IT ACTUALLY BEGAN IN 1973, AND IT WAS ONLY A WEEK LONG, BUT IT WAS A WAY FOR THEM TO OBSERVE AND DEDICATE TO RECOGNIZING AND PROTECTING AMERICA'S HISTORIC PLACES, HERITAGE, AND COMMUNITY STORIES. WHY DOES THIS MATTER? IT PROTECTS COMMUNITY IDENTITY AND STORIES. IT SUPPORTS ECONOMIC DEVELOPMENT. IT ENCOURAGES THOUGHTFUL REVITALIZATION. AND WHILE THAT'S IMPORTANT, THERE'S ANOTHER DATE THAT I THINK IS VERY, VERY IMPORTANT THAT WE COMMEMORATE AND MAKE SURE THAT IT IS A HISTORIC MOMENT FOR OUR CITY AS WELL. AND THAT DATE IS 2026, WHERE OUR CITY TURNED 70 YEARS OLD. AND WHILE THIS IS ABOUT THE, YOU KNOW, THE INDEPENDENCE, THE DECLARATION OF THE INDEPENDENCE, IT'S IMPORTANT THAT WE FOSTER AND THAT WE TELL OUR STORIES ABOUT HOW IN FEBRUARY OF 2056, THERE WAS A GROUP OF FORT BEND COUNTY COMMISSIONERS THAT DECLARED THAT THE CITY OF MISSOURI CITY HAD 154 CITIZENS THAT WENT OUT AND VOTED AND SAID THAT WE HAD THE RIGHT TO STAND INDEPENDENTLY. SO I HAVE A CHALLENGE. HIGH CITY MANAGER JONES. SO THAT CHALLENGE IS FOR YOU. IF YOU WOULD NOT MIND, MAYBE YOU AND YOUR TEAM AND DONNIE, IF YOU GUYS COULD MAKE SURE THAT THE ENTIRE WORLD KNOWS OF OUR EXISTENCE FOR 70 YEARS, I CERTAINLY WOULD APPRECIATE IT. THANK YOU. WHEREAS NATIONAL HISTORIC PRESERVATION MONTH IS CELEBRATED THROUGHOUT THE MONTH OF MAY TO HIGHLIGHT THE IMPORTANCE OF PROTECTING HISTORIC PLACES, NEIGHBORHOODS, AND LANDMARKS THAT DEFINE OUR SHARED HERITAGE. AND MY FIRST COUPLE OF WEEKS WAS TO OBSERVE THE COURT AND SEE WHAT CURRENT COURT OPERATIONS WE HAD.

ONE OF MY OBSERVATIONS, AS YOU'LL SEE ON THIS SLIDE, SHOWS YOU SOME NUMBERS FROM MARCH OF 2026. OUR TOTAL CASES FILED IN OUR COURT VERSUS THE TOTAL WARRANTS ISSUED. AS YOU CAN SEE, THERE'S NOT THERE'S A LOT OF WARRANTS BEING ISSUED. SO THAT SEEMS TO BE THE TREND MONTHLY.

