I AM HERE ON BEHALF OF ALL THE TAX PAYING RESIDENTS IN SIENNA MUD TWO THAT HAVE PROVIDED THEIR SIGNATURES ON A PETITION.

I WOULD LIKE TO PRESS UPON YOU THE DIFFICULTIES OF GOING DOOR TO DOOR, GETTING ORIGINAL SIGNATURES DURING THE WORST HEAT WAVE IN RECENT HISTORY DURING THE SUMMER WHEN A LOT OF PEOPLE ARE ON VACATION DURING THE TIME OF YEAR WITH INCREASED EMPTY HOMES AND REAL ESTATE SALES BECAUSE IT'S BETWEEN SCHOOL YEARS, BUT MOST IMPORTANTLY, DURING AN UNEXPECTEDLY VERY SHORT TIMEFRAME TO ORGANIZE A PROPER CONCERTED EFFORT TO EDUCATE AND TO ACHIEVE SIGNATURES.

THIS PETITION HAS 578 SIENNA MUD, TWO TAX PAYING SIGNATURES IN THREE WEEKS TIME.

RESIDENTS WERE VERY CONCERNED IN ALMOST EVERY SINGLE HOME THAT ANSWERED, AND THEY DID SIGN, AND PERHAPS THEY SIGN FOR THE WRONG REASONS BECAUSE THEY WANTED TO SAVE MONEY.

THAT WAS A BIG THING.

ONCE I SAID, WELL, YOUR WATER'S GOING TO GO UP, I SAID, NOT A LOT.

MAYBE $20 A MONTH.

WELL, THAT EQUATES TO TWO 40 A YEAR.

TAXES WILL GO UP 3 42 ON AVERAGE, SO MAYBE NOT THE RIGHT REASONS, BUT WE'RE IN A HURRY.

IT IS ADDRESSED.

THIS PETITION IS ADDRESSED TO THE HONORABLE MAYOR ROBIN ECLAC AND THE MISSOURI CITY COUNCIL.

WE RESPECTFULLY AND HUMBLY REQUEST A DELAY IN THE ANNEXATION OF SIENNA MUD TWO BY MISSOURI CITY.

THE TAX RATE INCREASE IS TOO HIGH.

WE DON'T WANNA PAY MORE THAN WHAT WE'RE PAYING NOW, AND EVERYONE UNDERSTANDS THAT MISSOURI CITY CAN AVOID ACQUIRING SIENNA'S MUD DEBT.

MISSOURI CITY NEEDS TO PROVIDE TRANSPARENCY, PROPER PUBLIC COMMUNICATION.

ON JUNE 21ST, THERE WERE THREE DOCUMENTS AVAILABLE FOR US TO LEARN ABOUT THIS TRANSITION THAT WASN'T EVEN TWO MONTHS AGO.

MOST IMPORTANTLY, A WORKABLE TRANSITION PLAN THAT IS COORDINATED AND AGREED UPON BETWEEN PARTIES.

THIS EFFORT TAKES ONE TO TWO YEARS, NOT TWO TO THREE MONTHS.

THE LACK OF OVERALL PLANNING OF ANSWERS NOT BEING READILY AVAILABLE IS UNACCEPTABLE.

LET'S SLOW DOWN.

IF THE ANNEXATION OCCURS AS PROJECTED SIENNA MUD TWO'S FUNDS WILL NO LONGER BE DEDICATED TO SIENNA MUD TWO, BUT RATHER MISSOURI CITY'S USE.

THIS IS UNACCEPTABLE AS WELL.

I THANK YOU FOR LISTENING AND I HAVE SINCE LEARNED THAT THE MUD TWO FUND, I LEARNED IT YESTERDAY, IS GOING TO STAY WITH SIENNA RESIDENTS, AND I THINK THAT'S GRACIOUS.

UM, SO Y'ALL TALKED ABOUT A 2019 FEASIBILITY STUDY, SO I WENT AND READ THAT ON YOUR WEBSITE TODAY, AND IT HAS AN APPENDIX C.

THE APPENDIX C TAKES YOU TO A 2015 FEASIBILITY STUDY, WHICH MAKES ME THINK THAT MAYBE THERE WASN'T ONE IN 2019.

THE FEASIBILITY STUDY IN 2015 HAD AN EXECUTIVE SUMMARY THAT SAID THAT CONSISTENT WITH THE 2011 RESULTS UNDER A TYPICAL ANNEXATION SCENARIO OF DISSOLVING THE DISTRICTS AND ASSUMING THEIR DEBT UPON ANNEXATION, THE PROPOSED ANNEXATION IS NOT COST EFFECTIVE AT THIS TIME.

