[1. CALL TO ORDER ]
MEETING TO ORDER.TODAY IS TUESDAY, SEPTEMBER 5TH.
WE'LL NOW CALL THE CITY COUNCIL SPECIAL MEETING TO ORDER AT 6:11 PM ITEM NUMBER TWO IS ROLL CALL.
[3. PUBLIC COMMENTS]
ARE PUBLIC CO COMMENTS.AND MADAM SECRETARY, DO WE HAVE ANY PUBLIC COMMENTS? YES, MR. MAYOR? WE DO.
PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD AND ALSO PLEASE ADHERE TO THE THREE MINUTE TIME LIMIT.
I SEE YOU'RE GONNA DECIDE ON SEEING A MUD NUMBER TWO TONIGHT.
WELL, YOU KNOW WHAT? THE REST OF MISSOURI CITY DOESN'T NEED TO HAVE MUD DISTRICTS ANYMORE.
YOU DID THIS AS A POWER GRAB TO GET EXTRA REVENUE, BUT ARE YOU GONNA HELP THE REST OF THE CITY? ARE YOU GONNA HELP THE REST OF THE CITY WITH THEIR BLOATED LEGAL FEES TO RUN A MUD DISTRICT? WE HAVE ALMOST 40 OF THEM IN MISSOURI CITY.
MAYBE IT'S HIGH TIME YOU GET OFF YOUR REAR ENDS AND START CONSIDERING CONSOLIDATING SOME OF THESE.
AND THE ONLY TWO PEOPLE COUNCIL THAT VOTED IN FAVOR OF NOT DOING IT.
I THINK YOU CAN SEE THROUGH THE LIGHT.
YOU'RE JUST WORRIED ABOUT MONEY FOR MISSOURI CITY.
YOU DON'T CARE ABOUT THE REST OF MISSOURI CITY.
THE REST OF MISSOURI CITY'S STILL GONNA HAVE MUD DISTRICTS WHILE SIENNA WON'T.
THIS IS UNFAIR AND IT NEEDS TO STOP.
THAT CONCLUDES THE PUBLIC COMMENTS.
[(a) Receive a Presentation and Discussion - Sienna Municipal Utility Distr...]
FOUR, OUR DISCUSSION AND POSSIBLE ACTION FOUR A TO RECEIVE A PRESENTATION, UH, C N M MUNICIPAL UTILITY DISTRICT NUMBER TWO, ANNEXATION PLAN UPDATE.WE HAVE A PRESENTATION BY, UH, CEDRIC COLE.
OR ACTUALLY IT'S GONNA BE JENNIFER THOMAS.
GOOD EVENING, MAYOR AND COUNCIL.
SO THIS IS GONNA RUN THROUGH, UM, WHAT, UM, OUR TRANSITION PLAN HAS BEEN, UM, IN THE LAST TWO WEEKS, UH, SINCE THE ANNEXATION DID GO INTO EFFECT.
THE CITY LIMITS MAP AND CITY MAPS HAVE ALL BEEN UPDATED TO REFLECT THE CHANGE BOUNDARIES, UM, ADDING THE AREA OF THE SIENNA MUD TWO, UM, INTO THE INCORPORATED LIMITS OF THE, UH, CITY.
AND SO THAT'S OUTLINED IN RED ON THE MAP.
AND ALL OF THESE MAPS ARE STILL CURRENTLY AVAILABLE.
UM, ON THE WEBSITE, WE'RE GONNA TALK A LITTLE BIT ABOUT THE ENHANCEMENTS THAT HAVE OCCURRED, UH, WITH THE ANNEXATION BECOMING ACTIVE AS OF AUGUST 22ND.
UM, PUBLIC SERVICES, UH, THAT THE CITY HAS TAKEN OVER OR IS IN THE PROCESS, UM, OF TAKING OVER AS A RESULT OF THAT ANNEXATION.
UM, ALL OF OUR PUBLIC SERVICES, UH, JUST LIKE ANY RESIDENT, UM, OF THE CITY OR MEMBER OF THE PUBLIC, UTILIZING SERVICES WITHIN THE CITY, UM, ARE FOR SAFETY AND THE WELLBEING OF OUR CITIZENS.
SO THIS IS JUST A SNAPSHOT OF THE TRANSITION PROCESS CURRENTLY UNDERWAY.
UM, THERE IS A PLAN IN PLACE, UH, THAT, UH, THE CITY IS, UM, RESPONDING TO.
UH, THE TRANSITION INCLUDES THE LEGAL AND ADMINISTRATIVE PROCESSES THAT HAVE BEEN DISCUSSED, UH, THROUGHOUT THIS ANNEXATION, UH, PERIOD.
UH, THE TRANSFER OF CITY MUNICIPAL SERVICES, UM, FROM, UH, THE MUD TWO, UH, DIFFERENT CONTRACTS ASSOCIATED WITH THOSE SERVICES AS WELL IN SOME RESPECTS.
