FORT BEND EVENT CENTER SPECIFIC USE PERMIT PUBLIC HEARING TO RECEIVE COMMON FOR AND AGAINST A REQUEST BY LAWRENCE TURNER, COLLUS INC.

TO AMEND SUP SPECIFIC USE PERMIT NUMBER 1 69 TO ALLOW FOR THE PLA ALLOW FOR A PLACE OF ASSEMBLY, BLAH, BLAH, BLAH.

GOOD EVENING, COMMISSIONERS.

WE RECEIVED AN APPLICATION FROM CALUSA, INC TO AMEND SPECIFIC USE PERMIT NUMBER 1 69.

UM, THIS IS TO CLARIFY THAT A PLACE OF ASSEMBLY USE IS PERMITTED WITHIN THE SPECIFIC USE PERMIT.

THE LOCATION OF THIS DISTRICT IS ON THE NORTHWEST CORNER OF SIENNA SPRINGS BOULEVARD IN THE CIENA SPRINGS WAY, AND IS THE LOCATION OF THE FORT BEND COUNTY ANNEX AND LIBRARY.

SO THIS SPECIFIC USE PERMIT, UM, ALLOWS FOR A COMMUNITY COLLEGE, A CAMPUS LIBRARY IN LC TWO RETAIL USES.

UM, BUT THERE IS CONFLICTING LANGUAGE IN THE ORDINANCE TO ALLOW FOR A PLACE OF ASSEMBLE USE.

UM, AND SO THAT'S KINDA THE GOAL OF THIS, IS TO CLARIFY THAT LANGUAGE AND WHAT IT'S ALLOWED FOR.

SO THE PROPOSED OR THE CLARIFICATION OF THE LANGUAGE IN THE SEP IS TO ALLOW FOR THE DEVELOPMENT OF AN EVENT CENTER.

UM, AND THEN MISSOURI CITY SIENNA FOR BEND COUNTY ANNEX.

UM, AND THIS CURRENTLY HOLDS THE TAX OFFICE AND A LIBRARY.

THE PROPOSED EVENT CENTER WOULD BE LOCATED ON THE NORTHERN MOST PART OF THE TRACT, UM, THAT YOU SEE HERE.

SO THE PROPOSED EVENT CENTER ITSELF IS AROUND 16,500 SQUARE FEET.

UM, IT INCLUDES AN ASSEMBLY HALL, AN OUTDOOR PAVILION, A CONFERENCE ROOM, AND FACILITIES TO SERVE BOTH INDOOR AND OUTDOOR EVENTS.

UM, ADDITIONALLY IT WOULD HOLD APPROXIMATELY 600 PEOPLE.

AS FOR NOTICING REQUIREMENTS, STAFF DID PROVIDE NOTICE OF PROPERTY OWNERS WITHIN 250 FEET.

UM, AND HOWEVER, IN ORDER TO MEET THE STATE REQUIREMENTS FOR POSTING A ZONING SITE OR ZONING SIGN ON SITE, UM, THERE WILL ALSO BE AN ADDITIONAL PUBLIC HEARING, UM, SCHEDULED FOR THE FEBRUARY 11TH AGENDA.

AND THEN FOLLOWING THAT, IT IS 10 TENTATIVELY SCHEDULED FOR CITY COUNCIL ON MONDAY, FEBRUARY 16TH.

AND SO FAR, STAFF HAS RECEIVED ONE PROTEST LETTER.

SO TONIGHT, STAFF IS ONLY ASKING THAT YOU RECEIVE COMMENTS DURING THE PUBLIC HEARING.

UM, THE CONSIDERATION OF THE FINAL REPORT WILL BE MOVED TO FEBRUARY 11TH.

THIS TYPE OF FACILITY WILL BE USED BY MEN, MULTIPLE USES, UH, FROM HOSTING, UH, STATE OF THE CITY TYPE KIND OF EVENTS THAT MISSOURI CITY WOULD HOST THERE.

UH, IT HAS CAPACITY TO HANDLE 600 FOLKS.

UH, WE DO HAVE PARKING THAT'S ALREADY ON SITE.

UH, WE WOULD MAKE SURE THAT THE BUILDING, UH, THAT WOULD BE CONSTRUCTED WOULD'VE ADEQUATE PARKING, NOT ONLY TO SERVE, UH, WHAT IS NEEDED, BUT WE ALSO HAVE A KIND OF A JOINT USE BECAUSE WE HAVE ALL THOSE OTHER FACILITIES OVER THERE.

WE GOT THE EXISTING ANNEX THAT'S RIGHT THERE AND THE LIBRARY.

SO PARKING'S NOT AN ISSUE.

WE ALSO MADE SURE WE DID A, UH, UH, LOOK AT THE TRAFFIC TO MAKE SURE THAT WE WOULD NOT BE MAKING ANY TYPE OF NEGATIVE IMPACT AS IT RELATES TO TRAFFIC.

UH, AND SO, UH, WHAT WE'RE HERE FOR THIS EVENING IS BECAUSE OF THE WAY THAT THE ZONING IS WORDED, WE'RE HAVING TO COME BEFORE YOU WITH THIS MODIFICATION.

AND SO WITH THIS ORDINANCE, REALLY WHAT WE'RE, OUR GOAL IS, IS TO PROVIDE RECREATIONAL AREAS IN THE FORM OF NEIGHBORHOOD PARKS.

AND SO THROUGHOUT YOUR TIME, YOU GUYS HAVE SEEN PARKLAND DEDICATIONS OR IN LIEU OF FEES, PROPOSALS THAT HAVE COME BEFORE YOU.

AND SO THIS ORDINANCE REALLY GUIDES THE DISCUSSION AROUND THOSE TOPICS.

