AND DURING THAT MEETING, THE COMMISSION, UH, PROVIDED A NEGATIVE RECOMMENDATION TO COUNCIL DUE TO THE SITE LOCATION AND THE NEGATIVE IMPACT THAT THE RESIDENTS ON FLICKER DRIVE WOULD RE WOULD RECEIVE.

UH, DUE TO THE LOCATION ON MAY 17TH, I'M SORRY.

YEAH, MAY 17TH, I BELIEVE, UH, THE MUD, MUD 26TH MET TO CONSIDER, UM, TO CONSIDER CONSTRUCTION, UH, FOR SEWER LINES SO THAT THE RESIDENTS ON FLICKER DRIVE WOULD RECEIVE SERVICE.

AND, UH, THEY ALSO PROVIDED TWO OPTIONS FOR THE SITE LOCATION.

AND THAT IS WHAT, UH, WE ARE HERE FOR.

AND, UH, STAFF DOES STILL PROVIDES A POSITIVE RECOMMENDATION.

SO THEY PROVIDED ALTERNATE LOCATIONS, BUT THEY, BUT I THOUGHT THAT THEY LOOKED AT ALTERNATIVES, BUT THEY DECIDED THAT THIS ONE WAS THE ONLY OPTION THEY HAD.

AND THE LOCATION ON FLICKER STREET WOULD BE MORE ACCESSIBLE TO WHERE WHAT THEY NEED.

THEY ALSO PROVIDED A STATE OF A STATEMENT OF NEED AS WELL.

I WILL TELL YOU THAT, UM, REALLY THE MAIN REASON THAT IT IS, UH, PARTICULARLY IMPORTANT FOR FORT BEND 26 TO CONSTRUCT THE LIFT STATION ON THIS SITE IS BECAUSE IT'S

700,000 TO A MILLION DOLLARS CHEAPER, UM, THAN IT IS, UH, TO CONSTRUCT THIS, THE LIFT STATION ON SITES TWO OR THREE.

AND IT ALSO AVOIDS THE CONSTRUCTION OF KIND OF LINES THAT BASICALLY RUN BACK AND FORTH, UM, THAT THE DISTRICT WOULD BE RESPONSIBLE FOR, YOU KNOW, OWNING, OPERATING, MAINTAINING IN PERPETUITY.

UM, THE SITE OBVIOUSLY BACKS UP TO THE FIRE STATION.

IT IS THE ONE RESIDENCE THAT IT IS ADJACENT TO IS LOCATED IN THE DISTRICT.

THE SITE IS LOCATED IN THE DISTRICT.

AND TO MY KNOWLEDGE, WE'VE RECEIVED NO OBJECTION FROM THE, UM, RESIDENT WHO LIVES ADJACENT TO THE SITE.

UM, I WILL TELL YOU, I SPOKE PERSONALLY WITH MR. JMO, UM, REGARDING HIS CONCERNS.

I BELIEVE HE WAS THE ORGANIZER OF THE, THE, THE, THE COUPLE OF NEIGHBORS WHO, UM, WERE CONCERNED.

UM, I'VE SPOKEN WITH HIM PREVIOUSLY AND WITH MR. NITO, UM, AND HIS SON WHO, WHO THIS KIND OF GOES BACK, UM, A COUPLE OF YEARS.

THEY HAVE REQUESTED SERVICE FROM THE DISTRICT IN THE PAST.

THE DISTRICT HAS AGREED TO PROVIDE SERVICE, UM, SO LONG AS THEY WERE WILLING TO PAY THE COST ASSOCIATED WITH EXTENDING SERVICE.

THESE, THESE RESIDENTS DON'T LIVE IN THE DISTRICT, THEY'RE NOT DISTRICT TAXPAYERS.

THEY HAVEN'T CONTRIBUTED TOWARDS THE COST OF THE PLANTS OR ANYTHING ALONG THOSE LINES.

SO THAT IS WHY THE DISTRICT HAS NOT EXTENDED SERVICE.

UM, OBVIOUSLY THE, THE TAXPAYERS IN THE DISTRICT DON'T WANNA BEAR THE COST OF PROVIDING FREE SERVICE TO, TO NON-TAX PAYERS.

