UH, IT'S, WE ARE GLAD THAT SHE'S RETIRING TO BE WITH HER GRANDSON, WHO IS EXPECTED 1ST OF MAY.

SHE'LL BE RETIRING THIS MONTH, BUT AT THE SAME TIME, WE'RE SORRY TO SEE HER GO BECAUSE SHE HAS CONTRIBUTED SO MUCH TO MISSOURI CITY CITIZENS AND PUBLIC WORKS.

UM, AND THE, I'M GONNA MISS THE CURRENT PUBLIC WORKS DEPARTMENT IS A GREAT TEAM, AND I SORT OF HATE TO LEAVE ON THAT ACCOUNT BECAUSE I REALLY ENJOY WORKING WITH THESE PEOPLE, INCLUDING SHASHI.

BUT THE THREE THINGS THAT I CAN THINK OF IS SHE WAS ALWAYS QUIET, QUIET AND QUIET.

SHE NEVER RUFFLED ANY FEATHERS.

UM, ANY DECISIONS THAT TOOK BY COUNSEL AT THAT TIME.

I GUESS SHE'S THE ONLY ONE THAT REALIZED THE CHARTER STAFF CAN'T TALK TO COUNCIL.

THE ZONING AMENDMENT WOULD ALLOW FOR THE DEVELOPMENT OF A FOUR STORY, UM, APARTMENT BUILDING THAT WILL HOUSE 150 UNITS, A PAVILION, A TENNIS COURT, A DOG PARK, A PLAYGROUND, AND A QUARTER MILE TRAIL AROUND THE DETENTION POND.

THE APPLICANT IS SEEKING TWO VARIANCES WITH THEIR PD APPLICATION.

UM, THESE VARIANCES ARE FROM THE NORMAL MF TWO, UM, ZONING STANDARD.

THE FIRST VARIANCE IS THEY WOULD LIKE AN ALLOWABLE HEIGHT OF 50 FEET, WHICH IS, UM, ASKING FOR A FIVE ADDITIONAL FEET OF DEVELOPMENT SPACE.

AND THEN, UM, THE SECOND VARIANCE IS FOR, IS TO ALLOW FOR 150 UNITS WITHIN A SINGLE UM, BUILDING.

TYPICALLY, WE ONLY ALLOW UP TO 24 UNITS, AND WITH THIS PD, THEY WOULD BE ABLE TO, UM, BUILD A SINGLE BUILDING WITH 150 UNITS A AND USE, UM, FIREWALLS WITHIN SECTIONS OF 24 UNITS.

INSTEAD, THE PLANNING AND ZONING COMMISSION HAS FORWARDED A POSITIVE RECOMMENDATION TO APPROVE THE ZONING AMENDMENT.

AGAIN, NOT BASED ON THE PROPOSED DEVELOPMENT, BUT BASED ON EXISTING DEVELOPMENT, TO TAKE THAT ROAD FROM A TWO-LANE ROADWAY TO CONVERT IT INTO A THREE-LANE ROADWAY WITHIN THE EXIST EXISTING RIGHT OF WAY LANE, AS WELL AS ADD ANOTHER DEDICATED LEFT TURN LANE COMING OFF OF FROM KNIGHTS CODE TO HIGHWAY SIX.

OBVIOUSLY, DOES THE DOCK FACTOR THIS DEVELOPMENT? SHOULD THIS MO MOVE FORWARD? WE DO WHAT'S CALLED THE LEVEL OF SERVICE ANALYSIS WHERE THEY WILL HAVE TO PROJECT THE TRAFFIC COMING HERE AND SIMULATE IN THE MODEL THAT IT'S NOT GONNA CAUSE ANY ADVERSE CONDITIONS.

UM, THE CURRENT MULTI-FAMILY TWO REGULATIONS ALLOW UP TO, UM, A 30, EXCUSE ME, 45 FOOT DEVELOPMENT, UM, THAT'S THREE STORIES OR 45 FEET.

THEY'RE ASKING FOR 50 FEET, WHICH IS JUST ADDITIONAL, UM, FIVE FEET TO WHERE WE CURRENTLY ALLOW.

1605 CARTWRIGHT IS ALSO KNOWN AS MCDONALD'S.

SO KEVIN MOORE OWNS THE PROPERTY.

THE PROPERTY ITSELF, UH, WAS TORN DOWN AND THEY APPLIED FOR THE FACADE PROGRAM AND FOR TECHNICAL REASONS, BECAUSE ANYTHING BUILT AFTER 2000 DOES NOT QUALIFY FOR THE FACADE PROGRAM.

