SO ONE OF THE THINGS THAT WE'RE DOING IS HOW THIS BODY GETS THE INFORMATION, HOW THIS BODY MAKES A RECOMMENDATION ALIGNS WITH WHAT THE CITY COUNCIL DOES. WITH THAT IN MIND, MOVING FORWARD, WE ARE CREATING A FOURTH MEETING ON MONDAYS, WHICH IS A JOINT CITY COUNCIL AND PNC MEETING. NOW, WHY ARE WE DOING THIS ONE? IT IS TO STRENGTHEN THE COORDINATION BETWEEN PNC AND CITY COUNCIL. SOMETIMES IN THE PAST WE HAVE HAD INSTANCES WHERE, OF COURSE, PNC CAN HOLD THE WEIGHT ONCE AND COUNCIL WANTS TO VOTE THE WAY IT WANTS.BUT IF YOU CAN HEAR THE SAME THING FROM THE CITIZENS AND MAKE YOUR INFORMED DECISIONS, I THINK THAT WILL HELP BETTER ALIGN TOWARDS THE VISION THAT THE CITY COUNCIL HAS. YOU'LL SEE THEM MOST COMMONLY FOR SIENNA.AND WE USE THESE FOR MULTI-PHASE DEVELOPMENT. SO BASICALLY IF IT'S GOING TO NEED MULTIPLE PLOTS TO DEVELOP, THEN WE RECOMMEND A CONCEPT PLAN. AFTER THAT WE HAVE OUR PRELIMINARY PLOTS. THIS IS OUR USUALLY THE VERY FIRST PLOT THAT THEY WILL SUBMIT. THIS IS WHERE WE GO THROUGH ALL THE LIKE THE NITTY GRITTY, WE GO THROUGH THE UTILITIES, WE GO THROUGH THE DRAINAGE, WE GO THROUGH THE TRAFFIC, MAKING SURE EVERYTHING IS SET DURING THE PRELIMINARY PLOT STAGE. AND THIS IS KIND OF LIKE THE LAST CHECK THAT WE DO, MAKING SURE THAT THE TITLE REPORT IS CORRECT, THE DEED RESTRICTIONS, ITEMS LIKE THAT. ON TOP OF THOSE, WE HAVE WHAT WE CALL RE PLOTS. SO IN ORDER FOR AN APPLICANT TO DO A REPORT, IT MUST ALREADY BE PLOTTED. AND SO BASICALLY THEY'RE JUST DOING A CHANGE TO A SITE THAT HAS ALREADY BEEN SUBDIVIDED. ARE WE USING THE REMAINING LAND THAT WE HAVE LEFT AS OPPORTUNITIES TO ENHANCE INTO A PLACE THOSE LOCATIONS IN APPROPRIATE SPOTS? ARE WE CREATING SPACES THAT WILL HELP TO ATTRACT HELP? THE CITY'S EFFORTS TO RECRUIT AMENITIES THAT ARE CONTINUALLY DESIRED BY RESIDENTS, BY MEMBERS OF THE PUBLIC, PROBABLY BY COMMISSIONERS AS WELL, SO THAT THIS IS A FULL SERVICE COMMUNITY SO THAT YOU DON'T HAVE TO GO TO OTHER COMMUNITIES, A NEIGHBOR, NEIGHBORING COMMUNITIES OR OUTSIDE OF OUR AREA TO MEET THE NEEDS OF LIFE, TO ENTERTAIN, YOU KNOW, OR TO HAVE, YOU KNOW, ENTERTAINMENT OPTIONS, SHOPPING OPTIONS, EATING OPTIONS WITHIN THE CITY. AND SO THAT COMPREHENSIVE PLAN PROCESS IS CURRENTLY UNDERWAY. WHAT THIS ALSO EMPHASIZES IS THERE ARE OTHER CITY PLANS THAT PLAY INTO THE COMPREHENSIVE PLAN. THE COMPREHENSIVE PLAN IS LIKE OUR UMBRELLA GUIDE OF WHERE THE CITY IS GOING IN THE FUTURE. AND THEN ALL OF THOSE OTHER PLANS ARE ELEMENTS OF THE COMPREHENSIVE PLAN TO HELP US GET THERE. A KEY ELEMENT OF A COMPREHENSIVE PLAN IS THE PUBLIC ENGAGEMENT. PUBLIC INPUT. YOU KNOW, MAYBE IN OUR LARGER NEIGHBOR, HOUSTON, YOU KNOW, TO THE NORTH, TO THE EAST.BUT YOU LEFT MISSOURI CITY'S LIMITS, YOU KNOW, TO WORK OR, YOU KNOW, TO ENTERTAIN OR TO DO OTHER THINGS. AND YOU JUST REMAINED IN MISSOURI CITY, YOU KNOW, FOR, YOU KNOW, FOR