BUT I WILL SAY WE HAD A FAIR AMOUNT OF DISCUSSION AT THE BOARD MEETING, THE MUD BOARD MEETING, UM, IN BETWEEN THESE, THESE TWO MEETINGS.

AND THE BOARD IS WILLING TO CONSIDER, OR IS WILLING TO EXTEND, UM, THE LINES DOWN FLICKER AND TO PROVIDE SERVICE TO THOSE RESIDENTS ON AN OUTER DISTRICT BASIS.

AND I WILL TELL YOU THAT THE DISTRICT ENGINEER IS HERE AND THE PLANS HAVE ALREADY BEEN PREPARED, AND THE LINE IS INCLUDED IN THE PROJECT.

AND WE HAVE A FULL PLAN SET, TWO COPIES OF THE FULL PLAN SET HERE.

UM, IF ANYONE WOULD LIKE TO SEE THOSE PLANS, OBVIOUSLY ENGINEERING CANNOT ACCEPT THEM UNTIL, UH, THE SPECIAL USE PERMIT, UH, IS APPROVED.

EVEN THOUGH WE DID, WE DID MAKE AN EFFORT TO SEND THEM IN.

SO YOU'RE SAYING THAT THE LIFT STATION IN CONJUNCTION WITH THOSE LINES BEING LAID WILL ALL BE DONE PRETTY MUCH AT THE SAME TIME? IT WILL BE PART OF THE SAME PROJECT, THE SAME CONTRACTOR.

THE, THE SEWAGE FROM MR. GMO'S HOME WILL ENTER THE NEW LIFT STATION TO BE CONSTRUCTED AND THEN BE PUMPED TO THE PLANT SO THAT THE LIFT STATION WILL SERVE THE RESIDENTS ON THAT STREET.

UH, THIS IS AN ORIGINAL SEWER LINE IN THE DISTRICT THAT HAS BEEN REPAIRED MULTIPLE TIMES NOW.

AND THE ENGINEERS HAVE DETERMINED THAT IT IS NOT IN THE BENEFIT OF THE COMMUNITY TO CONTINUE TO PERFORM THESE REPAIRS.

SO FOR THE LAST SEVERAL MONTHS, WE HAVE HAD A TEMPORARY GENERATOR, TEMPORARY PUMPING IN SOMEONE'S FRONT YARD BECAUSE THERE IT IS THE ONLY TEMPORARY WAY TO KEEP THESE THOUSAND HOMES THAT ARE RECEIVING SERVICE, UM, OPERATIONAL.

SO, UM, IT'S OBVIOUSLY, IT'S A REALLY IMPORTANT PROJECT TO KEEP PEOPLE FLUSHING THEIR TOILETS.

UM, IT'S MY UNDERSTANDING THAT THAT WOULD COME AT, UM, A CONSIDERABLE EXPENSE AND POSSIBLY REQUIRE THE CONSTRUCTION OF AN ADDITIONAL, UM, LIFT STATION.

AND THEN THE SECOND QUESTION I HAD IS, YOU JUST SAID THAT THIS LIFT STATION WILL SERVICE A THOUSAND HOMES? CORRECT.

THERE ARE A THOUSAND HOMES THAT ARE SERVED.

IT IS THE NEIGHBORHOODS OF, UH, BRADFORD VILLAGE, QUAIL, GREEN WEST, AND PEBBLEBROOK, THAT ALL ARE SERVED BY THE SANITARY SEWER LINE THAT HAS, HAS FAILED AND IS UNDER TEMPORARY REPAIR.

AND THAT, THAT WASTE WILL BE DIVERTED THROUGH THIS LIFT STATION AND THEN DIRECTLY TO THE DISTRICT'S WASTEWATER TREATMENT PLANT, UM, TO ESSENTIALLY AVOID THE CONTINUED FAILURES THAT WE'VE HAD WITH THIS LINE.

AND MYSELF AND MANU, UH, WILL BE PRESENTING THESE PLANS AT TEXAS, UH, AP, UH, A P W.

