2. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance will be led by the Missouri City Police Department Honor Guard.
3. PRESENTATIONS AND RECOGNITIONS
(a) Proclaim the month of July 2010 as "Parks and Recreation Month" in Missouri City, Texas.
4. STAFF REPORTS
(a) The Missouri City Fire Department will present an overview of the City's Emergency Management website.
5. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of June 21, 2010.
(b) Consider authorizing the Mayor to execute and the City Secretary to attest an Interlocal Cooperation Agreement between Fort Bend County and the City of Missouri City for household hazardous chemical waste disposal services.
(c) Consider terminating contract #174-08 Nomex Fire Shirts and Pants.
(d) Consider authorizing the City Manager to negotiate, the Mayor to execute and the City Secretary to attest amendments to the Interlocal Cooperation Agreements for solid waste billing services between the City of Missouri City and Fort Bend County MUD 26, Fort Bend County MUD 47, Fort Bend County MUD 48, Fort Bend County MUD 115, Fort Bend County Water Control and Improvement District No. 2, Meadowcreek Municipal Utility District, Quail Valley Utility District and Thunderbird Utility District.
(e) Consider authorizing the City Manager to negotiate an agreement for traffic engineering services.
(f) Consider authorizing the City Manager to negotiate, the Mayor to execute and the City Secretary to attest an Interlocal Agreement between the City of Sugar Land and the City of Missouri City for the construction of signal improvements at 21 intersections on SH6.
(g) Consider authorizing the Mayor to execute and the City Secretary to attest to a Facilities Extension Agreement with CenterPoint Energy to provide electrical service to the Surface Water Treatment Plant.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 2, Administration, of the Missouri City Code; providing rules for public comments at City Council meetings; providing for repeal; providing for severability; and consider the ordinance on the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending the Missouri City Code by amending Chapter 70, Offenses, thereof; providing rules and regulations for smoking within the City; repealing all other ordinances or parts of ordinances in conflict herewith; providing for severability; providing a penalty; and providing an effective date; and to consider the ordinance on the second and final reading.
(c) Consider an ordinance of the City of Missouri City, Texas, amending the Missouri City Code by amending Chapter 78, Solid Waste, thereof; amending rules and regulations for the collection of Residential Solid Waste in the City; providing a penalty; repealing all other ordinances or parts of ordinances in conflict herewith; and providing for severability; and to consider the ordinance on the second and final reading.
6. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances - There are no Zoning Public Hearings and Ordinances on this agenda.
(b) Public Hearings and related actions
(1) Public hearing to consider the report on the update of the land use assumptions, capital improvements plan and the imposition of an impact fee for the Lake Olympia Parkway Extension Service Area; and consider an ordinance determining that no change to the land use assumptions, capital improvements plan, or impact fee is needed; and to consider adopting the ordinance on the second and final reading.

8. AUTHORIZATIONS
(a) Consider authorizing the City Manager to execute and the City Secretary to attest the Project Agreement between Fort Bend County and the City of Missouri City for the paving of Columbia Blue Road.
(b) Consider authorizing the City Manager to execute and the City Secretary to attest the Project Agreement between Fort Bend County and the City of Missouri City for the paving of Pike Road, 3rd Street, and Orchard St.
(c) Consider authorizing the Mayor to execute and the City Secretary to attest a Memorandum of Understanding between the Harris County Flood Control District and the City of Missouri City for certain cooperative actions to ensure compliance with Federal Emergency Management Agency hydrologic and hydraulic modeling standards.
(d) Consider authorizing the City Manager to negotiate and execute an agreement for engineering design services for grading the former Executive Nine course at the Quail Valley Golf Course.
(e) Consider authorizing the City Manager to negotiate and execute crossing agreements with Gulf Coast Water Authority and ratify the Mayor's acceptance of easements from CenterPoint Energy for the installation of water lines to serve the Surface Water Treatment Plant.

(a) Consider a resolution of the City Council of the City of Missouri City, Texas, approving and adopting a fee for tobacco bar permits.
