AND WHEREAS THE LATEST RESEARCH BY THE PHYSICAL ACTIVITY COUNCIL SHOWS THAT OVER 23.6 MILLION AMERICANS PLAYED TENNIS IN 2022, A 33% INCREASE IN PARTICIPATION OVER 2019.

AND THE HIGHEST NUMBER OF PLAYERS SINCE THE PAC STUDY BEGAN IN 2007.

AND WHEREAS BY INCREASING THE ACCESSIBILITY OF TENNIS FOR CITIZENS OF MISSOURI CITY OF ALL AGES AND ABILITIES, THE U T S A HAS CONTRIBUTED TO MAKING OUR COMMUNITY HAPPIER AND HEALTHIER.

AND WHEREAS U T S A HAS DECLARED THE MONTH OF MAY AS NATIONAL TENNIS MONTH TO ENCOURAGE PLAYERS, ORGANIZATIONS, FACILITIES, AND MORE TO PROMOTE LOCAL TENNIS PROGRAMS AND ACTIVITIES, AND DRIVE AWARENESS TO HELP PLAYERS AND NON-PLAYER FIND PLAY OPPORTUNITIES IN THEIR COMMUNITY.

AND WE'RE AT NATIONAL WEATHER SERVICE, AND THE TEXAS DIVISION OF EMERGENCY MAN HAVE DESIGNATED THE WEEK OF APRIL 30TH THROUGH MAY THE SIXTH, 2023 AS HURRICANE AWARENESS WEEK IN TEXAS.

AND WHEREAS THE 624 MILE TEXAS GULF COASTLINE AREAS OF TEXAS, HUNDREDS OF MILES INLAND AND OUR AREA IN PARTICULAR, ARE VULNERABLE TO THE DEVASTATING EFFECTS OF A HURRICANE OR TROPICAL STORM, INCLUDING HEAVY RAINFALL, INLAND FU, UH, FLOODING, HIGH WINDS, TORNADOES, AND STORM SURGES.

AND WHEREAS THE THREAT OF LIFE AND THE YEAR BY YEAR INCREASING PROPERTY DAMAGE FROM THE DESTRUCTIVE FORCES OF HURRICANE AND COASTAL FLOODING CAN BE REDUCED DRAMATICALLY BY CAREFUL PLANNING AND TIMELY IMPLEMENTATION OF EMERGENCY RESPONSE AND EVACUATION PLANS.

UH, IN FISCAL YEAR 2023, THE CITY COMMISSIONED A MARKET SALARY STUDY TO ENSURE THAT THE SALARY OFFERED TO ITS EMPLOYEES ARE, UH, MARKET COMPETITIVE AND INTERNALLY EQUITABLE.

UH, PRIOR TO THIS CURRENT ENGAGEMENT, THE CITY'S LAST STUDY WAS ADOPTED BY CITY COUNCIL AND FISCAL YEAR 2021.

THE KEY PROJECT STEPS WERE FIRST TO EVALUATE OUR CURRENT SYSTEM, IDENTIFY THE BENCHMARK CITIES TO INCLUDE WITHIN THE STUDY, CONDUCT THE MARKET SALARY SURVEY, UH, DEVELOP THE STRATEGIC POSITIONING RECOMMENDATIONS, UH, FOR CIVIL SERVICE.

WE ALSO NEEDED TO COMPLETE A DISPARATE STUDY.

UH, THEN WE ALSO NEEDED TO ANALYZE THE SOLUTIONS AND DEVELOP THE RECOMMENDATIONS, WHICH WE ARE BRINGING TO YOU TONIGHT.

THE TIMELINE FOR THIS PROJECT, UM, OF COURSE, WAS BUDGETED IN FISCAL YEAR 2023.

BUT IN ORDER TO CONDUCT THE STUDY, WE DID A REQUEST FOR PROPOSAL TO FIND A CONSULTANT TO PERFORM THIS ANALYSIS FOR US.

UH, WE EXECUTED THE INITIAL CONTRACT WITH EVERGREEN SOLUTIONS IN OCTOBER OF 2022.

UH, WE, UH, FINALIZED ALL OF THE AGENCIES TO INCLUDE IN THE STUDY IN DECEMBER.

WE RECEIVED INITIAL INFORMATION FROM THE CONSULTANT, UH, AT THE END OF DECEMBER.

