AND WHEREAS THE NATIONAL ASSOCIATION OF REAL ESTATE BROKERS IS AN ESTEEMED NETWORK OF BLACK REAL ESTATE PROFESSIONALS, RENOWNED AS ONE OF THE OLDEST MINORITY TRADE ASSOCIATIONS IN THE UNITED STATES, SPANNING OVER 100 CHAPTERS NATIONWIDE.

WE CURRENTLY HAVE AN ESTABLISHED BUSINESS MODEL IN PLACE, PARENTHESES, MUDS, THAT FOR OVER 30 YEARS HAS ADEQUATELY SUPPLIED OUR REQUIREMENTS FOR WATER WASTEWATER, INCLUDING STORM SEWER CAPACITY AND MAINTENANCE.
ANY CONSIDERATION TO CONSOLIDATE A MUD OR MUDS MUST PROVIDE COMPELLING EVIDENCE OF ITS VALUE TO THE CITY AND THE CITIZENS OF MISSOURI CITY.

THAT $300 PER YEAR THAT WE ARE GONNA BE ACTUALLY BE PAYING.
YOU GAVE US A 25 PER $2,500 BREAK ALREADY.

LOOK AT THE LEGAL FEES INVOLVED.
THE ONLY GOOD THING I SEE WITH YOU, ANNEXING IN MISSOURI CITY, IS CUTTING OUT SOME OF THE OVERHEAD, MEANING THE LAWYERS AND THE BOARD, BUT THE REST OF IT IS NONSENSE.
THESE PEOPLE ARE GONNA BE PAYING MORE TAXES FOR WHAT YOU NEED TO TAKE CARE OF EXISTING PARTS OF MISSOURI CITY AND TAKE OVER EXISTING MUDS.
IT'S NOT FAIR THAT THE PEOPLE IN SIENNA ARE NOT GONNA PAY A MUD TAX, BUT THE REST OF THE CITY HAS TO PAY THEIR MUD TAXES.
APPARENTLY, THIS COUNCIL DOESN'T SEEM CONCERNED ABOUT JOINING THEM TOGETHER, MERGING THEM, MAYBE EVEN ASSISTANCE WITH ALL THE BLOATED LEGAL FEES THAT THESE LAWYERS ARE PROFITING OFF THE RESIDENCE.
ALL YOU CARE IS YOU GET A LITTLE BIT OF EXTRA TAX MONEY OUT OF SIENNA SO YOU CAN SPEND YOUR MONEY ON USELESS PROJECTS.
UM, I THINK YOUR HEARING, HEARING A LOT OF THE SAME THINGS OVER AND OVER.
UH, ONE THING I THINK IT'S REALLY IMPORTANT TO UNDERSTAND IS THE STRATEGIC PARTNERSHIP AGREEMENT IS SUPPOSED TO BE A PARTNERSHIP BETWEEN THE CITY AND THE RESIDENTS OF MUD.
TWO, AN IMPORTANT PART OF THAT PARTNERSHIP IS THE UTMOST DUTY OF GOOD FAITH AND FAIR DEALING.
AND I THINK A LOT OF THE FRUSTRATION THAT YOU HEAR FROM THE RESIDENTS IS BECAUSE WE DON'T THINK WE'VE BEEN GIVEN GOOD FAITH, AND WE DON'T THINK WE'VE BEEN GIVEN FAIR DEALING ON YOUR PART.

GINETTI AND I ARE OUR BOARD MEMBERS OF MUD TWO, AND AS HE SAID, THE FEELING IS IS THAT WE'VE BEEN TALKED AT AND NOT WITH, UM, HE HAS RAISED THE ISSUE OF THE FACT THAT IF THIS ANNEXATION GOES THROUGH TODAY, THEN THE MUD TWO RESIDENTS WON'T HAVE TO PAY A MUD TAX OR ANY TAX, UH, WHETHER IT'S TO THE CITY, MISSOURI CITY OR THE MUD FOR 2023.BUT I THINK THAT, UH, YOU HAVE TO LOOK AT WHAT IS IN THE BEST INTEREST OF YOUR OWN CITIZENS, NOT ONLY THE CITIZENS THAT ARE GONNA BECOME PART OF THE CITY AT SOME TIME.
IF BY ANNEXING SIENNA, YOU HAVE TO RAISE THE TAXES.
THAT'S NOT FAIR AND THAT'S NOT GOOD DEALING.

ONE OF THE OTHER FRUSTRATIONS THAT WE'VE FELT IS THAT EVERY TIME THAT WE'VE BEEN GIVEN A PRESENTATION, IT CONTAINED MISINFORMATION.

