GOOD EVENING.

UM, HOPE EVERYONE IS DOING WELL.

UH, TONIGHT WE'RE HERE TO LOOK AT A RESOLUTION.

UM, IN THIS RESOLUTION, WE'RE REALLY LOOKING AT, UM, THE OPTION OF TAKING, UM, GIVING OURSELVES AN OPPORTUNITY TO PROVIDE THE CAO OR OUR CHIEF ADMINISTRATIVE OFFICER, UM, THE CHANCE TO REALLY BE IN CHARGE OF ADMINISTRATIVE SERVICES TO THE CORPORATION.

SO THIS RESOLUTION WILL DELEGATE PERSONNEL MATTERS, UM, TO THE CAO EXCEPT FOR THE GENERAL MANAGER WHO WILL CONTINUE TO BE APPROVED BY THE BOARD OF DIRECTORS.

AND SO FROM HERE ON OUT, PERSONNEL MATTERS CAN BE HANDLED EFFICIENTLY THROUGH OUR CHIEF ADMINISTRATIVE OFFICER.

UM, HURRICANE BARREL IS A SIGNIFICANT EXAMPLE OF THE NEED FOR THIS.

AND SO AS WE'RE LOOKING AT THIS, UH, THIS, THIS RESOLUTION HURRICANE BARREL, HAPPENED ON JULY 8TH.

AT THIS POINT, YOU KNOW, MANY OF OUR STAFF HAVE BEEN CROSS-TRAINED ON MANY DIFFERENT OPPORTUNITIES, SO THAT WAY WE COULD PRIORITIZE OUR ESSENTIAL SERVICES, MAKING SURE THAT OUR STAFF ARE WELL TAKEN CARE OF.

UM, BUT AT THIS TIME, A STAFF REDUCTION IS NECESSARY DUE TO THE CLOSURE AND THE SIGNIFICANT, UH, DECLINE IN REVENUE THAT, UM, THAT WE'RE HAVING AT THIS POINT.

AND SO WITH THAT, UM, THE STAFF REDUCTION WILL, UM, INCLUDE EACH OF OUR STAFF RECEIVING INFORMATION ABOUT COBRA INSURANCE AND UNEMPLOYMENT, ALSO HAVING OPPORTUNITIES TO ACCESS RESOURCES FROM TEXAS WORKFORCE COMMISSION AND ALSO OUR FEMA UNEMPLOYMENT.

UM, FOR THE REPORT, APPROXIMATELY HOW MANY STAFF MEMBERS IN TOTAL AND HOW, FOR HOW LONG DO YOU THINK THEY WOULD REMAIN IN A LAID OFF CAPACITY? UM, AT THIS TIME WE HAVE JUST UNDER A HUNDRED STAFF MEMBERS TOTAL AT THE LGC.

UM, AND SO THE REDUCTION IS PROBABLY GOING TO BE IN THE RANGE OF ABOUT 30 TO 40% THAT WE WOULD BE LOOKING AT, UM, WHICH IS A SIGNIFICANT AMOUNT OF OUR FOOD AND BEVERAGE STAFF.

MM-HMM.

A TIMELINE FOR, UM, LAYOFFS.

UM, WE DON'T HAVE THOSE, WHICH IS, UH, PART OF THE REASON WHY WE'RE, WE'RE LOOKING AT A PERMANENT LAYOFF JUST BECAUSE WE'RE STILL LOOKING AT, AT CONTRACTS FOR RECONSTRUCTION OF THE BUILDING.

THERE'S STILL A LOT OF STEPS THAT WILL HAPPEN BEFORE WE ACTUALLY HAVE A TIMELINE FOR THAT.

THE STAFF MEMBERS THAT WERE CROSS-TRAINED INTO OTHER ROLES, ARE THEY ABLE TO BE REPOSITIONED TO OTHER AREAS OF THE LGC ARE IN OTHER AREAS OF THE CITY OF MISSOURI CITY.

UM, AND SO FIRST OF ALL, YES, THEY CAN BE REPOSITIONED AT THE LGC.

UM, AND THAT'S REALLY WHAT WE'RE FOCUSED ON.

WE'RE REALLY TRYING TO KEEP A CORE GROUP OF STAFF SO THAT WAY WHEN WE ARE ABLE TO REOPEN, WE CAN OPEN UP WITH THE STAFF THAT HAVE THE SKILLS AND ABILITIES TO HELP US GET BACK ON THE RIGHT FOOT.

