WE'RE GONNA BE ADDING A 12 FOOT CENTER CONTINUOUS TURN LANE, ALSO UPGRADING IT FROM ASPHALT TO CONCRETE.
HOWEVER, THE EASTBOUND WESTBOUND LANES ARE STILL GONNA BE 11 FEET.
IT'S STILL GONNA BE ONE LANE IN EACH DIRECTION.
IT'S NOT GOING TO INCREASE THE, THE ABILITY FOR MORE CARS TO MOVE DOWN THE ROAD.
UM, BUT IT WILL IMPROVE SAFETY.

AND THEY'RE INCORPORATING SOME OF THOSE COMMENTS INTO THE DESIGN.
AND, AND IF, IF I MAY ASK YOU ONE MORE QUESTION 'CAUSE I THINK THERE'S A LOT OF MISCONCEPTIONS THAT ARE OUT THERE, SO I JUST WANT TO CLEAR THE AIR, IS THAT RIGHT NOW THE BIGGEST PROBLEM YOU HAVE ON CA PARKWAY IS THE TWO LANES THAT'S HOLDING TRAFFIC CONGESTION.

SO PART OF THE KNIGHTS ROAD AND PART OF WATTS IS ALSO THE SAFE, THE SAFETY OF THE, THAT ROADWAY IS TODAY.
YOU CAN GET A HEAD ON COLLISION RIGHT OFF THE BACK ON WATTS AND IT ALSO THESE THOROUGHFARES TO MOVE TRAFFIC IN AND OUT, CORRECT? YES.
SO THE MAIN FOCUS OF IMPROVING WATS ROAD IS SAFETY.
AND BY ADDING THAT CENTER CONTINUOUS TURN LANE, NOT ONLY DO WE GIVE A SAFE PLACE FOR PEOPLE TO MAKE LEFT TURNS, BUT THEN WE'RE SEPARATING ONCOMING OR OPPOSING TRAFFIC BY THAT ADDITIONAL 12 FEET.
SO IF SOMEBODY SWERVES A LITTLE BIT IN THE ROAD, I, I DO NOTICE QUITE A FEW PEOPLE ENJOY TEXTING AND DRIVING THAT, THAT LOWERS THAT RISK OF A HEAD-ON COLLISION.
AND SO AS PEOPLE ARE SEEKING ALTERNATE ROUTES OFF OF, UM, SIENNA PARKWAY, BUT ALSO JUST AS REGULAR RESIDENTS WHO ARE ALREADY IN THE COMMUNITY ARE MOVING THROUGH THAT LATE AT NIGHT, EARLY IN THE MORNING WHERE A, UH, ACCIDENTS TYPICALLY HAPPEN, IT'S GONNA BE A CLEANER, SAFER ROADWAY TO DRIVE ON.
WE DO NOT ANTICIPATE ANY IMPEDANCE TO PUBLIC SAFETY ACCESS.
WE'LL ALWAYS MAINTAIN, UH, ONE LANE OF TRAVEL.
WE AREN'T IN FINAL DESIGN YET, SO I DON'T KNOW EXACTLY HOW THE CONSTRUCTION PHASING WILL WORK, BUT WE DON'T ANTICIPATE, I MEAN, WE'RE NOT SHUTTING DOWN THE ROAD.
UH, USUALLY WHEN WE DO THESE KIND OF ROAD IMPROVEMENTS, WE GO THROUGH, IMPROVE ONE SIDE OF THE ROAD, THEN IMPROVE THE OTHER SIDE OF THE ROAD.
SO THERE IS STILL GOOD ACCESS AND FLOW DURING THIS TIME.
AND THEN WHEN THE EXTRA LANES ON SIENNA PARKWAY UP TO, UM, UH, BEES CREEK, UH, WHEN THAT WIDENING WAS PUT OUT THERE, THERE WAS A PUBLIC, UM, I FORGOT WHICH SCHOOL.
I THINK, UH, UH, WE WERE THERE, THE RESIDENTS, UH, THAT SHOWED UP AND, AND WAS ABLE TO LOOK AT IT AND GIVE SOME INPUTS TO WHOEVER IS THE ENGINEERING FIRM AND ALL OF THAT.
WILL, WILL THERE BE AN OPPORTUNITY FOR RESIDENTS, UM, THAT LIVE NEARBY OR JUST WANTED TO SEE WHAT THE PROJECT IS? WILL THEY HAVE AN OPPORTUNITY TO PITCH IN THEIR SUGGESTIONS? YES.
WE'VE ALREADY PROVIDED, UH, 70% CONCEPTUAL DESIGN OF THE, THE INTERSECTIONS THEMSELVES.
THE FULL ROADWAY ISN'T DONE YET, UM, BUT OF THE MAJOR INTERSECTIONS THAT ARE HAPPENING OUT OF THE RESIDENT AREAS TO PROVIDE FEEDBACK AND THEN THE INTERSECTIONS WITH SIENNA PARKWAY AND KNIGHT ROAD.
UH, BUT ONCE WE HAVE, UH, WE WERE ADDING SOME ADDITIONAL ELEMENTS, SOME SAFETY ELEMENTS GOING OVER THE LEVEE AND THEN THE WHAT, SIX FOOT SIDEWALK ALONG THE NORTH SIDE OF WATTS ROAD, WE WANTED TO ADD THOSE ELEMENTS IN BEFORE WE BROUGHT THAT TO A GREATER COMMUNITY TO SHOW, UH, WE DIDN'T WANT TO, WE WANTED TO MAKE SURE WE WERE GIVING THE CLEAREST PICTURE OF THE INTENDED FINAL DESIGN.

