6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. (a) Consider approving the minutes of the special and regular City Council meetings of July 19, 2010.
(b) Consider authorizing the purchase of handheld radios from Motorola, Inc. through the HGAC cooperative purchasing program.
(c) Consider amending the Investment Policy to add Broker/Dealer to approved list as part of the annual review.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Yahaira and Cassius Bond on behalf of Baxi, LLC, for a Specific Use Permit to allow a child care center in a 4,926 square foot facility, and the adjacent outdoor activity area along the rear and side of such facility, on a 0.948 acre tract of land currently zoned LC-3, Retail District; providing for penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located north of the First United Methodist Church, south of Collision Clinic, east of the Lexington Grove residential subdivision and west of the Lexington Square residential subdivision at 1100 FM 1092 (Murphy Rd.)
(b) Public Hearings and related actions - There are no Public Hearings and related actions on this agenda.

9. AUTHORIZATIONS
(a) Consider activating a one-year renewal option in the existing Bank Depository
Agreement with Wachovia/Wells Fargo and updating the bank signature card.
(b) Consider awarding a contract for the reconstruction of South Gessner Road.
(c) Consider authorizing the City Manager to negotiate an agreement for construction
management services for South Gessner Road.
(d) Consider authorizing Staff to make changes to the traffic control devices to the
intersections of Watts Plantation Road at Sienna Parkway and Diamond Springs.
10. ORDINANCES
(a) Consider an ordinance of the City of Missouri City, Texas, amending chapter 2,
Administration, of the Missouri City code; amending the rules and regulations related to
city boards, committees and commissions; repealing all other ordinances or parts of
ordinances in conflict herewith; providing for severability; and to consider an ordinance on
the second and final reading.
(b) Consider an ordinance of the City of Missouri City, Texas, amending Chapter 2,
Administration, and Chapter 14, Buildings and Building Regulations, of the Missouri
City code; amending rules and regulations related to the Electrical Board and Electrical
Code; repealing all other ordinances or parts of ordinances in conflict herewith; providing for
severability; providing a penalty; and to consider an ordinance on the second and final
reading.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, authorizing an
Advance Funding Agreement with the Texas Department of Transportation for the
construction of beautification improvements at the intersection of US90A and Texas
Parkway.
(b) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting a
schedule of fees for the registration of peddlers, solicitors, canvassers and itinerant
vendors in the City of Missouri City.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the City Council may go into Executive Session in accordance with the following provisions of the Government Code: Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act: recovery of damages related to the wastewater treatment plant in the Mustang Bayou Utility Service Area. Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Open Meetings Act: liability for sidewalk defects.