AND OF COURSE WE HAD TO DO VA UH, DATA VALIDATION, AND WE REQUESTED THAT, UM, ADDITIONAL CITIES BE INCLUDED BECAUSE THERE WASN'T ENOUGH TIME FOR ALL OF THE CITIES TO RESPOND TO THE SURVEY.

WE ALSO HAD THE, UH, DISPARATE STUDY CONTRACT EXECUTED IN FEBRUARY.

AND THAT INCLUDED A REVIEW OF OUR CIVIL SERVICE POSITIONS AND PLACEMENTS.

AND, UH, THAT WAS COMPLETED APRIL 6TH, UH, APRIL 13TH WAS WHEN WE COMPLETED ALL OF OUR COSTUMES.

AND TONIGHT WE'RE HERE WITH THE FIRST READING OF THE ORDINANCE FOR THE PAY PLANS FOR BOTH CIVIL SERVICE AND NON-CIVIL SERVICE.

UH, THE CONSULTANT REVIEWED THE RANGE SPREADS, WHICH BASICALLY MEASURES THE DISTANCE BETWEEN THE MINIMUM AND MAXIMUM, UH, PER PAY GRADE.

AND THEY LOOKED AT THE NUMBER OF INCUMBENTS IN EACH PAY GRADE, UM, WHICH THERE ARE SOME PAY GRADES WITH ONLY ONE INCUMBENT AND SOME WITH UP TO 25.

AND THAT'S FOR NON-CIVIL SERVICE.

AND THE RANGE SPREADS, UH, ARE BETWEEN 17 AND 70%.

NEXT, UH, THEY LOOKED AT THE GRADE PLACEMENT ANALYSIS, UH, WHERE THEY EXPECT TO SEE NEWER EMPLOYEES CLOSER TO THE MINIMUM WITH THE MORE EXPERIENCED AND PROFICIENT EMPLOYEES CLOSER TO THE MAXIMUM.

UM, THEY DO THIS IN ORDER TO LOOK FOR CLUSTERS, MEANING, UM, WHERE ALL OF OUR EMPLOYEES ARE ARE SITTING.

CUZ IF THERE'S A LOT OF EMPLOYEES THAT ARE AT THE BEGINNING, IT'S POSSIBLE THAT THERE'S A LOT OF TURNOVER.

UM, THEY ALSO DID A CORTEL ANALYSIS, WHICH, UM, WAS ALSO USED TO LOOK FOR, UH, CLUSTERS.

UH, AND THEY LOOKED AT THE SALARY DISTRIBUTION THROUGHOUT THE PAY GRADES.

UH, AND THEY ALSO LOOKED AT THE ORGANIZATIONAL TENURE AND SALARY PROGRESSION.

AND OVERALL, UH, TENURE INCREASES AS THE CORTILE INCREASES, WHICH INDICATES THAT THE EMPLOYEES ARE MOVING THROUGH THE PAY GRADES EQUITABLY.

LASTLY, THEY ALSO DID A COMPRESSION ANALYSIS OF THE CURRENT COMPENSATION PLAN, AND THAT'S LOOKING AT THE VARIATION IN SALARIES, UH, BETWEEN DIFFERENT, UH, LEVELS SUCH AS SUPERVISOR VERSUS SUBORDINATES, UH, AND HIGHLY TENURED VERSUS NEWLY HIRED EMPLOYEES.

AND IT WAS FOUND THAT THERE'S PLENTY OF SPACE BETWEEN EMPLOYEES AND SUPERVISORS WITH EMPLOYEES MAKING 80% OR LOWER OF THEIR SUPERVISOR PAY.

OKAY, SO THESE ARE THE CITIES THAT WERE INCLUDED IN THE SURVEY.

THERE WERE TWEN 26 CITIES AND TWO COUNTIES.

UM, OF THOSE 28 AGENCIES, THERE WERE FIVE THAT DIDN'T, DID NOT RESPOND.

AND ONE OF THOSE WAS, UH, FORT BEND COUNTY, CITY OF FAURE.

AND SO WHEN YOU CONDUCT A, A COMPREHENSIVE SALARY SURVEY, THERE'S A TOOL THAT'S, UM, GIVEN TO THOSE AGENCIES IN HOPES THAT THEY'LL FILL IT OUT.

UH, WE ACTUALLY HAD 158 JOB TITLES THAT WERE INCLUDED IN THE SURVEY.

