5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council
and will be enacted by one motion. There will be no separate discussion of these items
unless a
Councilmember so requests; in which event, the item will be removed from the Consent
Agenda
and considered in its normal sequence on the agenda. Information concerning consent
agenda
items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of July 6, 2009.
6. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances - There are no Zoning Public Hearings
and
Ordinances at this time.
(b) Public Hearings and related actions
(i) Consider a public hearing to receive comments concerning the structures at 11703
North Nottingham Circle in the City of Missouri City. After receiving comments,
City Council will consider declaring the structures as substandard and may issue
orders as shall appear reasonably necessary to prevent the structures from being a
hazard to life or property and to eliminate the substandard qualities; and to consider
an order on the first and final reading.
(ii) Consider a public hearing to receive comments concerning the structures at 2219
Long Barrel Lane in the City of Missouri City. After receiving comments, City
Council will consider declaring the structures as substandard and may issue orders
as shall appear reasonably necessary to prevent the structures from being a hazard
to life or property and to eliminate the substandard qualities; and to consider an
order on the first and final reading.
(iii) Consider a public hearing to receive comments concerning the structures at 3254
Hunters Glen Drive in the City of Missouri City. After receiving comments, City
Council will consider declaring the structures as substandard and may issue orders
as shall appear reasonably necessary to prevent the structures from being a hazard
to life or property and to eliminate the substandard qualities; and to consider an
order on the first and final reading.
(iv) Consider a public hearing to receive comments concerning the structures at 603
Whippoorwill in the City of Missouri City. After receiving comments, City Council
will consider declaring the structures as substandard and may issue orders as shall
appear reasonably necessary to prevent the structures from being a hazard to life or
property and to eliminate the substandard qualities; and to consider an order on the
first and final reading.
7. APPOINTMENTS - There are no Appointments at this time.
8. AUTHORIZATIONS - There are no Authorizations at this time.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on
this agenda.
10. ORDINANCES
(a) Consider approval of an ordinance of the City of Missouri City, Texas authorizing
amendment of Ordinance No. O-03-09 authorizing the issuance of City of Missouri
City,
Combination Tax and Revenue Certificates of Obligation, Series 2003; providing for
the
redemption and defeasance of such bonds; authorizing and ratifying certain actions of
City
officials with regard to such amendment and redemption; and enacting other provisions
relating thereto; and to consider the ordinance on first and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 74,
Parks
and Recreation, of the City of Missouri City Code of Ordinances; providing rules and
regulations for Parks Board membership and terms of members; providing an
effective
date; repealing all ordinances or parts of ordinances in conflict herewith; providing for
severability; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas,
authorizing the
Mayor to execute an Interlocal Cooperation Contract by and between the City of
Missouri
City, Texas and the Texas Department of Public Safety for forms, manuals, and
supplies related to the Breath Testing Program and Laboratory Alcohol and Drug
Testing Program.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas,
temporarily
amending Resolution R-08-35 pertaining to tournaments.
12. CITY COUNCIL ANNOUNCEMENTS
(a) Mayor Owen will announce the appointment of Jeffrey Gaspar to the Planning and
Zoning
Commission.
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the City Council may go into Executive Session in accordance with the following provisions of the Government Code: Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Open Meetings Act: eminent domain proceeding relating to the Quail Valley Golf Course. Texas Government Code, Section 551.074 - Personnel matters regarding the evaluation, employment, reassignment, duties, discipline, or dismissal of a public officer or employee: city manager, city secretary, and city attorney.
14. CONVENE INTO OPEN SESSION - Take action, if necessary.
