AMENDING ORDINANCE NUMBER OH 2316, PROVIDING THE ADOPTED PAY PLAN FOR FULL-TIME NON-EXEMPT PERSONNEL AND EXEMPT PERSONNEL, EXCLUDING CIVIL SERVICE, FIRE PERSONNEL, AND POLICE PERSONNEL, AND EMPLOY APPOINTED EMPLOYEES PROVIDING AN EFFECTIVE DATE, PROVIDING FOR REPEAL AND PROVIDING FOR SEVERABILITY.

UH, THIS WILL BE BRIEF.

UH, AS YOU KNOW, YOU APPROVED A REVISED PAY PLAN FOR NON-CIVIL SERVICE ON MAY 5TH, AND THAT WAS EFFECTIVE MAY 7TH.

DURING IMPLEMENTATION OF THE SALARY STUDY, UH, AND PAY FOR EMPLOYEES, THERE WERE SOME, UM, ADJUSTMENTS THAT WE FOUND WERE NEEDED TO THE PAY PLAN.

THE FIRST ONE BEING THE POLICE CADET.

THE POLICE CADET WAS NOT ON THE NON-CIVIL SERVICE PAY PLAN, AND BECAUSE IT'S A NON-CIVIL SERVICE POSITION, WE NEEDED TO ADD THAT TO IT.

ALSO, THE TELECOMMUNICATIONS OFFICER, THE BEGINNING SALARY WAS NOT CORRECT.

THERE WAS SOME ACTION THAT WAS TAKEN, UM, IN A PREVIOUS FISCAL YEAR TO INCREASE SALARIES, BUT THAT WAS NOT A PART OF THE, UM, PAY PLAN, BUT WHAT WAS GIVEN TO THE INDIVIDUAL, UM, EMPLOYEES.

AND SO WE HAD TO MAKE SURE THAT THE MINIMUM SALARY ON THE DBM WAS CORRECT.

WE ALSO HAD A POSITION THAT WAS MOVED INTO A PREMIUM POSITION BASED ON THE CERTIFICATIONS, UM, THAT WERE NEEDED.

AND, UM, THE DIFFICULTY IN HIRING FOR THAT POSITION.

AND ALTHOUGH THE POSITION WAS IN THE CORRECT PAY BAN, UM, THE, THE SALARY THAT WAS PRESENTED WAS NOT THE CORRECT SALARY.

AND THEN THERE WERE SOME DUPLICATIONS OF SOME OF, UH, THE POSITIONS.

I WILL STATE THAT AGAIN, WE ARE HAPPY TO HAVE OUR NEW HR DIRECTOR ON BOARD AND THROUGH THE IMPLEMENTATION PROCESS, WE DID HAVE ADDITIONAL EYES THAT WERE ABLE TO TAKE AN IN-DEPTH LOOK AT IT, AND THAT'S WHEN WE FOUND THESE, UM, ISSUES.

AND SO WE'RE HERE TONIGHT TO CORRECT, BASICALLY JUST CORRECT THESE THINGS IN THE PAY PLAN.

UH, LAKE COLUMBIA TRAFFIC SIGNALS AND ROUNDABOUTS, PRELIMINARY ENGINEERING REPORT.

UH, WE HAVE A PRESENTATION BY MARCUS SNOW, ASSISTANT CITY ENGINEER.

UM, IT'S MY PLEASURE TO PRESENT TO YOU JUST A VERY BRIEF UPDATE ON, UH, THE LAKE OLYMPIA TRAFFIC, UH, SIGNALS AND ROUNDABOUTS, AND THE RESULTS OF OUR PRELIMINARY ENGINEERING REPORT AND PRESENTATION TO THE HOA.

SO JUST A BIT OF BRIEF PROJECT HISTORY.

SO A TRAFFIC SIGNAL, UH, WARRANT STUDY WAS CONDUCTED BACK IN, UH, FY 21, AND IT WAS DETERMINED THAT TRAFFIC CONTROL WAS WARRANTED FOR THESE THREE INTERSECTIONS HERE ON LAKE OLYMPIA.