AND SO IT WAS SENT TO THEM WAS A DOCUMENT THAT HAD ALL OF OUR CLASSIFICATION TITLES, A LISTING OF THE CENTRAL JOB FUNCTIONS AND OUR EDUCATION AND EXPERIENCE REQUIREMENTS.

IN UTILIZING THAT INFORMATION, THE OTHER AGENCIES WERE TO ANSWER, UM, TO THE SURVEY BY GIVING US THEIR MATCHING JOB TITLE, THEIR PAY RANGES, UH, THE AVERAGE ACTUAL SALARY OF EMPLOYEES WITHIN THOSE, UH, TITLES.

AND THEN THE ANNUAL HOURS WORK, BECAUSE THERE ARE SOME CLASSIFICATIONS THAT AREN'T, UH, 2080 HOURS, THAT'S THE TYPICAL FTE.

BUT WHEN YOU GET TO, UH, PUBLIC SAFETY AND ESPECIALLY IN FIRE, UM, IN THE FIRE DEPARTMENT, IT'S POSSIBLE THAT THEY CAN WORK UP TO 2,756 HOURS OR MORE.

AND SO WE RECEIVED ALL OF THE INFORMATION FROM, UH, THOSE THAT RESPONDED.

AND THIS IS THE PAY STRUCTURE FOR CIVIL SERVICE THAT WE, UH, HAVE TONIGHT THAT WE ARE PROPOSING.

UH, AGAIN, WE HAD THE CONSULTANT REVIEW, UM, THE, THE PLACEMENT, AND WHILE ALSO, UH, REVIEWING THE PLACEMENT, THEY LOOKED AT COMPRESSION AND OVERLAP WITHIN CIVIL SERVICE.

AND THE PAY STRUCTURE HAS CHANGED TO ELIMINATE OVERLAP, UH, BETWEEN POSITIONS AT, UM, IF YOU LOOK AT OUR CURRENT PACE STRUCTURE, IT'S POSSIBLE FOR, UM, LIKE AN OFFICER TO MAKE AS MUCH AS A SERGEANT IF IT'S A HIGH, UM, IF IT'S AN OFFICER IN A HIGHER PAY RANGE OR PAY STEP, UM, AND VERSUS A NEWER SERGEANT.

BUT NOW THERE'S NO OVERLAP.

SO AS YOU CAN SEE, LIKE FOR A POLICE OFFICER, THEIR STEP ENDS AT 89,930 WHILE A SERGEANT BEGINS AT 90 2001 78.

SO THERE'S NO LONGER ANY OVERLAP.

AND THAT'S OF ALL OF THE CITIES THAT WERE SURVEYED AND, UH, WOULD BE AT THE HIGHEST FOR FORT BEND CITIES.

AND THIS, AGAIN, IS AS OF MARCH 31ST, 2023, WE WERE NOTIFIED THAT SUGARLAND HAS ALREADY RECEIVED AN INCREASE, WHICH MAKES THIS INFORMATION, UH, INACCURATE.

BUT AS OF MARCH 31ST, WE WERE, UM, FOR POLICE OFFICERS, WE WOULD'VE BEEN AT THE HIGHEST OF THOSE SURVEYED THAT RETURNED THE SURVEY.

NOW FOR FIREFIGHTERS, AS OF MARCH 31ST, UH, FOR ALL OF THE CITIES THAT WERE SURVEYED, THE MEDIAN WAS 59,546.

UH, MISSOURI CITY WAS THIRD FROM THE LOWEST FOR THE SURVEYED FORT BEND CITIES.

UH, THE CITY WAS AT THE MEDIAN OF 50,557.

WITH THIS NEW STUDY AND NEW PAY RANGE, THE CITY OF MISSOURI CITY, SORRY, I DON'T KNOW WHY THE ARROWS AREN'T MATCHING UP, BUT THE CITY WOULD BE AT THE MEDIAN 60,484 OF ALL SURVEYED CITIES.

AND AGAIN, WE'D BE AT THE HIGHEST, UH, THIS IS AS OF MARCH 31ST FOR THOSE FORT BEND CITIES THAT WERE SURVEYED.

UM, YOU DON'T SEE ANY BARS FOR PEARLAND AND SUGAR LAND BECAUSE THEY'RE PRETTY MUCH THE MEDIAN.