UM, AND THEN THE COMMUNITY ENGAGEMENT EFFORTS, WHICH HAVE BEEN A KEY PIECE, UM, OF THIS ENTIRE PROCESS IN, UH, RELAYING INFORMATION, GETTING INFORMATION OUT TO THE PUBLIC CONCERNING, UH, WHAT TO EXPECT ALONG THE WAY.
SO HERE'S A LITTLE BIT MORE DETAIL ABOUT THE TRANSITION PLAN UNDERWAY.
UH, UNDER THE LEGAL AND ADMINISTRATIVE PROCEDURES, UH, NOTICES HAVE BEEN SENT OUT TO DIFFERENT VENDORS.
UM, CONTRACTS, UM, ARE, UH, SCHEDULED TO BE ASSIGNED, UH, BY THE CITY IN OCTOBER.
UM, UTILITY PROVIDERS, UH, PROVIDING SERVICE WITHIN THE BOUNDARIES, UM, GOVERNMENTAL A AGENCIES AS WELL ALL HAVE BEEN PROVIDED WITH NOTICE OF ANNEXATION.
UM, AND THEN CITY STAFF WILL BE MEETING WITH THE H O A, UH, CONCERNING, UH, RESPONSIBLE PARTIES FOR, UH, VARIOUS OPERATIONS AND MAINTENANCE, POLICE PROTECTION, AS WAS DISCUSSED THROUGHOUT THE ANNEXATION PROCESS.
THE GREATER HOUSTON, UH, CENTER'S 9 1 1 DISPATCH CENTER WILL BE UPDATED BY THE END OF NEXT WEEK, WHICH IS SEPTEMBER 15TH.
UM, HOWEVER, SINCE THE ANNEXATION WENT, UM, INTO EFFECT ON AUGUST 22ND, UH, THERE HAS BEEN NO DISRUPTION IN SERVICE, UM, AS OUR PUBLIC SAFETY OF WORK, UH, IN COLLABORATION WITH THE SHERIFF'S OFFICE, MAINTENANCE OF ROADS AND STREETS.
UM, ALSO, UH, SEAMLESS PROCESS AS WELL.
AN INITIAL ASSESSMENT HAS BEEN CONDUCTED, UM, AND, UH, PROVIDING BASELINE ON WHAT THE CONDITIONS ARE, UH, THROUGHOUT THE AREA FOR ANIMAL SERVICES.
[00:05:01]
UH, THROUGH THE CITY'S REGISTRATION SYSTEM.UM, RESIDENTS WITHIN THE SIENNA MUD AREA ARE BEING PROVIDED A THREE MONTH GRACE PERIOD, UM, BEFORE THOSE REGISTRATIONS, UH, SHOULD BE MADE CURRENT THROUGH THE CITY.
AND, UM, OUR NEIGHBORHOOD SERVICES TEAM IS WORKING ON AN EDUCATIONAL CAMPAIGN, UH, TO ENSURE THAT OUR NEW RESIDENTS KNOW, UH, THOSE PROCESSES AND, UM, HOW, UH, TO GO ABOUT DOING THAT ZONING FOR PERMANENT, UH, LAND USE IS CURRENTLY UNDERWAY AS WELL.
UM, AS YOU KNOW, ONCE THE ANNEXATION WENT INTO EFFECT ON AUGUST 22ND, EVERY PIECE OF PROPERTY WITHIN THE BOUNDARIES WAS AUTOMATICALLY CLASSIFIED AS SSD, UH, SUBURBAN DISTRICT.
SO IT'LL APPEAR ON OUR ZONING MAP IN A GREEN COLOR.
UH, THIS IS THE PROCESS TO PERMANENTLY ZONE THOSE PROPERTIES.
UH, IT WILL BE, UH, GOING BEFORE THE PLANNING AND ZONING COMMISSION, UH, IN SEPTEMBER FOR A DISCUSSION, OCTOBER FOR A PUBLIC HEARING, AND THEN IS SCHEDULED TO COME BEFORE THE CITY COUNCIL IN NOVEMBER.
UM, AND SO THAT PROCESS WILL DEFINE, UH, WHAT THE APPROPRIATE ZONING DISTRICTS WOULD BE FOR ALL OF THE PIECES OF LAND CONTAINED ALARM PERMITS FOR, UH, ALARM SYSTEMS, UM, ARE ALSO, UH, THE, FOR BEND COUNTY HAS AN ALARM REGISTRATION PROGRAM, UH, AND THE CITY WILL HONOR, UH, THOSE ALARM PERMITS THAT WERE, UH, REGISTERED THAT ARE CURRENT THROUGH FORT BEND COUNTY.
UM, WE HAVE A LIST IN PROGRESS WITH THE COUNTY, UM, ON ACTIVE ALARM, UH, REGISTRATIONS.
UM, WHEN THOSE RENEWALS COME UP, RESIDENTS WILL BE REQUIRED, UH, TO REGISTER THROUGH THE CITY.
AND I WILL ADD ON THAT, THAT WE HAVE, UH, RECEIVED, UM, A LOT OF, UH, OR SEVERAL, UM, FEEDBACK FROM RESIDENTS APPLYING FOR REGISTRATION THROUGH THE CITY, A TEAM OF FINANCIAL SERVICES.