SO I STARTED ASKING MYSELF AND MY TEAM AND SPEAKING WITH THE JUDGE, WHAT CAN WE DO TO UTILIZE OUR CURRENT TECHNOLOGY AND WHAT KIND OF BEST PRACTICES CAN WE PUT INTO PLACE TO HELP IMPROVE BRINGING PEOPLE IN TO COMPLY WITH THEIR CITATIONS SO THAT THEY ARE NOT HAVING WARRANTS ISSUED AGAINST THEM? SO STARTING IN JANUARY, I'M GOING TO MOVE TO THIS. WE LOOKED AT OUR COURT SOFTWARE TO SEE WHAT MODULES WE HAD WITHIN THE COURT SOFTWARE THAT WE WERE ALREADY PAYING FOR. TWO OF THOSE WERE TEXT MESSAGING AND EMAIL MODULES. TEXT MESSAGING WAS BEING USED. IT JUST WASN'T BEING UTILIZED TO ITS FULLEST EXTENT. SO WE HAVE SINCE CREATED SOME TEXT MESSAGING NOTIFICATIONS TO INFORM DEFENDANTS, TO REMIND THEM THAT THEY HAVE A COURT DATE COMING UP TO REMIND THEM THAT THEY HAVE A PAYMENT PLAN DUE IF THEY HAVE DOCUMENTS DUE. WE'RE ALSO NOTIFYING THEM WHEN THEY'RE DELINQUENT AND WHEN THEY HAVE WARRANTS. WE DID UTILIZE THE TEXT MESSAGING BACK IN JANUARY, END OF JANUARY, DURING WHAT WOULD NORMALLY BE REFERRED TO AS THE WARRANT ROUNDUP. SO INSTEAD OF A MAILING NOTIFICATIONS, WE TEXT MESSAGED EVERYBODY WHO HAD A WARRANT IN OUR SYSTEM, AND WE HAD QUITE A BIT OF A INCREASE IN COMPLIANCE DURING THAT TIME PERIOD. WE ALSO STARTED UTILIZING THE EMAIL MODULE. OUR SOFTWARE GIVES US THE ABILITY TO EMAIL DIRECTLY FROM OUR COURT SOFTWARE RECEIPTS AND DOCUMENTS TO DEFENDANTS AND THEIR ATTORNEYS. THIS ALSO INCREASES COMPLIANCE BECAUSE WE ARE IN AN AGE WHERE EVERYBODY WANTS EVERYTHING ON THEIR PHONE, SO THEY'RE NOT CRUMPLING UP THE PAPER, THEY CAN'T CRUMPLE IT UP, THROW IT AWAY BECAUSE THEY'RE MAD. THEY HAVE IT IN THEIR PHONE FOR EASY REFERENCE. THE BENEFIT TO THESE MODULES, IN ADDITION TO INCREASING OUR COMPLIANCE, IS IT REDUCES COSTS TO THE CITY AS A WHOLE. WE ARE

NO LONGER PRINTING A LOT OF PAPER, SO THAT IS SAVING US IN THE COST OF PAPER AND INK, THE EQUIPMENT THAT GOES ALONG WITH THAT, AND WITH POSTAGE. ANOTHER ITEM THAT WE STARTED DOING ONCE I CAME ON BOARD WAS SITTING DOWN WITH OUR JUDGE AND TALKING ABOUT WHAT CAN WE DO TO ENSURE THAT PEOPLE HAVE MORE OPPORTUNITIES TO COME IN AND TAKE CARE OF THEIR CITATIONS? SO IN OUR CURRENT STATE, PRIOR TO APRIL 2026, WE ONLY HAD LIKE WHAT WE CALL STANDING ORDERS.

WE HAD TWO OF THEM ON FILE. IF YOU DON'T KNOW WHAT A STANDING ORDER IS, THAT IS AN ORDER THAT THE JUDGE GIVES TO THE CLERKS THAT ALLOWS THE CLERKS TO PROCESS CASES OUTSIDE OF APPEARING BEFORE COURT. MOST COMMON THAT PEOPLE KNOW ABOUT IS DEFENSIVE DRIVING. AND IN OUR CITY, WE ALREADY HAD DEFENSIVE DRIVING AS A STANDING ORDER, BUT THAT WAS THERE WAS ONLY ONE OTHER ONE AND THAT WAS EXTENSIONS OR RESETS. SO IN APRIL 23RD, I WILL NEVER FORGET THAT DATE. THE JUDGE SIGNED 13 STANDING ORDERS THAT YES, VERY PROUD OF THAT. THAT NOW GIVES US LOTS MORE FLEXIBILITY. SO THE CLERKS CAN NOW PROCESS THINGS SUCH AS COMPLIANCE, DISMISSALS. AND THAT MEANS EXPIRED REGISTRATIONS, EXPIRED DRIVER'S LICENSE, DEFECTIVE EQUIPMENT VIOLATIONS THEY CAN PROCESS IN ADDITION TO DEFENSIVE DRIVING, DEFERRED DISPOSITION, WHICH IS ANOTHER WAY THAT A CLERK CAN OR A CLERK CAN OFFER AN INDIVIDUAL TO HAVE THEIR CITATION DISMISSED. WE ALSO, WITH THOSE STANDING ORDERS, HAVE THE ABILITY TO OFFER PAYMENT PLANS AT THE WINDOW, INCLUDING ON WARRANT CASES. SO IF THEY HAVE A WARRANT, THEY CAN NOW COME IN AND DO A PAYMENT PLAN WITHOUT HAVING TO GO BEFORE THE JUDGE.