UH, THERE'S THE SUBSTATION ISSUE.
UM, THERE ARE ISSUES WITH SERVICES.
WE DON'T FEEL LIKE WE'RE GONNA BE GETTING COMPARABLE SERVICES.
UH, THERE'S ISSUES WITH VOTING AND COUNCILMAN BONY AND, UM, UH, COUNCILWOMAN, UH, RILEY, I APPRECIATE YOU BRINGING UP THOSE ISSUES.
AND I THINK IT'S GOOD THAT WE BECOME CITIZENS BECAUSE COMPETITION ASK ACTUALLY FOSTERS FAIRNESS AND FAIR DEALING.

MY QUESTION IS, UH, IF, UH, WE, UH, DON'T GET THE PARTICIPATION FROM, FROM STAFFORD, UH, AS FAR AS, UH, ASSISTING WITH THE, UH, THE FUNDING ON THIS, WILL THIS HAVE ANY IMPACT ON EITHER THE DESIGN OR THE, UH, THE, UH, THE EXPENSES TO BE INCURRED? I CAN RESPOND TO THAT.

UH, I JUST WANTED TO POINT OUT AND I WANTED TO ASK, I MEAN, YOU JUST ANSWERED THE QUESTION 'CAUSE UH, MOST RECENTLY, THE COUNTY LEADERSHIP FOR BEND COUNTY LEADERSHIP, UH, PUT OUT A LIST THAT THEY WERE PUTTING OUT OF, OF 2023 PARKS BOND.
AND IN THAT, THERE WERE TWO MAJOR ITEMS. ONE OF THEM CONSISTED OF, UH, THE DESIGN POTENTIAL, UH, ACQUISITION OF LAND FOR THE DOWNTOWN MISSOURI CITY, UH, PARKS PROJECT, UH, THAT WE WERE TALKING ABOUT OR HAVE BEEN TALKING ABOUT, BUT ALSO $4 MILLION IS ON THAT FOR A PARTNERSHIP WITH THE CITY TO BUILD LIGHTED CRICKET FIELDS AND SPLASH PADS.
SO IS THE DESIGN CONSISTENT WITH THIS POTENTIAL $4 MILLION, OR DO WE HAVE TO MODIFY, DO YOU THINK AT THAT TIME, IF IT PASSES, IF IT PASSES, WE WOULD HAVE TO ADD DESIGN FOR THOSE ADDITIONAL THINGS.
AND WITH THAT, HOW MUCH OF A CHANGE OF A, YOU KNOW, WOULD WE BE LOOKING AT POTENTIALLY? UH, O OVER THE 1.13? I'M GONNA LET SASHI COME UP.
I THINK INITIALLY WHEN WE PROJECTED IT FOR THE ENTIRE PROJECT, IT WAS AROUND 1.7 MILLION.
AND SO, UH, WHEN WE REMOVED THOSE THINGS OUT, IT BROUGHT IT DOWN.
BUT I'LL LET HIM, HE'S MORE CLOSE TO THAT.
UH, MAYOR AND COUNCIL, TYPICAL DESIGN SOFT COSTS ARE ABOUT 15 TO 20% OF THE ACTUAL CONSTRUCTION COSTS.
SO YOU WILL SEE ABOUT 15% OF THE ADDED DOLLARS IN TERMS OF DESIGN FEES.
SO, SO CONSIDERING WE HAVE TO MAKE A MODIFICATION TO THE CURRENT DESIGN AMOUNT, WOULD THAT BE STILL CONSISTENT OR WOULD IT BE MORE, I MEAN, WITH THESE AMENDMENTS, I DON'T KNOW HOW THEY WORK.

UM, AND THESE ARE JUST, UM, AVERAGES, THIS IS NOT EXACT ON THIS SLIDE, UM, BUT IT WOULD AMOUNT TO, UH, BASICALLY SIX YEARS WORTH OF, UH, CITY TAXES ONCE, UH, THIS AREA, UM, IS ANNEXED.

UH, THE MUD DOESN'T DISSOLVE INSTANTANEOUSLY, SO THERE ARE STEPS THAT, UH, WILL TAKE PLACE OVER THE NEXT SEVERAL MONTHS, UM, REGARDING THAT TRANSITION.
UM, BUT UH, THE ORDINANCE THAT'S BEFORE YOU, THE SERVICE PLAN THAT'S BEFORE YOU, UM, IS FOR THAT ANNEXATION, UH, TO BE APPROVED TONIGHT.

