SO THIS IS GONNA RUN THROUGH, UM, WHAT, UM, OUR TRANSITION PLAN HAS BEEN, UM, IN THE LAST TWO WEEKS, UH, SINCE THE ANNEXATION DID GO INTO EFFECT.

THE CITY LIMITS MAP AND CITY MAPS HAVE ALL BEEN UPDATED TO REFLECT THE CHANGE BOUNDARIES, UM, ADDING THE AREA OF THE SIENNA MUD TWO, UM, INTO THE INCORPORATED LIMITS OF THE, UH, CITY.

AND SO THAT'S OUTLINED IN RED ON THE MAP.

AND ALL OF THESE MAPS ARE STILL CURRENTLY AVAILABLE.

UM, ON THE WEBSITE, WE'RE GONNA TALK A LITTLE BIT ABOUT THE ENHANCEMENTS THAT HAVE OCCURRED, UH, WITH THE ANNEXATION BECOMING ACTIVE AS OF AUGUST 22ND.

UM, PUBLIC SERVICES, UH, THAT THE CITY HAS TAKEN OVER OR IS IN THE PROCESS, UM, OF TAKING OVER AS A RESULT OF THAT ANNEXATION.

UM, ALL OF OUR PUBLIC SERVICES, UH, JUST LIKE ANY RESIDENT, UM, OF THE CITY OR MEMBER OF THE PUBLIC, UTILIZING SERVICES WITHIN THE CITY, UM, ARE FOR SAFETY AND THE WELLBEING OF OUR CITIZENS.

SO THIS IS JUST A SNAPSHOT OF THE TRANSITION PROCESS CURRENTLY UNDERWAY.

UM, THERE IS A PLAN IN PLACE, UH, THAT, UH, THE CITY IS, UM, RESPONDING TO.

UH, THE TRANSITION INCLUDES THE LEGAL AND ADMINISTRATIVE PROCESSES THAT HAVE BEEN DISCUSSED, UH, THROUGHOUT THIS ANNEXATION, UH, PERIOD.

UH, THE TRANSFER OF CITY MUNICIPAL SERVICES, UM, FROM, UH, THE MUD TWO, UH, DIFFERENT CONTRACTS ASSOCIATED WITH THOSE SERVICES AS WELL IN SOME RESPECTS.

UM, AND THEN THE COMMUNITY ENGAGEMENT EFFORTS, WHICH HAVE BEEN A KEY PIECE, UM, OF THIS ENTIRE PROCESS IN, UH, RELAYING INFORMATION, GETTING INFORMATION OUT TO THE PUBLIC CONCERNING, UH, WHAT TO EXPECT ALONG THE WAY.

SO HERE'S A LITTLE BIT MORE DETAIL ABOUT THE TRANSITION PLAN UNDERWAY.

UH, UNDER THE LEGAL AND ADMINISTRATIVE PROCEDURES, UH, NOTICES HAVE BEEN SENT OUT TO DIFFERENT VENDORS.

UM, CONTRACTS, UM, ARE, UH, SCHEDULED TO BE ASSIGNED, UH, BY THE CITY IN OCTOBER.

UM, UTILITY PROVIDERS, UH, PROVIDING SERVICE WITHIN THE BOUNDARIES, UM, GOVERNMENTAL A AGENCIES AS WELL ALL HAVE BEEN PROVIDED WITH NOTICE OF ANNEXATION.

UM, AND THEN CITY STAFF WILL BE MEETING WITH THE H O A, UH, CONCERNING, UH, RESPONSIBLE PARTIES FOR, UH, VARIOUS OPERATIONS AND MAINTENANCE, POLICE PROTECTION, AS WAS DISCUSSED THROUGHOUT THE ANNEXATION PROCESS.

THE GREATER HOUSTON, UH, CENTER'S 9 1 1 DISPATCH CENTER WILL BE UPDATED BY THE END OF NEXT WEEK, WHICH IS SEPTEMBER 15TH.

UM, HOWEVER, SINCE THE ANNEXATION WENT, UM, INTO EFFECT ON AUGUST 22ND, UH, THERE HAS BEEN NO DISRUPTION IN SERVICE, UM, AS OUR PUBLIC SAFETY OF WORK, UH, IN COLLABORATION WITH THE SHERIFF'S OFFICE, MAINTENANCE OF ROADS AND STREETS.

UM, ALSO, UH, SEAMLESS PROCESS AS WELL.

