(a) Update of the City's plan to consolidate residential solid waste collection services.
6. CONSENT AGENDA - All consent agenda items listed are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Information concerning consent agenda items is available for public review.
(a) Consider approving the minutes of the special and regular City Council meetings of August 16, 2010.
(b) Consider authorizing the Mayor to accept and the City Secretary to attest the gift deeds from C & L Partnership, LTD., Colony Crossing Homeowners' Association, and Kimball Hill Texas Development, LLC., for the conveyance of property located at the corner of South Gessner Road and Cravens Road.
(c) Consider authorizing the Mayor to execute and the City Secretary to attest to a Facilities Extension Agreement with CenterPoint Energy to provide underground electrical service to the Surface Water Treatment Plant.
(d) Consider authorizing the City Manager to negotiate, the Mayor to accept and the City Secretary to attest deeds from Vicksburg Estates, Ltd., for the conveyance of two lift station sites and one parkland and drainage site.
(e) Consider authorizing the City Manager to negotiate and execute an agreement for design services for the Township Lane/FM 1092 signal.
(f) Consider authorizing change order #1 to Contract #125-10 design of services for Sienna North Outfall Structure and Pump Station.
7. PUBLIC HEARINGS AND RELATED ACTIONS
(a) Zoning Public Hearings and Ordinances
(1) Public hearing to receive comments for or against a request by Peter Yau on behalf of Fort Bend Community Church to amend Specific Use Permit No. 126 (Ordinance O-99-24) to add additional acreage to the boundaries of the subject site; to revise ingress/egress regulations; to provide limitations, restrictions, and conditions on such specific use; providing a penalty; providing for severability; and to consider the ordinance on the first of two readings. The subject site is located north of the intersection of Knights Court and State Highway 6, east of Colony Creek Community Church, at 7707 State Highway 6.
(b) Public Hearings and related actions - There are no Public Hearings and related actions on this agenda.
8. APPOINTMENTS
(a) Consider nominations and cast votes for candidates to the TML Intergovernmental Risk Pool Board of Trustees.
9. AUTHORIZATIONS
(a) Consider authorizing the City Manager to negotiate and execute and the City Secretary to attest a Reclaimed Water Use Agreement between the City of Missouri City; Sienna Plantation Residential Association, Inc. and the Sienna Plantation Golf Club, LTD.
(b) Consider authorizing the Mayor to sign the acceptance letter for a type 6 fire engine and the Supplemental Terms and Conditions Agreement for the Texas Intrastate Fire Mutual Aid System (TIFMAS) Grant Assistance Program.
(c) Consider authorizing the City manager to negotiate and execute an agreement for design services for the State Highway 6 intersection improvements.
(d) Consider authorizing City Manager to negotiate an agreement for engineering design services for the reconstruction of Quail Valley East drive.
(e) Consider authorizing the City Manager to negotiate and execute an agreement to perform Steep Bank/Flat Bank Wastewater Service Area improvement analysis.
(f) Consider reaffirming an order of the City Council of the City of Missouri City, Texas, finding and declaring the house building located at 2219 Long Barrel Lane in the City of Missouri City, Texas, to be a public nuisance and ordering the repair or, alternatively, the demolition and removal of the house building.
(g) Consider reaffirming an order of the City Council of the City of Missouri City, Texas, finding and declaring the house building located at 603 Whippoorwill Drive in the City of Missouri City, Texas, to be a public nuisance and ordering the repair of said house building.
(c) Consider authorizing the City manager to negotiate and execute an agreement for design services for the State Highway 6 intersection improvements.
(d) Consider authorizing City Manager to negotiate an agreement for engineering design services for the reconstruction of Quail Valley East drive.
10. ORDINANCES
(a) Consider an ordinance changing the boundaries of Reinvestment Zone Number Two, City of Missouri City by the exclusion of a 110.864-acre tract of land north of and adjacent to Lake Olympia Parkway and west of the Fort Bend Parkway; repealing all other ordinances or parts of ordinances in conflict herewith; and providing for severability; and consider the ordinance on the second and final reading.