UM, SOME OF THE CHANGES THAT WE'RE LOOKING AT, I DO, I JUST WANT TO FIRST DISCUSS THE, THE TERM NEIGHBORHOOD PARKS.

SOMETIMES WE CONFUSE THOSE, THAT DEFINITION BECAUSE IN PARKS AND RECREATION WE CONSIDER A NEIGHBORHOOD PARK, A SMALL ENTITY THAT IS WITHIN A NEIGHBORHOOD, NOT NECESSARILY A REGIONAL PARK.

IN THIS ORDINANCE, THE TERM NEIGHBORHOOD PARK ACTUALLY CONSIDERS ALL PARKS.

SO ANYWHERE THAT A SERVICE IS PROVIDED TO THE COMMUNITY THROUGH A PARK, PARK OR PLAYGROUND, UM, OUR REVIEW PROCESS FOR THIS ORDINANCE TYPICALLY STARTS, UM, WITH A SUBDIVISION PROPOSAL, THEN GOES TO THE PARKS BOARD FOR

RECOMMENDATION, AND THEN COMES TO Y'ALL FOR A RECOMMENDATION AND THEN GOES TO CITY COUNCIL.

ONE OF THE CHANGES IN THE ORDINANCE STATES THAT ANYTIME THERE'S A CASH IN LIEU OF DEDICATION THAT IS $10,000 OR LESS, THAT WOULD ACTUALLY COME BEFORE PARKS BOARD YOURSELVES, AND THEN WOULD BE APPROVED BY THE CITY MANAGER RATHER THAN GOING DIRECTLY TO CITY COUNCIL.

SO THAT'S ANYTIME IT'S $10,000 AND BELOW.

AND THAT MATCHES WITH OTHER ORDINANCES THAT WE HAVE WITHIN THE CITY.

THE NEXT THING I DID WANNA TALK TO YOU GUYS ABOUT IS THE FEE CALCULATION.

WHEN IT, WHEN WE TALK ABOUT, UM, CASH IN LIEU OF, UM, BACK IN 2015, WE HAD A, UH, CONTRACTOR COME IN WORK WITH US IN OUR DEPARTMENT ON THIS ORDINANCE AND A CHANGE.

UM, AND WE BUILT A VERY STRUCTURED FEE, UM, CALCULATION.

AND SO THIS HAS BEEN THE STANDARD FOR US SINCE 2015.

AND SO THAT STANDARD REALLY IS ALL ABOUT, UH, PER DWELLING UNIT.

AND SO TONIGHT'S CHANGE WHEN WE LOOK AT THE CASH IN LIEU OF WILL BE BUILT ON THAT SAME FEE CALCULATION.

AND SO, AS YOU CAN SEE HERE, THEN 2015, THE FEE IN LIEU OF PARKLAND DEDICATION WAS $1,400.

THAT'S WHAT IT IS CURRENTLY TODAY.

440 OF DOLLARS OF THAT IS ABOUT LAND DEDICATION.

SO HOW DO WE ACTUALLY PURCHASE LAND? AND THEN 940 OF THAT IS ABOUT PARK DEVELOPMENT.

SO HOW DO WE ACTUALLY BUILD PLAYGROUNDS? HOW DO WE, UM, PUT IN INFRASTRUCTURE FOR THAT PARK? AND SO THAT'S WHERE WE GET THAT TOTAL AMOUNT OF $1,400.

WE ARE CURRENTLY PROPOSING THAT THIS PARKLAND DEDICATION FEE IN LIEU OF GO TO $3,100.

AND SO THAT'S ABOUT JUST A LITTLE OVER A THOUSAND DOLLARS IN LAND DEDICATION.

SO PURCHASING OF LAND, AND THEN JUST A LITTLE OVER $2,000 IN PARK DEVELOPMENT.

UM, AND SO WE'RE LOOKING AT A TOTAL OF $3,100.

SO THE QUESTION IS HOW DID WE GET THERE? UM, WE'VE LOOKED AT IT A COUPLE OF DIFFERENT WAYS.

WHEN WE LOOKED AT OUR ACTUAL LAND DEDICATION COSTS, WE LOOKED AT NUMBER ONE, WHEN WAS THE LAST TIME THAT WE RECENTLY, OR LAST TIME THAT WE PURCHASED LAND AND WHAT WAS THAT MEDIAN LAND COST? UM, SO WE ACTUALLY PURCHASED AS A CITY, A PARK LAND PIECE, UM, CALLED UH, EAST HAMPTON.

UH, WE PURCHASED IT FOR UM, JUST A LITTLE OVER $500,000.

SO THAT MEDIAN LAND COST PER ACRE IS ABOUT JUST OVER A HUNDRED THOUSAND DOLLARS.

SO YOU LOOK AT THAT DIVIDED BY THAT A HUNDRED.

TO GET OUR U PER UNIT PRICE, WE HAVE JUST A LITTLE OVER A THOUSAND DOLLARS PER UNIT JUST FOR PURCHASING OF LAND.

WE ALSO LOOKED AT IT A DIFFERENT WAY 'CAUSE WE WANTED TO MAKE SURE THAT THE COST THAT WE WERE LOOKING AT REALLY DID MAKE SENSE.

SO THEN WE WANTED TO LOOK AT A CPI, OUR CONSUMER PRICE INDEX.

AND SO FOR LAND DEDICATION, WE ALSO LOOKED AT WHAT THE VALUE OF AN ACRE OF LAND WAS BACK IN 2015, WHICH WAS JUST A LITTLE OVER, UM, $40,000.

UM, AND THEN WE MULTIPLIED IT BY THE CPI.