I RETIRED AS THE COMMUNITY DEVELOPMENT DIRECTOR FOR PEARLAND.
UM, I HAD THE FORTUNE, UH, THE GOOD FORTUNE OF BEING THERE, UM, DURING THE FASTEST GROWING YEARS.
WHEN I STARTED IN PARALLEL IT WAS 35,000 AND THEN 14 YEARS LATER WE WERE AT 120,000.
UM, SOME OF YOU MIGHT KNOW MAYOR REED, HE ALWAYS USED TO SAY THAT THIS IS WHERE THE TOWN AND COUNTRY MEET, AND THAT WAS ALWAYS A CHALLENGE.
SO I SEE THAT MISSOURI IS GOING THROUGH THAT TRANSITION HERE, TRYING TO JUST FIGURE OUT WHAT DO YOU WANNA BE WHEN YOU GROW UP.
SO IT'S A TOUGH DECISION, BUT, UM, SO I'M HAPPY TO BE, UH, HERE AND, UM, GRATEFUL FOR THIS OPPORTUNITY TO FACILITATE THE PROCESS I HAVE WITH ME.

KNOW, JUST BASED ON WHAT WE HEARD TODAY, THAT THE CITY, UM, HAS HAD SOME RECENT CHALLENGES.ONE OF WHICH I GUESS IS THAT WHEN LAND DEVELOPMENT, UM, DECISIONS ARE MADE, THE COMPREHENSIVE PLAN PROBABLY HAS SOME AREAS WHERE, UM, THE DIRECTION COULD HAVE BEEN BETTER FOR THE FUTURE.
AND THERE IS, SO THERE IS A GAP IN THAT.
AND THE CITY HAS ALREADY IDENTIFIED SOME AREAS THAT A LOT OF THESE RESIDENTS ALSO TALKED ABOUT.
AND, UM, THE COMPREHENSIVE PLAN, I GUESS, NEEDS TO BE REEVALUATED.
AND, UM, IT, UM, AGAIN, GOING BACK TO IS THERE A COMPLETE UPDATE NEEDED? UM, MAYBE, BUT RIGHT NOW THE BURNING IS, THE BURNING AREAS ARE WHERE THERE IS, UM, DEVELOPMENT PRESSURES AND THE COMPREHENSIVE PLAN, NOT REALLY ADDRESSING THAT.
AND WE'LL TALK A LITTLE BIT MORE ABOUT THAT.
SO, UM, THE PURPOSE OF THE PROJECT AGAIN, IS JUST TO IDENTIFY SOME PARTICULAR AREAS WHICH WE WILL BE SEEKING YOUR HELP, UM, TONIGHT ON THAT.
AND THEN FOR EACH AREA, UM, LOOK AT WHAT IS THE VISION FOR THE AREA.
WE DON'T BELIEVE THAT THERE IS A ONE PLAN FITS ALL, AND THAT'S WHY WE'LL BE LOOKING AT THE SUB AREAS OR CORRIDORS.
EACH CORRIDOR IS UNIQUE, SO TRYING TO FIGURE OUT WHAT WOULD BE THE VISION FOR THAT CORRIDOR OR SUB AREA.
AND THEN, UH, LOOK AT WHAT EXISTS NOW, UH, WHAT ARE SOME OF THE PLANNING CONSTRAINTS.
UM, LOOK AT MOBILITY, INFRASTRUCTURE, ENVIRONMENTAL INITIATIVES AND OTHERS.
AND THEN HOPEFULLY SUMMARIZE THE KEY PRIORITY FOR EACH AREA.
LOOK AT WHAT THE CHALLENGES ARE AND WHAT OPPORTUNITIES ARE AVAILABLE IN THE FUTURE, AND THEN COME UP WITH A RECOMMENDATION.
SO, UM, ONCE THIS PROJECT IS COMPLETE, THEN HOPEFULLY THIS DOCUMENT WILL PROVIDE A GUIDE FOR FUTURE AMENDMENTS TO THE COMPREHENSIVE PLAN ZONING REGULATIONS AND OTHER DEVELOPMENT GUIDELINES THAT MIGHT EMERGE OUTTA THIS PROCESS.
