2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by the Missouri City Police Department Honor Guard.
3. PRESENTATIONS AND RECOGNITIONS
(a) Cheryl Lynch will provide an update on the Juneteenth Committee's activities.
(b) Recognize two retiring City employees: Fire Captain Kevin Dickson and Community Development Block Grant Coordinator Mike Fogarty.
4. STAFF REPORTS
(a) City Manager will present an overview of the Annual Budget.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of May 18, 2009.
(b) Consider awarding the contract for electrical services.
(c) Consider accepting report concerning impact fees and the capital improvements plan from the Capital Improvements Advisory Committee.
(d) Consider authorizing the City Manager to execute and the City Secretary to attest the amendment to the interlocal agreement between Fort Bend County and the City of Missouri City for the assessment and collection of taxes.
(e) Consider authorizing purchase of mobile storage containers.
6. APPOINTMENTS
(a) Consider reappointing members to various boards, and commissions.
7. AUTHORIZATIONS
(a) Consider a Community Event Participation with the 2009 International Festival of Fort Bend to be held on October 17, 2009.
(b) Consider awarding bid for construction of Vicksburg Interim Wastewater Treatment Plant Expansion.
(c) Consider authorizing the Mayor to execute and the City Secretary to attest an Interlocal Agreement between Thunderbird Utility District and the City of Missouri City for solid waste billing and collection services.
(d) Consider authorizing an Interlocal Agreement for the Design of State Highway 6 Improvements at 21 Intersections between the City of Missouri City and City of Sugar Land.
(d) Consider authorizing an Interlocal Agreement for the Design of State Highway 6 Improvements at 21 Intersections between the City of Missouri City and City of Sugar Land.
8. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.
9. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, establishing temporary maximum speed limits for certain school zones located within the City for summer school, including designating locations, dates and times; providing a penalty; repealing all ordinances or parts of ordinances in conflict therewith; providing for severability; declaring an emergency; and consider the ordinance on first and final reading.
10. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, amending the Utility Schedule of Fees by amending the Groundwater Reduction Plan Participation Fee; repealing Resolution R-08-21, adopted on July 21, 2008; and providing an effective date.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting a Schedule of Fees pertaining to the use of Missouri City Police Officers and cars at events or activities held in Missouri City facilities or on Missouri City property, where such use is required by the City.
(c) Consider a resolution of the City Council of the City of Missouri City granting consent to Fort Bend County Municipal Utility District No. 141 to annex certain land situated within the extraterritorial jurisdiction of the City of Missouri City, Texas.
(d) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing the execution of Advance Funding Agreement with the Texas Department of Transportation for the construction of access management improvements along State Highway 6 from Voss Road to FM 521.
(e) Consider a resolution of the City Council of the City of Missouri City, Texas, approving the submission of the Energy Efficiency and Conservation Block Grant Program application under the American Recovery and Reinvestment Act of 2009 to fund the purchase and installation of light emitting diode street lights and traffic signals and energy efficient air conditioning equipment; designating Director of Public Works/City Engineer Scott Elmer as the authorized representative of the City for submitting such application.

12. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