MET WITH, UM, MET TWO AUDITORS, UH, TO, UH, TAKE A LOOK AT THE FINANCIALS AND CONTINUE WITH THAT TRANSITION PROCESS.
UM, AND THEN OUR PARKS AND RECREATION TEAM IS WORKING ON THE RECREATIONAL SERVICE AGREEMENTS, UM, FOR, UH, THE, UH, LITTLE LEAGUE AND THE, UH, LEAGUE PLACE, UM, THAT WILL IMPACT, UH, THE MUD TWO AREA.
COMMUNICATIONS, AGAIN, HAS BEEN A CRITICAL PIECE OF THIS TRANSITION, UM, PROCESS.
A HOTLINE HAS BEEN CREATED IN A CALL CENTER, UM, OF STAFF COORDINATED THROUGH, UH, THE CITY SECRETARY'S OFFICE IN PLACE, AND HAS BEEN MOBILIZED, UH, SINCE THE WEEK BEFORE THE ANNEXATION WENT ACTIVE.
UH, THE PURPOSE OF THE CALL CENTER IS TO PROVIDE FOR A CENTRALIZED LOCATION, UH, FOR THOSE RESIDENTS THAT MAY HAVE QUESTIONS, UM, MAY NEED CLARIFICATION, UH, TO MAKE CONTACT WITH THE CITY AND, UH, RECEIVE INFORMATION, UH, THAT'S NEEDED.
THIS PAIRS WITH THE ANNEXATION INFORMATION AVAILABLE ON THE WEBSITE AS WELL.
UM, THAT HAS, UH, KEY QUESTIONS, UM, AND DIFFERENT, UH, LINKS ON THERE THAT WILL HOPEFULLY HELP NAVIGATE, UH, RESIDENTS TO, UH, CRITICAL INFORMATION OR NEEDED INFORMATION.
AND WITH THAT, I'LL END THE PRESENTATION.
UM, RECOGNIZING COUNCIL MEMBER KLAUSEN.
YES, JENNIFER, THANK YOU SO MUCH FOR THAT DETAILED PRESENTATION.
UM, THIS MESSAGE IS, UM, THIS MESSAGE
UH, AND FOR TRANSPARENCY PURPOSES, CAN YOU, UH, PROVIDE THE APPROXIMATE NUMBER OF PHONE CALLS THAT HAVE BEEN RECEIVED THROUGH THE HOTLINE FROM THE SIMA TWO RESIDENTS, AND WHAT HAVE BEEN THE NATURE OF THOSE CALLS RECEIVED? THAT'S THE FIRST QUESTION.
SO BASED ON THE LATEST DATA THAT WE HAVE, UH, WE HAVE RECEIVED FIVE PHONE CALLS, UH, OF WHICH THREE WERE FOR ALARM PERMITS, AND TWO WERE ABOUT THE ZONING SIGNS.
AND WE'VE GOTTEN BACK WITH THE RESIDENTS YES.
AND SO MY SECOND QUESTION, UM, I WAS GONNA GO TO, UH, PUBLIC SAFETY WITH CHIEF HARRIS, BUT YOU GAVE AN UPDATE, UM, ON THE, UH, PUBLIC SAFETY.
MY LAST QUESTION IS, WHEN IS THE NEXT SMA TWO H O A MEETING? DO WE KNOW THAT? I DO NOT.
CAN WE, CAN WE FIND OUT TOMORROW? CAN WE FIND OUT, BECAUSE WE HAVE A MEETING WITH THE H O A TOMORROW.
NO, THOSE OF US WHO ARE SERVING THE DISTRICT, WE, WE WANT TO MAKE GOOD ON, UM, OUR PROMISE ON BEING RIGHT THERE WITH THEM, UM, UH, EVERY STEP OF THIS, UH, EVERY STEP OF THE WAY.
SO WE WOULD LIKE TO BE INFORMED OF WHEN THAT IS SO THAT WE CAN ATTEND THAT MEETING AND SUBSEQUENT MEETINGS, YOU'LL GET THAT INFORMATION.
RECOGNIZING COUNCILOR RAM BONNEY.
I HAD ALSO A QUESTION FOR YOU, UH, CITY MANAGER, UH, AS IT RELATES TO THIS ANNEXATION, UH, AND A LOT OF CONVERSATIONS SURROUNDING IT.
ONE OF THE THINGS THAT CAME OUT, AND I DON'T KNOW IF I ACTUALLY GOT A FULL UNDERSTANDING, AND I KNOW I'VE BEEN ASKED A LOT OF QUESTIONS ABOUT IT RELATIVE TO, UH, THE SIENNA MUD, TWO RESIDENTS, THE MISSOURI CITY RESIDENTS THAT ARE IN SIENNA MUD TWO, UH,
[00:10:01]
NOT PAYING MUD TAXES NOR CITY TAXES FOR 12 MONTHS.CAN YOU BREAK THAT DOWN OR EXPLAIN FOR, UM, THE COMMUNITY WHY THAT IS? WELL, AND I HAVE, THANK GOD ALINA IS BACK NOW, SO
BUT AS I UNDERSTAND IT, UM, FOR THIS UPCOMING FISCAL YEAR, THE MUD BOARD ELECTED NOT TO LEVY ATTACKS.
