2020.

AND, UH, THE ITEM IS AS MENTIONED TO ASSIST THE CITY TOWARDS THESE DESIGN PHASE SERVICES FOR THE PHASE TWO OF OUR WASTEWATER PLANT MUSTANG BUYER.

SO THIS CRITICAL INFRASTRUCTURE PROJECT, IT IS ABSOLUTELY REQUIRED TO MEET THE ECONOMIC DEVELOPMENT DEMAND AND OUR MUSTANG BY YOUR SERVICE AREA IN SHORT OF PENDING DEVELOPMENTS, UM, ARE HEAVILY RELYING ON THIS WASTEWATER TREATMENT PLANT EXPANSION, UM, IN A VERY AGGRESSIVE SCHEDULE.

SO WHEN WE PUT OUT THIS REQUEST FOR QUALIFICATIONS, WE DID RECEIVE RESPONSES WHICH WERE DUE ON APRIL THE EIGHTH, UH, 2022.

UM, AND WE WENT THROUGH THERE AND IT WAS A TWO PART EVALUATION, UH, WITH A STAFF OF EVALUATION COMMITTEE.

THE FIRST PART IS WE EVALUATED, UH, THE ALL FOUR RESPONSES.

AND THEN WE SHORTLISTED THOSE FIRMS AND WE CAME DOWN WITH TWO FIRMS THEN OF THOSE TWO.

THEN WE WENT TO IN-PERSON INTERVIEWS.

SO WE EVALUATED EACH ONE OF THOSE PROCESSES.

THEN WE WENT TO THE PLANNING DEVELOPMENT INFRASTRUCTURE, THE PDR COMMITTEE ON MAY, THE THIRD, UM, AND THE PDR COMMITTEE VOTED IN FAVOR TO AUTHORIZE THE CITY STAFF TO MOVE FORWARD BASED ON THAT STAFF RECOMMENDATION AND IN YOUR PACKET, UH, WE HAVE THAT PEDIATRIC COMMITTEE, UM, INFORMATION AND SUPPORTING MATERIALS.

SO IN SUMMARY, THE, UH, PROPOSED SCOPE THAT WE'RE LOOKING AT, IT IDENTIFIED A TOTAL ESTIMATED DESIGN AND CONSTRUCTION PHASE.

THE TOTAL PROJECT WAS $1,489,770.

WHAT STAFF ASKING, UM, IS THAT THE CITY COUNCIL AUTHORIZE THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT FOR A MOUNTAIN ACTIVE SEAT, THE 1 MILLION, 17,000 TO 30.

AND IN THAT SCOPE, IT'S KIND OF SITTING IN THREE DIFFERENT PARTS.

THAT 1.017 MILLION GIVES US THE ENTIRE DESIGN.

THE NEXT PART IS AFTER DESIGN IS THEN IT GOES INTO MORE OF THE CONSTRUCTION OVERSIGHT MANAGEMENT.

AND THEN THE LAST ELEMENT OF THAT IS IF WE NEEDED A MAJOR AMENDMENT TO THE PERMIT.

SO THAT'S WHY THE DIFFERENCE IN THE 1.48, NINE, AND THE 1.017.

AND, UH, JUSTIFIABLY WENT WITH THE, UH, HR GREEN AS THEIR STAFF RECOMMENDATIONS.

AND SO THEY PROVIDED THAT ALONG WITH THEIR SCORES AND EVALUATED SCORES FROM THAT THAT IN-PERSON INTERVIEW.

SO IT DID PASS TWO TO ONE AT THE STATEMENT.

UM, I SERVED ON THAT COMMITTEE AS WELL, AND I DID NOT AGREE WITH THAT PARTICULAR, UM, PROPOSAL MAINLY BECAUSE THE GRADING SCORES WERE NOT COMPLETED, UH, BY CERTAIN MEMBERS OF THE, THAT PARTICULAR COMMITTEE.

AND SO THEREFORE I FELT THAT THE INFORMATION WAS NOT COMPLETE AND IT WAS NOT FAIR, UM, TO MOVE FORWARD WITH THAT.

SO I DID NOT AGREE WITH THAT, UH, SIDE.

UH, YOU MENTIONED THAT, UH, THE, UH, CAPACITY, UH, THAT, UH, THIS, UH, WILL PROVIDE, UH, YOU KNOW, AS FAR AS SOME, UH, I GUESS, MUCH NEEDED, UH, DEVELOPMENTS THAT ARE IN THE PROCESS REQUIRING THIS CAPACITY.

CAN YOU, I MEAN, ARE THERE SOME LARGE DEVELOPMENTS ARE PROJECTS THAT YOU COULD MENTION AS TO GIVE SOME, SOME FIELD FAR, YOU KNOW, WHY IT'S IMPORTANT THAT WE HAVE THIS CAPACITY? YES.

