WE ALL SAW WHAT HURRICANE BARREL DID TO THE CITY TREES BLOCKING ROADS.
BUILDINGS NEEDED TO BE COMPLETELY REBUILT, SUCH AS THE QUAIL VALLEY GOLF COURSE AND CITIZENS BEING WITHOUT POWER IN THE PEAK OF TEXAS HEAT, ACCORDING TO THE COUNTY.
THE PLAN WILL HELP WITH IDENTIFYING

ACTIONS FOR RISK REDUCTION, FOCUSING RESOURCES ON AREAS THAT NEED THE MOST HELP, BUILDING PARTNERSHIPS THAT INVOLVE CITIZENS, ORGANIZATIONS AND BUSINESSES, INCREASING EDUCATION ON THREATS, HAZARDS AND THEIR RISKS, COMMUNICATING THE COUNTY'S PRIORITIES TO STATE AND FEDERAL OFFICIALS, AND ALIGNING RISK REDUCTION WITH OTHER COMMUNITY OBJECTIVES.BY TAKING THESE STEPS TO SAFEGUARD OUR MOST AT-RISK AREAS AND INFORM THE PUBLIC ABOUT WHAT CAN BE DONE TO MITIGATE AND LOWER THE RISK, I HOPE THAT WE CAN AVOID HOW BADLY WE LET FUTURE DISASTERS AFFECT US.
WHEN HURRICANE BERYL MADE LANDFALL IN TEXAS, IT WAS A CATEGORY ONE, HARVEY WAS A CATEGORY FOUR, AND WITH THE GROWING INTENSITY OF HURRICANES IN THE RECENT YEARS, SUCH AS MILTON, I FIND IT EXTREMELY IMPORTANT TO HAVE AN EFFECTIVE AND EFFICIENT PLAN TO HANDLE THESE POTENTIAL DISASTERS.
TEXAS IS KNOWN FOR ITS SEVERE WEATHER.
WE LEAD THE NATION IN TORNADOES EVERY YEAR.
WE HAVE THE MOST TRAUMATIC SWINGS IN WEATHER AS WELL.
IN THE PAST WEEK, IT WENT FROM 90 DEGREES TO 60 BACK UP TO EIGHTIES AND HIGH NINETIES.
IN THE COMING DAYS, MISSOURI CITY'S BIGGEST WORRIES SHOULD BE THE SEVERE WEATHER AND FLOODING.
I HAVE BEEN TO COUNTY AND CITY EVENTS AND ALMOST GOTTEN A HEAT STROKE.
YOU CAN AVOID A HURRICANE OR A TORNADO, BUT YOU CANNOT AVOID THE SUN.
LATE SPRING TO EARLY FALL HAS TEMPERATURES UP TO 110 DEGREES AVERAGING AROUND HIGH NINETIES.
THAT IS AROUND HALF THE YEAR AT THAT TEMPERATURE.
HEAT STROKE IS NOT A POSSIBILITY.
FLOODING IS A MAJOR PROBLEM IN THE CITY AS WELL.
WITH THE BRAZOS ON OUR BORDER AND THE FACT THAT A GOOD PORTION OF THE CITY IS BUILT ON WETLANDS, OUR CITY'S GEOGRAPHY CAN BE SO HAZARDOUS THAT CERTAIN AREAS YOU JUST CANNOT BUILD ON BECAUSE OF THE MARSHES.
LAST THANKSGIVING, THE ROADS FLOODED AND MY FAMILY'S CAR BROKE DOWN DUE TO WATER GETTING IN THE ENGINE.
MISSOURI CITY PRIDES ITSELF ON ITS ROADS.
WE SHOULD HAVE A PLAN TO PREVENT FLOOD FLOODING THERE IN CERTAIN HIGH RISK AREAS.
IN CONCLUSION, I FEEL AS IF ACCEPTING THE FORT BEND COUNTY HAZARD MITIGATION PLAN IS THE FIRST STEP TOWARDS A SAFER AND MORE INFORMED CITY.

