(a) Recognize Senator Joan Huffman in appreciation for her outstanding contributions and dedicated service to the citizens of Missouri City.
(b) The Texas Police Chiefs Association will present a certificate acknowledging the Missouri City Police Department's achievement of "Recognized Status" from the Texas Recognition Program and recognize Donna Quackenbush for her sizeable role in the Missouri City Police Department obtaining this Texas accreditation.
4. STAFF REPORTS - There are no Staff Reports.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of September 8, 2009 and the minutes of the special City Council meeting of September 14, 2009.
(b) Consider authorizing the City Manager to execute an interlocal agreement with Fort Bend County Municipal Utility District No. 46 to provide emergency generator services at the Thompson Ferry lift station.
(c) Consider awarding term contract for cleaning bunker gear.
(d) Consider authorizing purchase of copiers.
(e) Consider authorizing the Mayor to execute and the City Secretary to attest an Interlocal Agreement for the Construction of a Water Line by and between Fort Bend County Municipal Utility District No. 26 and the City of Missouri City.

(i) Conduct a public hearing to receive comments for or against adopting the City's Comprehensive Plan; repealing all ordinances, resolutions or policies in conflict therewith; and to consider an ordinance on the second and final reading.
(ii) Conduct a public hearing to receive comments for or against considering whether the swimming pool structure located at 2123 South Fountain Valley Drive, Missouri City, TX 77459 is substandard.
7. APPOINTMENTS- There are no Appointments.
8. AUTHORIZATIONS
(a) Record Receipt of 2009 Tax Values, Collection Rate and 10/20 Year Tax Write-Off.
(b) Consider awarding contracts for employee benefits.
(c) Consider authorizing the Mayor to execute and the City Secretary to attest a letter of agreement for the reimbursement to Quail Valley MUD for relocation of Force Main and Water Line in conflict with Intersection Improvement Project by and between Quail Valley Utility District and the City of Missouri City.
(d) Consider authorizing the Mayor to execute and the City Secretary to attest a Regional Wastewater Treatment Facilities Agreement by and between the City of Missouri City and Fort Bend County Municipal Utility District No. 47.
(e) Consider authorizing the Mayor to execute and the City Secretary to attest a Regional Wastewater Treatment Facilities Agreement by and between the City of Missouri City and Fort Bend County Municipal Utility District No. 48.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.
(a) Pastor Rudy White is scheduled to appear before City Council to provide an update on the parking lot for the Christian Bible Baptist Church authorized by Specific Use Permit Number 160, pursuant to Ordinance No. O-08-30, adopted June 16, 2008.
(b) Enrique Paredez is scheduled to appear before City Council to provide comments regarding his water bill.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 30, Environment, of the Code of Ordinances of the City of Missouri City, Texas; regulating discharges to the Municipal Separate Storm Sewer System; providing an effective date, providing a penalty; and providing for severability; and to consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, adopting the City of Missouri City Trails Master Plan; repealing all ordinances, resolutions or policies in conflict therewith; providing for severability; and to consider an ordinance on the second and final reading.(c) Consider an ordinance of the City of Missouri City, Texas, amending City of Missouri City Ordinance No O-02-14, adopted March 18, 2002, as amended; providing terms and conditions for retirement benefits; and providing for severability; and to consider the ordinance on the second and final reading.
(d) Consider an Ordinance of the City of Missouri City, Texas authorizing and ordering the issuance of City of Missouri City, Texas Combination Tax and Revenue Certificates of Obligation, Series 2009B; prescribing the terms and form thereof; providing for the payment of the principal thereof and interest thereon; awarding the sale thereof; authorizing the preparation and distribution of an Official Statement to be used in connection with the sale of the Certificates; making other provisions regarding such Certificates, including use of the proceeds thereof, and matters incident thereto.
(d) Consider an Ordinance of the City of Missouri City, Texas authorizing and ordering the issuance of City of Missouri City, Texas Combination Tax and Revenue Certificates of Obligation, Series 2009B; prescribing the terms and form thereof; providing for the payment of the principal thereof and interest thereon; awarding the sale thereof; authorizing the preparation and distribution of an Official Statement to be used in connection with the sale of the Certificates; making other provisions regarding such Certificates, including use of the proceeds thereof, and matters incident thereto.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, nominating one or more candidates for the election of members to the Board of Directors of the Fort Bend County Central Appraisal District for the term commencing January 1, 2010, and extending through December 31, 2011.