SO THIS IS, THIS IS A VERY IMPRESSIVE FEAT, UM, THAT, THAT WE'VE IN, THAT WE'VE COMPLETED TOGETHER AND WE GET TO SHOW OFF FOR THE CITY.

UH, ONE IN MARCH, TWO IN APRIL.

AND THEN ACTUALLY, WE, I SHOULD HAVE ADDED THIS ON THERE, NUMBER FIVE WAS LAST MONTH.

UH, WHEN WE INITIALLY PRESENTED THIS PLAN TO YOU, THAT WAS ANOTHER OPPORTUNITY PER THE PUBLIC TO ENGAGE WITHIN THIS PLAN.

AND TONIGHT IS ANOTHER OPPORTUNITY TOO.

THE 2015 UPDATED THE TS MASTER PLAN WITH THE TMC AND THE WIRELESS COMMUNICATIONS WAS ALREADY THERE.

I KNOW THIS BECAUSE THE FIRM THAT I WAS WITH BEFORE, WE DESIGNED IT BOTH PHASE ONE AND PHASE TWO.

AND BACK THEN, THE PURPOSE OF PUTTING IN THE WIRELESS WAS A FEW REASONS.

THEY HAD LIMITED BUDGET.

FIBER WAS EXPENSIVE.

WIRELESS WAS KIND OF THE HOT THING, AND WE COULD DO RAPID DEPLOYMENT.

SO THE WIRELESS WAS QUICK, CAN BE INSTALLED QUICKLY.

UM, AT THE TIME IT WAS FAIRLY CHEAP COMPARED TO FIBER.

AND WE USED THE FASTEST WIRELESS TECHNOLOGY AT THE TIME.

TODAY, OBVIOUSLY THAT WIRELESS TECHNOLOGY IS SO MUCH MORE ADVANCED 10 YEARS FROM NOW, SAME THING.

IT'LL BE SO MUCH MORE ADVANCED THAN IT IS TODAY.

SO AS WE'RE TALKING ABOUT LAND USE, AS WE'RE TALKING ABOUT OUR GOALS, UM, THESE ARE REALITIES OF THESE PROPERTIES.

UM, WHAT IS THE BEST AND HIGHEST USE FOR THEM? HOW CAN THEY BE DEVELOPED? SHOULD THEY BE DEVELOPED? WHAT IS THE APPROPRIATE, UH, ZONING, UH, FOR THESE PROPERTIES? SO I'M JUST GONNA KIND OF SCROLL THROUGH.

LIKE I SAID, I'M NOT GONNA GO INTO DETAIL ON ALL OF THESE AREAS, BUT THIS JUST GIVES YOU AN IDEA, UM, OF, UH, THE SMALL, UH, PROPERTIES THAT ARE THROUGHOUT OUR CITY.

THIS IS HIGHWAY 90, UM, NEAR SOUTH CRAVENS, UM, OR TEXAS PARKWAY, I APOLOGIZE.

NORTH OF BUFFALO RUNS.

SO RIGHT UP THE STREET FROM THE CITY HALL THAT WE'RE AT RIGHT NOW.

CARTRIGHT ROAD, UM, AND NEAR THE INTERSECTION, CARTRIGHT ROAD IN TEXAS PARKWAY.

SIMILAR, UH, SITUATION.

THERE'S A HUGE PIECE OF PROPERTY, NOT HUGE.

THERE'S ABOUT MAYBE 30 ACRES, UM, JUST SOUTH OF GLEN LAKES, EAST OF GLEN LAKES, UM, ALONG HIGHWAY SIX.

IF YOU'RE DRIVING 50 MILES, 60 MILES, UM, AN HOUR DOWN HIGHWAY SIX, YOU MAY NOT PAY A WHOLE LOT OF ATTENTION, UM, TO IT.

BUT, UH, IT IS A, A PIECE OF PROPERTY ALMOST IN THE HEART OF THE CITY THAT HAS YET TO BE, UH, DEVELOPED.

SENIOR ROAD, UH, BEHIND HOUSTON GARDEN CENTER ON HIGHWAY SIX, UM, IS ANOTHER AREA, UM, UH, THAT IS OUT THERE.