CAN YOU HELP ME UNDERSTAND, UM, WHEN IT SAYS THE 1800, 2400, ARE WE ABSORBING THOSE COSTS? UM, NO, WE'RE JUST NOT GETTING ANY SET, ANY OF THOSE, UH, PROPERTY TAX DOLLARS, CORRECT? SO THOSE NUMBERS ARE, IT, IT'S NOT EXACT, BUT IT'S BASED ON THE CURRENT TAX YEAR.
UM, SO IT'S A FEW DOLLARS OFF FROM WHAT THE MUD LEVIED ON TAXES FOR, UH, 2023 TAX YEAR.
UM, AND THEN WHAT THE CITY LEVIED, UM, IN TAXES FOR 2023.
AND SO WHAT IS IT COSTING US TO, IF, IF, IF THIS PASSES, WHAT DOES IT COST THE CITY TO TAKE CARE OF SERVICES AND EVERYTHING FOR THOSE 6,000 PLUS RESIDENTS? FOR THE 12 PLUS MONTHS, OR STARTING AS OF TOMORROW UNTIL WE BEGAN THE 2025.
2025, WHAT WE COLLECT THEN, BASED ON, UM, OUR FEASIBILITY STUDY, WE'RE ESTIMATING THAT IT'S GOING TO COST ABOUT MAINTAINING THE

THE CITY WILL HOWEVER, STEP IN FOR MUNICIPAL SERVICES SUCH AS LAW ENFORCEMENT STREETS AND ITEMS LIKE THAT, BUT FOR WATER AND WASTEWATER AND CERTAIN OTHER OBLIGATIONS OF THE MUD, THOSE WILL CONTINUE UNTIL DECEMBER 19TH.
SO WHEN THOSE SERVICES HAVE, HAVE, UM, BEEN COMPLETED, WHAT IS, WHAT DOES IT COST US TO PICK UP THOSE SERVICES AND ALLOCATE ALL, ALLOCATE
WITH ALL DUE RESPECT, WE DIDN'T SPEAK TO YOU WHEN YOU WERE SPEAKING, SO PLEASE, I APOLOGIZE.
WE DID A STUDY, IT WAS 3.5 MILLION.

OKAY? THE $500,000 WE EXPECT TO GET NEW REVENUE FROM FRANCHISE FEES, PERMITS, ET CETERA, THAT WILL OFFSET THAT.
SO THE, IS THAT THE 500,000, IS THAT INCLUDING THE WATER SERVICES THAT WE'LL HAVE TO PROVIDE AFTER? NO, NO, THAT'S SEPARATE AND APART.
THIS IS JUST MUNICIPAL SERVICES OUTSIDE OF THE WATER UTILITIES OR THE UTILITY CHARGES.
WHAT DOES IT COST US TO PROVIDE THOSE OTHER UTILITIES TO THEM AFTER THIS DECEMBER DATE? IT'S GOING TO BE THE SAME THAT THEY COST NOW, BECAUSE WE ARE NOT CHANGING THAT, THAT'S STILL GONNA BE PROVIDED BY THE MUD.

UM, FOR TONIGHT, I JUST WANTED TO, TO SHARE WITH, WITH THE RESIDENTS IN OUR CITY THAT I KNOW THAT YOU GUYS ALL HAVE A LOT OF CONCERNS ABOUT WHAT'S GONNA HAPPEN AND WE, WE TRULY VALUE YOU COMING UP HERE, TAKING TIME TO MAKE YOUR STATEMENTS, MAKE YOUR PLEA, UM, AND ALL OF YOUR EMAILS AND THINGS LIKE THAT.
I DO APOLOGIZE FOR NOT BEING ABLE TO RESPOND TO ALL OF THE EMAILS.
UH, THEY WERE QUITE A FEW, BUT I TRIED TO RESPOND TO AS MANY AS POSSIBLE TO JUST LET YOU KNOW THAT I DID HEAR YOUR CONCERNS.

AND SO I'VE HAD HAD A COUPLE OF CONVERSATIONS ABOUT THIS, AND I KNOW THAT WE'LL BE ABLE TO MAINTAIN OUR SERVICES, UH, ACROSS THE CITY REGARDLESS OF HOW COUNCIL MAKES THEIR DECISIONS TONIGHT.
UM, I JUST AM CONCERNED ABOUT BEING ABLE TO, UM, ELEVATE SERVICES, TAKE ON MORE POPULATION AND THINGS OF THAT NATURE.
AND WITH THAT, UM, THE PARTNERSHIP PROCESS HAS REALLY CONCERNED ME TOO.
UM, I'M VERY COMMUNITY MINDED AND VERY CONCERNED THAT THIS DID MOVE PRETTY FAST.
IT WAS A LOT FOR EVEN MYSELF TO KIND OF LEARN AND, UM, GET, YOU KNOW, ACCLIMATED TO ALL OF THE PROCESSES AND THE CHANGES AND THINGS LIKE THAT.
AND, UM, WITH THAT BEING SAID, THE PROCESS DID MOVE PRETTY QUICKLY AS WELL AS NOT BEING ABLE TO GATHER ANY REVENUE FROM THIS ANNEXATION FOR OVER 12 MONTHS IS ALSO MY CONCERN AND MY ISSUE BECAUSE INITIALLY THERE WAS ABOUT A $4 MILLION, UM, RE RESERVE, AS YOU MAY WANNA CALL IT, FOR THE SIENNA MUD, UM, WHICH I SAW AS AN ASSET.
UH, SOMETHING THAT WE CAN GAIN TO PAY OFF THEIR DEBT AND ADD TO OUR BUDGET, WHICH WOULD MAKE PERFECT SENSE.
AND THEN OF COURSE, WE COULD, UH, MOVE THE CITY FORWARD AS A WHOLE WITH US NOT GAINING THOSE ASSETS, UH, INITIALLY AND STILL HAVING TO PAY OFF THE DEBT ALONG WITH PROVIDING SERVICES.
UM, THE 500,000 THAT YOU MENTIONED, CITY MANAGER, UM, MY STATEMENT IS REALLY, UM, THANK YOU TO EVERYBODY WHO'S DONE THEIR DUE DILIGENCE FROM THE COMMUNITY TO OUR STAFF,