SO, UM, JUST GOING BACK AGAIN, UM, YOU ALL KNOW THAT THE CITY DID, UM, ADOPT THEIR COMPREHENSIVE PLAN IN 2017, AND THEN THERE WAS A, UH, THE COMPREHENSIVE PLAN TYPICALLY COMES WITH A FUTURE LAND USE PLAN, AGAIN, ADOPTED IN 2017, AND THEN ZONING CAME LATE, UM, EARLIER IN 1981.
AND THEN SUBDIVISION REGULATIONS ARE THE OLDEST DOCUMENTS THAT MOST OF THE CITIES IN TEXAS HAD, UM, BEFORE THEY HAD ZONING OR COMP PLAN.
SO, UM, THE COMPREHENSIVE PLAN, TYPICALLY CONTI CONSISTS OF A TEXT.
THERE'S A WHOLE BOOK, BUT WHAT IS REALLY IMPORTANT IS THE ACTUAL FUTURE LAND USE PLAN THAT GOES WITH THAT DOCUMENT, WHICH DESCRIBES WHAT EACH AREA SHOULD BE AS IT GROWS.
AND, UM, THE COMPREHENSIVE PLAN LOOKS AT THE COMPLETE BUILD OUT OF THE CITY AND THE ETJ.
AND, UM, THE, THE GOAL IS TO ENGAGE THE COMMUNITY IN THE PROCESS SO THAT THIS, BECAUSE THE GOALS ARE SET FOR THE NEXT 10, 15, 20 YEARS, SOMETIMES ESPECIALLY CITIES IN HIGH GROWTH REGION MIGHT REEVALUATE THE COMP PLAN EVERY FIVE YEARS.
SO THERE ARE PARTIAL UPDATES DONE.
SOMETIMES IT'S NOT NECESSARY TO DO A COMPLETE UPDATE BECAUSE A LOT OF LAND MIGHT ALREADY BE, HAVE ENTITLEMENTS IN PLACE.
AND THEN SO, AND THE COMP PLAN LOOKS AT THE EVOLVING CHARACTER OF THE AREA.
WHAT ARE THE LAND USES? WHAT'S HAPPENING AROUND, AS WE ALL KNOW, THE CITY OF MISSOURI CITY IS NOT AN ISLAND.
IT'S STRONGLY INFLUENCED BY THE FORCES AROUND THE TRANSPORTATION NETWORKS, THE INFRASTRUCTURE, THE EMPLOYMENT OPPORTUNITIES THAT THE CITY OF HOUSTON AND GREATER HOUSTON GALVESTON REGION HAS.
ALL THOSE INFLUENCE THE GROWTH OF THE CITY.
AND, UM, THE COMPREHENSIVE PLAN COMES UP WITH RECOMMENDATIONS.
AGAIN, THE RECOMMENDATIONS IN THE COMPREHENSIVE PLAN ARE JUST A GUIDE FOR DECISIONS.
UM, THEY ARE NOT IMPLEMENTABLE.
YOU NEED OTHER TOOLS LIKE ZONING OR, UM, STANDARDS TO IMPLEMENT SOME OF THOSE TOOLS.
SO, SO THE, BUT THE COMPREHENSIVE PLAN IS A VERY IMPORTANT TOOL FOR THE CITY.
SO WHAT REALLY, UM, MAKES THAT HAPPEN, OR THE ENABLING LEGISLATION THAT IN TEXAS WE HAVE IS CALLED THE ACTUAL ZONING.
THE ZONING ADDRESSES, THE SPECIFIC USES THAT CAN GO ON THE PROPERTY.
WHAT ARE THE DEVELOPMENT STANDARDS, UM, WHAT ARE OTHER REQUIREMENTS, TRAFFIC IMPACT OF TRAFFIC INFRASTRUCTURE, THINGS LIKE THAT.
IN CHAP, UH, IN TEXAS, CHAPTER TWO 11 OF THE TEXAS LOCAL GOVERNMENT CODE, UM, GRANTS THE POWER TO THE MUNICIPALITIES TO ADOPT AND ENFORCE ZONE REGULATIONS.
SO, ZONING, UM, IS TYPICALLY BASED ON YOUR COMPREHENSIVE PLAN AND ZONING ENSURES THAT

