4. STAFF REPORTS - There are no Staff Reports on this agenda.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of June 7, 2010.
(b) Consider authorizing the Mayor to execute an amendment to Interlocal Cooperation Agreement between Fort Bend County and the City of Missouri City for the collection of taxes.
(c) Consider authorizing purchase of additional disk space to the storage area network server.
(d) Consider approving the FY 2010 Community Development Block Grant Action Plan.
(e) Consider awarding contract #204-10 HVAC Replacement Project.
(f) Consider awarding contract #208-10 Traffic Signal Retrofit Project.

(1) Public hearing to receive comments for or against a proposed ordinance amending the Missouri City Code, Chapter 74, Parks and Recreation, thereof; adopting standards of care for elementary-age recreation programs operated by the City of Missouri City; repealing all other ordinances or parts of ordinances in conflict herewith; providing for severability; and to consider the ordinance on the second and final reading.
(2) Public hearing to receive comments related to the FY 2011 proposed Budget; and consider an ordinance of the City of Missouri City, Texas, approving and adopting the City of Missouri City, Texas General Budget for the Fiscal Year beginning July 1, 2010, and ending June 30, 2011; making appropriations for the City for such fiscal year as reflected in said budget; making certain findings; and containing certain provisions relating to the subject; and to consider adopting the ordinance on the first and final reading.
(3) Public hearing to consider the report on the update of the land use assumptions, capital improvements plan and the imposition of an impact fee for the Lake Olympia Parkway Extension Service Area; and consider an ordinance determining that no change to the land use assumptions, capital improvements plan, or impact fee is needed; and to consider adopting the ordinance on the first of two readings.

8. AUTHORIZATIONS
(a) Consider authorizing the City Manager to execute an amendment to the solid waste collection letter of agreement effective July 1, 2007, between BFI Waste Services of Texas, LP D/B/A Allied Waste West Houston, known now as Republic Waste Services Texas, LTD., and the City of Missouri City.

10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending the General Budget for the Fiscal Year beginning July 1, 2009, and ending June 30, 2010, transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate City Officials to take steps necessary to accomplish such transfers; making certain findings; and containing certain provisions relating to the subject; and consider the ordinance on the first and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 2, Administration, of the Missouri City Code; providing rules for public comments at City Council meetings; providing for repeal; providing for severability; and consider the ordinance on the first and of two readings.
(c) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 70, Offenses, of the Missouri City Code; providing rules and regulations for smoking within the city; repealing all other ordinances or parts of ordinances in conflict herewith; providing for severability; providing a penalty; and providing an effective date; and to consider the ordinance on the first of two readings.
(d) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 78, Solid Waste, of the Missouri City Code; amending rules and regulations for the collection of residential solid waste in the City; repealing all other ordinances or parts of ordinances in conflict herewith; providing for severability; and providing an effective date; and to consider the ordinance on the first of two readings.
