AND AS MY FIRST PRESENTATION, I APPRECIATE YOUR PATIENCE, UH, AS I MOVE ON ALONG HERE.

SO, THE FIRST THING I HAVE IS THE PRESENTATION ON THE PROPOSED BUDGET FOR THE FISCAL YEAR 2024 BEGINNING OC OCTOBER 1ST, UH, NEXT MONTH, AND ENDING NEXT SEPTEMBER, 2024.

HERE ARE A FEW OF THE PROJECTS COMPLETED AND FOR THE YEAR IN 2023, THE NEW IRRIGATION IS COMPLETE AROUND THE CITY CENTER.

THE BUILDING EXTERIOR HAS BEEN CLEANED.

WE REPAINTED THE OAK BOARDROOM, UH, IN A COLOR SCHEME THAT I'D LIKE TO SEE DOWN THE ROAD THAT WE DO THE COMPLETE BUILDING IN.

UH, THERE'S BEEN OFFICE IMPROVEMENTS AS WE'VE HIRED, UH, TWO NEW GOLF PROFESSIONALS THAT DIDN'T HAVE OFFICES.

THE PARKING LOT LIGHTS OUTSIDE HAVE BEEN REPAIRED.

THERE'S NO MORE FLASHING OF THE LIGHTS OUTSIDE AT NIGHT.

WE'VE HAD EVERYTHING RES STRIPPED AS WELL IN THE PARKING LOTS.

AND THEN NEW MICROPHONES STANDS AND PODIUMS FOR ALL THREE OF OUR, UH, OUR BOARDROOMS. WE HAD ONE THAT WE MOVED AROUND, SO NOW WE HAVE ONE FOR EACH ROOM.

THE BUDGET PROPOSAL IS THAT, UH, YOU ACCEPT THE CURRENT BUDGET PROPOSAL OF 2023 ONGOING.

UH, AND YOU'LL HAVE QUESTIONS AROUND THAT, WHICH I'M FULLY PREPARED FOR.

YOU CAN SEE THAT WE PROPOSED 2024 BEING THE SAME AS 2023.

WE'RE GONNA GO AHEAD AND MOVE TO ITEM NUMBER THREE, WHICH ARE DISCUSSION AND POSSIBLE ACTION THREE, A CONSIDERATION AND POSSIBLE ACTION, A RESOLUTION ADOPTING AN AMENDMENT TO SCHEDULE TO THE SCHEDULE OF FEES FOR THE USE OF QUA VALLEY GOLF COURSE AND CITY CENTER BEGINNING OCTOBER 1ST, 2023.

KELLY? YES.

SO WHEN I CAME ON BOARD, UH, I NOTICED, YOU KNOW, FEE STRUCTURE HERE AND, UH, THE AMOUNT OF BUSINESS TO ME IT, IT, IT SEEMED A LITTLE OUT OF BALANCE THAT WE HAD SO MANY DIFFERENT FEES THAT LOOKED LIKE, UH, THAT WE NEEDED MORE BUSINESS THAN, THAN WE WERE ACTUALLY GETTING.

SO IN SEEING THAT AND JUST THINKING ABOUT THE CUSTOMER SERVICE WE OFFER IN THE GOLF SHOP, I PROPOSE THAT WE REMOVE THE MIDDAY FEE, WHICH IS FROM 10:00 AM TO NOON, AND THE SUPER TWILIGHT FEE, WHICH IS AFTER 4:00 PM.

SO I DID A TRIAL TO SEE IF THAT, WHAT KIND OF IMPACT THIS HAD IN JUNE.

WE FILLED UP STILL ALL THE TIMES FROM 10 TO NOON, AND THE SUPER TWILIGHT TIMES SUFFERED A LITTLE BIT, BUT WE STILL MAINTAIN A LOT OF THAT BECAUSE IT WAS STILL NOT QUITE 140 DEGREES YET AS WE SAW THE LAST TWO MONTHS.

SO IN DOING SO, WE MADE MORE REVENUE, WHICH WAS NICE TO SEE, WHICH I FELT LIKE WE WOULD, BECAUSE EVERYONE WANTS TO PLAY QUA VALLEY AND IT'S BY FAR THE BEST CONDITION COURSE, NOT ONLY IN THE COUNTY, BUT IN THE AREA AS WE'VE HEARD FROM DIFFERENT GOLFERS.