UM, SO THE PURPOSE OF THESE REPORTS IS TO PROVIDE AN UPDATE ON THE COSTS FINANCED BY THE PIS, AS WELL AS SET A BUDGET FOR THE UPCOMING YEAR, UM, THAT BUDGET, INCLUDING DEBT SERVICE ON ANY DEBTS ISSUED BY THE PID, UH, AND ADMINISTRATIVE EXPENSES, INCLUDING THOSE INCURRED BY UNICAP, UH, THE CITY AND THE COUNTY TAX OFFICE.

SO IT'S, IT'S RELATIVELY NORMAL TO COME BACK AND SEE THAT AUTHORIZED IMPROVEMENTS COSTS WERE LOWER THAN INITIALLY THOUGHT WHEN THE ASSESSMENTS ARE LEVIED AND TO COME BACK AND TO REDUCE THEM ONCE WE KNOW THE ACTUAL COSTS.
UM, SO HERE WE HAVE NOT DONE THAT PREVIOUSLY WITH, UH, MISSOURI CITY PIS.
UH, SO THE BASIS OF THE REDUCTION TO THE ASSESSMENTS IS THE REDUCTION, AUTHORIZED IMPROVEMENT COSTS.
IN ADDITION, THE CITY HAS ISSUED CERTIFICATES OF OBLIGATION, UM, THAT HAD A SLIGHTLY DIFFERENT, UH, INTEREST RATE THAT THESE ASSESSMENTS WILL GO TOWARDS FINANCING.
SO WE'RE ABLE TO, UH, REDUCE THE ANNUAL AMOUNTS IN THE TERM IN SOME CASES AS WELL.
AND THIS IS THE FIRST YEAR THAT WE'VE DONE THE, UH, THE REDUCTIONS.
THIS IS THE FIRST YEAR THAT WE'VE, WE'VE DONE THESE REDUCTIONS.

TODAY WE'RE GONNA, UM, LOOK, UM, SORRY.
TODAY, UM, I'M GONNA REQUEST ADOPTION OF THE FORT BEND COUNTY MITIGATION PLAN, UM, PRESENTATION.
UM, THE FOR BEND COUNTY MITIGATION PLAN, THIS IS A PLAN THAT IS UPDATED EVERY FIVE YEARS TO LOOK AT POTENTIAL HAZARDS AND PROJECTS, UM, TO OUR COMMUNITY.
UM, WITH THIS PROCESS, THIS IS AS A YEAR LONG PROCESS THAT WE'VE WENT THROUGH WITH THE COUNTY.
WE HAD THREE CITY EMPLOYEES ON THE COUNTY STEERING COMMITTEE.
AND IN ADDITION TO THAT, WE, UM, ALSO HAD A MULTI-DEPARTMENT EFFORT FOR OUR INTERNAL ANNEX FOR THE, UM, MISSOURI CITY, UM, MITIGATION PLAN THAT INCLUDED PUBLIC WORKS, OUR ENGINEERING, UM, STAFF, FIRE AND EMERGENCY MANAGEMENT, DEVELOPMENT SERVICES, COMMUNICATIONS, PARKS, AND INTERNAL SERVICES WITH, UM, FACILITIES.
THE PROCESS INCLUDED DOING A RISK ASSESSMENT.
UM, OUR CONTRACTOR WITH THE COUNTY LOOKED AT ALL OF OTHER RISK OF THE REGION, LOOKED AT PREVIOUS DISASTERS AND WHAT OUR CAPABILITIES ARE AND WHAT OUR FUTURE CONSTRUCTION AND THE CITY DEVELOPMENTS WERE.
WE ALSO HAD PUBLIC INPUT IN THIS PLAN.
WE HAD, UM, PUBLIC OUTREACH, WHICH INCLUDED, UM, THE COUNTY'S WEBSITE THAT WAS DEDICATED TO THIS.
THAT WAS OPEN IN FEBRUARY OF 2023, A PUBLIC SURVEY THAT WAS ISSUED TO CITIZENS THAT GOT THEIR, UM, INPUT PRIOR TO THE START OF THE PLAN.
THIS INCLUDED THEM ASKING QUESTIONS ON WHAT HAZARDS AND THREATS ARE THEIR CONCERNS, AND WHAT ISSUES DID THEY WANT US TO COVER IN THE PLAN AFTER THE DRAFT PLAN WAS COMPLETED.
WE DID HAVE A PLAN REVIEW IN JULY OF 2023 WHERE CITIZENS GOT A CHANCE TO REVIEW THE PLAN AND ISSUE FEEDBACK TO US, UM, FOR THE PLAN.
WE DID RECEIVE FEEDBACK FROM OUR CITIZENS AND WE DID UPDATE THE PLAN WITH THE, UM, NEEDED INFORMATION AFTER WE DID WITH THE DRAFT REVIEW.
UM, WE ALSO DID A HAZARD ANALYSIS WHERE 11 HAZARDS WERE IDENTIFIED.
WHEN WE DID THE HAZARDOUS ANALYSIS, WE DID ALSO HAZARD RANKINGS IN THE SYSTEM ALSO.
SO THERE ARE 11 HAZARDS OFF OF FORT BEND COUNTY THAT WERE LISTED.
WE HAVE THREE OF THEM LISTED AS LOW HAZARDS.
THE RANKINGS INVOLVE THE ASSESSMENT OF LIKELIHOOD OF OCCURRENCE FOR EACH HAZARD, THE POTENTIAL IMPACTS OF THE HAZARD ON PEOPLE, PROPERTY AND ECONOMY, AND THEN THE COMMUNITY CAPABILITIES TO ADDRESS THE HAZARD FACING FUTURE, UM,

