IT WILL FALL ON THE CITY BECAUSE THE RESIDENTS LIVE IN THE CITY, AND IT'S OUR RESPONSIBILITY TO DO WHAT'S IN THEIR BEST INTEREST, BECAUSE IT'S THEIR TAX DOLLARS THAT WE ARE USING TO RUN THIS ENTIRE CITY.
