5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a
Councilmember so requests; in which event, the item will be removed from the Consent Agenda
and considered in its normal sequence on the agenda. Information concerning consent agenda
items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of
November 16, 2009 and the special City Council meeting minutes of November 24, 2009.
(b) Consider awarding a contract for construction of the Freedom Tree Park deck.
(c) Consider awarding a contract for construction of Hunters Glen Park lighting project.
(d) Consider accepting report concerning impact fees and the capital improvements plan from the Capital Improvements Advisory Committee.

(a) Zoning Public Hearings and Ordinances - There are no Zoning Public Hearings and

7. APPOINTMENTS
(a) Consider appointing members to the Transportation Policy Council (TPC) and the
Technical Advisory Committee (TAC) for the Houston-Galveston Area Council.
8. AUTHORIZATIONS
(a) Consider authorizing the Mayor to execute and the City Secretary to attest the First Amendment to the Agreement by and between the City of Missouri City, Texas and Sienna Plantation Levee Improvement District of Fort Bend County, Texas for the site acquisition for the surface water treatment plant and authorize the City Manager to execute the Special Conditions to the Construction Contract, related thereto.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.
10. ORDINANCES
(a) Consider an Ordinance of the City of Missouri City, Texas, amending Chapter 34, Finance
and Taxation, of the Code of Ordinances of the City of Missouri City, Texas; levying a tax
on the price paid for a room in a hotel or motel; providing an effective date; providing a
penalty; and providing for severability; and to consider the ordinance on the first of two
readings.
(b) Consider an Ordinance of the City of Missouri City, Texas, amending Chapter 2, Administration, and Chapter 42, Floods, of the Code of Ordinances of the City of Missouri City, Texas; providing rules and regulations for the Construction Board of Adjustment and Appeals in relation to flood ordinance variances; providing rules and regulations for flood plain management; providing an effective date; providing a penalty; and providing for severability; and to consider the ordinance on the first of two readings.
(c) Consider an Ordinance of the City of Missouri City, Texas, amending Chapter 74, Parks and Recreation, of the Code of Ordinances of the City of Missouri City, Texas; amending rules regarding officers of the Parks Board; providing an effective date; and providing for severability; and to consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a Resolution of the City Council of the City of Missouri City, Texas ratifying the City
Council’s prior actions considering the acquisition of the Quail Valley Country Club
properties, including the actions taken by the enactment of Resolution No. R-08-09, adopted
March 3, 2008; and making certain findings related to the subject.
12. CITY COUNCIL ANNOUNCEMENTS
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
14. CONVENE INTO OPEN SESSION - Take action if an executive session is held and there is action to be taken.