HOME AND LEISURE. SO WE'RE MOVING FROM THAT PERCEPTION AND THAT VISION OF THE CITY TO A MORE WELL-ROUNDED, MORE FULL SERVICE CITY. AND SO THOSE ARE REFLECTED AND SHOULD BE REFLECTED IN YOUR GOALS AND POLICY OF YOUR COMPREHENSIVE PLAN. OKAY. SOME OF THE RELATED PLANS INCLUDE A MAJOR THOROUGHFARE PLAN THAT HAS A LAYOUT OF NEW STREETS AND EXISTING STREETS, TYPES OF STREETS, WHAT THEY'RE DESIGNED FOR THROUGHOUT THE CITY. OTHER RELATED PLANS INCLUDES THE PARKS MASTER PLAN AND THE TEXAS PARKWAY CARTWRIGHT ROAD REDEVELOPMENT PLAN. INCLUDED AT YOUR STATIONS ARE BINDERS. THAT HAS WHAT HAS BEEN PRESENTED SO FAR ON THAT COMPREHENSIVE PLAN UPDATE. AND SO ONE OF THE KEY ANGLES OF THAT COMPREHENSIVE PLAN UPDATE IS WE TOOK THOSE FOUR KEY CORRIDORS, YOU KNOW, KEY ENTRYWAY, HIGH TRAFFIC, HIGH, HIGHLY VISIBLE, VERY IMPORTANT CORRIDORS TO OUR CITY AND ADDED SIX MORE. SO THE FOCUS OF THAT WAS POLICY AND GUIDANCE SURROUNDING THESE KEY AREAS OF THE CITY THAT MAY BE IN NEED OF REINVESTMENT, REDEVELOPMENT, OR THAT WE HAVE HIGH INTEREST FOR DEVELOPMENT, OR THAT ARE JUST SITUATED IN AREAS WHERE ARE OPPORTUNE TO LOCATE SOME OF THE DESIRED USES THAT THE CITY IS DISCUSSING. SO THESE ARE THE CORRIDORS THAT ARE PART OF THAT UPDATE PROCESS. WHAT IS CLEAR FROM THE RECOMMENDATIONS THAT HAVE BEEN PRESENTED IS THAT WE NEED TO AMEND AND RESHIFT KIND OF OUR OUTLOOK ON OUR FUTURE LAND USE PLAN, AS WE KNOW THAT WE ARE MOVING TOWARDS BUILDOUT OF AVAILABLE NEW LAND FOR NEW CONSTRUCTION. YOU KNOW, I KNOW THAT FOR THE COMMISSION, YOU ALL KNOW YOU'VE SEEN THE GROWTH IN THE CITY OVER THE LAST SEVERAL DECADES, LAST SEVERAL YEARS. AND SO THAT NEW LAND THAT'S BEING DEVELOPED AT THIS RATE, WE'RE COMING TO THE END OF THAT ABILITY WITHIN THE CITY. THAT DOESN'T MEAN DEVELOPMENT STOP. THAT DOESN'T MEAN GROWTH STOPS. IT JUST TAKES A DIFFERENT FORM. AND SO YOUR COMPREHENSIVE PLAN IS REALLY YOUR GUIDE TO HELP GUIDE WHERE THOSE INVESTMENTS SHOULD BE MADE AND WHAT'S IMPORTANT TO THE CITY IN TERMS OF GROWTH FOR THE FUTURE. SO WE'LL BE LOOKING AT RECOMMENDATIONS SURROUNDING AMENDMENTS TO THAT FUTURE LAND USE PLAN. THE CORRELATION OF THE TOOLS THAT YOU USE TO GET TO YOUR VISION. SO YOUR ZONING, YOUR ZONING ORDINANCE, YOUR SUBDIVISION ORDINANCE, OUR TOOLS TO BE ABLE TO IMPLEMENT THE VISION OF THE COMPREHENSIVE PLAN, THE FUTURE LAND USE PLAN.
AND SO ZONING IN A NUTSHELL, EVERY PIECE OF PROPERTY IN THE CITY HAS A ZONING DISTRICT.

DO YOU KNOW, SHOULD WE CONSIDER ADDITIONAL STANDARDS WHEN SITUATING CERTAIN USES, WHETHER THEY'RE CLOSE TO RESIDENTIAL AREAS, WHETHER THEY'RE CLOSE TO, YOU KNOW, OTHER SENSITIVE LOCATIONS, MAKING SURE THAT LAND USE IN THE CITY MAKES SENSE. SO WHEN RESIDENTIAL PLATS COME BEFORE YOU, THERE'S A PARKLAND COMPONENT THAT GOES BEFORE THE PARKS BOARD AND IT COMES BEFORE THIS BODY AND THEN GOES BEFORE THE CITY COUNCIL.