UM, THESE FUNDS THAT WE'RE NOT GOING TO GET PLAY A FACTOR IN HOW I MAKE MY DECISION, AS WELL AS WHAT WE'RE TAKING ON AND WHAT WE'RE NOT GETTING, AND BEING ABLE TO BE, UH, SOUND, PHYSICALLY SOUND FOR THE NEXT 12 MONTHS.COVID HIT US OUT OF NOWHERE, UM, ACROSS THIS ENTIRE NATION, AND MANY CITIES DID NOT SURVIVE THAT.
AND WE'RE STILL NOT OUT OF THE WOODS WITH ALL THE OTHER THINGS THAT ARE COMING UP.
SO I LOOK AT IT FROM A LONG-TERM PERSPECTIVE, AND PLEASE, EXCUSE ME, MAYOR, FOR MY LONG STATEMENT, BUT I LOOK AT IT FROM A LONG-TERM PERSPECTIVE ON PAPER, YES, WE ARE SUSTAINABLE AND WE CAN DO THIS, UH, ADEQUATELY AND STILL PROVIDE QUALITY OF LIFE AND GREAT SERVICES TO ALL OF OUR RESIDENTS, UM, INCLUDING, YOU KNOW, THE CNA MUD TOO, IF THIS PASSES.
BUT AT THE END OF THE DAY, UM, I HAVE TO SAY NO TO THIS BECAUSE WE'RE NOT GAINING ANYTHING RIGHT NOW.
AND IF FOR SOME REASON WE HAVE A SHIFT OR A CHANGE IN THIS, THIS CITY, THIS COUNTY, THIS NATION, UM, OR ANYTHING SHOULD FAIL, YOU KNOW, UH, THE REAL ESTATE MARKET OR WHATEVER HIT A RECESSION, I HAVE TO LOOK AT IT FROM PROTECTION OF A LONG-TERM IMPACT.
IT BOTHERS ME BECAUSE WE HAVE OUR STAFF, WE HAVE VACANCIES.
UM, THE, MY CONCERN IS US HAVING THE BANDWIDTH TO BE ABLE TO TAKE THIS ON AND REALLY, REALLY TRULY DO IT THE RIGHT WAY.
AND SO FOR ME, IT'S GOING TO BE A NO FOR ALL OF MY NOTES AND FOR EVERYTHING THAT I HAVE LOOKED INTO AND FOR EVERYTHING THAT I HAVE INVESTED.
AND, UM, I HOPE AND PRAY THAT THE, THE RESIDENTS, UH, CAN UNDERSTAND MY DECISION AND WHAT I'M MAKING IN THE BEST INTEREST FOR ALL RESIDENTS, UM, ACROSS THE BOARD.
AND RESPECTFULLY, I ASK THAT OUR, OUR COUNCIL AND OUR STAFF WOULD JUST RECONSIDER SLOW THIS PROCESS DOWN SOME SO THAT WE CAN REALLY MAKE SURE THAT LONG-TERM WE CAN MAINTAIN ALL OF THE SERVICES AND ENSURE THAT EVERYBODY IS GETTING EXACTLY WHAT THEY NEED WHEN THEY NEED IT, AND HOW THEY NEED IT.
UM, BUT I, IN THE EVENT WE DO PASS THIS, I AM CONFIDENT AND I WANNA SAY CONFIDENT IN OUR STAFF, OUR MISSOURI CITY POLICE DEPARTMENT, OUR MISSOURI CITY FIRE DEPARTMENT, ALL OF OUR DEPARTMENTS, THEY WILL DO THEIR JOB DILIGENTLY AND THEY WILL DO IT TO THE BEST ABILITY THAT THEY POSSIBLY HAVE.