AND THEN WE'RE JUST GOING FURTHER EAST, UH, FORT BENTO ROAD, HIGHWAY SIX AND VICKSBURG AREA.

AND THEN, UH, THE AREA THAT WE WILL BE FOCUSING ON AS WELL AS THAT NIGHT ROAD, UM, EXPANSION THAT I THINK WE'VE TALKED ABOUT EVERY MEETING SINCE IT OPENED.

UM, BUT AS THAT EXPANSION OPENS, AS IT PROVIDES GREATER ACCESS, UM, IN MOBILITY FROM THE SOUTH SIDE OF THE CITY GOING UP TO AND CONNECTING TO HIGHWAY SIX, IT OPENS UP THAT LAND SURROUNDING IT, UM, MAKING IT MORE ATTRACTIVE, UH, TO DEVELOP.

UM, AND SO THERE ARE CHALLENGES OUT THERE, UM, THAT WE WILL HAVE TO DISCUSS.

UM, BUT THEN ALSO HOW BEST TO POSITION, UH, THIS AREA, UH, FOR DEVELOPMENT TO MEET, UH, THE CITY'S GOALS.

OKAY? AND THEN THIS IS THE AREA TO THE EAST OF THE CITY NEAR DARBY LANE AND HIGHWAY SIX.

OKAY, SO THIS IS A PIECE, UH, AS WE GO THROUGH THE COMPREHENSIVE PLAN IS, UM, ONE OF THIS, THIS IS PART OF THE TEACHABLE MOMENTS OF, YOU KNOW, WHAT ARE WE DOING WITH THE CONFERENCE PLAN,

WHAT ARE WE DOING WITH THE ZONING ORDINANCE AND ALL OF THAT.

BECAUSE THERE ARE CERTAIN, UH, TOOLS THAT THE CITY CAN USE THAT CONTROL AND CREATE THE REGULATORY ENVIRONMENT, UM, FOR DEVELOPMENT.

THERE ARE OTHER THINGS THAT THE CITY CAN DIRECTLY CONTROL BUT CAN INFLUENCE.

UM, AND SO I THINK THIS IS A GOOD KIND OF, UM, SHEET TO BE MINDFUL OF FOR THE COMMISSION.

UM, AND THEN FOR THE PUBLIC AS WELL AS WE GO FORWARD.

BECAUSE AS WE TALK ABOUT WHAT OUR SITUATION IS, WHAT, AS WE TALK ABOUT, WHAT OUR GOALS ARE, UNDERSTANDING KIND OF THE TOOLS THAT WE CAN WIELD, WHAT WE CAN EXPAND ON, AND HOW BEST, UM, WE CAN, UH, POSITION, UH, THOSE TOOLS.

OKAY? AND SO WE PRESENTED THIS TO THE COMMISSION.

MARCUS IS SEEING THIS FOR THE FIRST TIME, I THINK, UM, BUT I'M NOT GONNA PUT HIM ON THE SPOT, BUT THIS IS, UM, THIS WILL BE SOME INFORMATION FOR THE COMMISSION AS WELL, BECAUSE WHEN WE'RE TALKING ABOUT LAND USE, UH, DECISIONS, SOME OF THE CASES THAT HAVE COME BEFORE YOU ALL, UM, UTILITY PROVISION, HOW WE FUND OUR UTILITY, HOW WE EXPAND OUR UTILITIES, ARE PART OF THAT DISCUSSION.

AND SOME, I'M GONNA PUT MARCUS ON THE SPOT, IF YOU WANTED TO SAY ANYTHING BRIEFLY, I HAVE TO READ THE SLIDE FIRST.

TO ME, GROWTH DEMANDS HAS BEEN A CHALLENGE.

UM, DEVELOPERS MOVE AT A VERY RAPID TIMETABLE.

THEY, THEY MOVE AT THE PACE OF ECONOMICS, UH, INFRASTRUCTURE MOVES AT THE PACE OF SAFETY AND FUNDING AVAILABILITY.