UM, AND SO WE WILL BE LOOKING AT THOSE STAFF, LOOKING AT OPPORTUNITIES FOR THEM TO BE, LIKE I SAID, CROSS-TRAINED AT DIFFERENT AREAS, UM, THROUGHOUT THE GOLF COURSE.

NOW THE LGC STAFF ARE NOT CITY EMPLOYEES, AND SO THERE ISN'T AN OPPORTUNITY FOR THEM TO, TO CROSS OVER INTO CITY EMPLOYMENT BECAUSE THEY'RE SEPARATE ENTITIES.

AND MY LAST QUESTION, UH, MAYOR WOULD PROBABLY BE MORE SO FOR CITY MANAGER JONES, UM, WITH REGARDS TO THE INSURANCE THAT WE HAVE AVAILABLE, UM, DID WE HAVE ANY TYPE OF INSURANCE COVERAGE THAT WOULD COVER STAFF LAYOFFS? UH, JUST TO SPEAK DIRECTLY TO THAT, UM, THERE WAS A QUESTION ABOUT THE BUSINESS INTERRUPTION, UM, INSURANCE AND WHEN STAFF, UM, LOOKED INTO THAT.

WE DO, WE ARE COVERED.

UM, LGC IS COVERED UNDER, UH, THE CITY'S POLICY.

AND UNDER THAT POLICY THERE IS BUSINESS INTERRUPTION, UH, REVENUE TO THE EXTENT THAT THE CONDITIONS BY TML ARE MET AND THE LIMIT IS UP TO $50,000 AND IT DOES NOT INCLUDE EMPLOYEES.

UH, IN THAT, UH, YOU KNOW, WE WANT TO ENCOURAGE, UH, EMPLOYERS AND IF THEY'RE FAMILIAR WITH, ALTHOUGH IT'S NOT A CITY, UH, IT'S A CITY ASSET, BUT IT'S NOT A CITY POSITION, UH, I THINK IT WOULD BE HELPFUL TO THE CITY, UH, AND HELPFUL TO THEM TO AT LEAST KNOW THAT WE'RE DOING SOMETHING TO TRY TO KEEP THEM GAINFULLY EMPLOYED WITH THE CITY OF MISSOURI CITY.

THAT IS, THAT IS ACTUALLY SOMETHING THAT WE ARE DOING.

AS A MATTER OF FACT, UH, WE TRY TO LOOK AT SOME OF OUR PART-TIME POSITIONS THAT DON'T HAVE THAT REQUIREMENT THAT WE JUST CAN HIRE PEOPLE WITH THE EXPERIENCE THAT WE WOULD NEED FOR THOSE VARIOUS POSITIONS.

SO THEY WILL BE GIVEN THE OPPORTUNITY TO APPLY FOR ANY POSITION THEY FEEL THAT THEY HAVE THE QUALIFICATIONS FOR, AND WE'LL EVALUATE THEM ACCORDINGLY.

RECOGNIZING COUNCIL MEMBER EMERY, UM, I, ONE OF THE THINGS THAT YOU, I'VE ASKED IN, IN, UH, YOU TRY TO PROVIDE WAS, UH, THE, UH, ESTIMATED TIME OF, UH, UH, REOPENING OUR FOOD AND BEVERAGE BECAUSE, YOU KNOW, WE, WE DON'T WANT TO TAKE AN ACTION THAT, UH, WOULD ELIMINATE OR REDUCE STAFF AND THEN TWO MONTHS LATER OR THREE MONTHS LATER, YOU KNOW, WE WANT TO OPEN UP AND THEN WE GOTTA GO OUT AND START LOOKING FOR PEOPLE TO, UH, UH, YOU KNOW, TO, UH, PROVIDE THE SERVICES THAT WE NEED.

SO DO WE HAVE ANY KIND OF, OF, UH, YOU KNOW, ESTIMATE OF WHEN WE MIGHT BE ABLE TO DO THAT? WELL, I, I THINK A LOT OF THAT DEPENDS, AND WE WILL BE HAVING, UM, THIS CONVERSATION IN MORE DETAIL DURING THE RETREAT.