UH, CAN WE, HOLD ON, CAN WE GET THE MICROPHONE PLEASE? IS THIS HARD TO HEAR YOU? IS THIS BETTER? YES, SIR.

UM, TRAFFIC SIGNAL WARRANT STUDY WAS CONDUCTED BACK IN FY 21, AND IT WAS DETERMINED THAT TRAFFIC CONTROL FOR THESE THREE INTERSECTIONS WAS WARRANTED, UH, DUE TO SAFETY CONCERNS.

SO, UH, 2 MILLION WAS FUNDED THROUGH OUR BOND PROGRAM TO ADDRESS THIS ISSUE.

AFTER THE INITIAL ENGINEERING STUDY AND THEN DISCUSSIONS WITH THE HOA, WE REVIEWED OPTIONS FOR BOTH A ROUNDABOUT AND TRAFFIC SIGNALS.

UH, THOSE OPTIONS WERE EVALUATED, UH, THROUGH A SERIES OF FEASIBILITY CRITERIA.

THERE WE ARE.

ALL RIGHT, BRIEFLY GOING OVER THE PROJECT LIMITS.

SO THIS IS LAKE OLYMPIA.

WE'RE LOOKING AT CROW VALLEY OUT ON THE WEST SIDE, UH, SWAN ISLAND BOULEVARD, UH, CENTRALLY AND MISTY HOLLOW ON THE EAST.

SO THERE ARE TWO GENERAL OPTIONS THAT WERE EVALUATED.

UH, ONE WAS TRAFFIC SIGNALS.

THOSE ARE OPTIONS.

ONE A AND ONE B.

ONE B JUST LOOKS TO ADD IN A COUPLE OF TURN LANES AT MISTY HOLLOW.

UH, RIGHT TURN ON SOUTHBOUND AND THEN RIGHT TURN ON WESTBOUND FOR LAKE OLYMPIA.

AND THEN ALTERNATIVE TWO, WE EVALUATED ROUNDABOUTS.

WE EVALUATED BOTH ONE LANE AND TWO LANE ROUNDABOUTS.

SO GOING THROUGH THE ANALYSIS BRIEFLY, UH, OUR CONSULTANT MODELED BOTH FIVE AND 10 YEAR GROWTH TRAFFIC DEMAND.

UH, SOME OF THE SAFETY EVALUATIONS WE CONSIDERED WERE MOST IMPORTANTLY POTENTIAL CRASH POINTS.

UM, THERE'S DIFFERENT POTENTIAL CRASH POINTS BETWEEN ROUNDABOUTS AND, UH, SIGNALIZE INTERSECTIONS.

WE WEIGHED THAT AGAINST SOME OF THE CONSTRAINTS IN THE AREA, SUCH AS RIGHT OF WAY ACQUISITION, UTILITY CONFLICTS, UH, COSTS BETWEEN THE VARIOUS OPTIONS, AND THEN POTENTIAL PEDESTRIAN AND BIKE TRAFFIC MOVING FORWARD, LOOKING AT THE COSTS AND THEN ESTIMATED CONSTRUCTION TIME.

SO ALTERNATIVE ZERO, THE NO BUILD OPTION.

THIS ISN'T REALLY AN OPTION, IT'S NOT SOMETHING WE WERE CONSIDERING.

WE JUST USE THAT AS A BASELINE.

SO WITH THAT, AS WE LOOK AT OUR OTHER OPTIONS, WE CAN SEE TO WHAT BENEFIT DO WE BRING TO THE CITY BY PURSUING THESE.

SO OPTIONS ONE, THESE ARE SIGNALIZED OPTIONS.

IN GENERAL, WE SEE SIGNIFICANT IMPROVEMENT.

UH, IF WE LOOK AT THE AVERAGE 10 YEAR DELAY AT ALTERNATIVE ZERO OR NO BUILD OPTION, WE'RE GONNA BE LOOKING AT ABOUT THREE MINUTES.

ON AVERAGE DELAY PER INTERSECTION, THAT'S A FAIRLY LONG TIME TO WAITING TO GET ACROSS THIS AREA.