UM, TEXAS IS VERY CLEAR ABOUT SPOT ZONING IN SPOT IN TEXAS, SPOT ZONING IS NOT LEGAL.
AND SO REZONING A PARCEL THAT IS NOT IN ACCORDANCE WITH THE FUTURE LAND USE PLAN MAY BE CONSTRUED AS SPOT ZONING, ESPECIALLY IF IT DOESN'T MEET THE REQUIREMENTS OF THE COMPREHENSIVE PLAN WORKING IN OTHER STATES, FOR EXAMPLE, CONNECTICUT, THEY WOULD ALLOW YOU LANE USE VARIANCES WHERE, YOU KNOW, THE LANE USE, IT WAS NOT NECESSARY THAT IT MEETS THE COMPREHENSIVE PLAN.
SO THAT'S REALLY IMPORTANT TO UNDERSTAND WHY STAFF AND OTHER CONSULTANTS TALK ABOUT WHEN YOU DO ZONING.
IS IT IN CONFORMANCE WITH YOUR COMPREHENSIVE PLAN? SO WHEN YOU TALK ABOUT THE PLANNING DOCUMENTS, YOU HAVE THE FUTURE LAND USE PLAN THAT YOU SEE ON THE LEFT SIDE.
UM, AND THEN YOU HAVE THE ZONING MAP.
AND AS YOU CAN SEE, THE ZONING MAP ENCOMPASSES A SMALLER AREA THAN THE FUTURE LAND USE PLAN.
AND THE REASON IS THAT IN TEXAS, THE COMPREHENSIVE PLAN CAN ENCOMPASS YOUR ETJ.
SO IT ALLOWS CITIES TO REALLY HAVE A LITTLE BIT MORE CONTROL ON WHAT HAPPENS AROUND THEM BEFORE THEY ANNEX LAND OR IF, UM, EITHER THROUGH, UM, YOU KNOW, EARLIER IT USED TO BE CITY INITIATED ANNEXATIONS, WHICH PROBABLY IS NOT GONNA HAPPEN ANYMORE, BUT WHEN PROPERTY OWNERS WANNA BE ANNEXED INTO THE CITY, HAVING A COMPREHENSIVE PLAN HELPS TO, UM, GUIDE DEVELOPMENT THERE.
AS YOU CAN SEE, THE ZONING MAP IS A LITTLE SMALLER BECAUSE ZONING CAN ONLY BE ESTABLISHED WITHIN YOUR CITY LIMITS.
SO THAT'S THE MAIN DIFFERENCE BETWEEN THE COMPREHENSIVE PLAN AND ZONING.
AND THAT IS WHY IT'S REALLY IMPORTANT THAT THE COMPREHENSIVE PLAN IS WELL THOUGHT OF AND PROVIDES THAT GUIDANCE.
AND ONE OF THE THINGS I THINK THAT WE HAVE COME ACROSS IN THE SUR CITY AND JUST LOOKING AT THE NOTES IS IF THE COMPREHENSIVE PLAN DOES NOT HAVE A CLEAR DIRECTION ON WHAT ALL THIS VACANT LAND IS GOING TO BE, IT, IT IS A PROBLEM FOR THE CITY, UM, TO PLAN FOR THE FUTURE.

