AND THE SIGNIFICANCE, UH, FOR THE COMMISSION IS, IS THAT, UH, WE WERE INVITED TO ATTEND TO TALK ABOUT MISSOURI CITY'S EXPERIENCE IN ADOPTING THE MASSAGE ESTABLISHMENT ORDINANCE.

UM, SO FOR THOSE COMMISSIONERS THAT ARE NEWER, UM, UH, WHO YOU SEE IN THE PICTURE IS TOMMY KIRKENDAL, HIS WIFE, RONDA KIRKENDAL, TOMMY KIRKENDAL, FORMER MAYOR OF FULCHER.

UM, HIS WIFE, RHONDA KIRKENDAL, WHO, UH, WORKS WITH THE FORT BEND, UH, DA'S OFFICE TASK FORCE FOR HUMAN TRAFFICKING.

UM, THEY HAD APPROACHED CITIES WITHIN FORT BEND COUNTY,

UM, ON A REGIONAL APPROACH, UM, TO COMBAT ILLICIT MASSAGE ESTABLISHMENTS, UH, THAT HUMAN TRAFFICKING PROSTITUTION, UH, WAS SHOWING UP IN.

UM, SO, YOU KNOW, BUSINESSES THAT YOU MIGHT SEE THAT HAVE MIGHT GENERIC MASSAGE, UM, THEY MIGHT HAVE TINTED OUT, BLACKED OUT WINDOWS.

UM, DIFFERENT FEATURES, UH, THAT, UH, SOME OF THESE BUSINESSES WERE SETTING UP AS LEGITIMATE BUSINESSES GOING THROUGH THE LEGITIMATE PERMITTING PROCESS.

UM, BUT WERE COVERS FOR ILLICIT BUSINESSES.

UM, SO THE FORT BEND, UH, DA, UM, OFFICE WITH THE KIRK AND DOS APPROACHED MISSOURI CITY LAST YEAR, UM, ASKED IF WE COULD CONSIDER, UM, A ZONING TOOL THAT WILL HELP, UM, US TO BE ABLE TO SHUT THOSE BUSINESSES DOWN IF THEY'RE FOUND TO BE OCCUPIED OR TO BE OPERATING IN, UM, AN ILLEGAL MANNER.

UM, AND SO WE WORKED WITH THEM.

WE, UH, CREATED A POLICY, UH, WITH THE COMMISSION, YOU KNOW, CAME BACK BEFORE YOU SEVERAL TIMES, UH, TALKED ABOUT DIFFERENT OPTIONS.

AND, UH, THE OPTION FOR MISSOURI CITY WAS AN OPTION THAT WOULD NOT BE ONEROUS, UM, ON OUR LEGITIMATE BUSINESSES.

YOU KNOW, WE HAVE SELF, YOU KNOW, CARE, WE HAVE, YOU KNOW, REAL SPAS, MASSAGE ESTABLISHMENTS THAT WE DIDN'T WANT TO CREATE A PROCESS, UM, THAT WOULD CREATE A BURDEN OR HASSLE TO THEM, UH, GOING THROUGH WHETHER IT WAS A PERMITTING PROCESS OR OTHERWISE.

UM, SO WE TWEAKED, UM, WHAT THEY WERE PRESENTED TO US A LITTLE DIFFERENTLY THAN WHAT SOME OF THE OTHER COMMUNITIES, UM, WERE DOING.

AND, UH, CITY, UH, PLANNING AND ZONING PASSED IN JUNE OF LAST YEAR.

CITY COUNCIL PASSED THE ORDINANCE IN, UM, AUGUST OF LAST YEAR.

UM, SINCE THAT TIME, WE'VE BEEN ABLE, UH, TO STOP AT LEAST THREE, UM, MASSAGE BUSINESSES THAT, UH, CAME THROUGH THE PERMITTING PROCESS.

AND BECAUSE OF THE, UM, ADDITIONAL REQUIREMENTS ON SITE PLAN REVIEW, UH, THAT WERE REQUIRED, THEY OPTED, UH, NOT TO CONTINUE, UM, BUT, UH, THEY WERE NOT LEGITIMATE, UM, IN, IN HOW THEY APPROACHED, UM, THE CITY.

UM, SO WE SEE THAT AS A SUCCESS.

BUT NONETHELESS, UM, MISSOURI CITY WAS HIGHLIGHTED, UM, BECAUSE WE TOOK AN APPROACH THAT, UH, WAS SPECIFIC TO MISSOURI CITY, UM, THAT CAN BE EFFECTIVE.

AND NOW WE'RE BEING USED AS A MODEL, UM, FOR OTHER COMMUNITIES IN FORT BEND COUNTY, IN THIS REGIONAL EFFORT.

SO, LONG STORY , AND WE'LL CONTINUE TO TALK ABOUT, UH, THOSE EFFORTS.

BUT I JUST WANTED TO SHARE, UM, THAT WITH THE COMMISSION, UM, AS WELL.