AND IN DOING THAT, UM, BECAUSE THEY WERE NOT ON THE CITY'S ROLE AS OF JANUARY, THEY WOULD NOT HAVE BEEN ASSESSED A CITY TAX.
AND BECAUSE THE MUD BOARD ELECTED NOT TO LEAVE THE ATTACKS, THEN THEY WILL NOT BE PAYING, UH, TAX FOR THE MUD AS WELL.
SO, SO JUST TO BE CLEAR, THEY'RE RECEIVING FULL CITY SERVICES, UH, AND NOT PAYING A TAX FOR WHAT DATE CERTAIN WILL THAT BE? UH, NEXT 2024, WHEN IT WILL BE FOR THE FISCAL YEAR, WE WILL NOT SEE A MUD TAX, UH, MORE MUD REVENUE FROM A TAX FROM THE FISCAL YEAR STARTING OCTOBER, ENDING, UH, SEPTEMBER, 2024.
SO OCTOBER 1ST, 2024 IS WHEN WE'LL START TO RECEIVE REVENUE FROM THE NEW RESIDENTS.
UH, YES, WE WILL START TO RECEIVE UTILITY, USER FEE REVENUE FROM THE NEW RESIDENTS, BUT WE WILL NOT RECEIVE TAX REVENUE.
WHEN, WHEN EXACTLY, I GUESS MY QUESTION, I'M SORRY IF I'M CONFUSING YOU.
WHEN EXACTLY WHEN WE RECEIVE CITY, UH, PROPERTY TAX FROM THOSE RESIDENTS, THAT WOULD BE 25 FISCAL YEAR 25, STARTING OCTOBER 1ST, 2024 THROUGH SEPTEMBER, 2025.
SO FROM NOW UP UNTIL OCTOBER THE FIRST 2025, THEY WON'T PAY ANY CITY TAXES? THAT'S CORRECT.
SO I, I DON'T THINK THE DATES WERE CORRECT, SO UNTIL OCTOBER.
UM, SO THEY ARE PAYING USER FEES FOR WASTEWATER AND WATER SERVICES ONCE THE CITY, UH, BEGINS TO PROVIDE THOSE SERVICES.
BUT THE TAX ITSELF, UH, IS ASSESSED IN FOR OCTOBER, 2024.
THAT'S WHAT I SAID, BUT YOU SAID 25? WELL, SHE SAID 25.
I SAID 22 FOR THE FISCAL YEAR.
WHICH STARTS OCTOBER 1ST, 2024.
OKAY, SO OCTOBER THE FIRST, 2024.
I JUST WANT, OKAY, THAT, THAT, THAT'S GOOD.
RECOGNIZING COUNCIL MEMBER BRA MARSHALL.
UM, AND THANK YOU SO MUCH E JOYCE, BECAUSE I WAS GOING TO ASK ABOUT THE, UH, FEES, THE USER FEES, WE START RECEIVING THEM IMMEDIATELY ONCE WE START PROVIDING SERVICE.
UH, WELL THERE, UM, IT'S, THERE'S ABOUT THIRD A MONTH OUT, SO, OKAY.
BUT YES, AFTER WE START PROVIDING SERVICES, WE WOULD BEGIN TO RECEIVE THOSE FEES.
AND WE, WE, OUT OF EVERYTHING THAT WE LOOKED AT, WE WERE, WE CONFIRMED THAT THE WATER, UH, SERVICES WILL PAY FOR THEMSELVES.
WE, THE CITY WILL NOT BE BURDENED, WILL NOT HAVE ANY BURDEN OFF OF THE WATER FEES.
IT'S THE ONE YEAR OF TAX PROPERTY TAXES THAT WE WILL NOT RECEIVE.
BUT GOING FORWARD, TIMES INFINITY, THE CITY WILL RECEIVE PROPERTY TAXES FOREVER.
ALRIGHT, WE THANK YOU JENNIFER.
I DON'T SEE ANYBODY ELSE ON THE QUEUE.
SO WE'RE GONNA GO TO ITEM FOUR B, RECEIVE
[(b) Receive a Presentation and Discussion - Lease agreement with A-S 91 Ft...]
A PRESENTATION AND DISCUSSION LEASE AGREEMENT WITH AS 91 FORT BEND PARK, FORT BEND PARKWAY, AND HIGHWAY SIX LP TO SERVE AS A POLICE SUBSTATION AT THE INTERSECTION OF STATE HIGHWAY SIX AND FORT BEND PARKWAY.UH, WE HAVE A PRESENTATION, UH, BY EJO YAMO CITY ATTORNEY.
UH, GOOD EVENING MAYOR AND MEMBERS OF COUNCIL.
THIS ITEM SPEAKS TO YOUR GOALS.