THESE STANDING ORDERS DO HAVE PARAMETERS THAT THE CLERKS MUST FOLLOW. SO IF AN INDIVIDUAL DOES NOT MEET THOSE GUIDELINES, THEY ARE STILL REQUIRED TO COME BEFORE THE JUDGE. BUT WITH THESE STANDING ORDERS CURRENTLY, RIGHT NOW WE JUST STARTED IMPLEMENTING THEM. SO OUR CLERKS ARE LEARNING HOW TO USE THEM. SO WE'RE GOING TO BABY STEP INTO THE NEXT STEPS. BUT WITH THESE STANDING ORDERS IT WILL IMPROVE THE LOBBY EXPERIENCE. ON COURT DAYS. OUR WAIT TIMES WILL WILL GO DOWN QUITE A BIT. IT ALSO PROVIDES FLEXIBILITY FOR DEFENDANTS. SO NOW WITH THESE STANDING ORDERS, THEY HAVE FROM THE DATE THEY GET THE TICKET TO THE DATE THAT IS DUE ON THEIR TICKET, THEY CAN COME IN DURING THEIR LUNCH BREAK, BEFORE OR AFTER THEIR WORK SCHEDULE. SOME MIGHT COME IN INITIALLY AND NOT FINISH ALL THE WAY THROUGH, BUT I FEEL LIKE THE TREND OF 50% SEEMS TO BE QUITE A BIT. AND THAT'S IF YOU GO BACK, I'M GONNA GO BACK ONE. IF YOU SEE THE LITTLE GRAPH, THE ARREST WARRANTS AND CAPIAS WARRANTS, AN ARREST WARRANT MEANS THEY JUST NEVER CAME IN AT ALL. AND A WARRANT MEANS THAT THEY DID COME IN AND THEY SIGNED A COURT ORDER. THEY JUST DIDN'T FOLLOW THROUGH. SO THERE'S QUITE A BIT OF PEOPLE JUST NOT COMING IN. AND I THINK THAT JUST IS A COMBINATION OF MAYBE JUST NOT HAVING A LOT OF FLEXIBILITY ON OPTIONS. THESE USES WERE IDENTIFIED TO INCREASE DEVELOPMENT INTEREST DUE TO INCREASED DEVELOPMENT INTERESTS AND COMMUNITY CONCERNS RELATED TO TRAFFIC, NOISE AND OVERALL OPERATIONAL IMPACTS. THE KEY CHANGES THAT THIS AMENDMENT BRINGS FORWARD IS SHIFTING THESE USES FROM BY RIGHT USES TO CASE BY CASE DECISIONS THROUGH THE SPECIFIC USE PERMIT TOOL. THIS WOULD NOT PROHIBIT THESE USES. SO WE'RE HERE TO PROPOSE AN ORDINANCE DESIGNATING CRAVENS ROAD BETWEEN US 90 A AND THE FIRST DRIVEWAY NORTH, ALSO KNOWN AS THE FEDEX DRIVEWAY, TO BE ONE WAY NORTHBOUND OR INGRESS ONLY. OKAY, THE REASON FOR THE ORDINANCE ITEM IS SIMPLE TRAFFIC SAFETY. LET ME EXPLAIN THE EXISTING CONDITION AND A LITTLE BIT OF BACKGROUND HISTORY. THE INTERSECTION OF CRAVENS ROAD AND US 98 IS AN AT GRADE CROSSING WITH THE UNION PACIFIC RAILROAD TRACK, MEANING THEY DON'T GO OVER EACH OTHER, BUT THEY MEET AT THE SAME LEVEL.

