UM, SO WITH THE HELP OF OUR WONDERFUL LEGAL TEAM, UM, ADAM, DANIELLE AND I PUT TOGETHER, UM, WHAT WE BELIEVE IS A VERY SOUND PLAN TO MOVE FORWARD WITH.
SO, ON THIS, FIRST OF ALL, JUST THE PURPOSE OF THIS ORDINANCE IS TO REALLY, IT'S ABOUT BRINGING AND PROVIDING RECREATIONAL PARKS, UM, TO THE CITY OF MISSOURI CITY.
THAT'S WHAT THIS ORDINANCE IS ALL ABOUT.
UM, WHAT IS A PARKLAND DEDICATION? BASICALLY, IT'S THE DEDICATION THAT WHEN IT GOES TO FINAL PLAT, THAT THEY CAN EITHER PROVIDE US WITH LAND OR MONEY IN LIEU OF LAND.
UM, SO IT, IT PROVIDES US WITH AN OPPORTUNITY TO BE ABLE TO CONTINUE TO BUILD OUR PARK SYSTEM UNDER THE MUNICIPAL CODE.
ONE OF THE THINGS THAT WE DO WANT TO MENTION, BECAUSE THIS CAN BE A LITTLE CONFUSING, UM, BECAUSE IN PARKS AND RECREATION WE HAVE ALL THESE DIFFERENT TYPES OF PARKS.
WE HAVE REGIONAL PARKS, AND WE HAVE OUR NEIGHBORHOOD PARKS, WE HAVE OUR POCKET PARKS, AND WE, UNDER THIS ORDINANCE, WHEN IT SAYS NEIGHBORHOOD PARKS, IT REALLY IS REFERRING TO ALL TYPES OF PARKS.
UM, 'CAUSE THE EFFORT IS, IS THAT THIS RECREATIONAL OPPORTUNITY NEEDS TO BE CLOSE TO THE MAJORITY OF THE RESIDENTS THAT IT WOULD BE TYPICALLY SERVING.
SO A NEIGHBORHOOD PARK UNDER THIS DEFINITION, COVERS ALL OF OUR PARKS FOR US.
UM, SO THE REVIEW PROCESS, UM, SO WHAT HAPPENS HERE IS IT GOES THROUGH THE, UM, THE PROPOSAL THEN PARKS BOARD, AS YOU GUYS WILL BE THE FIRST ONES TO RECEIVE, UM, THAT RECOMMENDATION.
YOU GUYS GET THE FIRST CHANCE, UH, TO REVIEW IT AND PROVIDE FEEDBACK.
UM, ONCE YOU GUYS HAVE HAD THE CHANCE TO SEE IT, THEN IT GOES TO PLANNING AND THE PLANNING AND ZONING COMMISSION, WHERE THEN THEY VOTE ON IT.
AND LASTLY, IT, UH, GOES TO CITY COUNCIL FOR FINAL APPROVAL AND ACTION.
ONE OF THE THINGS THAT WE DO WANNA TALK ABOUT, UM, IS, IS HOW THESE, HOW THESE DEDICATIONS HAPPEN.
TYPICALLY, WHAT WE'RE LOOKING FOR IS ONE ACRE OF LAND FOR A HUNDRED PROPOSED DWELLING UNITS.
THE CHANGE, ONE OF THE MAJOR CHANGES IN THE ORDINANCE IS CHANGING THE AMOUNT THAT MONEY IN LIEU OF LAND WOULD BE DONATED, UH, OR PAID ACCORDING TO THE NUMBER OF DWELLING UNITS THAT YOU HAVE.
AND SO IN THE PAST IT WAS WHAT, 1400, 1400, $1,400.
AND WE, WE ARE SUGGESTING THAT IT BE MOVED TO 3,100.
UM, PREVIOUSLY WE BROUGHT TO YOU ALL A, UM, A DISCUSSION ITEM, UM, WHERE WE TALKED ABOUT THE SIGNIFICANT RISE IN COST FOR PARKS THAT WE'RE SEEING IN EVERY SINGLE ONE OF OUR CONSTRUCTION PROJECTS.
UM, SO THERE HAS TO BE A CHANGE.
ONE OF THE THINGS THAT WE STARTED LOOKING AT WAS MAYBE WE NEED TO GO REALLY BIG.
UM, AND SO WE, WE DID A LOT OF EVALUATION TO GET TO THIS 3,100.
AND PART OF THE REASON I'M GONNA TAKE A LITTLE BIT OF TIME TONIGHT IS TO SHOW YOU HOW WE GOT TO THIS $3,100.
SO BACK IN 2015, UM, WE ACTUALLY HAD A CONTRACTOR COME IN AND, UM, PROVIDE US WITH A FEE CALCULATION.
UM, AND SO THAT TALKS ABOUT THE PRICE PER UNIT FOR LAND DEDICATION AND THE PRICE PER UNIT FOR PARK DEVELOPMENT.
UM, AND SO THAT CAME OUT TO THAT $1,360 PER DWELLING UNIT.
SO THE WAY THAT THAT WORKS IS YOU DONATE THE LAND, SO THAT'S ONE COST, AND THEN YOU DONATE THE MONEY TO DEVELOP THE PARK.
AND SO ANYTIME WE'RE BUILDING A PARK, WE HAVE, WE MAY HAVE TO PURCHASE THE LAND

