(c) Recognize two retiring City employees: Mike Fogarty and Sal Salinas.
(d) Proclaim the week of May 24 - May 30, 2009, as "Hurricane Preparedness Week" in
Missouri
City, Texas.
4. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and
will be enacted by one motion. There will be no separate discussion of these items unless a
Councilmember so requests; in which event, the item will be removed from the Consent
Agenda and
considered in its normal sequence on the agenda. Information concerning consent agenda
items is
available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of May 4, 2009.
(b) Consider acceptance of Quarterly Investment Report for Period Ending March 31,
2009.
(c) Consider rejecting all bids for buildout of shell space at Municipal Court/EOC Building.
(d) Consider awarding a bid for right of way and Drainage Ditch Mowing Services.
(e) Consider awarding a bid for Plumbing Services.
(f) Consider authorizing replacement of HVAC equipment utilizing TCPN cooperative purchasing contract.
(g) Consider authorizing purchase of asphalt road materials through the interlocal agreement with Fort Bend County.
(h) Consider approving the City of Missouri City Mustang Bayou Water System 2008 Annual Drinking Water Quality Report (Consumer Confidence Report.)
(i) Consider approving the FY 2008 Community Development Block Grant Action Plan Amendment and the FY 2009 Community Development Block Grant Action Plan for the US Department of Housing and Urban Development submission.
(j) Consider authorizing the City Manager to execute a change order for the El Dorado Golf Course reconstruction.

6. AUTHORIZATIONS BY COUNCIL
(a) Consider election of a Mayor Pro Tem.
(b) Consider authorizing the City Manager to execute an agreement with KSA Engineers,
Inc., for
construction management services for the Steep Bank/Flat Bank Wastewater
Treatment
Plant Phase II Expansion Project.
(c) Consider authorizing the Mayor to execute and the City Secretary to attest an Interlocal
Agreement for Regional Road Improvements between the City of Missouri City and Fort
Bend
County Levee Improvement District No. 19.
(d) Consider authorizing the Mayor to execute and the City Secretary to attest an Interlocal
Agreement for Regional Road Improvements among Fort Bend County, the City of
Missouri
City and Fort Bend County Levee Improvement District No. 19.
(e) Consider authorizing the Mayor to execute and the City Secretary to attest an Interlocal
Agreement for the Design of State Highway 6 Improvements between the City of
Missouri
City and the City of Sugar Land.

9. PUBLIC HEARINGS AND CONSIDERATION OF ZONING ORDINANCES
(a) Public hearing to receive comments for or against a request by the Lighthouse Indian
Baptist
Church for a SUP, Specific Use Permit to locate a church on an approximately 1.527 acre
tract
of land, currently zoned LC-3, Retail District; providing for severability; and to consider the
ordinance on the second and final reading. The subject site is located on the northwest
corner of Independence Blvd (formerly Lexington Blvd) and Fifth Street, southwest of
Armstrong
Elementary School.
(b) Public hearing to receive comments for or against a request by Steve Meier on behalf of
the
Highway 6 #2 J.V., a Texas Joint Venture to rezone an approximately 2.001 acre tract of
land
from LC-2, Local Retail to LC-3, Retail Commercial; providing for severability; and to
consider
the ordinance on the second and final reading. The subject site is located southeast of
the
intersection of State Highway 6 and Vicksburg Boulevard, west of the Fort Bend Town
Center,
and east of the Oakwick Forest Estates Residential Subdivision.
10. CONSIDERATION OF ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 2,
Administration, of the Code of Ordinances of the City of Missouri City, Texas; providing
rules
for the order of business of City Council meetings and for the tagging of certain items at
City
Council meetings; providing for severability; and to consider the ordinance on the second
and
final reading.
11. CONSIDERATION OF RESOLUTIONS
(a) Consider a resolution of the City of Missouri City, Texas, consenting to the purchase and
receipt of wastewater utility capacity by Fort Bend County Municipal Utility District
Number 26 from Thunderbird Utility District and Quail Valley Utility District and the sale
and
conveyance of such wastewater utility capacity by Thunderbird Utility District and Quail
Valley
Utility District to Municipal Utility District Number 26.
(b) Consider a resolution of the City of Missouri City, Texas, consenting to Thunderbird
Utility
District’s provision of water and sewer utility service to land outside the district and
within
the corporate limits of the City of Missouri City.
(c) Consider a resolution of the City of Missouri City, Texas, approving the submission of a
Justice
Assistance Grant application to the Criminal Justice Division of the Office of the Governor
to
fund the S.W.A.T. Transport Vehicle Project and containing other provisions related
thereto.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
