(a) Consider approving the minutes of the special and regular City Council meetings of January 19, 2010.
(b) Consider authorizing Staff to negotiate and the City Manager to execute a professional engineering services agreement for traffic signal synchronization.

(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Mina Barekzei of STM and Associates on behalf of Gary Hamidan and Ali Qattom to amend Ordinance O-09-01 pertaining to PD, Planned Development District #66 to allow for deviations from the architectural style of exterior accent materials and wall signage in order to develop a 9er's Grill Restaurant Franchise; providing for penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located northwest of the intersection of State Highway 6 and Colonial Lakes Drive, south of the Kids R Kids Learning Center and west of the Goodwill Store and Oyster Creek Plantation Subdivision.
(b) Public Hearings and related actions - There are no Public Hearings and related actions at this time.
7. APPOINTMENTS - There are no Appointments at this time.
8. AUTHORIZATIONS
(a) Consider authorizing the City Manager to execute a change order to contract #301-09, construction of the Mass Grading and Raw Water Reservoirs for the Surface Water Treatment Plant site, to include construction of an access road.
(b) Consider authorizing the City Manager to execute a change order to PSA #128-07, design for the Surface Water Treatment Plant, to include construction management services.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.
10. ORDINANCES
(a) Consider an Ordinance of the City of Missouri City, Texas, authorizing and ordering the Issuance of City of Missouri City, Texas General Obligation Bonds, Series 2010; Prescribing the Terms and Form Thereof; Providing for the Payment of the Principal Thereof and Interest Thereon; Awarding the Sale Thereof; Authorizing the Preparation and Distribution of an Official Statement To Be Used In Connection with the Sale of the Bonds; Making Other Provisions Regarding Such Bonds, Including Use of the Proceeds Thereof, and Matters Incident Thereto; and to consider the ordinance on the first and fainal reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 58, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Missouri City, Texas; regulating the use of wireless communication devices while operating motor vehicles; providing a penalty; providing an effective date; providing for severability; and to consider the ordinance on the first of two readings.