AND SO WHEN WE, WHEN, WHEN, UH, DEVELOPER IS READY TO MOVE ON A PIECE OF LAND, IF THE CITY HASN'T ALREADY DEDICATED, YOU KNOW, UTILITIES FOR THAT AREA, UH, WE HAVE TO LOOK AT AT WHERE IT MIGHT LIE WITHIN OUR CURRENT PLAN.

IF, IF THERE'S WATER AVAILABLE, IF THERE'S SEWER AVAILABLE, IF THERE'S NEITHER OF THOSE AVAILABLE, WHAT DOES IT TAKE TO GET THOSE THERE? UM, AND SOMETIMES TO GET, UH, FUNDING AND DESIGN AND, UH, RIGHT OF WAY ACQUISITION LINED UP, THAT COULD BE ON THE OUTSIDE A TWO YEAR PROCESS.

SO BEING ABLE TO PLAN DEVELOPMENT AHEAD OF TIME AND HAVE THE UTILITIES IN PLACE AND READY FOR THE DEVELOPERS IS, IS KEY TO STRUCTURED GROWTH WITHIN THE CITY.

UH, WHEN, WHEN UNSTRUCTURED GROWTH OCCURS, WHEN, WHEN DEVELOPERS, UH, COME IN AT, AT ALL DIFFERENT ANGLES AND SIDES, UH, AS THEY'RE SOMETIMES WANT TO DO, UH, THAT'S WHERE, UH, WE GET INTO ANNEXATION REQUESTS FOR MUDS, WHERE, WHERE MAYBE A MUD IS ADJACENT, UH, TO A DEVELOPABLE SITE.

AND THE MUD WILL SAY, WELL, IF THE CITY ISN'T AVAILABLE, IF THE CITY ISN'T READY TO PROVIDE SERVICE, WE ARE.

AND THOSE KIND OF, UH, THE, THE SITE DOES GET DEVELOPED, BUT THEN THE TAX REVENUE, UH, DOESN'T NECESSARILY ALL COME TO THE CITY IN THAT INSTANCE.

UH, THE DISTRICTS DO TAKE THEIR PORTION OF IT, AND IF THEY'RE PROVIDING UTILITIES, THEY RIGHTLY SHOULD.

UM, SO THESE ARE CONSIDERATIONS MOVING FORWARD.

AND IT'S, IT'S ALMOST A CHICKEN AND AN EGG OR, OR MAYBE FIELD OF DREAMS MIGHT BE A BETTER WAY, UH, TO PLACE IT.

IF WE BUILD THE UTILITIES OUT THERE.

IF WE MAKE THIS MULTI-MILLION DOLLAR CAPITAL INVESTMENT IN AN AREA, DOES THAT MEAN THE DEVELOPERS WILL COME? AND IF THE DEVELOPERS COME IN AN AREA WHERE WE'RE NOT PREPARED, WHERE THE CONSEQUENCES AND RAMIFICATIONS OF THAT.

SO IT'S A, IT'S A VERY COMPLEX AND CONSTANTLY MOVING PROCESS.

UM, AND SO AS WE'RE TALKING ABOUT OUR EXISTING LAND USE, WHAT WE HAVE AVAILABLE, UM, TO MEET THE, THE GROWTH NEEDS OF THE FUTURE TO MEET THE DESIRES OF THE FUTURE, THE OTHER AREAS, UM, THAT ARE KIND OF SILENT, THAT ARE NEEDED FOR OUR COMMUNITY, UM, MAY BE AREAS THAT MAY PULL PROPERTY OFF OF THE TAX ROLES.

AND SO THOSE ARE PROPERTIES SUCH AS PLACES OF ASSEMBLIES, OUR RELIGIOUS INSTITUTIONS, UM, OUR CHURCHES, OUR EDUCATIONAL FACILITIES.

IT MAY BE PUBLIC FACILITIES.

UM, THOSE ALL RIGHT NOW UNDER ZONING FALL UNDER SPECIFIC USE PERMITS.

