(a) Consider approving the minutes of the special and regular City Council meetings of August 2, 2010.
(b) Consider authorizing execution of a contract for a dispatch consolidation feasibility study.
(c) Consider awarding a contract for day labor.
(d) Consider authorizing the Mayor to accept and the City Secretary to attest a Wastewater Treatment Plant Buffer Easement from Fort Bend County Municipal Utility District No. 48 for the Mustang Bayou Wastewater Treatment Plant.
(e) Consider authorizing the Mayor to execute and the City Secretary to attest an Interlocal Project Agreement between Fort Bend County and the City of Missouri City, Texas for parking lot improvements to the North Parking Lot at the Quail Valley Golf Course.

9. AUTHORIZATIONS
(a) Consider authorizing Change Order #2 to PSA # 117-09 for the design of the traffic signal wireless communication system.
(b) Consider authorizing the Mayor to execute and the City Secretary to attest the Sienna Plantation Reinvestment Zone Development Plan Agreement among Reinvestment Zone Number Three, City of Missouri City; the City of Missouri City; the Missouri City Development Authority; and the Sienna Plantation Management District providing for duties and responsibilities related to Reinvestment Zone Number Three.
(c) Consider authorizing City Staff to negotiate, the Mayor to execute and the City Secretary to attest a water plant consolidation agreement between the City of Missouri City, Fort Bend County Municipal Utility District No. 47, Fort Bend County Municipal Utility District No. 48, and the Vicksburg Joint Powers Board.
(d) Consider authorizing City Staff to take actions necessary to issue $9,500,000 in general obligation bonds for improvements to the Quail Valley Golf Course Community Center, Golf Pro Shop, and the Tennis and Recreation Center.
(e) Consider authorizing City Staff to negotiate and the City Manager to execute a contract for the collection of residential solid waste and curbside recycling with BFI Waste Services of Texas, LLP d/b/a Republic Services Inc.
10. ORDINANCES
(a) Consider an ordinance changing the boundaries of Reinvestment Zone Number Two, City of Missouri City by the exclusion of a 110.864-acre tract of land north of and adjacent to Lake Olympia Parkway and west of the Fort Bend Parkway; repealing all other ordinances or parts of ordinances in conflict herewith; and providing for severability; and consider the ordinance on the first of two readings.
11. RESOLUTIONS
(a) Consider a resolution of the City Council of the City of Missouri City, Texas, granting consent to Fort Bend County Municipal Utility District No. 48 to annex certain lands situated within the corporate limits of the City of Missouri City, Texas.
(b) Consider a resolution of the City Council for the City of Missouri City, Texas, amending the Utility Schedule of Fees by amending the groundwater reduction plan participation fee; repealing resolution R-09-17, adopted on June 1, 2009; and providing an effective date.
(c) Consider a resolution authorizing the publication of the notice of intention to issue City of Missouri City, Texas Certificates of Obligation in a principal amount not to exceed $8,000,000 for construction of public works and the purchase of certain materials, supplies, equipment and machinery for authorized needs and purposes and for payment of contractual obligations for professional services; authorizing distribution of a Preliminary Official Statement relating to such Certificates; and containing other provisions relating thereto.
(d) Consider a resolution of the City Council of the City of Missouri City, Texas, directing staff to prepare an annexation service plan and to take all other and further actions necessary for the annexation of that portion of Sections 1, 2 and 3 of Newpoint Estates, a recorded subdivision in Fort Bend County, Texas, not within the city limits.
(e) Consider a resolution of the City Council of the City of Missouri City, Texas, approving the submission of the Community Outdoor Outreach Program grant application to the Texas Parks and Wildlife Department to fund the City of Missouri City Community Roots Project; designating the City Forester as the authorized representative of the City for submitting such application; designating the Mayor as the City's authorized project official to accept, reject, alter or terminate the grant; and containing other provisions related thereto.
(f) Consider a resolution of the City Council of the City of Missouri City, Texas, adopting an official parks and recreation map for the purpose of designating park zones in the City of Missouri City, Texas, and providing for repeal.
(g) Consider a resolution of the City Council of the City of Missouri City, Texas, granting consent to Harris County Water Control and Improvement District - Fondren Road to issue refunding bonds at a private sale.

13. CLOSED EXECUTIVE SESSION The City Council may go into Executive Session regarding any item posted on the Agenda as authorized by Chapter 551 of the Texas Government Code. Notice is hereby given that the City Council may go into Executive Session in accordance with the following provisions of the Government Code: Texas Government Code, Section 551.071 - Consultation with attorney to seek or receive legal advice on a matter which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Open Meetings Act: lease or sale of parkland.