UH, STRATEGIC, UH, GOALS ONE THROUGH FOUR, CREATING A GREAT PLACE TO LIVE, MAINTAINING A FINANCIALLY SOUND CITY GOVERNMENT GROWING BUSINESS, DEVELOP, UH, INVESTMENTS AS WELL AS DEVELOPING A HIGH PERFORMANCE CITY TEAM.
THE BASIC TERMS OF THIS PROPOSED LEASE AGREEMENT ARE THAT THE AGREEMENT ITSELF IS FOR A 10 YEAR TERM AT $10 PER YEAR.
THE LEASE AGREEMENT WILL, YES, THE LEASE AGREEMENT WILL ALLOW FOR THE CITY TO UTILIZE THE SPACE FOR A POLICE SUBSTATION, AS WELL AS FOR PERMITTING USES.
THE AGREEMENT ALSO REQUIRES, LIKE MOST LEASE AGREEMENTS, REQUIRES THE CITY TO PAY ITS OWN UTILITY FEES, UM, AS WELL AS PROVIDES THAT THE LANDLORD WILL MAINTAIN THE KIND OF LARGER, UH, INFRASTRUCTURE FOR THE, THE SPACE, WHICH IS THE FOUNDATION, ROOF AND EXTERIOR WALLS.
AND THE AGREEMENT REQUIRES, UH, CONSENT IF THERE ARE ANY ALTERATIONS MADE TO THE SPACE.
UM, THE OPERATIONS TEAM AND THE MANAGEMENT TEAM
[00:15:01]
HAVE, UH, I WORKED WITH THIS, UH, PARTICULAR OWNER LANDOWNER.IT'S NEWQUEST, UH, TO IDENTIFY A SPACE IN THE FORT BEND TOWN CENTER.
ONE LOCATION, AS YOU ALL KNOW, THAT'S LOCATED AT THE INTERSECTION OF HIGHWAY SIX AND FORT BEND PARKWAY.
THE ACTUAL LEASE SPACE IS NEXT TO THE CURRENT, UM, ENTERPRISE LEASING FACILITY, AS WELL AS NEAR A PETCO S SO THIS, UH, SLIDE SIMPLY SIMPLY JUST SHOWS YOU A DEPICTION OF THE SPACE.
IT'S, UH, SIMILAR TO SPACES THAT HAVE BEEN LEASED IN THE PAST FOR, UH, POLICE SUBSTATION AREAS.
AS YOU ALL KNOW, THE CITY HAD, I BELIEVE, TWO PREVIOUS SUBSTATIONS, BOTH ON TEXAS PARKWAY.
THEY WERE BOTH ABOUT THE SAME SIZE.
THE LAST ONE WAS ABOUT 900 SQUARE FEET IN THE WELLS FARGO BUILDING.
THE ONE BEFORE THAT WAS ABOUT A HUNDRED SQUARE FEET LARGER THAN THIS ONE.
UH, BUT THAT WAS IN THE, UH, SHOPPING CENTER NEAR THE SHIPLEY DONUT OFF OF TEXAS PARKWAY.
UH, BUT AGAIN, THE SPACES ARE PRETTY SIMILAR TO OTHER LEASE SPACES THAT THE CITY HAS HAD.
UM, I THINK THE MAJOR DIFFERENCE HERE WOULD BE THE PRICE IN THAT THIS PARTICULAR SPACE IS BEING LEASED OUT, OR THE PROPOSAL IS THAT IT BE LEASED OUT TO THE CITY FOR $10, UH, PER YEAR FOR A 10 YEAR PERIOD.
THE NEXT STEPS ON THIS PARTICULAR AGREEMENT ARE TO AUTHORIZE THE LEASE AGREEMENT.
IT WILL BE ON YOUR AGENDA AT THE SIX 30 MEETING FOR AUTHORIZATION.
UH, THE LEASE AGREEMENT REQUIRES THE CITY TO, UM, MAKE THE SUBSTATION OPERATIONAL WITHIN 30 DAYS OF DELIVERY OF THE FACILITY.
SO THAT WOULD OCCUR FIVE DAYS AFTER AUTHORIZATION.
SO IF YOU AUTHORIZE THAT TODAY, THAT POTENTIAL DATE WOULD BE OCTOBER 10TH, I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU'LL HAVE.
I DO HAVE A COUPLE OF QUESTIONS.
E JOYCE, FIRST OF ALL, THANK YOU FOR THE PRESENTATION.
SO IS THAT ON THE, UH, ON THE PRESENTATION, IT SHOWED, UH, $10 PER YEAR.
SO IS IT REALLY $10 FOR THE WHOLE YEAR? IT IS $10 PER YEAR, YES.
AND WE DID, WE DID TALK ABOUT THAT WHEN, SO THEY, THEY UNDERSTAND THAT IT'S $10 PER YEAR.
WE, I'M MISSING A COUPLE OF ZEROS, RIGHT?
AND WHEN YOU SAY 10, UH, 10 YEAR TERM, SO, WHICH MEANS THEY'RE LEASING THIS FACILITY OR THAT AREA TO THE CITY OF MISSOURI CITY FOR 10 YEARS.