SO WHEN THE COMMISSION, WHEN THEY'RE BROUGHT TO THE COMMISSION, THEY COME IN THE FORM OF SEEKING APPROVAL FOR A SPECIFIC USE PERMIT, WHICH ARE SITE SPECIFIC, UM, KIND OF CONSIDERATIONS.

SO ONE OF THE THINGS WE'LL BE LOOKING AT WITH A COMPREHENSIVE PLAN IS THE QUESTION OF WHERE IS THE APPROPRIATE LOCATION, UM, FOR THESE, UH, TYPES OF FACILITIES? AND THE COMMISSION.

THIS COMMISSION OVER THE LAST SEVERAL MONTHS HAS HAD, YOU KNOW, CONVERSATIONS, WE'VE TALKED ABOUT, UM, LOCATIONS THAT HAVE HAD TRAFFIC CONSTRAINTS

OR TRAFFIC ISSUES, TRAFFIC COMPLICATIONS, UTILITIES, UM, IS ANOTHER, UM, ISSUE AS WELL.

YOU KNOW, HIGHEST AND BEST USE OF LAND, UM, YOU KNOW, LAND THAT WE CAN POSITION, UH, TO HELP MEET OUR, OUR DESIRE TO BALANCE OUR TAX BASE.

UM, SO THERE'S, THERE'S A LOT OF DIFFERENT COMPONENTS IN THAT, BUT WE KNOW THAT THESE ARE PART OF THE INFRASTRUCTURE OF, OF OUR COMMUNITY THAT MAKE US, YOU KNOW, A FULL SERVICE COMMUNITY.

SO THE CONVERSATION WILL BE LOOKING AT KIND OF WHERE YOU, WHERE, UM, ARE THE APPROPRIATE SITE CONSIDERATIONS FOR THOSE TYPES OF LAND USES.

AND SO THEN FINALLY WHAT, UM, I'M GONNA PUT, UM, OUT THERE IS THERE WAS, UH, THE QUESTION ON THE COST RETURN OR THE COST IMPACT ON DEVELOPMENT, ON THE MOBILITY PLAN SIDE AND MAKING CHANGES TO THOSE PLANS.

AND ONE OF THE THINGS THAT WE'RE LOOKING AT WITH THE COMPREHENSIVE PLAN UPDATE, UM, IS ADDING AND CLARIFYING, UM, THAT FISCAL IMPACT.

UM, SO FISCAL IMPACT AND LAND USE ARE RELATED.

UM, SO THE DECISIONS THAT WE MAKE, UM, DO IMPACT, YOU KNOW, THE VALUE, THE RETURN, UM, THAT, THAT THAT PARTICULAR DEVELOPMENT OF PROPERTY CAN HAVE ON CITY SERVICES, ON CITY PROVISION, UM, YOU KNOW, OF ITS SERVICES, THE QUALITY OF LIFE.

UM, SO WE'RE LOOKING AT SOME MODELS, UM, OF FISCAL IMPACT ANALYSIS THAT WE WILL START TO APPLY TO OUR ZONING CASES, UM, SO THAT THE COMMISSION CAN HAVE A FULL KIND OF VIEW, UM, TO THE BEST THAT WE CAN PROVIDE, UM, OF WHAT THOSE POTENTIAL COSTS ARE.

UM, SO THERE MAY BE THINGS THAT FIT AND CHECK EVERY BOX.

THE SITE IS GREAT.

UM, YOU KNOW, IT, THE, THE LAND USE IS NOT A NUISANCE.

UM, IT'S COMPATIBLE, UM, WITH THE SURROUNDING COMMUNITIES.

UM, SO WHAT OUR GOAL IS, IS TO PROVIDE, UH, THIS COMMISSION WITH THAT INFORMATION, WITH THOSE RESOURCES, UM, AND MAKE SURE THAT IT'S COMPLETELY TIED WITHIN OUR COMPREHENSIVE PLAN.

SO IT'S TIED TO UTILITY PLANNING, IT'S TIED TO TRAFFIC PLANNING, MOBILITY PLANNING, AND HOW THE CITY INVESTS ITS RESOURCES, UM, OVER TIME.

UM, SO THAT'S JUST A, A LITTLE SNAPSHOT OF WHERE WE ARE.