UM, THERE, THEY JUST HAD A $27 DIFFERENCE AT THAT TIME.

BUT AGAIN, THIS DOESN'T INCLUDE SUGAR LAND'S INCREASE THAT WAS RECENTLY IMPLEMENTED FOR NON-CIVIL SERVICE.

UH, WE DO HAVE, UH, WE USE A DECISION BAN METHOD AGAIN, AND THERE ARE MULTIPLE POSITIONS WITHIN EACH, UH, DECISION BAN.

AND SO I JUST HAVE THAT INFORMATION SUMMARIZED WHERE YOU CAN SEE THE CURRENT SALARY RANGE AND THE NEW SALARY RANGE.

AND FOR NON-CIVIL SERVICE, THE INCREASES WITHIN THE PAY RANGE, UH, RANGE FROM 6% TO 12%.

AND SO THAT'S WHAT WE HAVE ON ALL OF THESE SLIDES.

SO THE NEXT STEP, THE NEXT GOAL WAS TO DETERMINE PLACEMENT IN THE PAY RANGES.

UM, AND SO FOR NON-CIVIL SERVICE, WE DON'T HAVE A STEP PLAN.

SO IT WASN'T DETERMINING WHICH STEP THEY WOULD FALL INTO.

UM, INSTEAD WE USE CLASS PARODY WHERE USING A 25 YEAR CAREER SPAN, UH, WHERE THEY WOULD FALL AS FAR AS SALARY PENETRATION INTO THAT PAY RANGE.

UM, AND SO ALL NON-CIVIL SERVICE EMPLOYEES WILL RECEIVE, UM, AT LEAST A 3% INCREASE.

SO IF THE MARKET, UH, ADJUSTMENT WAS BELOW 3%, THEY WOULD STILL RECEIVE 3%.

UH, FOR CIVIL SERVICE, THEIR PLACEMENT IS BASED ON THEIR TIME AND POSITION, WHICH BASICALLY MEANS THAT FOR EACH YEAR OF EXPERIENCE, THEY RECEIVE, UH, A STEP WITHIN THEIR PAY RANGE UNTIL THAT MAXIMUM STEP IS REACHED.

SO THIS IS HOW WE DETERMINED HOW TO PLACE, UM, EMPLOYEES WITHIN THEIR PAY RANGE.

NOW, FINANCIAL IMPACT, THERE WILL BE AN IMPACT ON ALL EMPLOYEES, AND THAT'S DUE TO, UH, NON-CIVIL SERVICE RECEIVING AT LEAST 3%.

THE ACTUAL IMPACT ON INDIVIDUALS RANGE FROM 3% TO 27%.

FOR PHASE ONE, WHICH WE'RE CALLING THIS A MULTI-AGE APPROACH, BECAUSE, UM, WE WANT TO REMAIN COMPETITIVE.

AND AS YOU SEE THE STUDY, AS OF MARCH 31ST, WE WERE FIRST, AND NOW WE'RE NOT FIRST.

AND THIS HASN'T, WELL, IT'S BEEN A FULL MONTH, SO WE NEED TO MAINTAIN, UH, COMPETITIVENESS.

BUT FOR RIGHT NOW, UH, USING THE RESOURCES THAT WE HAVE, UH, THE ESTIMATED COST IS $4,050,000.

AND THAT BRINGS US WITHIN MARKET AS OF MARCH 31ST.

THE PRO-RATED COST FOR THIS CURRENT FISCAL YEAR IS 1,636,000.

SO WE'RE REQUESTING TO HAVE THIS BE EFFECTIVE.

UM, MAY 7TH, IF WE WANTED TO CON CONTINUE TO BE, UH, COMPETITIVE, WE WOULD NEED AN ADDITIONAL $2 MILLION.

SO FOR FULL IMPLEMENTATION, UH, WOULD COST A LITTLE OVER $6 MILLION.

SO AS I MENTIONED, IT WOULD BE A PHASED APPROACH.

WE DO HAVE 2.4 MILLION, UH, THAT'S FUNDED.

NOW, OF COURSE, WE'RE PRO RATING THIS YEAR, SO IT WON'T COST 2.4 MILLION.

IT'LL BE APPROXIMATELY 1.6, BUT WE WILL HAVE 2.4 MILLION FOR NEXT YEAR.