AGAIN, REMEMBER THIS WAS DONE IN 2017 WHERE PEOPLE WEREN'T REALLY SURE WHAT WAS GONNA HAPPEN, BUT SINCE THEN, I MEAN THE, THE AREA HAS GROWN.
UM, THERE IS A LITTLE BIT MORE, UM, PROBABLY A LITTLE BIT BETTER UNDERSTANDING OF, UM, WHAT IS GONNA HAPPEN OR WHAT HAS HAPPENED IN THE LAST, UM, FEW YEARS AND HOW, WHICH WAY THIS IS GOING TO GO.
SO IT PUTS THE CITY IN A LITTLE BETTER POSITION TO LOOK AT THE VACANT LAND AND SEE WHAT IS THE ASPIRATIONS THAT, OR THE DESIRES OF THE COMMUNITY.

AND ALSO LOOKING OF COURSE, ACKNOWLEDGING THAT, UM, IT'S A VERY AGGRESSIVE MARKET IN TERMS OF ECONOMIC DEVELOPMENT AND WHAT DOES THAT MEAN TO THE COMMUNITY.

A LOT OF TIMES CITIES STRUGGLE.
THEY DON'T WANT, YOU KNOW, ONE BIG STRIP CENTER FROM ONE END OF THE TOWN TO THE OTHER ON THE MAIN DRAG.
SO HOW DID WE MAKE SURE THAT AESTHETICALLY AND IN TERMS OF LAND USES, YOU HAVE MORE DIVERSITY? AND THEN, UM, ALSO LOOKING AT, UM, WHAT ARE THE APPROPRIATE, APPROPRIATE LOCATIONS FOR USERS THAT MAY RESULT IN TAX EXEMPT PROPERTIES, SCHOOLS, RELIGIOUS ORGANIZATIONS, GOVERNMENT FACILITIES.

SO WHAT, WHAT SHOULD THAT POLICY LOOK LIKE, ESPECIALLY FOR OLDER AREAS OF THE TOWN? AND ALSO KEEPING IN MIND THAT WHEN YOU HAVE SMALLER, LOTS OLDER URBAN AREAS, A LOT OF THESE NEW, UH, REQUIREMENTS MAY NOT BE APPROPRIATE.
SO HOW DO YOU, UM, JUGGLE THAT? THE THIRD AREA WAS, UM, OBVIOUSLY ZONING AND, UM, IT JUST, WHAT WE LEARNED, UM, THROUGH OUR STUDY, UM, RESEARCH WAS THAT THERE WAS A FEELING THAT THE ZONING DISTRICTS DID NOT MATCH THE COMPREHENSIVE PLAN.
AND, UM, ESPECIALLY, UM, IF THE DEVELOPER CAME WITH A PIECE OF DE DEVELOP WITH, UM, A DEVELOPMENT, UM, THAT WAS KIND OF IN SYNC WITH THE COMPREHENSIVE PLAN, THEY WOULD STILL HAVE TO GO THROUGH THE ZONING PROCESS.
SO THAT, UM, THE GAP BETWEEN WHERE ZONING IS AND WHAT YOUR COMPREHENSIVE PLAN RECOMMENDS, I THINK, AND THAT IS, IT'S IMPORTANT TO UNDERSTAND WHAT ISSUES NEED TO BE RESOLVED, UM, DURING THE PROCESS, UM, WHICH HAS TO CHANGE, I'M NOT SAYING, UH, ONE OR THE OTHER, BUT UNDERSTANDING THAT FOR THE FUTURE VISION IS YOUR COMPREHENSIVE PLAN IN LINE OR IS ZONING WHERE YOU WANNA BE AND HOW DO WE BRIDGE THE GAP?