UM, AND THEN WE TOOK THAT CALCULATION AND USED IT FOR OUR BASIS TO GET TO OUR NEW CALCULATION OF $3,100.
SO NOW WE'RE LOOKING AT THE COST OF WHAT IT WOULD TAKE TO ACTUALLY PURCHASE AN ACRE OF LAND AND WHAT THE COST WOULD BE TO ACTUALLY CREATE THAT PARK.
AND SO, UM, WE, WE GOT TO 3080 $6 PER DWELLING UNIT.
HOW DID WE GET THERE? UM, SO WE STARTED LOOKING AT A FEW DIFFERENT THINGS.
FIRST WE LOOKED AT THE MEDIAN LAND COST, UM, BACK IN, UH, YOU KNOW, AND, AND SO, SO THIS IS WHAT WE DID.
THE FIRST THING THAT WE DID IS WE LOOKED AT WHAT IT WAS COSTING US THE LAST TIME THAT WE ACTUALLY PURCHASED A PIECE OF PROPERTY, UM, WHICH WAS EAST HAMPTON PARK.
AND SO WE CAME UP WITH, WITH, WITH WHAT THAT COST WAS FOR THOSE FIVE ACRES.
AND WE DIVIDED IT AND GOT 1080 $2 FOR THAT LAND, LAND PURCHASE.
WE ALSO CALCULATED THAT NUMBER IN A SECOND WAY AS WELL.
SO WE LOOKED AT THE 2015 LAND, UM, VALUES, AND THEN WE LOOKED AT 2025 LAND VALUES IN THE CITY OF MISSOURI CITY.
AND WE SAW THAT THERE WAS AN INCREASE OF ABOUT 114% IN COST FOR AN ACRE OF LAND BACK IN 2015 TO 2025.
AND SO WE TOOK THAT AND WE DID SOME CALCULATIONS, FIGURED OUT WHAT THAT COST.
AND SO WHAT YOU SEE THERE IS WE CAME TO BASICALLY THE SAME CONCLUSION, UM, THROUGH TWO DIFFERENT WAYS TO GET TO THAT LAND DEDICATION COST, UH, WHICH IS ABOUT 1080 $2.
SO WE TOOK THE 1082 FOR OPTION ONE AND THEN THE 9 42 AND OPTION TWO AND FOUND THE, THE MEDIAN BASICALLY FOR, FOR THOSE TWO NUMBERS.
UM, SO THAT'S WHAT WE'RE LOOKING FOR.
SO THEN THE NEXT THING THAT WE DID IS WE LOOKED AT PARK DEVELOPMENT.
SO IN 2015, A BASIC PARK, WHICH IS REAL SIMPLE, STRAIGHTFORWARD, NOT ANYTHING EXTRAVAGANT.
THAT BASIC PARK IN 2015, IT WOULD'VE BEEN ABOUT $152 PER ACRE, WHICH CAME OUT TO BE $1,520 PER UNIT.
AND SO WHAT WE DID IS WE CALCULATED THE CONSUMER PRICE INDEX FROM 2015 TO 2025 TO SEE WHAT THAT NUMBER WOULD BE IN 2025, IN $2,015.
AND SO THAT'S WHERE WE CAME UP WITH THE 2070 $4 PER UNIT ON THE PARK DEVELOPMENT.
SO GRAND TOTAL, THAT TAKES US TO OUR 3080 $6.
WE ROUNDED IT UP BY A HUN BY HUNDREDS AND GOT 3,100 PER DWELLING UNIT.
SO WE WENT THROUGH THE MATH, WE STUDIED THE AREA, WE LOOKED AT THE PRICES OF PROPERTY, AND WE ALSO LOOKED AT WHAT THE ACTUAL COSTS ARE FOR THE, THE CONSTRUCTION OF THE, THE PROJECT ITSELF.
SO WE FEEL REALLY COMFORTABLE MOVING FORWARD WITH A $3,100 PER DWELLING UNIT FOR MONEY IN LIEU OF.
THE NEXT THING I DID WANNA TALK TO YOU GUYS A LITTLE BIT ABOUT IS THE IDEA OF UNENCUMBERED VERSUS ENCUMBERED LANDS BEFORE YOU LEAVE, THEN YES.
PARK DEVELOPMENT COST, I THINK TO ME, SEEMS LIKE IT SHOULD BE HIGHER.
THE ONLY REASON I MAKE THAT STATEMENT, TROXEL PART MM-HMM
WE SPENT TO DO TROXEL PARK, UM, 1.3, 1.3, $1.3 MILLION.
I JUST, I WANT THAT NUMBER IN MY MIND.
AND IF WE SPENT $1.3 MILLION, 3.2 ACRES,
AND SO I JUST, IT JUST SEEMED LIKE IT WAS, I I GET WHAT Y'ALL DID AND HOW YOU DID IT.

