(a) Recognize Police Officer Brenda Tippit for her 20 years of service to the City of Missouri City and on her retirement.
4. STAFF REPORTS
(a) Updates from Jing Chen, PE, CFM, Assistant City Engineer, regarding flood insurance and the community rating system (CRS) program.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of July 20, 2009.
(b) Consider approving the quarterly investment report for period ending June 30, 2009.
(c) Consider authorizing the purchase of new police vehicles.
(d) Consider authorizing purchase of batwing mowers through HGAC cooperative purchasing program.
(e) Consider authorizing the City Manager to execute a Utility Improvement Funding Contract between the City of Missouri City and Assad A. Sergie, M.D., Michele L. Sergie, Aly Sergie, M. D., Aicha Safa Sergie and Aly Assad Sergie.
6. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(i) Public hearing to receive comments for or against a request by N & N Associates on behalf of A-S 91 Ft. Bend Parkway-Hwy 6, L.P. and Kroger Texas L.P. to amend Planned Development District No. 62 (Ordinance No. O-07-19) an approximate 28-acre tract of land to allow for deviations to the City's Zoning Ordinance for the development of a Burger King Restaurant; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located southeast of the intersection of State Highway 6 and Vicksburg Boulevard, southwest of the intersection of State Highway 6 and the Fort Bend Toll Road, and east of the Oakwick Forest Estates Residential Subdivision.
(ii) Public hearing to receive comments for or against a request by Ashok Mungara on behalf of Houston Knanaya Catholic Society, Inc. to amend SUP, Specific Use Permit No. 147 (Ordinance No. O-03-35) to add additional acreage to the boundaries of the site and to allow for the development of a new church building; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located along the west side of Staffordshire Road, immediately north of the V.F.W. Post #4010, at 2210 Staffordshire Road.
(b) Public Hearings and related actions
(i) Consider a second public hearing to receive comments concerning the structures at 2219 Long Barrel Lane in the City of Missouri City. After receiving comments, City Council will consider declaring the structures as substandard and may issue orders as shall appear reasonably necessary to prevent the structures from being a hazard to life or property and to eliminate the substandard qualities; and to consider an order on the first and final reading.
(ii) Consider a second public hearing to receive comments concerning the structures at 603 Whippoorwill in the City of Missouri City. After receiving comments, City Council will consider declaring the structures as substandard and may issue orders as shall appear reasonably necessary to prevent the structures from being a hazard to life or property and to eliminate the substandard qualities; and to consider an order on the first and final reading.
(iii) Conduct a public hearing to receive comments concerning the submission of a Justice Assistance Grant to fund the purchase of bicycles and related equipment for the Police Department and consider a resolution of the City Council of the City of Missouri City, Texas, ratifying and approving the submission of the Edward Byrne Memorial Justice Assistance Grant Application to the Department of Justice to fund the purchase of bicycles and related equipment; designating Lance Bothell, Police Captain, as the authorized representative of the City for submitting such application.
(ii) Consider a second public hearing to receive comments concerning the structures at 603 Whippoorwill in the City of Missouri City. After receiving comments, City Council will consider declaring the structures as substandard and may issue orders as shall appear reasonably necessary to prevent the structures from being a hazard to life or property and to eliminate the substandard qualities; and to consider an order on the first and final reading.

8. AUTHORIZATIONS
(a) Consider authorizing the Mayor to execute and the City Secretary to attest an Interlocal Agreement for South Gessner Road/Cravens Road Project between the City of Missouri City and Harris County, Texas.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 74, Parks and Recreation, of the City of Missouri City Code of Ordinances; providing rules and regulations for Parks Board membership and terms of members; providing an effective date; repealing all ordinances or parts of ordinances in conflict herewith; providing for severability; and consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending City of Missouri City Ordinance No. O-02-14, adopted March 18, 2002, as amended; providing terms and conditions for employee military leave as set forth in the personnel manual; and providing for severability; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas authorizing publication of Notice of Intention to Issue Certificates of Obligation in a principal amount not to exceed $49,000,000.00 for construction of Public Works and the purchase of certain materials, supplies, equipment and machinery for authorized needs and purposes and for payment of contractual obligations for professional services; authorizing distribution of a preliminary official statement relating to such certificates; and authorizing certain other matters related thereto.
12. CITY COUNCIL ANNOUNCEMENTS - There are no City Council Announcements at this time.
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the City Council may go into Executive Session in accordance with the following provisions of the Government Code: Texas Government Code, Section 551.072 - Deliberation regarding the purchase, exchange, lease or value of real property: property adjacent to the Sienna Plantation development.