THE ONLY THING THAT QUALIFIES IS LIKE STATED ON THE SLIDE PARKING LOT, REPAVING, RESEALING, RES STRIPPING, EXTERIOR LIGHTING, LANDSCAPING, IRRIGATION.

UH, THEY'RE SET TO COMPLETE THE CONSTRUCTION OF THE MCDONALD'S NEXT MONTH, AND THEY WOULD START ON THE FACADE.

UM, PART OF IT IN HERE.

WE ALSO INCLUDED, UH, THE INVOICE OF A LOT OF THE STUFF THAT THEY'RE DOING AS FAR AS LANDSCAPING IS CONCERNED.

NEW SHRUBS, GROUND COVER, UM, BERMUDA ADE TREES, UM, IN UUA, NEW IRRIGATION SYSTEM ALONG WITH WATER, ALONG WITH WATER PIPING, AND, UM, ALL THE TECHNICAL STUFF ALONG WITH THE, THAT, THAT'S WHAT IT'LL LOOK LIKE AROUND THE BUILDING ITSELF.

AS FAR AS THE LANDSCAPING IS CONCERNED, THAT IS THE SITE PLAN FOR THE LANDSCAPING AND THE CONCEPTUAL DESIGN.

UM, WE DID HAVE A RECOMMENDATION FROM THE ECONOMIC DEVELOPMENT COMMITTEE AND FOR THE TEXAS PARKWAY COMMITTEE, TEXAS PARKWAY COMMITTEE RECOMMENDED TO GO AHEAD AND MOVE FORWARD WITH THE TOTAL RE RE, UH, REIMBURSEMENT.

THE ECONOMIC DEVELOPMENT COMMITTEE RECOMMENDED TO GO AND, UM, REQUEST IF THEY COULD HAVE ANY ADDITIONAL INFORMATION AS FAR AS WHAT WAS GONNA DIFFERENTIATE THEM FROM OTHER MCDONALD'S IN THE AREAS.

UH, WHEN I SPOKE TO MR. MOORE ABOUT THAT INPE, UM, SPECIFICITY, HE SAID THAT THE RECOMMENDATION FROM MCDONALD'S WAS NOT TO HAVE THE PLAY SYSTEM IN PLACE.

AND HE WENT AHEAD BECAUSE WE WERE HAVING THE FACADE BEING PUT IN.

HE WENT AHEAD AND PUSHED AND GOT THE PLAY SYSTEM IN PLACE.

I THINK IT WAS ALREADY THERE, BUT I THINK THAT THE RECOMMENDATION ON THE NEW ONE WAS NOT TO DO IT, AND HE WAS ABLE TO GET THAT IN THE ACTUAL, UH, DEVELOPMENT.

UH, AND OF COURSE WITH EXTRA LANDSCAPING.

FOR DEVELOPERS ON THE CARTWRIGHT CORRIDOR, UM, TO ALSO HAVE CERTAIN INCENTIVES, BUT TO, TO HAVE SOMETHING THAT DIFFERENTIATES US FROM OTHERS SO THAT IT PULLS PEOPLE TO THAT MCDONALD'S.

AND THE OTHER THING I MENTIONED WAS, IS THAT I DON'T FEEL LIKE ME REIMBURSING SOMEBODY FOR A PARKING LOT MAKES ME WANT TO GO TO THAT MCDONALD'S.

SO IF I'M GONNA CUT A CHECK, I WANT TO BE ABLE TO CUT A CHECK TO MAKE THAT MCDONALD'S, THE MCDONALD'S, TO, TO DRAW WHAT WE'RE TRYING TO ACCOMPLISH TO DRAW PEOPLE AT THAT CORRIDOR.

WE ACTUALLY STARTED THIS FROM, UM, 10 92 TO, UM, UH, TO TEXAS PARKWAY, AND THEN FROM TEXAS PARKWAY TO 90.

AND THEN FURTHERMORE, WE EXTENDED IT TO MAKE THIS CORRIDOR APPEALING.

SAME STRATEGY THAT WAS COMING INTO PLAY WAS TO BEAUTIFY THIS WHOLE CORRIDOR.

UH, AND THEN THIS COUNCIL WENT FURTHER TO PUT IN FACADE PROGRAMS TO HELP, UM, ESPECIALLY THAT, UH, CORRIDOR, UH, TO BRING SOME ATTENTION TO THAT CORRIDOR.