SO I PROPOSE THAT JUST THESE TWO RATES BE REMOVED AS IT'S SHOWN NO IMPACT TO OUR GOLFERS.

THERE'S BEEN NO NEGATIVE FEEDBACK TO THAT.

SO EVERY OTHER FACILITY I'VE WORKED AT IS, WE'VE DONE A TWILIGHT AFTER TWO O'CLOCK, WHICH USUALLY DOES VERY WELL AND RUNS UNTIL YOU CLOSE.

THE SUPER TWILIGHT DIDN'T SEEM TO REALLY PUSH ANY MORE PEOPLE.

IN FACT, IT, TO ME, IT, IT MADE MORE OF A NEGATIVE.

AND TO THE POINT OF IT MADE OUR STA OUR CARD STAFF STAY LATER INTO THE EVENING FOR TWO OR THREE PEOPLE.

SO THERE'S ALSO A SAVINGS THERE AS WELL.

AND THE SUPER TWILIGHT, THE, UH, THE RATE WAS NOT MUCH LESS THAN WHAT WE WERE OFFERING AT TWO O'CLOCK.

AND WE'VE IN THE PAST, OF COURSE, FUNDED A LOT OF, UH, MAINTENANCE COSTS AND OTHER EXPENSES, ESPECIALLY WHEN THERE IS A SHORTAGE OF, UH, OF REVENUE TO COVER THE, THE OVERALL COST.

MY QUESTION IS, AS IT RELATES TO THESE FEE, THIS FEE ADJUSTMENT AS WELL AS OUR FUTURE OUTLOOK ON THIS, UM, DO YOU FORESEE THAT THIS CHANGE AS WELL AS ANY OTHER POTENTIAL CHANGES WITH THIS NEW BUDGET? I KNOW WE JUST HAD THE BUDGET CONVERSATION, BUT THIS IS MORE SO TIED TO FEES, UM, THAT THAT WILL OFFSET ANY FUTURE, UH, MAINTENANCE COSTS, ANY FUTURE EXPENSES THAT THE QUAIL VALLEY, UH, CITY CENTER GOLF COURSE WILL EXPERIENCE IN THE FUTURE.

HOW, HOW ARE WE GOING TO BE VIEWING THIS GOING FORWARD? I THINK ULTIMATELY OUR PLAN WAS TO HAVE IT BE COST NEUTRAL FOR ANYTHING RELATED TO THE GOLF COURSE ITSELF OR THE FACILITY BECAUSE IT'S A CITY ASSET, THE THOUGHT WAS THAT WE WOULD MAINTAIN THAT FACILITY JUST LIKE WE MAINTAIN ANY OF OUR OTHER FACILITIES.

SO THAT

WAS THE DIFFERENCE WE MADE WHEN WE TALKED ABOUT THE AGREEMENT THAT WE WOULD HAVE TO COVER THIS FACILITY, RECOGNIZING THAT WE WANT TO ENSURE THAT THAT CONTINUES TO BE A VIABLE FACILITY.

SO THE ONUS IS ON US TO GENERATE THE REVENUE, TO COVER THE ACTUAL ACTIVITY, GOLF ACTIVITY, NOT THE FACILITY ITSELF.

SO, SO TO BE CLEAR, UH, AS WE'RE MOVING FORWARD, OUR, YOUR OUTLOOK IS THAT WE LOOK AT THIS AS A ASSET OWNED BY THE CITY, JUST LIKE OUR PARKS AND RECREATION FACILITY AND ANY OTHER BUILDING.

AND THAT WE JUST FOCUS ON THE COST, UH, COVERING THE COST OF MAINTENANCE AND GOING FORWARD.

YOU SAID NET NEUTRAL.

SO NO DESIRE TO KIND OF JUST KEEP THIS SEPARATE AND APART AND KIND OF FOCUS ON, YOU KNOW, DRIVING REVENUES UP TO A POINT DEFINITELY.

WHERE IT, IT DOESN'T HAVE TO BE RELIED ON BY A CITY ABSOLUTELY.

TO FIND OUT.

ABSOLUTELY.

THAT'S ALWAYS GOING TO BE A, A OBJECTIVE THAT WE TRY TO ACHIEVE, NOT ONLY IN LOOKING AT REVENUES FROM THE ACTIVITY, BUT ALSO GRANTS AND OTHER THINGS LIKE THAT.

