4. STAFF REPORTS
(a) The Public Works Department will provide an update on the City's efforts regarding sidewalk repair.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of December 21, 2009.
(b) Consider authorizing the Mayor to execute and City Secretary to attest to an Interlocal Agreement with Harris County for mutual aid during emergency management events.
6. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against proposed amendments to the Zoning Ordinance, Section 12, Parking Regulations, regarding rules and regulations pertaining to off-street parking; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings.
(b) Public Hearings and related actions - There are no Public Hearings and related actions at this time.
7. APPOINTMENTS
(a) Consider appointing a member to the Board of Directors of the Fort Bend Subsidence District Board for a two-year term commencing February 1, 2010, and ending January 31, 2012.
8. AUTHORIZATIONS
(a) Consider declaring an exemption to the competitive bid statutes and authorize the execution of a contract between the City of Missouri City and SWWC Services Inc. for the provision of operational services for the Mustang Bayou Wastewater Treatment Plant.
(b) Consider authorizing the City Manager to negotiate and execute a professional service agreement for design of the Texas Parkway and Cartwright Road Corridor Landscape Improvements.
(c) Consider establishing a policy regarding the enforcement of trash disposal area screening regulations for residential zones and authorizing Staff to take action consistent therewith.
(d) Consider authorizing the City Manager to negotiate and execute an agreement between the City of Missouri City and Fort Bend County Municipal Utility District Number 149 for regional wastewater treatment facilities.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.
10. ORDINANCES
(a) Consider an Ordinance of the City of Missouri City, Texas, amending Chapter 58, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Missouri City, Texas; prohibiting the use of wireless communication devices while operating a motor vehicle; providing a penalty; providing an effective date; providing for severability; and to consider the ordinance on the first of two readings.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 30, Environment, of the Code of Ordinances of the City of Missouri City, Texas; amending the provisions concerning graffiti removal; providing a penalty; and providing for severability; and to consider the ordinance on the first of two readings.

12. CITY COUNCIL ANNOUNCEMENTS
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
