(a) Director of Public Works/City Engineer Scott Elmer presents preliminary result from FEMA's Community Rating System (CRS) program, and announces the preliminary/draft release of FEMA digital flood insurance rate maps (DFIRMs) under review.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of November 2, 2009.
(b) Consider authorizing the Mayor to execute and City Secretary to attest to the Interlocal agreement between Fort Bend County and the City of Missouri City, Texas providing for the Housing of City Prisoners.
(c) Consider authorizing the Mayor to execute a Memorandum of Understanding among the City of Missouri City, Texas; Fort Bend County, Texas; and the City of Rosenberg, Texas, relating to the Fort Bend County Narcotics Task Force.
(d) Consider awarding a bid for pavement markings supply and installation.

(1) Public hearing to receive comments for or against a request by TexLa Hotel, LLC on behalf of TexLa Hotel, LLC, Enterprise Leasing Company of Houston, M.P. &
C.P., LLC, and Douglas Watkins to amend Ordinance O-00-68 pertaining to PD, Planned Development District #14 to allow for deviations from the architectural style of visible roofing and color as well as deviations from the color of the primary brick in order to develop a La Quinta Hotel Franchise; providing for penalty; providing for severability; and to consider the ordinance on second and final reading. The subject site is located northwest of the intersection of Township Lane and Williamsburg Lane, south of the Wal-Mart shopping center, east of the Chase Bank, and west of the Sterling Auto Body and the Towne Creek School.
(2) Public hearing to receive comments for or against a request by McEntee Engineering & Design, Inc. on behalf of SDI Missouri City Holdings, LLC and Lowe's Home Centers to amend Ordinance O-09-13 pertaining to PD, Planned Development District No. 70 to remove approximately 7.418 acres and to amend the ingress/egress regulations of PD, Planned Development District No. 70; providing for a penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located on the northeast corner of State Highway 6 and Murphy Rd., south of the Wells Fargo Bank, west of the Quail Valley Thunderbird West residential subdivision at 3803 and 3807 Murphy Rd. and 3660 Glenn Lakes Ln.

(a) Consider approval of the nomination and appointment of members to Positions 1, 3, 5, and 9 for a two-year term on the Board of Tax Increment Reinvestment Zone (TIRZ) 3.
(b) Consider approval of the appointment of the chair for a one-year term on the Board of the Tax Increment Reinvestment Zone (TIRZ) 3.
8. AUTHORIZATIONS
(a) Consider authorizing the City Manager to negotiate and execute an engineering services agreement for design of sidewalks and drainage, and an intersection improvement on Texas Parkway.
(b) Consider authorizing the purchase of 8.026 acres of land, more or less, within the Quail Valley Subdivision, known as the Quail Valley Tennis and Fitness Center and authorize the Mayor to accept and the City Secretary to attest the Special Warranty Deed conveying such property.

10. ORDINANCES
(a) Consider an Ordinance of the City of Missouri City, Texas, amending Chapter 74, Parks and Recreation, of the Code of Ordinances of the City of Missouri City, Texas; amending rules and regulations regarding the use of Golf Courses; providing an effective date; providing a penalty; and providing for severability; and to consider the ordinance on the second and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, casting its 108 votes for member(s) of the Board of Directors of the Fort Bend County Central Appraisal District for the term commencing on January 1, 2010, and extending through December 31,
2011.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing submission to the Texas Department of Transportation for a nomination for the 2009 Statewide Transportation Enhancement Program for funding to construct the Texas Parkway and Cartwright Road Beautification Project; designation the Mayor as the authorized official for purposes of such nomination; certification funding.
(c) Consider a resolution of the City Council of the City of Missouri City, Texas, directing the City Manager to terminate the Advance Funding Agreement with the Texas Department of Transportation for the construction of a biking and walking path along Oyster Creek.