AN INITIAL ASSESSMENT HAS BEEN CONDUCTED, UM, AND, UH, PROVIDING BASELINE ON WHAT THE CONDITIONS ARE, UH, THROUGHOUT THE AREA FOR ANIMAL SERVICES.

UM, REGISTERING PETS,

UH, THROUGH THE CITY'S REGISTRATION SYSTEM.

UM, RESIDENTS WITHIN THE SIENNA MUD AREA ARE BEING PROVIDED A THREE MONTH GRACE PERIOD, UM, BEFORE THOSE REGISTRATIONS, UH, SHOULD BE MADE CURRENT THROUGH THE CITY.

AND, UM, OUR NEIGHBORHOOD SERVICES TEAM IS WORKING ON AN EDUCATIONAL CAMPAIGN, UH, TO ENSURE THAT OUR NEW RESIDENTS KNOW, UH, THOSE PROCESSES AND, UM, HOW, UH, TO GO ABOUT DOING THAT ZONING FOR PERMANENT, UH, LAND USE IS CURRENTLY UNDERWAY AS WELL.

UM, AS YOU KNOW, ONCE THE ANNEXATION WENT INTO EFFECT ON AUGUST 22ND, EVERY PIECE OF PROPERTY WITHIN THE BOUNDARIES WAS AUTOMATICALLY CLASSIFIED AS SSD, UH, SUBURBAN DISTRICT.

SO IT'LL APPEAR ON OUR ZONING MAP IN A GREEN COLOR.

UH, THIS IS THE PROCESS TO PERMANENTLY ZONE THOSE PROPERTIES.

UH, IT WILL BE, UH, GOING BEFORE THE PLANNING AND ZONING COMMISSION, UH, IN SEPTEMBER FOR A DISCUSSION, OCTOBER FOR A PUBLIC HEARING, AND THEN IS SCHEDULED TO COME BEFORE THE CITY COUNCIL IN NOVEMBER.

UM, AND SO THAT PROCESS WILL DEFINE, UH, WHAT THE APPROPRIATE ZONING DISTRICTS WOULD BE FOR ALL OF THE PIECES OF LAND CONTAINED ALARM PERMITS FOR, UH, ALARM SYSTEMS, UM, ARE ALSO, UH, THE, FOR BEND COUNTY HAS AN ALARM REGISTRATION PROGRAM, UH, AND THE CITY WILL HONOR, UH, THOSE ALARM PERMITS THAT WERE, UH, REGISTERED THAT ARE CURRENT THROUGH FORT BEND COUNTY.

UM, WE HAVE A LIST IN PROGRESS WITH THE COUNTY, UM, ON ACTIVE ALARM, UH, REGISTRATIONS.

UM, WHEN THOSE RENEWALS COME UP, RESIDENTS WILL BE REQUIRED, UH, TO REGISTER THROUGH THE CITY.

AND I WILL ADD ON THAT, THAT WE HAVE, UH, RECEIVED, UM, A LOT OF, UH, OR SEVERAL, UM, FEEDBACK FROM RESIDENTS APPLYING FOR REGISTRATION THROUGH THE CITY, A TEAM OF FINANCIAL SERVICES.

MET WITH, UM, MET TWO AUDITORS, UH, TO, UH, TAKE A LOOK AT THE FINANCIALS AND CONTINUE WITH THAT TRANSITION PROCESS.

UM, AND THEN OUR PARKS AND RECREATION TEAM IS WORKING ON THE RECREATIONAL SERVICE AGREEMENTS, UM, FOR, UH, THE, UH, LITTLE LEAGUE AND THE, UH, LEAGUE PLACE, UM, THAT WILL IMPACT, UH, THE MUD TWO AREA.

COMMUNICATIONS, AGAIN, HAS BEEN A CRITICAL PIECE OF THIS TRANSITION, UM, PROCESS.

A HOTLINE HAS BEEN CREATED IN A CALL CENTER, UM, OF STAFF COORDINATED THROUGH, UH, THE CITY SECRETARY'S OFFICE IN PLACE, AND HAS BEEN MOBILIZED, UH, SINCE THE WEEK BEFORE THE ANNEXATION WENT ACTIVE.

UH, THE PURPOSE OF THE CALL CENTER IS TO PROVIDE FOR A CENTRALIZED LOCATION, UH, FOR THOSE RESIDENTS THAT MAY HAVE QUESTIONS, UM, MAY NEED CLARIFICATION, UH, TO MAKE CONTACT WITH THE CITY AND, UH, RECEIVE INFORMATION, UH, THAT'S NEEDED.