WE ALSO KNOW THAT WE HAVE TO LOOK AT THE POLITICAL SCENE.
UM, AND, AND ONE OF THE THINGS THAT, THAT WE LOOKED AT IS WHERE IS EVERYBODY ELSE IN OUR AREA AT, ON THIS AS WELL? AND SO EVEN WITH THE 3,100, WE WOULD BE AT THE TOP OF THE RANGE FOR OUR LOCALITY.
UM, AND SO ONE OF THE THINGS THAT WE NEED TO JUST BE A LITTLE BIT CAREFUL ABOUT,

UM, IS CURRENTLY RIGHT NOW THE LEGISLATION, UM, OVER IN THE LAST, WHAT, TWO YEARS AGO, ONE YEAR AGO, UM, THE LEGISLATOR FOR THE STATE ACTUALLY CREATED SOME NEW, UM, LAWS AROUND PARKLAND DEDICATIONS FOR MAJOR MUNICIPALITIES, AUSTIN, HOUSTON, DALLAS, THOSE KINDS OF THINGS.UM, THAT REALLY LIMITED THE, SOME OF THE THINGS THAT THEY WERE DOING AS FAR AS PARKLAND DEDICATION.
UM, AND ONE OF THE REASONS THAT THEY DID THAT IS THEY FELT LIKE THE CITY OF AUSTIN WAS REALLY MAKING A HUGE PUSH AND JUMPING WAY AHEAD OF THE CURVE.
UM, AND SO THERE WAS SOME POLITICAL PUSHBACK.
AND SO WE WANT TO TRY TO BALANCE THIS.
WE KNOW WE NEED TO, WE NEED TO MAKE IT, MOVE IT AND MOVE THAT NEEDLE, BUT WE ALSO WANT OUR CONTRACTORS TO STILL FEEL WELCOME IN MISSOURI CITY AND STILL BE BUILDING AS WELL, BECAUSE WE WANT THEM BUILDING, SO THEN WE CAN GET THAT PARKLAND DEDICATION.
SO WE'RE TRYING TO, WE'RE TRYING TO LINE THAT.
AND, AND, AND AT THE END OF THE DAY, BECAUSE THE VERY FIRST TIME I REMEMBER WHEN THIS WAS DONE, WE CAME UP WITH A NUMBER, YOU KNOW, WE HAD DR.
CROMPTON COME AND BLAH, BLAH, BLAH.
AND, AND WE GAVE A NUMBER WHAT, WHAT THE MATH SHOWED, AND COUNCIL MAKE THE FINAL DECISION.

UM, AND SO WE WANT THESE CONTRACTORS TO BE HELPING US TO CREATE THIS TRAIL NETWORK.
UM, SO WE WANNA ENCOURAGE THAT.
SO PUBLIC TRAILS, IF YOU'RE GONNA CREATE A PUBLIC TRAIL, WE ARE GOING TO PROVIDE YOU 25% TOWARD YOUR PARKLAND DEDICATION FOR A MILE.
SO ONE MILE OF TRAIL IS GONNA BE EQUAL TO ONE ACRE OF LAND.
UM, THAT'S, THAT'S DEDICATED PRIVATE TRAILS.

THEY'RE JUST STREAMLINING THE DECISION MAKING.
IT ACTUALLY WAS, UH, PRESENTED BY OUR LEGAL TEAM HAS AN OPTION FOR THEM TO LOOK AT.
THEY DISSOLVED THE CURRENT SENIOR ADVISORY COUNCIL ALSO.