SO I, I WANNA THANK THE RESIDENTS FROM SIENNA MUD TWO FOR COMING AND, UH, VOICING THEIR CONCERNS AND ALSO WELCOMING ME TO THEIR SIENNA MUD TWO MEETINGS, UH, AND ALLOWING ME OPPORTUNITY TO, TO SHARE WORDS THERE AS WELL.
UH, IT WAS STATED EARLIER, AND IT'S FUNNY, HE KIND OF STOLE MY THUNDER.
THERE'S AN OLD ADAGE THAT SAYS, JUST BECAUSE YOU CAN, UH, DOESN'T ALWAYS MEAN YOU SHOULD.
AND, UH, I VOTED NO, UH, AT THE LAST, UH, PUBLIC HEARING AND MEETING ON THIS.
UH, AND, AND MY NOTE STILL STANDS NOT TO ANNEXATION, BUT NO TO ANNEXATION RIGHT NOW IN THAT I BELIEVE THERE ARE A LOT OF THINGS THAT, UH, ARE PRIMARY CONCERN TO ME.
THREE, TO BE EXACT, AND I'LL GET INTO THEM IN JUST A SECOND.
UH, I SPOKE WITH THE SUGARLAND MAYOR, UH, JOE ZIMMERMAN, ABOUT THEIR ANNEXATION OF GREAT WOOD AND NEW TERRITORY, OF COURSE, UH, AS STATED, UH, YOU KNOW, ANNEXATION, EVERYBODY KNEW, UH, THAT ANNEXATION WAS, UH, IMMINENT.
UH, HOWEVER, HE MENTIONED THAT THEY SPENT ABOUT A YEAR AND A HALF.
UH, THEY TOO HAD A STRATEGIC PARTNERSHIP AGREEMENT.
AND IN TRUE PARTNERSHIP, THEY SPENT TIME ACTUALLY WORKING THROUGH A LOT OF THE QUESTIONS AND THE KINKS AND, UH, TRYING TO EASE THE CONCERNS OF THE RESIDENTS.
UH, AND SO, UH, WITH THAT, YOU KNOW, AS IT RELATES TO THE PROPOSED ANNEXATION, I JUST DON'T BELIEVE THAT WE SHOULD DO THAT AT THIS TIME, PRIMARILY FOR THESE THREE REASONS.
AND I'LL READ THEM, UH, AS I'VE, UH, YOU KNOW, I WANNA MAKE SURE EVERYBODY UNDERSTANDS MY, UH, UNDERSTANDING AND, AND POSITION.
UH, FIRST OF ALL, THE INTEGRATION OF THE EXISTING SIENNA MUD TWO DEBT, UH, BEING ABSORBED BY THE CITY AND ITS CURRENT RESIDENCE IS OF MAJOR CONCERN TO ME.
ALTHOUGH IT'S PROJECTED THAT WE WILL BE IN THE BLACK IN THE NEAR FUTURE, UH, TAKING ON THIS EXISTING DEBT NOW VERSUS WHEN IT'S CLOSER TO BEING PAID OFF OR COMPLETELY PAID OFF, PUTS US IN E AN EVEN BETTER FINANCIAL POSITION THEN, UH, ASSUMING THE, I GUESS, SIENNA MUD TO RIGHT NOW, UH, YOU KNOW, WOULD ADD ADDITIONAL DEBT TO US, AND THAT WOULD BE, UH, PROBLEMATIC.
I ALSO BELIEVE THERE'S AN EQUITY AND FAIRNESS ISSUE HERE TO ME, PRIMARILY BECAUSE THE CITY AND ITS CITIZENS, UH, WOULD HAVE TO NOT ONLY ABSORB THE EXISTING MILLIONS OF DOLLARS OF DEBT FROM SIENNA MUD TOO, BUT ALSO THEY WILL CONTINUE TO HAVE TO PAY TAXES TO THE CITY IN ORDER TO GET THE SAME SERVICES THAT THE SIENNA MUD TWO RESIDENTS

