5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of February 15, 2010.
(b) Consider authorizing Staff to negotiate an agreement for the purchase of electronic control devices for assignment to Police Personnel.
(c) Consider authorizing the City Manager to execute a change order to PSA #095-10, Engineering Design Services for Sidewalk Improvements on Texas Parkway and Cartwright Road to include median and additional sidewalk design.
(d) Consider authorizing the Mayor to accept and the City Secretary to attest the Deeds from Fort Bend County Municipal Utility District No. 47 and No. 48 for the conveyance of the Mustang Bayou Wastewater Treatment Plant site.

6. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Justin Ring of Edminster, Hinshaw, Russ, and Associates on behalf of the First United Methodist Church of Missouri City to amend Specific Use Permit #153 to allow for additional deviations to monument sign regulations; providing for penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located near the northwest of the intersection of Murphy Rd. (F.M. 1092) and Lexington Blvd, north and west of the Shell Gas Station/Burger King Restaurant, south of the Lexington Grove Residential Subdivision, and east of the Lexington Square Residential Subdivision.
(2) Public hearing to receive comments for or against a request by Rabbi Zalman Feigenson of the Chabad of Sugar Land to amend Planned Development District #10 to allow for the use as a place of assembly; providing for penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located southwest of the intersection of Cartwright Rd. and Colonial Lakes Drive, east of the Uncle Bob's Storage facility, and west of the YMCA of Fort Bend County.

8. AUTHORIZATIONS
(a) Consider authorizing the Mayor to accept and the City Secretary to attest a Wastewater Treatment Plant Buffer Easement from Marhaba Partners Limited Partnership for a 150- foot buffer to the east of the Mustang Bayou Wastewater Treatment Plant site.
(b) Consider a recommendation from the Parks Board regarding the concept plan of a passive park at the site of the former Executive 9 Course.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending the Code of Ordinances of the City of Missouri City, Texas, by amending Chapter 22 of the City of Missouri City Code of Ordinances; amending rules and regulations for establishment and maintenance of the Emergency Management Plan; adopting an update to the Basic Plan of the Fort Bend County Interjurisdictional Emergency Management Plan; repealing all ordinances or resolutions in conflict herewith; providing a penalty; providing for severability; and to consider an ordinance on the second and final reading. (b) Consider an ordinance of the City of Missouri City, Texas, providing for a special election to be held on May 8, 2010, for the purpose of submitting to the qualified voters of the City of Missouri City, Texas, a proposition relating to the adoption of an ordinance authorizing an exemption from taxation of three percent of the appraised value of a residence homestead, a proposition relating to the adoption of an ordinance regulating smoking in public places, and a proposition relating to the adoption of an ordinance regulating citywide municipal consolidation of trash collection; providing for a joint election on May 8, 2010, with the Fort Bend Independent School District, and the cities of Sugar Land and Meadows Place, and any other entity contracting with Fort Bend County for this joint election; providing for election precincts and polling places; and to consider the ordinance on the first and final reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, approving and ratifying submission of the grant application for the Crime Victim Liaison Project to the Criminal Justice Division of the Office of the Governor and containing other provisions related thereto.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, approving the submission of a grant application to the Criminal Justice Division of the Office of the Governor to fund a SkyWatch Observation Tower Project, designating the Mayor as the grantee's authorized official and the Police Administrative Captain as the City's authorized Project Manager and containing other provisions related thereto.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