UM, BUT RIGHT NOW WE'RE AT A PIVOTAL POINT WHERE WE ARE LOOKING AT EITHER DO WE GO, DO WE RESTORE THE FACILITY BACK, UM, STATUS QUO, OR DO WE EXPLORE AN OPTION TO MAYBE EXPAND THE CAPACITY, UH, IF IT'S DESIRE OF, OF THE BOARD TO DO SO? AND IF THAT'S THE CASE, YOU COULD BE LOOKING AT SIX MONTHS, UM, IF IT'S JUST TO RETURN THE FACILITY TO THE STATUS QUO, AND YOU COULD BE LOOKING AT SOMETHING GREATER THAN A YEAR TO 18 MONTHS IF, IF YOU'RE LOOKING AT DOING SOMETHING MORE DRASTIC.

SO THAT KIND OF LENDS ITSELF INTO, YOU KNOW, TAKING THE ACTION THAT WE'RE DOING BECAUSE IT'S GONNA BE AN EXTENDED PERIOD.

SO IT'S NOT LIKE WE, YOU KNOW, WE RELEASE 'EM AND THEN TWO MONTHS LATER WE TRY TO BRING THEM BACK.

THAT'S CORRECT.

SO, UH, YOU KNOW, THAT ANSWERS THE QUESTION.

THE OTHER IS, AND I DON'T KNOW IF YOU CAN, UH, UH, PROVIDE ME THE INFORMATION, BUT IS ON THE ONES THAT WE'RE TARGETING FOR A, UH, A RELEASE, ARE ANY OF THOSE IN A SUPERVISORY POSITION? YES, THERE ARE SOME THAT, UM, THAT ARE, I SORRY, I WAS LOOKING THROUGH NAMES AND REALLY STARTING TO TRY TO SUSS THAT OUT A BIT, BUT YES, THERE ARE SOME THAT ARE IN A SUPERVISORY POSITION REALLY.

WE LOOKED AT, UM, AREAS WHERE THERE MIGHT BE LIKE, UH, DUPLICATION OF EFFORT AND WORK, AND SO OUR, IS IT NECESSARY FOR US TO HAVE MULTIPLE, YOU KNOW, PEOPLE DOING THE EXACT SAME WORK? AND SO THOSE ARE THINGS THAT WE DEFINITELY LOOKED AT AS, AS WE WERE EVALUATING ALL OF THE DIFFERENT STAFF POSITIONS.

WELL, I'M ASSUMING YOUR GOAL OF THE PEOPLE THAT YOU KEEP ARE THE ONES THAT ARE REALLY CRITICAL AND, YOU KNOW, WE, THEY'VE EITHER BEEN WITH US QUITE A WHILE OR THEY'VE GOT THE SKILLS THAT WE WANT TO TRY TO, TO, UH, KEEP AROUND BECAUSE TO TRY TO GO OUT AND GET THOSE SAME SKILLS, YOU KNOW, IN TODAY'S LABOR MARKET, YOU KNOW, IT'S, IT MM-HMM.

, YOU KNOW, UH, IF WE'VE GOT 'EM, WE NEED TO, UH, OBVIOUSLY, UH, HOLD ONTO 'EM.

SO, UM, THAT, UH, UH, ANSWERS MY QUESTION THERE.

SO, AND THE OTHER I HAD WAS THE, UH, INTERRUPTION, BUSINESS INTERRUPTION, SO WE KNOW, UH, THAT WE ARE YEAH, I GUESS BOUND BY, UH, TML AND WHAT THEY, UH, WILL PROVIDE.

AND SO MAKING SURE THAT THEY HAVE THE, THE APPROPRIATE, YOU KNOW, SKILL LEVELS, CERTIFICATIONS TO BE ABLE TO FILL THE ROLES THAT WE NEED RIGHT NOW.

UM, AND THEN ALSO LOOKING AT, LIKE I SAID EARLIER, THE OPPORTUNITY FOR DO WE HAVE SOMEONE THAT'S ALREADY FILLING THAT ROLE? AND THEN WE'RE ALSO LOOKING AT THINGS LIKE IF SOMEONE IS SICK, DO WE HAVE SOMEONE TO BE ABLE TO FILL IN, WHETHER IT BE AS A BARTENDER OUT IN THE, UH, YOU KNOW, CART, BARN OR, UM, AS A STARTER.

AND SO THOSE ARE SOME OF THE SPECIFIC THINGS THAT WE ARE REALLY LOOKING AT CLOSELY.

SO I WOULD CONSIDER THAT AT THE GOLF COURSE, YOU HAVE TWO SIDES.

YOU HAVE THE GOLF SIDE, AND THEN YOU HAVE THE FOOD AND BEVERAGE AND, AND THE EVENTS.