WILL RECEIVE WITHOUT HAVING TO PAY A DIME TO THE CITY.UH, THE SECOND THING IS THE INTERNAL CHALLENGES THAT I KNOW WE CONTINUE TO HAVE AS A CITY.
AND I WANT TO THANK THE CITY MANAGER FOR COMING IN AND, UH, RECOGNIZING THOSE AND TRYING TO RIGHT THE SHIP.
BUT THERE ARE STILL A LOT OF SERIOUS INTERNAL CHALLENGES, UH, RELATIVE TO A LOT OF ISSUES, UH, ON CRITICAL SHORT TERM ISSUES AND MATTERS SUCH AS MAJOR CODE ENFORCEMENT ISSUES, FILLING KEY VACANCIES AND OTHER INTERNAL ISSUES, UH, BEING THINGS THAT WE SHOULD CONTINUE TO BE LASER FOCUSED ON FOR OUR EXISTING RESIDENTS IN OUR, UH, CURRENT CITY SITUATION.
PARTICULARLY AS WE HAVE, AGAIN, OUR NEW CITY MANAGER AND CITY LEADERSHIP COMING IN, SEEKING TO ADDRESS THESE EXISTING ISSUES WITHOUT BRINGING ON ADDITIONAL MASSIVE AREA SUCH AS SENE MUD TWO THAT WE NOW HAVE TO ADDRESS AS WELL.
LASTLY, AND THIRD IS THE ANNEXATION QUESTION I MENTIONED LAST TIME.
UH, AND I THANK THE CITY ATTORNEY FOR SENDING, UH, US THE INFORMATION EARLIER TODAY, UH, THAT STATED THAT PURSUANT TO THE 2020 CENSUS POPULATION AND INFORMATION, UH, THERE WILL BE APPROXIMATELY 2,526 RESIDENTS THAT WILL BE ADDED TO DISTRICT C AND 3,585 RESIDENTS THAT WILL BE ADDED TO DISTRICT D.
DURING THE REDISTRICTING CONVERSATION THAT WE HAD THAT LAST YEAR AND THE DECISION THAT WE MADE LAST YEAR, ONE OF THE, THE THINGS THAT WE AS A FULL COUNCIL, UH, MADE A POINT TO FOCUS ON WAS ENSURING THAT THE SUBDIVISIONS, UH, IN THE COMMUNITIES WITHIN MISSOURI CITY WERE CONSOLIDATED TOGETHER SO THAT THEY COULD HAVE THE BEST POSSIBLE SINGLE COUNCIL REPRESENTATION.
AND WE DID, UH, A VERY GOOD JOB OF DOING THAT, WITH THE EXCEPTION OF THE EXISTING QUAIL VALLEY EAST.
UH, THAT WAS A DISCUSSION THAT WE HAD AS A FULL COUNCIL.
UH, AND THAT'S NOT SOMETHING THAT WE HAD AT THIS TIME.
WE'VE NEVER DISCUSSED HOW WE WOULD DEAL, UH, WITH THE, UH, THE APP APPRO, UM, THE, UH, ANNEXATION OF SIENNA MUD TWO.
UH, AND ALSO WE HAD AN ANALYSIS THAT WAS PERFORMED BY AN OUTSIDE CONSULTING, UH, WHICH WAS FOCUSED ON REDISTRICTING.
AND THAT HASN'T BEEN DONE HERE.
SO WE'VE NEVER HAD A SERIOUS CONVERSATION AS A FULL COUNCIL RELATIVE TO WHERE THESE POTENTIAL INCOMING NEW RESIDENTS, IT SEEMS AS IF IT WAS ARBITRARILY, UH, MADE AT THAT TIME.
UH, I DON'T KNOW IF THE CENSUS, UH, CONVERSATION WAS HAD AND ALSO HOW WE, UH, PLAN TO DEAL WITH THIS REAPPORTIONMENT ISSUE.
WE'VE NOT DONE AN ANALYSIS AS WE DID DURING REDISTRICTING TO DETERMINE THE DEMOGRAPHIC BREAKDOWN, HOW THAT'S GOING TO IMPACT THINGS AS IT RELATES TO REPRESENTATION, VOTING, ET CETERA, UH, TO MAKE SURE THAT WE'RE IN COMPLIANCE WITH THE VOTING RIGHTS ACT.
AND I CLOSE BY SAYING THIS, UH, AGAIN, I WANNA REITERATE, I BELIEVE STAFF HAS DONE A YEOMAN'S JOB, UH, WHICH IS SIMPLE 'CAUSE THEY'RE FOLLOWING THE DIRECTION OF COUNCIL.
UH, AND IF IT'S THE DIRECTION OF COUNCIL, UH, THAT WE GIVE THE DIRECTION TO STAFF, THEY'RE DOING EXACTLY WHAT IT IS THAT, UH, THE COUNCIL AND THE VISION, THE COUNCIL.
UH, SO AS I MAKE MY DECISION TO VOTE TODAY AS A DISTRICT COUNCIL MEMBER WHO'S TASKED WITH MAKING DECISIONS, UH, THAT IMPACT THIS ENTIRE CITY, NOT JUST MY RESPECTIVE DISTRICT, I DO SO BASED OFF THE INFORMATION THAT STAFF HAS RECOMMENDED TO ME AND TO US AS AN OPTION FOR CONSIDERATION AND AS ONE WHO HAS THOUGHT ABOUT THE SHORT-TERM AND LONG-TERM FACTORS THAT MAKING A DECISION TO VOTE YESTERDAY OR NO TODAY WILL HAVE.
WITH THAT, I VOTE NO AGAIN ON THE DECISION TO ANNEX SIENNA MUD TWO AT THIS TIME.

