5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of March 1, 2010.
(b) Consider authorizing a professional services agreement for Engineering Consultant Services for Project Management.
(c) Consider accepting the award of a Justice Assistance Grant to fund the purchase of a SWAT Transport vehicle and authorizing the purchase of a SWAT transport vehicle through the Houston-Galveston Area Council cooperative purchasing program.
(d) Consider authorizing purchase of mobile data terminal hardware and related software.
(e) Consider ratifying expenditures for street raising repairs in Fifth Avenue Estates.
(f) Consider authorizing the purchase of call manager software through the Local Government Cooperative BUYBOARD.
6. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Justin Ring of Edminster, Hinshaw, Russ, and Associates on behalf of the First United Methodist Church of Missouri City to amend Specific Use Permit #153 to allow for additional deviations to monument sign regulations; providing for penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located near the northwest of the intersection of Murphy Rd. (F.M. 1092) and Lexington Blvd, north and west of the Shell Gas Station/Burger King Restaurant, south of the Lexington Grove Residential Subdivision, and east of the Lexington Square Residential Subdivision.
(2) Public hearing to receive comments for or against a request by Rabbi Zalman Feigenson of the Chabad of Sugar Land to amend Planned Development District #10 to allow for the use as a place of assembly; providing for penalty; providing for severability; and to consider the ordinance on the second and final reading. The subject site is located southwest of the intersection of Cartwright Rd. and Colonial Lakes Drive, east of the Uncle Bob's Storage facility, and west of the YMCA of Fort Bend County.
(b) Public Hearings and related actions
(1) Public hearing to receive comments concerning the use of FY 2010 Community Development Block Grant Annual Action Plan.
(2) Public hearing to receive comments for or against the designation of Reinvestment Zone No. 6 for tax abatement purposes, to be located in portions of Lots 8, 9 and 10 in Lakeview Business Park, in the vicinity of Fondren Road and Buffalo Run within the City of Missouri City; and to consider the ordinance related thereto on the second and final reading.

8. AUTHORIZATIONS
(a) Consider awarding a contract for construction of the Surface Water Treatment Plant.
9. PUBLIC COMMENTS - An opportunity for the public to address Council on items/concerns not on this agenda.

11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, electing to participate in tax abatement; establishing guidelines and criteria governing tax abatement agreements by the City; and repealing Resolution No. R-08-05, adopted on February 4, 2008.
12. CITY COUNCIL ANNOUNCEMENTS
13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code.