SIGNALS WILL BRING THAT DOWN TO 41 SECONDS ON AVERAGE, UH, FOR JUST SIGNALS AT ALL THE LOCATIONS.

WE DID NOTICE THOUGH THAT MISTY HOLLOW HAD, UH, NOTABLY STILL SOME PRETTY LONG WAIT TIMES.

SO WE EVALUATED ADDING IN THOSE RIGHT TURN LANES TO MISTY HOLLOW, AND THAT BROUGHT DOWN THE AVERAGE WAIT TIME FROM 41 SECONDS TO 23 SECONDS PER INTERSECTION.

LOOKING AT OUR OTHER OPTIONS, OUR ONE IN TWO LANE ROUNDABOUTS, WE CAN SEE THAT THE ONE LANE ROUNDABOUT OPTION, UH, GOING OUT 10 YEARS, WE'RE GONNA BE WAITING 110 SECONDS ON AVERAGE PER INTERSECTION, IT'S ALMOST TWO MINUTES PER INTERSECTION.

UH, OPTION TWO B ARE TWO-LANE ROUNDABOUTS.

WE'RE GONNA NOTE SOME VAST IMPROVEMENT OVER THAT THREE MINUTE, UH, WAIT TIME.

WE'RE GONNA BE LOOKING AT 13 SECONDS, AVERAGE WAIT TIME PER INTERSECTION.

HOWEVER, WHERE A LOT OF IT COMES DOWN TO IS COST.

SO THOSE TWO-LANE ROUNDABOUTS, THAT'S GONNA COST US AROUND 1.5 MILLION PER ROUNDABOUT FOR A TOTAL COST OF 4.5 MILLION.

UH, THIS IS IN COMPARISON TO THE $1.7 MILLION FOR THE SIGNALIZE INTERSECTIONS.

AND THEN ADDING IN THOSE TWO RIGHT TURN LANES AT MISTY HOLLOW.

ADDITIONALLY, THAT TWO-LANE ROUNDABOUT ROUNDABOUTS JUST TAKE UP A LOT MORE SPACE, HAS A LARGER FOOTPRINT.

WE'RE GONNA BE LOOKING, IF WE WERE TO GO WITH THAT OPTION, WE WOULD BE LOOKING AT, UH, PROPERTY ACQUISITION.

UM, DEFINITELY SOME UTILITY CONFLICTS AND NOT JUST, I MEAN, UN IT'S NOT JUST EXPANSION OF RIGHT OF WAY.

THIS WOULD START MOVING INTO PEOPLE'S YARDS WITH THOSE TWO-LANE ROUNDABOUTS,

THAT BECOMES A, BECOMES A SIGNIFICANT OBSTACLE FOR CONSTRUCTION.

SO IN EVALUATION, WE LOOKED AT ALL OF THESE AND THEN WE TOOK, UH, OUR OPTIONS OUT TO THE LAKE OLYMPIA HOA.

IN GENERAL, THE HOA WAS VERY SUPPORTIVE OF THE INFORMATION WE PROVIDED THEM.

UH, THEY PROVIDED US SOME VERY GOOD FEEDBACK.

SOME OF THE THINGS THEY WERE INTERESTED IN, UH, BEYOND THE DISCUSSION OF WHETHER TO GO WITH A SIGNALIZE INTERSECTION OR A ROUNDABOUT.

THEY'RE VERY INTERESTED IN TRUCK TRAFFIC AND SOME OF THE VEHICULAR SPEEDS MOVING THROUGH THE AREA.

WE'RE VERY SENSITIVE TO THAT.

AND AS THIS PROJECT MOVES FORWARD AFTER THE IMPLEMENTATION OF THE RECOMMENDED ALTERNATIVE, WE'RE GONNA CONTINUE TO MONITOR FOR THOSE, UH, ACTIVITIES HAPPENING ALONG THIS CORRIDOR.

AND WE LOOK TO TAKE ACTION GOING FORWARD ON THAT.

BUT WE PRESENTED THESE OPTIONS TO THE HOA AND REVIEWED THEM INTERNALLY.