PARTICIPATION FEES ARE COMMONLY REFERRED TO AS THE G R P POAGE FEES.
UH, JUST A LITTLE BACKGROUND ABOUT THIS ONE, UH, FORT BEND.
UH, WE ARE MANDATED BY THE FORT BEND SUBSIDED DISTRICT TO REDUCE THE USAGE OF GROUNDWATER.
CURRENTLY, WE CANNOT WITHDRAW MORE THAN 70% FROM GROUNDWATER SUPPLIES.
IT WAS SUPPOSED TO BE 40% IN 2025.
THAT SAID, UH, WE ARE WORKING, UH, VERY GOOD CURRENTLY WITH THE PLAN, AND WE DRAW ABOUT 45% OF OUR WATER SUPPLIES FROM SURFACE WATER, PRIMARILY THE BRAZEL RIVER.
TO MEET THIS MANDATE, THE CITY GOT TOGETHER WITH ALL THE OTHER UTILITY DISTRICTS OR PARTICIPANTS AND CREATED WHAT'S CALLED THE GROUNDWATER REDUCTION PLAN PROGRAM.
IF THE DISTRICTS HAD ALL DONE IT BY THEMSELVES, IT WOULD'VE BEEN COSTLY FOR THE RESIDENTS.
SO THE, THERE WAS A PARTNERSHIP, WHICH INCLUDES THE MERZ IN THE CITY AND THE E T J.
THE CITY SERVES AS THE G R P ADMINISTRATOR.
IT'S A THREE MEMBER BODY, CONSIDERED A VOTING REPRESENTATIVE FROM THE CITY SIDE, FROM THE GROUNDWATER USER SITES, AS WELL AS THE SURFACE WATER USER SITES.
WHAT LED OUT OF THIS G R P PROGRAM IS A 10 M G D SURFACE WATER PLANT IN 2021 WAS EXPANDED TO 20 M G D WE'RE VERY UNIQUE WHEN IT COMES TO CONVERTING, UH, FROM GROUNDWATER TO SURFACE WATER.
SOME CITIES CONVERTED THE ENTIRE CITY, BUT TO STRATEGICALLY KEEP THE COST LOW, WE CONVERTED THE AREAS THAT WERE GROWING PRIMARILY C AND RIVER STORM.
UH, THE FUTURE CONVERSION REQUIRES US TO DRAW 60% OF OUR SUPPLIES FROM SURFACE WATER.
UH, THE PLAN IS TO CONVERT THE FAST GROWING MUSTANG BIO SERVICE AREA FROM GROUNDWATER SUPPLIES TO SURFACE WATER.
MOST OF THE COUNCIL HAS SEEN THIS.
THE FIRST PHASE OF THE REGIONAL SURFACE WATER PLANT WAS COMMISSIONED IN 2012.
UH, IN 2021, IT WAS EXPANDED TO 20 M G D BECAUSE WE'RE SEEING A GROWING NEED.
WHAT YOU SEE ON THIS MAP IS WHAT I SAID, WHERE NOT ALL PARTS OF THE CITY GET SURFACE WATER.
CURRENTLY, THE YELLOW PIECE, WHAT WE CALL THE CONVERTED DISTRICTS, GET SURFACE WATER.
THAT'S PRIMARILY C N N RIVERSTONE, THE PIECE IN THE GREEN, UH, THEY RELY ON GROUNDWATER.
AND AGAIN, WE GOTTA MEET THE SUBSIDENCE DISTRICT MANDATE.
BY DOING THIS PARTIAL CONVERSION, WE'RE ABLE TO KEEP THE COST LOW AND PROVIDE HIGH QUALITY WATER MOVING FORWARD.
TO MEET THE 60% REQUIREMENT, WE'LL BE TAKING A PIECE OF THAT GREEN, PRIMARILY IN THE MUSTANG BAYOU SERVICE AREA AND MAKING IT YELLOW OR CONVERTING THEM INTO SURFACE WATER.
SO THE ACTION ITEM IN FRONT OF YOU IS TO INCREASE THE G R P FEES.
WHY IS IT NECESSARY? COSTS HAVE GONE UP.
THE COSTS OF RAW WATER HAS GONE UP, INCLUDING THE COST FOR TREATING THE, THIS RAW WATER.
AS I MENTIONED TO YOU, UH, WE HAVE AN OBLIGATION OR A MANDATE FROM SUBSIDENT DISTRICT TO CONVERT TO 60%.
SO WE'LL HAVE TO BUILD CAPITAL PROJECTS TO EXTEND TRANSMISSION LINES AND SUPPLIES TO MUST AND BAYOU SERVICE AREA.
AGAIN, UH, ALL COSTS HAVE INCREASE AND TO PRODUCE THE HIGH QUALITY WATER AND TO MEET THE NEEDS, UH, WE ARE PROPOSING AN INCREASE.
THE INCREASE IS LESS THAN 3% ANNUALIZED.
UH, THIS IS A WELL-RUN, WELL-MANAGED PROGRAM WHERE OUR RATES ARE LOW AND VERY COMPETITIVE IN THE REGION.
UH, IN ANTICIPATION OF THIS INCREASE, UH, STAFF HAVE REACHED OUT TO THE PARTICIPANTS IN THE MERCH OR MAKING THEM AWARE OF THIS, OR WE HAVE MADE THEM AWARE OF THIS SO THEY CAN BUILD THIS INTO THEIR BUDGETS.
UH, SO THEY'RE ANTICIPATING THIS INCREASE COMING IN.
UH, AS PROPOSED, THE RATES ARE GOING UP BY 20 CENTS PER THOUSAND GALLONS.