SO, UM, WHEN THE CITY COUNCIL APPROVED, UM, THE DESIGN OF THE SANITARY SEWER SYSTEM AND THE WATER DISTRIBUTION SYSTEM, AND THEN WE'RE LOOKING AT DOING THIS DESIGN FOR THE FURTHER EXPANSION OF WHEN THAT OCCURRED, THE CITY STAFF HAD, UM, WRITTEN CAPACITY, UM, AGREEMENT LETTERS TO THE DEVELOPERS AND THE DEVELOPERS ARE RELYING ON A VERY RIGOROUS SCHEDULE THAT WE PROVIDE, NOT ONLY THE SANITARY SEWER SYSTEM COLLECTION AND THE LARGEST VIEWERSHIP, BUT ALSO THE CAPABILITY TO TREAT THE WASTEWATER.

SO THERE ARE VERY LARGE DEVELOPMENTS AND IF I CAN NAME THEM, BUT THAT THEY ARE THERE, THEY ARE RELYING NOW THE IMPORTANCE OF, YES, THIS PROCESS.

AND GIVE ME, I'LL GIVE YOU AN EXAMPLE, ONE PARTICULAR DEVELOPMENT THAT WE PROVIDED IT'S, IT'S A MULTI-PHASE DEVELOPMENT, AND THEY TOLD US POINT BLANK THAT THEIR LENDER WILL NOT ALLOW THEM TO GET THEIR LOAN TO PROCEED UNTIL THE SHOVEL HITS THE GROUND.

AND THAT'S ONE THINGS THAT WE'RE WORKING WITH.

SO THEN WHEN WE INTERVIEWED THAT PART, AND THEN WHEN THE FINAL SCORING CAME IN, HR GREEN WAS ON TOP.

SO DO YOU HAVE A BETTER PROCESS IN PLACE WITH

AND SO, AS WE MOVE FORWARD, HR GREEN CAME IN SECOND PLACE BASED ON THE OTHER SCORING METHOD METHODOLOGY.

UM, LICENSING AGREEMENTS IS ONE OF THE WAYS THAT CITIES CAN STRETCH THEIR RESOURCES AND BE MORE EFFICIENT WITH THE FUNDS THAT WE RECEIVE.

UM, WE'VE RECENTLY ENTERED INTO A LICENSING AGREEMENT WITH, FOR EXAMPLE, FORT BEND MOUNTAIN BIKING ASSOCIATION, TO BUILD TRAILS ON UNDEVELOPED PARKLAND.

UM, HOWEVER, AS WE WERE LOOKING AT THIS AND, UH, OTHER, UH, LICENSED AGREEMENTS THAT WOULD HAVE A DEMONSTRATABLE, UM, BENEFIT TO THE CITY, UM, THERE WAS NOTHING IN THE, IN THE CODE OF ORDINANCES THAT REALLY, UM, OUTLINED HOW, HOW THESE WORK WITH OUR OTHER PERMITS AND WHATNOT.

SO, UH, LEGAL RECOMMENDED THAT WE ADD A SECTION TO CHAPTER 74 PARKS AND RECREATION, AND ARTICLE THREE OF THEM WERE PERMITS HOW THESE LICENSING AGREEMENTS WOULD, UM, RELATE TO THE, UH, OTHER PERMITS.

WE HAVE A PRESENTATION BY SHASHI C'MON MAYOR AND COUNCIL.

CURRENTLY THE MANDATES FROM FOUR POINTS OF SILENT DISTRICT REQUIRES US TO USE 30% NON WATER SOURCES.

AND THAT'S WHY WE BUILT THE REGIONAL SURFACE WATER PLANT.

THAT WAS A REGULATION THAT WAS CAME INTO EFFECT IN 2013, BY 2025.

YOU'RE SUPPOSED TO BE USING 60% OF OUR WATER SOURCES FROM NON GROUND WATER SOURCES.

UH, THE CITY CREATED THE, UH, GROUNDWATER REDUCTION PLAN COMMITTEE THAT PROVIDES OR CYCLE WITH THIS PROGRAM.

UH, WE ARE WORKING TOWARDS THAT 60% MANDATE I'VE EVER WITH THE KUWAIT, WITH THE CONSTRUCTION COSTS, WITH THE SUPPLY CHAIN ISSUES.

UH, THERE WILL BE SOME DELAY IN IMPLEMENTING THE PROJECTS.

UM, MISSOURI CITY HAS FELLOWS OUT ADJACENT CITIES ARE GOING TO THE SUBSIDENCE DISTRICT AND ASKING FOR A DELAY IN EXTENDING THIS CONTORTION MANDATE BY AT LEAST TWO YEARS.

AGAIN, OUT OF MY BOOKS, NEIGHBORING CITIES HAVE DONE THAT.

AND OUR GRP COMMITTEE, WHICH IS THE OVERSIGHT COMMITTEE HAS MADE A RECOMMENDATION TO CITY COUNCIL TO PASS THIS RESOLUTION WHEREIN WE CAN REQUEST FOR A COMMERCIAL EXTENSION AND BECOME A PORTION MANDATE WHAT THIS WILL HELP US.

UH, HOPEFULLY IT'LL STABILIZE THE MARKET, THE SUPPLY CHAIN ISSUES AND THINGS WE HAVE.

WE CAN POTENTIALLY IMPLEMENT PROJECT AT A LOWER COST, ULTIMATELY SAVING STAFF CITIZENS WITH THIS, UH, UM, UH, BRIEF PRESENTATION.