SO THERE'S NO RENEGOTIATION OF THIS, UH, SPACE WITHIN THE 10 YEARS.
I MEAN, IF THE CITY WANTED TO APPROACH THE DEVELOP OR THE, UH, LANDOWNER ABOUT RENEGOTIATING, I WOULD IMAGINE THAT THEY, DEPENDING ON WHAT WE ASK FOR, OF COURSE THEY MIGHT BE OPEN TO THAT.
BUT AT $10 A YEAR, WE'RE PUSHING THE ENVELOPE ANYWAY IN TERMS OF REQUESTS.
SO I DON'T KNOW, UH, HOW MUCH MORE THEY WOULD BE WILLING TO GIVE AT THAT PRICE.
AND ONE LAST, UH, COMMENT I, I THINK THAT I HAVE IS, UM, I THINK, YOU KNOW, THE WAY OUR CITY IS, YOU KNOW, THIS COMES INTO, COMES IN AT THE RIGHT, RIGHT PLACE, RIGHT TIMING TO, BECAUSE WE'RE EXPANDED OUR, OUR NOW OUR LINES, CITY LINES, I SHOULD SAY, TO GET TO AND COVER THOSE AREAS THAT, THAT WE NEEDED.
UH, HAS THE POLICE DEPARTMENT SEEN THIS SPACE? HAVE THEY ARE AWARE OF THIS SPACE? UM, THAT'S AN INTERESTING QUESTION BECAUSE INITIALLY WE THOUGHT IT WAS A DIFFERENT SPACE.
SO, UH, TOMORROW WE'RE GONNA GO AND, AND SEE THIS SPACE WHEN WE DON'T ANTICIPATE, BECAUSE IT'S SIMILAR SIZE AS OTHERS.
UM, PRODUCT PART OF THE, UM, OBJECTIVE THAT WE HAD IN MIND WAS MAKING THIS MORE SO THAN JUST POLICE, BUT ALSO HAVING SOME OTHER, UH, PERMITTING SERVICES OUT THERE, UH, TO HAVE PEOPLE BE ABLE TO HAVE AUTOMATED SERVICES SO THEY DON'T HAVE TO GO TO CITY HALL.
SO WE STILL THINK THAT THAT MAY BE POSSIBLE, BUT WE WANNA GO TOMORROW AND FIND OUT AND MAKE SURE.
SO ONE OTHER QUESTION FOR YOU IS, HOW DOES THIS HELP THE, UH, RESPONSE TIME, SO TO SPEAK? I MEAN, WELL, RIGHT NOW WE'RE OPERATING OUT OF, I DON'T THINK WE'RE AT WELLS FARGO, ARE WE? NO, WE'RE NOT, RIGHT? NO, NO.
SO HOW DID, HOW WOULD THIS HELP THE RESPOND TIME THROUGHOUT THE CITY? WELL, BASED, BASED ON, AND I, THE CHIEF IS HERE AND I'M SURE HE CAN, HE CAN SPEAK TO THAT A LOT BETTER THAN I CAN.
BUT, UM, BASED ON WHAT WE WERE LOOKING AT, THIS GIVES US COVERAGE ON EACH END OF THE CITY, WHICH IS GOING TO HELP IN THAT RESPONSE TIME.
ESPECIALLY IF YOU HAVE PEOPLE THAT ARE IN THAT AREA, WHETHER THEY'RE DOING REPORTS OR WHATEVER, THAT'S GONNA PUT THEM CLOSER DEPENDING ON WHERE THE CALL IS COMING FROM.
BUT, UH, IT'S, IT'S A GREAT PUBLIC PRIVATE PARTNERSHIP.
IT'S ONE THAT ENHANCES OUR ABILITY TO BE ABLE TO RESPOND.
[00:20:01]
UH, POLICE OFFICERS SOMEWHERE TO DO PAPERWORK.NOT ONLY POLICE OFFICERS, BUT INSPECTORS.
AND, UM, SO IT'S, IT'S DEFINITELY A, A GREAT INVISIBLE OPPORTUNITY, UM, FOR US.
AND, AND SO AT $10 A YEAR, UH, THAT'S A WIN-WIN.
SO I JUST WANNA MAKE, MAKE IT CLEAR THAT I DIDN'T CALL YOU UP HERE.
I I'M PERFECTLY FINE WITH THAT.
BUT TO ANSWER YOUR QUESTION, WHEN I FIRST HEARD ABOUT THIS SPACE AND THE LOCATION, THAT WAS THE FIRST THOUGHT THAT CAME TO MY MIND WAS RESPONSE TIMES.
UM, WE ALL KNOW THAT HOW TRAFFIC IS IN HIGHWAY SIX, AND IF WE CAN DEPLOY OUT OF THAT LOCATION, WE CAN GET TO THE SULY PART OF OUR CITY MUCH QUICKER.
AND IT'S RIGHT THERE ALONG THE, THE, UM, THE TOLL ROAD.
AND IT'S SUCH A GREAT LOCATION.
THE OFFICERS CAN ALSO GET TO THE NORTH SIDE OF THE CITY.