WHILE I FULLY UNDERSTAND THAT, YOU KNOW, UH, TO DO, AS I THINK I WAS TALKING TO ONE OF THE, UM, ONE OF THE STAFF MEMBER, WHAT, WHICH HAS SUGGESTED THAT, YOU KNOW, WHEN YOU LOOK AT A LONG TERM, IT, YOU KNOW, WHEN YOU DRIVE ON TEXAS PARK WHERE YOU HAVE DITCHES, UH, VERSUS HAVING CONCRETE, UM, YOU KNOW, THAT WOULD GIVE MUCH MORE APPEALING TO WHAT THE CORRIDOR WILL HAVE A, A SIGNIFICANT SHIFT.

BUT I THINK, UH, WHAT THE POINT THAT I'M TRYING TO MAKE IS THE, EVERYBODY THAT I'VE SPOKE TO IS EXCITED ABOUT THIS.

UH, EXCITED TO SEE WHAT ALL THE CHANGES THAT'S COMING.

UH, WE DO HAVE A FACADE PROGRAM IN PLACE.

WE HAVE THE BEAUTIFICATION PROGRAM IN PLACE.

SO I'M EXCITED THAT THEY ARE ACTUALLY GOING TO SPEND TO BEAUTIFY THE OUTSIDE, NOT ONLY THE PATH SITE, BUT JUST TO BRING, TO STARTED TO SHIFT THE AREA CHANGES.

I THINK MCDONALD'S AS A FRANCHISEE PLACE, NOT JUST A MOM AND POP STORE, ARE WILLING TO SPEND MONEY TO MAKE THIS WORK.

I MEAN, I THINK THIS WOULD BE ABLE TO SEE FOR PEOPLE, OTHER OWNERS, POTENTIAL OWNERS, UH, TO COME INTO THE CITY, UH, TO ASK, UM, YOU KNOW, WHAT THIS FACADE PROGRAM IS, HOW CAN THEY CONTRIBUTE TO THIS? SO I THINK, UH, I'M EXCITED ABOUT THIS PROJECT AND I APPRECIATE YOUR TIME, UH, PUTTING INTO, TO MAKING SURE THAT THIS THING IS MOVING FORWARD.

UH, ALL OF THE THINGS THAT WE HAVE LISTED HERE ARE ELIGIBLE REIMBURSEMENTS, UH, AND THE CRITERIA THAT, UH, WE WOULD AS A, AS A CITY, UH, PROVIDE 75% OF THE OVERALL PROJECT COSTS OF ELIGIBLE, UM, EXPENSES.

UH, THAT'S WHAT WE'RE DOING HERE.

BUT I, I GUESS I HAD A QUESTION.

UH, WHAT IS THE OVERALL INVESTMENT THAT MCDONALD'S, DO YOU HAVE THAT FIGURE OF WHAT THAT TOTAL, UH, INVESTMENT FOR THE, FOR THE TEAR DOWN AND, AND REBUILD OVERALL? I, I DON'T HAVE IT LIKE AT THE TOP OF MY HEAD, BUT I CAN GIVE YOU AN ESTIMATE.

AND I WANNA SAY IT'S CLOSER TO $2 MILLION.

SO WE'RE TALKING ABOUT GIVING $200,000 TO TOTALLY ENHANCE AN AREA, AND THEY'RE INVESTING $2 MILLION OVERALL.

THIS IS A 2 MILLION, $2 MILLION INVESTMENT INTO, UH, THIS CORRIDOR, UH, OF THEIR OWN MONIES, UH, TO IMPROVE THE OVERALL FACILITY, WHICH INCLUDE THE DEMOLITION AND, AND THE REBUILD.

UH, AND, AND OF COURSE, UH, YOU KNOW, IT'S OUR UNDERSTANDING BASED OFF OF WHAT WAS SHARED AS FAR AS WHAT SOME ADDITIONAL IMPROVEMENT REQUESTS WERE, UH, THAT HE, HE WAS, UH, AMENABLE TO DOING THAT AS WELL.

SO I THINK THIS IS A VERY, UH, MODEST, UM, INVESTMENT FROM THE CITY STANDPOINT TO ENCOURAGE THIS TYPE OF, UH, ECONOMIC DEVELOPMENT IN OUR CITY.

UH, WE SAY THAT WE'RE, UM, OPEN TO BUS OPEN FOR BUSINESS, AND WE'RE WILLING TO, UH, DO WHAT IT TAKES TO IMPROVE THIS AREA AND THIS CORRIDOR.

AND I BELIEVE BECAUSE OF WHAT, UH, MCDONALD'S IS DOING OR WHAT WE'VE BEEN DOING, SHOULD I SAY, AS A CITY, MCDONALD'S IS WILLING TO MAKE THIS INVESTMENT.