IN TERMS OF MAYBE EVEN SOME NAMING RIGHTS THINGS WE ARE, WE'RE GONNA BE EXPLORING ALL KINDS OF OPTIONS IN TERMS OF HOW TO GENERATE REVENUE THAT WOULD TAKE US OVER WHAT WE RECEIVE IN TERMS OF ACTIVITY REVENUE.

BUT I WAS JUST TALKING ABOUT THE GENERAL GUIDELINES IN TERMS, ANYTHING WE CAN GET OVER AND ABOVE THE COST, WE ARE GONNA TRY TO DO THAT, UH, THROUGH A MULTITUDE OF WAYS.

YEAH.

'CAUSE MY PRIMARY CONCERN, I JUST WANNA PUT THIS OUT, UH, AS I'VE DONE IN THE PAST, IS THAT WE ACCEPT THIS AS AN ASSET, WHICH IT IS OF THE CITIES MM-HMM.

, BUT WE DON'T TREAT IT AS AN ENTITY THAT NEEDS TO BE PROFITABLE.

NO, I, I, I THINK WE SHOULD BE LOOKING AT EVERY OPPORTUNITY TO ENHANCE THE PROFITS THERE TO COVER THE EXPENSES.

JUST LIKE ANY OTHER FACILITY, WE ARE LOOKING FOR COST CUTTING MEASURES.

WE ARE LOOKING FOR HOW CAN WE GET, GET, UM, GRANTS TO FUND, UH, SOME OF THE THINGS THAT WE NEED TO DO TO UPKEEP OUR FACILITIES.

SO IT'S, IT'S A GIVEN ACROSS THE BOARD THAT WE'RE GONNA BE TRYING TO FIND REVENUE TO COVER OUR EXPENSES.

UM, BUT IN THIS CASE, YOU KNOW, WE TRY TO BE COMPETITIVE.

WE HAVE TO TAKE IN, UH, IN THE MARKET AND WHAT WE CAN, UM, WHAT WE CAN CHARGE AND STILL BE COMPETITIVE.

I THINK WHAT WE FOUND IN THE PAST WAS THAT THE GOLF COURSE WAS PAYING FOR ITEMS THAT REALLY WEREN'T ASSOCIATED WITH THE GOLF COURSE WAS MORE ASSOCIATED WITH THE CITY CENTER, THE BUILDING ITSELF, WHICH IS AN ASSET OF MISSOURI CITY.

AND IT DRUG DOWN THE, UH, THE, UH, PROFITABILITY PROJECTIONS THAT WE HAD AND THE ACTUAL EXPERIENCE.

SO I THINK WE'VE GONE AWAY FROM THAT SO THAT WE KNOW THAT WE'RE ONLY PAYING FOR THE DOLLARS AND, AND THE ITEMS THAT ARE RELATIVE TO THE GOLF COURSE.

SO YOU CAN REALLY MEASURE HOW THE GOLF COURSE IS DOING AS OPPOSED TO THROWING IN THE, UH, AND AS AN EXAMPLE, REPAIR OF AN ELEVATOR.

WELL, IN THE PAST THAT WAS ALL PART OF THE CALCULATION AND DETERMINATION WHETHER OR NOT IT WAS PROFITABLE OR NOT.

AND I THINK WE'VE MOVED AWAY FROM THAT SO THAT WE CAN REALLY GET A GOOD TRUE PICTURE OF WHAT WE'RE EARNING, UH, AT THE GOLF COURSE OPERATIONS.

SO, UH, YOU KNOW, I I THINK, YOU KNOW, WE'RE MOVING IN IN THE RIGHT DIRECTION AND I THINK WE'VE ALWAYS THOUGHT THAT, YOU KNOW, THE, THE GOAL WAS ALWAYS TO EITHER MAINTAIN, UH, A, UH, A, A NEUTRAL POSITION AS FAR AS, UH, EARNINGS, NO LOSSES, OR DO AS MUCH AS WE COULD TO TRY TO INCREASE THE REVENUE SO THAT WE CAN SHOW A PROFIT FROM, UH, THE GOLF COURSE.

SO THE NEW LOGO DESIGN IS IN CURRENT, AND I'VE, I'VE GIVEN YOU SAMPLES.

I SEE A GREAT REVENUE OPPORTUNITY FOR US IN THE GOLF SHOP.

AND DOING A NEW LOGO IS A GREAT WAY THAT MANY FACILITIES DO THAT.