THIS PAIRS WITH THE ANNEXATION INFORMATION AVAILABLE ON THE WEBSITE AS WELL.

UM, THAT HAS, UH, KEY QUESTIONS, UM, AND DIFFERENT, UH, LINKS ON THERE THAT WILL HOPEFULLY HELP NAVIGATE, UH, RESIDENTS TO, UH, CRITICAL INFORMATION OR NEEDED INFORMATION.

ONE OF THE THINGS THAT CAME OUT, AND I DON'T KNOW IF I ACTUALLY GOT A FULL UNDERSTANDING, AND I KNOW I'VE BEEN ASKED A LOT OF QUESTIONS ABOUT IT RELATIVE TO, UH, THE SIENNA MUD, TWO RESIDENTS, THE MISSOURI CITY RESIDENTS THAT ARE IN SIENNA MUD TWO, UH,

NOT PAYING MUD TAXES NOR CITY TAXES FOR 12 MONTHS.

CAN YOU BREAK THAT DOWN OR EXPLAIN FOR, UM, THE COMMUNITY WHY THAT IS? WELL, AND I HAVE, THANK GOD ALINA IS BACK NOW, SO IF NEED, IF I NEED SOME HELP, I'LL CALL HER UP.

BUT AS I UNDERSTAND IT, UM, FOR THIS UPCOMING FISCAL YEAR, THE MUD BOARD ELECTED NOT TO LEVY ATTACKS.

AND IN DOING THAT, UM, BECAUSE THEY WERE NOT ON THE CITY'S ROLE AS OF JANUARY, THEY WOULD NOT HAVE BEEN ASSESSED A CITY TAX.

AND BECAUSE THE MUD BOARD ELECTED NOT TO LEAVE THE ATTACKS, THEN THEY WILL NOT BE PAYING, UH, TAX FOR THE MUD AS WELL.

SO, SO JUST TO BE CLEAR, THEY'RE RECEIVING FULL CITY SERVICES, UH, AND NOT PAYING A TAX FOR WHAT DATE CERTAIN WILL THAT BE? UH, NEXT 2024, WHEN IT WILL BE FOR THE FISCAL YEAR, WE WILL NOT SEE A MUD TAX, UH, MORE MUD REVENUE FROM A TAX FROM THE FISCAL YEAR STARTING OCTOBER, ENDING, UH, SEPTEMBER, 2024.

SO OCTOBER 1ST, 2024 IS WHEN WE'LL START TO RECEIVE REVENUE FROM THE NEW RESIDENTS.

UH, YES, WE WILL START TO RECEIVE UTILITY, USER FEE REVENUE FROM THE NEW RESIDENTS, BUT WE WILL NOT RECEIVE TAX REVENUE.

WHEN, WHEN EXACTLY, I GUESS MY QUESTION, I'M SORRY IF I'M CONFUSING YOU.

WHEN EXACTLY WHEN WE RECEIVE CITY, UH, PROPERTY TAX FROM THOSE RESIDENTS, THAT WOULD BE 25 FISCAL YEAR 25, STARTING OCTOBER 1ST, 2024 THROUGH SEPTEMBER, 2025.

A PRESENTATION AND DISCUSSION LEASE AGREEMENT WITH AS 91 FORT BEND PARK, FORT BEND PARKWAY, AND HIGHWAY SIX LP TO SERVE AS A POLICE SUBSTATION AT THE INTERSECTION OF STATE HIGHWAY SIX AND FORT BEND PARKWAY.

UH, WE HAVE A PRESENTATION, UH, BY EJO YAMO CITY ATTORNEY.

UH, GOOD EVENING MAYOR AND MEMBERS OF COUNCIL.

THIS ITEM SPEAKS TO YOUR GOALS.

UH, STRATEGIC, UH, GOALS ONE THROUGH FOUR, CREATING A GREAT PLACE TO LIVE, MAINTAINING A FINANCIALLY SOUND CITY GOVERNMENT GROWING BUSINESS, DEVELOP, UH, INVESTMENTS AS WELL AS DEVELOPING A HIGH PERFORMANCE CITY TEAM.

THE BASIC TERMS OF THIS PROPOSED LEASE AGREEMENT ARE THAT THE AGREEMENT ITSELF IS FOR A 10 YEAR TERM AT $10 PER YEAR.

