2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by the Missouri City Fire Department Honor Guard.
3. PRESENTATIONS AND RECOGNITIONS
(a) Recognize Boy Scouts Scott Slater and BJ Ragan in appreciation for their outstanding contributions and dedicated service for the improvements of Buffalo Run Park.
4. STAFF REPORTS
(a) The Police Department will provide an update on the 2009 City Crime Report and recent initiatives of the Missouri City Police Department.
(b) Presentation of the City's 2009 year end review.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of January 4, 2010.
(b) Consider authorizing the City Manager to negotiate and execute an agreement with LJA Engineering & Surveying, Inc. for completion of design work for the Sienna Levee Improvement District pump station as set forth in the First Amendment to the Agreement by and between the City of Missouri City, Texas and Sienna Plantation Levee Improvement District of Fort Bend County, Texas for the Site Acquisition for the Surface Water Treatment Plant, executed on or around December 7, 2009.
6. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against proposed amendments to the Zoning Ordinance, Section 12, Parking Regulations, amending standards for offstreet parking; providing a penalty; providing for severability; and to consider the ordinance on the second and final reading.
(b) Public Hearings and related actions - There are no Public Hearings and related actions at this time.
7. APPOINTMENTS - There are no Appointments at this time.
8. AUTHORIZATIONS
(a) Consider authorizing the Repeal of Order No. O-09-05 of the City Council of the City of Missouri City, Texas, finding and declaring the satisfactory repair of the swimming pool structure and the fence structure located at 2123 South Fountain Valley Drive, Missouri City, Texas.
(b) Consider authorizing staff to prepare ballot language for propositions to be included on the May 8, 2010, Special Election.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 30, Environment, of the Code of Ordinances of the City of Missouri City, Texas; amending the provisions concerning graffiti removal; providing a penalty; and providing for severability; and to consider the ordinance on the second and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting a schedule of fees for the removal of graffiti, where such removal, pursuant to ordinance, is provided by the City.
(b) Consider a Resolution of the City Council of Missouri City, Texas, ratifying the submission of a Research and Planning Grant Application to the Texas Water Development Board for the planning, implementation and operation of water and wastewater facilities; authorizing the execution of a contract related thereto; designating the Mayor as the authorized official for all purposes related to the execution of such contract; certifying funding; and containing other provisions related to the subject.
12. CITY COUNCIL ANNOUNCEMENTS
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
14. CONVENE INTO OPEN SESSION - Take action if an executive session is held and there is action to be taken.