SO IT GIVES US A LOT OF OPPORTUNITY TO, TO DEPLOY TO DIFFERENT PARTS OF THE CITY IMMEDIATELY.
WELL, JUST ONE MORE LAST COMMENT FROM ME AND I GET TO OTHERS IS THAT I THINK IT'S A GREAT OPPORTUNITY THAT WE HAVE THERE BECAUSE ANYTIME THAT WE HAVE A THEATER, AND I MYSELF GOT MY CAR BROKEN DOING THAT FORT BEND THOMPSON CENTER ONE.
SO, UH, AND I DID HEAR FROM OTHERS AS WELL THAT, UH, HAVING THE PRESENCE OF POLICE NEAR, UM, YOU KNOW, THAT WHOLE AREA AND THEN YOU, YOU SAID ACCESS, ACCESS THROUGH FORT BEND TOLL ROAD TO GET TO OTHER CITIES.
AND I THINK, UH, THAT'S A GREAT COMMENT.
I MEAN, THAT'S A GREAT PROCESS THAT WE'RE DOING.
AND, AND $10 A YEAR IS WHAT CAN'T BE IT, WHAT'S WRITTEN ON HERE.
SO THAT'S THE, THAT'S THE ACTUAL THING.
I'M GOING TO RECOGNIZE, UH, UH, COUNCIL MEMBER BOWIE.
I, I, I THINK THIS IS AN OUTSTANDING, UH, YOU KNOW, INITIATIVE.
UM, DEFINITELY IS GONNA HELP WITH THE INCREASED BURGEONING, UH, GROWTH IN THAT AREA.
UM, I WANT TO THANK NEWQUEST, UH, FOR BEING GREAT PARTNERS YET AGAIN.
UH, AND FOR ALLOWING THIS, UH, THE ONLY THING BETTER THAN $10 A MONTH, I MEAN, UH, A YEAR THAT I'VE SEEN IS A DOLLAR
UH, BUT LIKE YOU SAID,
UH, BUT WITH THAT BEING SAID, UM, YOU KNOW, I JUST WANT TO THANK THEM PUBLICLY FOR YET AGAIN, UH, STEPPING UP FOR THE CITY, THANK THE CITY STAFF LEGAL, UH, FOR WORKING WITH WITH THEM ON THAT AND, AND NEGOTIATING THAT DEAL.
UH, I HAD JUST ONE QUESTION RELATIVE TO THE SPACE BUILD OUT, IT'S GONNA REQUIRE, YOU KNOW, BUILD OUT.
IS THERE A COST ESTIMATE AS TO WHAT WE FORESEE THAT BEING FOR THIS YEAR? NOT YET.
WE WILL, WE WILL HAVE BRING THAT TO YOU.
I RECOGNIZE I'M, I'M SORRY, BUT SINCE EVERYTHING IS ALREADY, UM, BUILT OUT WITH RESTROOMS AND ALL THAT, WE EXPECT THAT TO BE PRETTY NOMINAL, BUT WE'LL, WE'LL BRING THAT COST BACK.
UH, RE RECOGNIZING MAYOR PROAM EMERY.
UH, I JUST WANT TO, UH, MAKE SURE THAT, UH, UH, YOU UNDERSTAND THAT I'M REALLY ANXIOUS TO SEE US PUT OTHER SERVICES IN THAT LOCATION SO THAT, UH, AND I THINK, I KNOW YOU TOUCHED ON IT, SO THAT PEOPLE WHO, UH, ARE IN, UH, THE, UH, THE SOUTHERN PART OF TOWN DON'T HAVE TO COME ALL THE WAY DOWN TO CITY HALL TO DO SOME TRANSACTIONS.
SO, UH, TO ME THAT'S, AND WE, WE LOOKED AT THAT ONE TIME, BUT, UH, WE WERE NEVER ABLE TO BRING IT TO FRUITION.
BUT I'M HOPING THAT THIS TIME WE'LL, UH, BE ABLE TO DO THAT AND, UH, AGAIN, PROVIDE A BETTER SERVICE LEVEL FOR OUR, UH, OUR RESIDENTS THAT ARE OUT IN THE SOUTHERN PART OF, UH, OF OUR CITY.
UH, RECOGNIZING COUNCIL MEMBER RILEY.
OH, I JUST WANNA SAY THANK YOU E JOYCE, UH, FOR THE PRESENTATION AS WELL AS, UM, CHIEF YOU GUYS BEING PROACTIVE AND MAKING SURE THAT Y'ALL HAVE ALREADY KIND OF SCOPED OUT THE AREA.
NUQUEST BEING GOOD PARTNERS AS COUNCIL MEMBER BONNEY MENTIONED, UH, TO OFFER US THIS ONCE IN A LIFETIME, UH, DEAL FOR $10 A YEAR.
I THINK IT'S GONNA PUT A LOT OF THE RESIDENTS, UM, ON THE SOUTH END, ESPECIALLY NOW THAT WE HAVE A NEW SUB, UH, A NEW AREA THAT WE'RE TAKING ON, IT'LL PUT THEM AT EASE ON THE FOREFRONT KNOWING THAT WE HAVE, UM, ALREADY THESE PARTICULAR PARAMETERS IN PLACE.