ONE OF THOSE REASONS BEING A LACK OF REVENUE, PRIMARILY SALES TAX.

AND IF Y'ALL, THIS FEASIBILITY STUDY IS ALSO A LITTLE MISLEADING.

IT COMBINES DISTRICTS TWO AND THREE INTO ONE FEASIBILITY STUDY.

THAT'S A LITTLE MISLEADING BECAUSE THREE IS THE ONLY ONE THAT REALLY EVEN HAS THE ABILITY TO COLLECT SALES TAX.

THAT WOULD BE AT THE, UH, CLUBHOUSE, WHICH IS NOT PART OF MUD TWO, I THINK EVEN ONLY LIKE FOUR OF THE HOLES OF GOLF, OF THE GOLF COURSE OR EVEN IN MUD TWO.

UM, THEN IT GOES ON AND SAID THE PROPOSED ANNEX IS NOT RECOMMENDED AT THIS TIME DUE TO THE NEGATIVE GENERAL FUND REVENUES OF THIS, UH, OF THE COST OF SERVICE.

AND THE ANNEXATION WILL NOT PROVIDE A POSITIVE FINANCIAL IMPACT TO THE CITY UNTIL 2027, WHICH IS THE YEAR THE DEBTS WOULD BE PAID OFF.

UM, I ALSO, UM, NOTICED AT THE VERY END OF YOUR FEASIBILITY STUDY IN 2015, IT EVEN ASKED TWO QUESTIONS.

ONE, UM, WILL THE RESIDENTS FEEL THAT EXTRA COST WOULD BE WORTH THE VALUE OF RECEIVING FULL MUNICIPAL SERVICES? WELL, WE'RE RECEIVING FULL MUNICIPAL SERVICES FOR A LOWER COST, SO I DON'T THINK ANY OF US WOULD APPRECIATE THE EXTRA COST, AT LEAST AT THIS TIME.

AND THEN THE OTHER ONE WHO IS ASKING THE CITY IS THAT, IS THERE AN INTANGIBLE BENEFIT OF BRINGING CI UH, CENA RESIDENTS INTO THE CITY TO JUSTIFY A JUST A BREAKEVEN COST AND SERVICE, WHICH WAS, I THINK, QUESTIONING ON AN ALTERNATIVE.

BUT I'VE BEEN TOLD THAT THE ALTERNATE, UH, ANNEXATION PLAN ISN'T, UM, ISN'T ALLOWED FOR A CNA TWO BECAUSE OF SOME LEGAL STANDING WITH THE S P A.

AND THE LAST THING I WOULD STATE WAS Y'ALL HAVE CLAIMED THAT YOU CAN PROVIDE THE SAME LEVEL OF SERVICES THAT SIENNA ALREADY PROVIDES US RIGHT NOW.

UH, WHEN I PULLED INTO YOUR PROPERTY JUST NOW, WHICH I WOULD SAY THIS IS PROBABLY SHOULD BE THE PREMIER, UH, LOCATION OF MISSOURI CITY, YOU'RE WATERING YOUR FLOWER BEDS, WHICH AT FIVE O'CLOCK IN THE AFTERNOON AT 102 DEGREES IS THE WORST TIME TO WATER YOUR FLOWER BEDS.

AND ONE OF YOUR SPRINKLER HEADS WAS SHOOTING ABOUT 15 FEET UP IN THE AIR.

SO IF YOU CAN'T MAINTAIN WHERE YOUR CITY PEOPLE ARE COMING TO WORK EVERY DAY TO A LEVEL THAT SHOULD BE PREMIER, I DON'T THINK YOU CAN KEEP THE LEVEL OF SERVICES THAT WE'RE ALREADY GETTING IN SIENNA TODAY.

BUT THE MAIN THING IS THERE'S ONLY ONE SCENARIO AND OPTION IN SCENARIO ONE THAT HAS A POSITIVE WITHOUT UNIQUE ASSUMPTION RELATED TO THE DEVELOPER SUPPORT OR CAPITAL FUNDING.

THE MAIN CONCERN IS WITH THE ASSET ACQUISITION IS NECESS IS NECESSARY OF NEGOTIATE NEGOTIATION, OF VOLUNTARY ACQUISITION, TRANS TRANSACTIONS WITH THE MUDS BOARDS OCCURRENCE HELP AND PARTICIPATION FOR FUTURE GROWTH.

THAT WAS IN YOUR FEASIBILITY STUDY.

IF THAT DOESN'T OCCUR, SCENARIO ONE CANNOT OCCUR.