THE LEASE AGREEMENT WILL, YES, THE LEASE AGREEMENT WILL ALLOW FOR THE CITY TO UTILIZE THE SPACE FOR A POLICE SUBSTATION, AS WELL AS FOR PERMITTING USES.

THE AGREEMENT ALSO REQUIRES, LIKE MOST LEASE AGREEMENTS, REQUIRES THE CITY TO PAY ITS OWN UTILITY FEES, UM, AS WELL AS PROVIDES THAT THE LANDLORD WILL MAINTAIN THE KIND OF LARGER, UH, INFRASTRUCTURE FOR THE, THE SPACE, WHICH IS THE FOUNDATION, ROOF AND EXTERIOR WALLS.

AND THE AGREEMENT REQUIRES, UH, CONSENT IF THERE ARE ANY ALTERATIONS MADE TO THE SPACE.

UM, THE OPERATIONS TEAM AND THE MANAGEMENT TEAM

HAVE, UH, I WORKED WITH THIS, UH, PARTICULAR OWNER LANDOWNER.

IT'S NEWQUEST, UH, TO IDENTIFY A SPACE IN THE FORT BEND TOWN CENTER.

ONE LOCATION, AS YOU ALL KNOW, THAT'S LOCATED AT THE INTERSECTION OF HIGHWAY SIX AND FORT BEND PARKWAY.

THE ACTUAL LEASE SPACE IS NEXT TO THE CURRENT, UM, ENTERPRISE LEASING FACILITY, AS WELL AS NEAR A PETCO S SO THIS, UH, SLIDE SIMPLY SIMPLY JUST SHOWS YOU A DEPICTION OF THE SPACE.

IT'S 1,190 SQUARE FEET.

UM, IT'S ENOUGH WORKSPACE.

IT'S, UH, SIMILAR TO SPACES THAT HAVE BEEN LEASED IN THE PAST FOR, UH, POLICE SUBSTATION AREAS.

AS YOU ALL KNOW, THE CITY HAD, I BELIEVE, TWO PREVIOUS SUBSTATIONS, BOTH ON TEXAS PARKWAY.

THEY WERE BOTH ABOUT THE SAME SIZE.

THE LAST ONE WAS ABOUT 900 SQUARE FEET IN THE WELLS FARGO BUILDING.

THE ONE BEFORE THAT WAS ABOUT A HUNDRED SQUARE FEET LARGER THAN THIS ONE.

UH, BUT THAT WAS IN THE, UH, SHOPPING CENTER NEAR THE SHIPLEY DONUT OFF OF TEXAS PARKWAY.

UH, BUT AGAIN, THE SPACES ARE PRETTY SIMILAR TO OTHER LEASE SPACES THAT THE CITY HAS HAD.

UM, I THINK THE MAJOR DIFFERENCE HERE WOULD BE THE PRICE IN THAT THIS PARTICULAR SPACE IS BEING LEASED OUT, OR THE PROPOSAL IS THAT IT BE LEASED OUT TO THE CITY FOR $10, UH, PER YEAR FOR A 10 YEAR PERIOD.

THE NEXT STEPS ON THIS PARTICULAR AGREEMENT ARE TO AUTHORIZE THE LEASE AGREEMENT.

IT WILL BE ON YOUR AGENDA AT THE SIX 30 MEETING FOR AUTHORIZATION.

UH, THE LEASE AGREEMENT REQUIRES THE CITY TO, UM, MAKE THE SUBSTATION OPERATIONAL WITHIN 30 DAYS OF DELIVERY OF THE FACILITY.

SO THAT WOULD OCCUR FIVE DAYS AFTER AUTHORIZATION.

AND IT'S SUCH A GREAT LOCATION.

THE OFFICERS CAN ALSO GET TO THE NORTH SIDE OF THE CITY.

SO IT GIVES US A LOT OF OPPORTUNITY TO, TO DEPLOY TO DIFFERENT PARTS OF THE CITY IMMEDIATELY.

WELL, JUST ONE MORE LAST COMMENT FROM ME AND I GET TO OTHERS IS THAT I THINK IT'S A GREAT OPPORTUNITY THAT WE HAVE THERE BECAUSE ANYTIME THAT WE HAVE A THEATER, AND I MYSELF GOT MY CAR BROKEN DOING THAT FORT BEND THOMPSON CENTER ONE.