HAVING OUR OFFICERS IN THAT PARTICULAR AREA AND HAVING A SUBSTATION, UM, I TOO SHARE THE SAME SENTIMENTS.
I WAS, YOU KNOW, WANTING TO KNOW ABOUT THE BUILD OUT, UH, SINCE IT IS KIND OF A SHELL OF A, UH, LOCATION WITH 1100 SQUARE FEET OR ALMOST 1200 SQUARE FEET.
AND, UM, HOW MANY OFFICES OR HOW ARE Y'ALL GONNA DESIGN THAT? SO THIS IS WHEN YOU GET THOSE NUMBERS OF THE BUILD OUT AND WHAT THE DESIGN, WHAT IT'S GONNA LOOK LIKE.
UM, AND IS IT GOING TO BE OPEN DURING THE DAY FOR RESIDENTS TO COME IN AND OUT, FIRST OFF, OR IS IT JUST STRICTLY GONNA BE, UM, A SUBSTATION FOR THE OFFICERS? BUT THANK Y'ALL.
THANK YOU FOR BEING INNOVATIVE AND CATCHING US AT THE FOREFRONT.
[00:25:02]
THANK YOU.RECOGNIZING COUNCIL MEMBER OZ.
I JUST THINK THIS IS AN AWESOME OPPORTUNITY.
I'M A POLICE GEEK, SO I WENT ON RAIDS ONLINE AND YOU KNOW, THERE'S A LOT OF ACTIVITY IN THAT AREA.
THE ENTERPRISE, THE BANKS, UH, ALL THE GROWTH.
THIS IS A GREAT ADDER TO OUR COMMUNITY.
UM, TOWN CENTER TWO IS GROWING, ULTA'S COMING.
AND WHAT A GREAT PLACE FOR US TO PUT OUR, UH, PD AND OTHER SERVICES.
I RECOGNIZING COUNCIL MEMBER BRAMOS.
THANK YOU ALL SO MUCH FOR GETTING THIS DONE.
I JUST HAD A COUPLE OF QUESTIONS.
UM, IT STATED IN THE PRESENTATION THAT WE WOULD HAVE TO TAKE POSSESSION OF THE BUILDING 30 DAYS AFTER WE SIGN.
SO WE'RE ESTIMATING THAT THAT'S AROUND OCTOBER 10.
UM, BUT EVEN AFTER WE TAKE POSSESSION, UM, HOW SOON DO WE THINK THAT WE WOULD HAVE THE FACILITY OPEN TO THE PUBLIC? I BELIEVE THAT A FEW DAYS, A MAXIMUM.
UM, I, MY UNDERSTANDING FROM THE TECHNOLOGY FOLKS IS THAT THEY CAN GET THINGS UP AND RUNNING PRETTY QUICKLY, SO ABOUT FIVE DAYS AFTER TAKING POSSESSION.
AND, AND I GUESS THAT'S KIND OF WHAT I WAS THINKING ABOUT BECAUSE I'M, I'M IMAGINING THE, THE BULK OF WHAT WE'RE GONNA PROBABLY PLACE INSIDE OF THIS FACILITY IS ALL MOSTLY TECH, TECHNOLOGY, EQUIPMENT SO THAT WE CAN FUNCTION FROM THE CITY.
I DO, I PLACE MYSELF IN THE QUEUE ONE MORE TIME.
UM, UH, OFTEN, YOU KNOW, WE GIVE KUDOS TO EVERYONE, BUT I DO WANT TO TAKE THIS OPPORTUNITY TO GIVE KUDOS TO OUR ECONOMIC DEVELOPMENT TEAM THAT'S ON CITY COUNCIL, WHICH IS CHAIRED BY ANTHONY MELES AND, UH, MEMBER COUNCIL MEMBER RONALD MARSHALL AND COUNCIL MEMBER KLAUSER.
I THINK THEY WERE PONDERING THIS EVEN WITH NEWQUEST PRIOR TO, UH, DURING THE ANNEXATION POINT GOING ON AND DID NOT KNOW WHAT THE DEALS WERE.
I GUESS IT WAS UP TO THE CITY STAFF TO WORK IT OUT.
SO I JUST WANT TO TAKE THAT MOMENT AND JUST THANK THEM FOR AT LEAST TALKING TO THEM ABOUT IT.
OR, OR I WOULD SAY INITIATING SOMETHING WHICH TURNED OUT TO BE SOMETHING LIKE THIS, I, I GUESS FOR AFTER Y'ALL WORKING TOGETHER.
SEE ANYBODY ELSE ON THE QUEUE.
SO WE'RE GONNA GO TO ITEM NUMBER FIVE, CLOSE EXECUTIVE SESSION CITY COUNCIL, THAT WE DON'T HAVE ANY CLOSE EXECUTIVE ITEMS ON HERE.
UH, ITEM NUMBER SEVEN IS TO ADJOURN THIS MEETING.