THERE'S HEAVY COMMERCIAL TRUCK ACTIVITY DUE TO THE NEARBY COMMERCIAL AND INDUSTRIAL PARK THAT IS IN THIS AREA. UNION PACIFIC OWNS THE RAILROAD, CITY, OWNS CRAVENS ROAD AND TEX-DOT OWNS US 98. THE DISTANCE BETWEEN US 90 A HIGHWAY AND THE RAILROAD TRACKS IS 43FT.

COMMERCIAL TRUCKS OR 18 WHEELERS. THEY AVERAGE BETWEEN 70 TO 80FT. THEY'RE OFTEN HIT BY TRAINS AT THIS LOCATION AS THEY'RE WAITING TO MAKE A RIGHT TURN ONTO US. 98 THE CITY, TXDOT AND UNION PACIFIC RAILROAD HAVE COLLABORATED EXTENSIVELY TO TRY TO COME UP WITH SEVERAL OPTIONS, AND I'VE ACTUALLY INVITED DANIEL DVORAK. HE'S THE NEW AREA ENGINEER TO BE HERE TO REPRESENT TXDOT. DANIEL, PLEASE WAVE HELLO. OKAY, SO JUST TO ILLUSTRATE THE PROBLEM, AT THIS INTERSECTION BETWEEN 2021 AND 2025, THERE HAVE BEEN SEVEN CRASHES INVOLVING TRAINS AND TRUCKS AND TRUCKS AT THIS INTERSECTION. THESE STATS MAKE CRAVENS ROAD AND US 90 THE SECOND HIGHEST IN THE STATE OF TEXAS. AND SINCE THE FEDERAL RAILROAD ADMINISTRATION DATA, WE'VE HAD THREE ADDITIONAL CRASHES, AS REPORTED BY MISSOURI CITY POLICE DEPARTMENT. AND HERE'S A BRIEF HISTORY OF WHAT EFFORTS HAVE UNDERTAKEN IN 2020, CITY PARK DRIVE WAS BUILT THAT ALLOWED AN ADDITIONAL ROUTE CONNECTING THE BELTWAY EIGHT.

AND ALSO THERE WAS A STUDY THAT SUGGESTED ADDING AN ACCELERATION LANE OR AN APRON ON US 90 FOR TRUCKS TO CLEAR THE RAILROAD TRACKS. BUT THAT IDEA FAILED TO REACH CONSENSUS.

THERE WERE OTHER STUDIES, BUT ULTIMATELY IN 2025, THE CITY AND TXDOT REACHED A MEMORANDUM OF UNDERSTANDING WHEREBY TXDOT WOULD DESIGN AND CONVERT CRAVENS ROAD TO ONE WAY. WHILE THE CITY AGREES TO MAINTAIN THE IMPROVEMENTS ON CRAVENS ROAD. THAT LEADS US TO TONIGHT'S AGENDA ITEM. FOR ONE WAY DESIGNATION, OUR MUNICIPAL CODE CALLS OUT FOR COUNCIL APPROVAL.

OKAY, PRIOR TO TONIGHT, WE SENT OUT NOTIFICATIONS TO BUSINESSES INFORMING THEM OF TONIGHT'S PUBLIC HEARING AND OUR DESIRE TO CONVERT PORTIONS OF CRAVENS ROAD TO ONE WAY. THOSE ARE ROUGHLY ABOUT 70 ADDRESSES THAT WE SENT OUT BY LETTER. AFTER TONIGHT'S PUBLIC HEARING. THERE ARE THESE ARE THE FUTURE STEPS. I THINK THAT'S THE LONG TERM SOLUTION THAT STAFF IS PURSUING. ANY GRANT OPPORTUNITIES, ANYTHING THAT COMES. IN FACT, ONE WE PURSUED IN FEBRUARY WITH FORT BEND COUNTY, THAT IS THE OPTION TO GO, AND WE ARE KEEPING AN EYE ON THAT AND DILIGENTLY PURSUING THAT.