CLIMATE CONDITIONS.SO THE THREE THAT WERE CONSIDERED LOW WERE WINTER WEATHER, WILDFIRE AND DISEASE OUTBREAK.
UM, THE NEXT ONES WERE OUR MEDIUM, WHICH ARE TORNADO, HURRICANE, AND TROPICAL STORM, FLOOD HAZARD, EXTREME TEMPERATURE, DROUGHT, END DAM, AND LEVEE FAILURE.
AND THEN OUR HIGH ARE CONSIDERED SEVERE, SEVERE WEATHER AND GEOLOGICAL HAZARDS.
GEOLOGICAL HAZARDS IS ONE THAT WAS LISTED HIGH COUNTYWIDE, WHICH IS, UM, EROSION.
ONCE WE COLLECTED ALL OF THESE HAZARDS, THEN CITY STAFF DETERMINE PROJECTS TO HELP LESSEN THE RISK AND THE IMPACTS OF THESE.
THE PURPOSE OF THIS PLAN IS TO OPEN US UP FOR THE LIABILITY OF GRANTS.
WE HAVE TO HAVE PREDEFINED PROJECTS AND ACTION ITEMS FOR FEMA.
IF AFTER EVERY DISASTER WE HAVE WHAT'S CALLED A MITIGATION GRANT, THEY WILL ONLY APPROVE PRE-APPROVED ACTION ITEMS. SO WE'VE ALREADY PRE-APPROVED THOSE.
I WE HAVE THOSE ITEMS IDENTIFIED IN THE MISSOURI CITY ANNEX OF THE PLAN.
AND THEN WE HAVE ITEMS SUCH AS PUBLIC OUTREACH, PLAN DEVELOPMENT, STAKEHOLDER ENGAGEMENT, INFRASTRUCTURE UPGRADES, BAYOU CREEK CHANNEL IMPROVEMENTS, ROAD COVID REPLACEMENTS, AND CHANNEL ROT WIDENING ARE SOME EXAMPLES OF WHAT'S LISTED IN THIS PLAN.
SO WHILE THESE PROJECTS ARE NOT SOME OF THE THINGS WE'RE WORKING ON RIGHT NOW, BUT THESE ARE THINGS THAT WE ARE, WE CAN POTENTIALLY RECEIVE GRANT FUNDING FOR IN THE FUTURE AND APPLY FOR GRANT FUNDING FOR, UM, AS LONG AS WE HAVE AN APPROVED PLAN ADOPTED PLAN.