AND ROUNDABOUTS WERE JUST NOT FEASIBLE.

WE DETERMINED THROUGH SOME OF THIS ANALYSIS, MAINLY BECAUSE OF RIGHT AWAY ACQUISITION, BUT ALSO DELAYING IMPLEMENTATION.

I DIDN'T POINT THAT OUT ON THE PREVIOUS SLIDE.

IF WE GO BACK, UM, OUR ROUNDABOUT OPTIONS, THOSE GONNA BE AROUND TWO YEARS IN CONSTRUCTION TIME.

AGAIN, I NOTE THAT'S CONSTRUCTION TIME.

THAT'S NOT DESIGN, THAT'S NOT BIDDING, THAT'S CONSTRUCTION.

SO WE STILL HAVE TO GO THROUGH DESIGN AND BIDDING.

THAT'S GONNA BE STANDARD FOR ALL THESE OPTIONS, TWO YEARS FOR CONSTRUCTION, THAT THAT'S AS OPPOSED TO SIX MONTHS FOR THE IMPLEMENTATION OF TRAFFIC SIGNALS.

TRAFFIC SIGNALS GET ON THE GROUND AND START HELPING OUR CITIZENS FAR FASTER THAN ROUNDABOUTS WOULD IN THIS INSTANCE.

SO DUE TO THE RIGHT OF WAY ACQUISITION NEEDS DUE TO THIS DELAY IN IMPLEMENTATION, AND MOST CERTAINLY DUE TO THE CONSTRUCTION COST, AGAIN, 1.7 MILLION AS OPPOSED TO 4.5 MILLION, UH, STAFF WILL PROCEED WITH ALTERNATIVE B SIGNALS AND RIGHT TURN LANES AS THE PREFERRED OPTION.

SO IN GENERAL, OUR RESIDENTS DID CONCUR WITH THE APPRO, THE PROPOSED APPROACH, UH, WITH SOME OF THOSE OTHER, UH, LARGE VEHICLE AND SPEEDING TRAFFIC, UH, COMMENTS, WHICH WE'VE NOTED AND WILL LOOK TO ADDRESS IN THE FUTURE.

WE FEEL THAT OPTION B REALLY PROVIDES THE BEST, UH, BALANCE OF CAPACITY, BRINGING DOWN THOSE WAIT TIMES WITH SAFETY AND COST.

SO, LIKE I SAID, LOOKING FOR A BRIEF, UH, PRESENTATION.

AND, UH, WE RECEIVED A LOT OF POSITIVE FEEDBACK FROM THEM BOTH IN THE CONSIDERATION OF, UH, WHETHER, WHICH OF THE TWO GENERAL OPTIONS TO GO WITH, UH, THE MAJORITY OF THE DISCUSSION DID REVOLVE AROUND, UM, TRUCK TRAFFIC AND SPEEDING, WHICH WE ARE GONNA LOOK TO ADDRESS IN THE FUTURE.

AFTER WE GET SOME MORE DATA FROM THIS.

WE DO HAVE SOME SPEED DATA, UH, FROM BEFORE ANY CHANGES WE MAKE.

UH, AFTER WE INSTALL THE, UH, SIGNALIZE INTERSECTIONS, WE'RE GONNA GATHER SOME MORE SPEED DATA, SEE HOW THINGS HAVE CHANGED.

CUZ BY CHANGING THAT INTERSECTION, WE CHANGE THINGS.

SO CHANGE THOSE THREE INTERSECTIONS, GET SOME MORE DATA, LOOK AT THAT DELTA, AND THEN, UH, GENERATE ALTERNATIVES FROM THERE.

YEAH, I I, I DO AGREE THOUGH THAT, YOU KNOW, WITH THE TIMEFRAME OF SIX MONTHS TO TWO YEARS AND THE COST FACTOR, UH, IT'S PROBABLY THE BEST APPROACH.

SO I THINK, UH, YOU KNOW, AND IF YOU GO BACK AND I, I THINK IF YOU LOOK AT THE, UH, THE ANALYSIS THAT YOU DID,
