SO OUR NON-CIVIL SERVICE EMPLOYEES, WHICH WE VOTED ON A WEEK AGO, RIGHT.
THAT GOES INTO FACT ONLY ON OCTOBER 1ST, BUT THE FIRST PAY PERIOD, CORRECT? NO, THAT GOES INTO EFFECT IN MAY FOR THE 5% AND THE 6% FOR CIVIL SERVICE GOES INTO EFFECT IN MAY OF 2025.
NO, IT'S, SO, IT'S A DECISION FOR US TO DECIDE WHETHER WE WANNA WAIT TILL MAY OR WE DO EFFECTIVE NEXT, OR THIS BUDGET, JUST SO IF IT GOES INTO EFFECT OF MAY, MAY TO WHAT, UH, SEPTEMBER 20, SEPTEMBER 30TH OF THAT'S WHATEVER TIMEFRAME YOU SET.

APRIL THE FOLLOWING YEAR.SO IT'S A WHOLE YEAR, BUT WE JUST IMPLEMENTED THEM IN MAY BECAUSE KEEPING IT WITH CIVIL SERVICE, MOST OF THEM, THEIR ANNIVERSARY DATE IS IN MAY.
SO THAT'S WHY THE MAY WAS DETERMINED IN THE FIRST PLACE.
WE REALLY DIDN'T, AND IN THINKING ABOUT IT, WE PROBABLY SHOULD HAVE STARTED NON-CIVIL SERVICE AS OF OCTOBER ONE.
BUT WE, WE DID, WE'LL MAKE SURE THAT, SO MAYOR, WE'RE, WE'RE WORKING TOWARDS, UM, ANNUAL PERFORMANCE REVIEWS AND THEREFORE YOU WOULD FINISH YOUR PERFORMANCE REVIEW AT THE END OF THE YEAR.
AND THEN THE RAISE WOULD COME IN THE FOLLOWING.
SO I'M JUST TRYING TO HAVE A DIALOGUE HERE ABOUT HOW DO WE TIME THIS RAISE WITH OUR PROCESS, OUR NEW PROCESS.
NEXT YEAR, THIS TIME AROUND NOVEMBER, WE'LL BE FINISHING UP THEIR PERFORMANCE REVIEWS AND THEN WE'LL SIT DOWN, GO THROUGH IT, EVALUATE, AND THEN PUT FORTH OUR RECOMMENDATIONS FOR SALARY INCREASES.
START JANUARY AND THEN WE STARTED THE NEW YEAR, ALL OF 2025 NEW PERFORMANCE EVALUATIONS.
AND AT THE END OF THE YEAR WE DECIDE WHAT THE 2026 IS.

I DON'T THINK THERE'S ANY REASON WHY THEY HAVE TO COINCIDE WITH OKAY.

WAS IT WHAT, WAIT, WAS IT LIKE THAT ALWAYS? WAS IT FROM MAY OR WAS IT, WAS IT FROM WHEN THE NEW, UH, THE NEW FISCAL YEAR STARTS? WHERE, WHEN DID THAT CHANGE? THAT WOULD'VE CHANGED WITH MY FIRST BUDGET, BECAUSE THE FIRST BUDGET THAT WE WOULD'VE ACCOUNTED FOR A RAISE WENT INTO EFFECT IN MAY.
AND I WOULD THINK BEFORE THAT IT WAS PROBABLY WITH THE FISCAL YEAR.
BUT THAT WAS PERFECTLY, I MEAN, THAT WAS SPECIFICALLY DESIGNED THAT WAY BECAUSE WE WANTED TO GET EVERYONE ON THE SAME ANNIVERSARY AS MUCH AS POSSIBLE.
WHAT ANNIVERSARY? THEIR ANNIVERSARY DATE.
'CAUSE THAT'S WHEN THE CIVIL SERVICE, TWO AND A HALF PERCENT INCREASE KICKS IN ON THEIR ANNIVERSARY DATE.
BUT NOBODY ELSE HAS AN ANNIVERSARY DATE.

SO KIND OF WHAT, UM, COUNCIL MEMBER MARLI WAS EXPLAINING IS THAT, UM, WE BEGAN, UM, STARTING WITH OUR THREE DIRECT REPORTS WITH HAVING A, UM, PERFORMANCE REVIEW LAST JANUARY.
AND I THINK IT, WHAT COUNCIL MEMBER MARLES WAS TRYING TO SAY WAS THAT MAYBE WE STAY WITH JANUARY.
AND SO NOW WE WOULD, IF THIS GOES THROUGH, WE WOULD BE APPROVING RAISES FOR OUR THREE DIRECT REPORTS EFFECTIVE JANUARY WITH CIVIL SERVICE AND STAFF RECEIVING THEIRS IN MAY.

UM, I THOUGHT IN OUR DISCUSSIONS THAT WE SAID THAT WE WERE GOING TO ACTUALLY, UM, GO TO, UH, SEPTEMBER THE FIRST, I MEAN, UH, OCTOBER THE FIRST TO SEPTEMBER THE 30TH AS OUR EVALUATION TIMEFRAME, NOT JANUARY ONE TO DECEMBER THE 31ST.
AND I THINK THAT WAS THE REASON THAT WE OPTED FOR TODAY AS TO HAVE THIS MEETING, ASSUMING THAT, UM, THIS