FOR THOSE WHO ARE ON GROUNDWATER, WE REBATE THEM 59 CENTS SO THAT THEY CAN MAINTAIN THOSE GROUNDWATER WELLS.
NOW, HAD WE NOT DONE THAT, IF WE CONTINUE TO PUMP GROUNDWATER, THERE IS WHAT'S CALLED A PENALTY OR A DISINCENTIVE FEE OF $6 AND 50 CENTS.

UM, HAD A GREAT, UM, FOLLOW UP MEETING WITH OUR BOARD, BOARD AND COMMISSIONS, UM, COUNCIL COMMITTEE WITH, UH, COUNCIL MEMBER BONNEY, AND, UM, THANK YOU TO OUR CITY SECRETARY AND DEPUTY CITY SECRETARY, UH, FOR AMENDING ALL THE THINGS THAT WE'VE REQUESTED FOR.
SO WE'RE LOOKING FORWARD TO HAVING A GOOD, ROBUST PROCESS GOING FORWARD AS WE SELECT MEMBERS FROM THE COMMUNITY TO SERVE.
IN OUR, UM, COUNCIL, UH, OUR COMMITTEES AND BOARDS AND COMMISSIONS HAD AN OPPORTUNITY TO ATTEND THE BACK TO SCHOOL WITH AMERICAN CARIBBEAN CHAMBER OF COMMERCE.
THEY SERVICE, UH, SEVERAL HUNDRED STUDENTS, UM, WHICH I HAD THE PLEASURE OF HANDING OUT BACKPACKS AS THEY STEPPED ON MY FEET AND GRABBED BACKPACKS THAT THEY DIDN'T LIKE THE COLORS THAT I GAVE THEM.
SO IT WAS REALLY NICE TO SEE HOW, YOU KNOW, SIX YEAR OLDS CAN REALLY SHOVE AND PUSH AND, UM, HURT GROWN PEOPLE.
BUT ANYWAY, NO, IT WAS A GREAT TIME, GREAT VENDORS.

ALL OF US SITTING UP HERE, REGARDLESS OF HOW WE VOTE, WE HAVE GOALS AND THEY ARE CREATE A GREAT PLACE TO LIVE, MAINTAIN A FINANCIALLY SOUND CITY, GROW BUSINESS INVESTMENT IN MISSOURI CITY, DEVELOP A HIGH PERFORMING CITY TEAM, HIGH QUALITY DEVELOPMENT THROUGHOUT BUILDOUT.
NOW, I'M NOT GONNA GO INTO DETAILS OF EACH BULLETS, BUT I THINK IT IS IN MY OFFICE.
AND I WENT OUTSIDE TO TAKE THE PICTURE SO I CAN MAKE SURE THAT I SAY IT.
LET ME ALSO TAKE THIS OPPORTUNITY TO THANK THE CITY STAFF BECAUSE IT WAS UNDER THE CITY COUNCIL'S DIRECTION THAT WE ASKED THE CITY STAFF TO GO AND LOOK AT, TO SEE IF THERE'S ANY MUDS THAT WE CAN CONDUCT, OR WE CAN LOOK AT THE POSSIBILITY OF, UH, ADAPTING TO US.

SO THE, THOSE ACCOUNT GOALS, STAFF GOALS ARE, YOU'RE RIGHT, THAT WE KIND OF GIVE THEM THE GUIDELINES AND DIRECTIONS OF WHAT WE WANT, BUT AT THE END OF THE DAY, YOUR CITY COUNCIL MAKES DECISIONS ON BEHALF OF THE CITY, KEEPING IN MIND WITH THOSE FIVE GOALS THAT ARE IN PLACE.
I DON'T THINK ANY THOSE GOALS WERE CREATED BY A, ANY MEMBER OF THIS COUNCIL, BUT
