(a) Swearing-in of Joel Fitzgerald as the City of Missouri City’s new Chief of Police.
(b) Proclaim the month of July as Parks and Recreation month.
4. STAFF REPORTS
(a) Director of Parks and Recreation Snook will make a presentation regarding the City’s
25th
Annual 4th of July Celebration at Buffalo Run Park.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and
will be enacted by one motion. There will be no separate discussion of these items unless a
Councilmember so requests; in which event, the item will be removed from the Consent
Agenda and
considered in its normal sequence on the agenda. Information concerning consent agenda
items is
available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of June 1, 2009.
(b) Consider awarding contract for VMware computer system.
(c) Consider authorizing purchase of computer hardware through State of Texas DIR cooperative purchasing program for VMware project.
(d) Consider authorizing an agreement with Klotz Associates for Highway 6 traffic data analysis.
(e) Consider awarding a term contract for street crack and joint sealing services.
6. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances - There are no Zoning Public Hearings and
Ordinances at this time.
(1) Public hearing to receive comments related to the FY 2010 proposed Budget; and consider an ordinance of the City Council of the City of Missouri City, Texas, approving
and adopting the City of Missouri City, Texas General Budget for the Fiscal Year
beginning July 1, 2009, and ending June 30, 2010; making appropriations for the City for
such fiscal year as reflected in said budget; making certain findings; and containing
certain provisions relating to the subject; and to consider adopting the ordinance on
the first and final reading.
7. APPOINTMENTS - There are no Appointments at this time.
8. AUTHORIZATIONS
(a) Consider authorizing the Mayor to execute and the City Secretary to attest a Golf Course
Management Agreement by and between the City of Missouri City and Missouri City
Recreation and Leisure Local Government Corporation.
(b) Consider assigning City of Missouri City’s Schedule of Fees for the Golf Course and
related
facilities to Missouri City Recreation and Leisure Local Government Corporation.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this
agenda.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending the general budget
for the
fiscal year beginning July 1, 2008, and ending June 30, 2009, transferring various
appropriations
among accounts; appropriating supplemental revenue to various fund accounts; authorizing
the
appropriate city officials to take steps necessary to accomplish such transfers; making
certain
findings; and containing certain provisions relating to the subject; and to consider the
ordinance
on the first and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, authorizing and ordering the
issuance
of City of Missouri City, Texas combination tax and revenue certificates of obligation,
series 2009A; prescribing the terms and form thereof; providing for the payment of the
principal
thereof and interest thereon; awarding the sale thereof; authorizing the preparation and
distribution of an official statement to be used in connection with the sale of the certificates;
making other provisions regarding such certificates, including use of the proceeds thereof,
and
matters incident thereto; and to consider the ordinance on the first and final reading.
(c) Consider an ordinance of the City of Missouri City, Texas, amending the Code of
Ordinances of
the City of Missouri City, Texas, by amending Chapter 78 of the City of Missouri City code of
ordinances; amending rules and regulations for the Collection of Residential Solid Waste
in
the City; providing a penalty and providing for severability; and to consider the ordinance
on
the first of two readings.
(d) Consider an ordinance of the City of Missouri City, Texas, amending City of Missouri City
Ordinance No. O-02-14, adopted March 18, 2002, as amended; providing terms and
conditions
for Employee Family Medical Leave as set forth in the personnel manual; and providing for
severability; and to consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, declaring the
City’s
intention to reimburse project expenditures paid in conjunction with the construction of a
Surface Water Treatment Plant.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas,
approving the
Board of Directors of the Central Appraisal District of Fort Bend County’s resolution
dated May 18, 2009, to purchase land and to construct a new office facility.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