UM, AND THROUGH OUR BUDGETING PROCESS, WE ARE GOING TO BE A LITTLE LESS CONSERVATIVE.

UM, WE DO HAVE MORE SALES TAX, UM, THAN WHAT WE HAVE BUDGETED CURRENTLY.

AND SO WE'LL BE ABLE TO USE, UH, SALES TAX AND SOME OTHER METHOD METHODS TO FULLY FUND THE, UH, $4 MILLION.

AND SO OF THIS AMOUNT, UM, 32% IS FOR NON-CIVIL SERVICE POLICE, 35% IN FIRES, 30, 33% OF THE TOTAL COST.

UM, DURING OUR BROWN BAG PRESENTATIONS, WE PRESENTED, UM, MANY OF THE MARKET CITIES AND THEIR FTES.

AND AS IT WAS MENTIONED, UM, IN COMPARISON TO THE CITY, ALTHOUGH THERE'S DIFFERENT MIXES OF SERVICES, UH, THE CITY HAS HISTORICALLY OPERATED WITH LESS EMPLOYEES.

SO WE BELIEVE THAT THERE'LL BE A REQUEST FOR MORE TM R S.

OUR RETIREMENT RATES, UM, INCREASED SIGNIFICANTLY LAST YEAR.

AND SO IF WE WERE TO CONTINUE WITH THE AD HOC IN, UH, COAL ON AN ANNUAL BASIS, ADOPTING THOSE, IT'S POSSIBLE THAT WE'LL SEE A, A LARGER INCREASE THIS YEAR.

AND IF WE DETERMINE, UM, THAT IT'S, UH, MORE FEASIBLE IN THE LONG TERM, UM, TO DO A RECURRING RATE, IT WILL COST US MORE.

SO THAT'S SOMETHING THAT WE'LL BE LOOKING AT WITH THE 2024 BUDGET.

ALSO, OUR MEDICAL INCREASED, UH, LAST YEAR, WELL, THIS CURRENT FISCAL YEAR, FISCAL YEAR 2023, THE MEDICAL, UM, INSURANCE INCREASED BY A MILLION, BUT WE ONLY NEEDED TO AUGMENT THE BUDGET, UM, $100,000 BASED ON OUR VACANCIES.

BUT OUR CONSULTANT, UM, IS CURRENTLY TELLING US THAT THEY ANTICIPATE ALMOST A 30% INCREASE NEXT YEAR.

WHAT COULD BE, UM, ABOUT 1.8 MILLION.

ALSO WITH THE INCREASED, UM, RATES WE'LL HAVE TO LOOK AT OR PAY RANGES, WE'LL HAVE TO LOOK AT THE FIRE, UM, OVER TIME, AND THAT MAY NEED TO BE ADJUSTED.

SO THESE ARE ALL THE THINGS THAT WE'RE GONNA BE LOOKING AT AS WE'RE BUDGETING FOR FISCAL YEAR 2024, AND ALSO REVIEWING HOW WE WILL REMAIN COMPETITIVE.

UM, YOU KNOW, I ALSO WANNA SAY, UM, WITH THIS ITEM THAT WE'RE THESE ITEMS THAT WE'RE VOTING ON TODAY, I KNOW FOR A FACT THAT WE'VE GOT IT RIGHT.

IT'S HARD TO ACTUALLY PUT A PRICE TAG ON POLICE OFFICERS AND FIREFIGHTERS WHO SHOW UP TO WORK EVERY

DAY AND RESPOND TO DANGEROUS CALLS, NOT KNOWING WHAT THEY'LL BE FACED WITH THAT DAY.

AND WE SAW A LOT OF THAT TAKE PLACE, UH, HERE RECENTLY WITH OUR, OUR, UH, PUBLIC SAFETY OFFICIALS, PARTICULARLY, UH, IN POLICE.

UH, DESPITE ANY NARRATIVES ABOUT THIS ISSUE AND, AND ABOUT THIS COUNCIL, UH, THOSE NARRATIVES IN NO WAY REFLECTED OUR TRUE HEART COMMITMENT AND LOVE FOR OUR DEDICATED AND LOYAL MEN AND WOMEN WHO NOT ONLY PUT ON THAT UNIFORM FORM, BUT WHO ALSO RISKED THEIR LIVES EVERY DAY TO PROTECT MISSOURI CITY, UH, CITIZENS IN THE STAKEHOLDERS.
